*Comments-I*

One cannot imagine to what extend Maj Gen Satbir can go down and take IESM Gen Body  elections into street of Noida.

He has smartly included name of his ex Driver Sub State Singh Multani, A Jco Din Dayal his present office bearer and a well known Lady friend.

He wants them to be elected In the Governing Body an d control.

He wants to control the Funds donated in crores by ensure his pets to be elected.

For Maj Gen Satbir Money matters not OROP issue or welfare of ESM

This makes it very clear his motive. Of holding JM for elections and donations collected in crores but yet to provide details to anyone.
I received this post from another group and the comments from another group. I could not help but muse over the fact that are these SELECTIVE OR SUBJECTIVE ELECTIONS the title of my missive. Before we get on to canvassing for these 16 worthies let us peep into their antecedents.  A step more let us look at the list of those whose nominations have been accepted by the head of the oversight committee.

As reported there is a contest for only one post where there are two contestants, one of them being the current Gen Secy.
The other office bearers are to be deemed elected as there is no contest and they are all from the former GB of 2012.
These are: –
1. Chairman.
2. Gen Secy former member of GB.
3. Treasurer former treasurer of defunct 2014 GB
4. Joint Gen Secy lying vacant since 2015 when the elected joint Gen secy and rep from south Brig Vidyasagar now of TSEWA, quit.
Being filled by another erstwhile member of the 2012 GB .
Interestingly they all owe allegiance to Gen SS.
Two of them the proposed new vice chairman and treasurer along with the proposed Chairman being on interim bail for a case against them for embezzlement of IESM funds to the tune of ,Rs 10 L.
Now look at who is being recommended by this person who does not even know the correct nomenclature as per MOA of the IESM..

COMMENT –II
Apart from the comments received from another group I have the following to add.
1. The final hearing on a petition for violating all laws is tomorrow. A canvassing at this stage may be futile.
2. The state of contribution has been my observation of watching daily proceedings at JM and other venues including meetings with the RM, FM, COAS present and previous, PS to PM, various spokespersons of pol parties during TV debates etc etc.
3. No representation of EAST, WEST, SOUTH or CENTRAL India due to a rule steered by the current Gen secy through the head of the oversight committee not permitting electronic voting, state wise voting as per collegium system or proxy voting as per Govt ruling for associations of membership of more than 1000.
The rule promulgated here is eligibility of your vote only if you physically come to NOIDA and cast your vote . A question to your conscience can a OR member from imphal or cuddalore or for that matter nokha mandi in Rajasthan come first to submit his nomination papers and then come with supporters to vote at his expense though he may have done yeoman service in his village, tehsil, district or state for the cause of IESM. The present election therefore is neither ALL INDIA and nor representative. You can call it Punjab centric. with a touch of NCR and crumbs to Haryana , UP & UK.  Yet the individual who is contesting for the post of Gen Secy and that has been allowed is currently in the US and most likely not be present physically on 27/8.. Since he is from SS inner kitchen cabinet, rules have been bent.
4. The aim of this election is to give legitimacy to GEN SS as Chairman IESM for life as this will be his third consecutive term , even POTUS gets two.
5. Two rules taught to all military men  all our lives have been thrown to the winds in this case
A. Ignorance of orders is no excuse.
B. Orders of higher HQ take precedence over local orders.
6. The main account of IESM with about 3Cr deposits is the holy grail that is being salivated on but it remains frozen.
My previous post warning of impending wrong doing was termed by one aya ram- gaya ram as made by a miscreant. How grateful an org that follows the principle of use and throw. Now you will appreciate the title of this piece as Selective or Subjective Elections. Your call gentlemen, I could not be more candid. Thank you for your patience if you have read this in full. Otherwise you would have noticed that ESM are fast learners Gen SS ,& Gp Capt Gandhi in the instant case have started cloning 56″ & LIKE Amit Shah in beating out the opposition by any means and simultaneously throwing all eat norms, rules and regulation in the dustbin.
thank you.

The Army today inaugurated the accident and emergency department and the ICU with modern equipment at the Army General Hospital in Leh.The PRO, Defence, Srinagar, said Army’s General Hospital in Leh had been providing quality medical and combat care to soldiers who safeguard frontiers in challenging environs since 1960.He said the hospital had treated operational casualties, mass casualty or civil disasters like the Leh cloud burst, offering the best medical care to the troops, families and civil populace, living up to its reputation of the “highest multispecialty hospital of the world”.A need was felt to augment the critical care services, hence the plan to modernise the intensive care unit (ICU) and accident and emergency department was conceptualised and conceived by the Fire & Fury Corps Commander Lt Gen PJS Pannu, he added.

DA case: 27 years after being booked, retd Col held guilty

CHANDIGARH: Twenty-seven years after he was booked under Sections of the Corruption Act for acquiring properties in his own name and also of family members disproportionate to his known sources of income, a special CBI court pronounced Colonel BS Goraya (retired) guilty on Friday.

The sentence will be pronounced on August 22.

According to the Central Bureau of Investigation (CBI), between January 1, 1987, and August 8, 1990, Goraya and some family members acquired properties valued at ₹82.6 lakh. Of these, properties valued at ₹72.7 lakh were disproportionate, the CBI had claimed. The agency also claimed that the then Colonel General Staff (Engineer headquarters, Western Command) had amassed property by corrupt and illegal means which was disproportionate to his known sources of income.

He was found in possession of several immovable properties during this time which were acquired by him in his name or in the name of his family members including his wife Parveen Goraya, daughter Manveen Goraya and one Guninder Singh.

A case was registered under the Prevention of Corruption Act, 1988, against Goraya in August 1990 against Sector-9 resident. The CBI had also pointed that during the investigation that Goraya had not paid any property return except in the year 1987.

He has been held guilty under sections 13 (2), 13 (1) of the Prevention of Corruption Act.

DEVELOPMENTS IN THE CASE SINCE FEBRUARY

In February this year, the court of chief judicial magistrate (CJM) Akshdeep Mahajan sentenced Goraya to two-year rigorous imprisonment for selling his agricultural property that had been attached in Punjab.

He has also been fined ₹20,000 under Section 206 (fraudulent removal or concealment of property to prevent its seizure as forfeited or in execution) of the IPC on the convict.

He had pleaded for leniency stating that he was 75 and had to support his wife and other family members.

The agricultural land of the retired army officer, a resident of Sector 9, was attached during the investigation of this Prevention of Corruption Act case. As per court instructions, he was not entitled to sell his land. The court of special CBI judge had filed a complaint against the accused in the court of then CJM.

In March, the HC dismissed a plea in the case in which Goraya had challenged the trial court decision of not allowing examination of additional 84 witnesses in July 2016. Senior public prosecutor Pawan Dogra and public prosecutor KP Singh represented the CBI.

Srinagar, August 3

After remaining suspended for a fortnight, the cross-LoC trade on the Srinagar-Muzzafarabad road will resume next week. The decision to resume the trade was taken in a joint meeting of officials from the two sides on Thursday who met at the zero point at Kaman Post on the LoC in Uri sector, 118 km from here.“The trade will resume on the Salamabad-Chakothi axis from Tuesday,” Subdivisional Magistrate (SDM), Uri, Sagar Doifode, who was a member of the delegation that held a one-hour meeting at the zero point, said. The delegation from Kashmir was led by Deputy Commissioner of Baramulla Nasir Naqash. The Pakistan-occupied Kashmir side was represented by Director General, Trans-LoC Trade Authority, Shahid Ahmad. The trade was suspended after the J&K Police seized 66.5 kg of heroin at the Salamabad trade centre at Uri from a truck coming from Pakistan-occupied Kashmir on July 21.Senior Superintendent of Police, Baramulla, Mir Imtiyaz Hussain also briefed the other side about the investigation being carried by the police after the recovery of narcotics.“We also stressed for more security checks on the other side to ensure that no drugs are smuggled here. They agreed to improve the security mechanism at the trade centre at Chakothi,” the Uri SDM said.Besides, both sides have agreed to limit the number of trade trucks to 20 for some time.Cross-LoC trade and the Srinagar-Muzaffarabad bus services are touted as two of the biggest confidence-building measures between the two warring neighbours over Kashmir since Partition. The cross-LoC trade was launched in October 2008. Initially, the trade was allowed on two days but after 2011, it is being done for four days in a week. The trade is already on the radar of the National Investigation Agency.116 PoK citizens to returnIn all, 116 PoK citizens, who had arrived via Poonch and have been stranded on this side for over a month, will be allowed to return via Kaman Post through the Srinagar-Muzaffarabad bus service on Monday, officials said.

P’kula violence: War-like situation has to be fought like war, says HC

HANDIGARH: The Punjab and Haryana high court on Tuesday said the mayhem caused by followers of self-styled godman Gurmeet Ram Rahim Singh last Friday was a “war-like situation” which had to be tackled accordingly.

HT FILEThe high court directed that no FIR registered by the two states during violence shall be cancelled without the permission of the court. The bench, comprising acting chief justice S S Saron, justices Surya Kant and Avneesh Jhingan, was responding to submissions of the dera counsel that security forces should have used rubber bullets to disperse the mob in Panchkula, rather than opening fire.

“You have to hit hard in riot…It was a war-like situation. It was to be fought like war,” the bench said.

Senior advocate Anupam Gupta, assisting the court, also said that he disagrees with the dera counsel as the entire Haryana would have burnt had the security forces not responded strongly to the situation.

However, some other lawyers assisting the court, including senior advocate Reeta Kohli, pointed out that most of those who died in firing had been shot in head and chest, which should not have happened.

The Haryana government claimed before the court that it did not remove the Dera Sacha Sauda followers from Panchkula ahead of the rape case verdict against sect head Gurmeet Ram Rahim on August 25, to ensure his presence before the court.

“He was using followers. Had we failed in ensuring his presence before court here, the casualties could have been of largescale in getting him from his dera in Sirsa,” state advocate general (AG) BR Mahajan said, while referring to the large gatherings of folowers, including the one seen at 7-acre dera in Panchkula.

The AG also said Ram Rahim’s accomplices tried to free him, when he was arrested at the court complex post-conviction.

“He was using his followers. Most of them did not know what may happen in Pacnhkula,” Mahajan told the high court.

“Use of force ahead of hearing could have been made as an excuse by him for non-appearance in court…Violence was managed by him.”

The court was hearing a public interest litigation (PIL) filed by Panchkula resident Ravinder Dhull, a lawyer who had raised the law and order concerns and stated that over 1.5 lakh people had reportedly entered the district, despite prohibitory orders.

The bench, while pointing out to weapons, iron rods, petrol bombs, sticks seized in the aftermath of the Panchkula violence, questioned the AG as to how the state presumed that all of those who had came to Panchuka were there for a “peaceful gathering.”

The AG admitted that some “shortcomings” may have been there in handling the situation, but the intent was to prevent bigger damage which arsonists could have inflicted in such a situation.

PUNJAB, HRY TOLD TO FORM SIT

Meanwhile, the HC directed that to investigate all the FIRs registered at various places in connection with the dera violence, both Haryana and Punjab set up special investigation teams (SITs) of three officers each, to be headed by an officer not below the rank of additional director general of police (ADGP).

The court said no FIR registered by the two states during the episode shall be cancelled without its permission.

The HC bench also sought a detailed status report from the Haryana government regarding steps taken to sanitise dera centres, including headquarters at Sirsa. Earlier, Haryana stated that it was in the process of sanitising the dera headquarters. Justice Surya Kant said a lot of credit must be given to the central forces in controlling the situation.

Meanwhile, Mahajan informed the court that 1,039 people have been arrested and 63 FIRs registered, 103 dera centres sanitised so far.

‘DERA HEAD VEHICLES NOT SCANNED FOR WEAPONS’

The bench asked the Haryana AG as to who gave permission to Ram Rahim to come in a cavalcade of 200 cars, to which the AG said only two vehicles were permitted inside the court at Panchkula.

However, the AG admitted that the dera head’s vehicles were not scanned for weapons etc.

Smoke bombs stolen from train carrying jawans

Jhansi (UP), August 28A carton containing smoke bombs was stolen from a special train carrying Army personnel, the police said today. The sensational matter came to light weeks after a Jhansi collectorate clerk, who was under the scanner of the Uttar Pradesh Police’s Anti-Terrorist Squad (ATS), was booked for allegedly leaking information to suspected Pakistan-based spies, including those associated with the Inter-Services Intelligence (ISI).The train from Pulgaon in Maharashtra, which was on its way to Pathankot in Punjab, had stopped outside the Jhansi railway station yesterday when the Army personnel detected the seal of one of the coaches broken and a carton containing smoke bombs missing, Circle Officer (CO) Sharad Pratap Singh said here.A case in this regard had been lodged with the Government Railway Police (GRP) and an investigation was on, he said, adding that the incident was said to have taken place between Bina in Madhya Pradesh and the Jhansi railway station as the train had taken several brief halts while crossing the stretch.Earlier this month, Raghavendra Ahirwar, a stenographer posted at the Jhansi collectorate, was booked under different sections of the Official Secrets Act (OSA) for allegedly passing on classified information about the movement of Army units at the Babina Cantonment to a “mysterious” caller who identified himself as “Major Yadav”.During the investigation, sleuths found out that “Major Yadav” used to make Internet calls to Ahirwar and had spoofed a local number through a SIM box. The spy, who was interested in the details of the Army units that had reached the Babina Cantonment for firing practice, was reportedly in touch with Ahirwar since 2009.Ahirwar was never able to call “Major Yadav” back as the calls from the latter were always placed over the internet and only nine digits, instead of 10, flashed on his mobile screen.“Major Yadav” had reportedly told him that because of the confidential nature of his job, he was not authorised to receive phone calls. The sleuths detained him for questioning and seized his cell phone, computer, hard disk and pen drive. The bank accounts of Ahirwar and his close relatives were also scanned to detect any “unusual” transaction. Ahirwar was not placed under arrest since no proof of money changing hands surfaced during the preliminary probe. — PTI

Jammu, August 23

The Indian and Pakistani armies today held a battalion commander-level flag meeting at Chakan Da Bagh in Poonch to defuse tension at the Line of Control (LoC).The meeting was held in the backdrop of ceasefire violations and casualties to civilians in the past several months. The truce violations on the LoC have affected the cross-LoC bus service and trade. The firing even forced the Poonch administration to suspend the LoC bus service. The stranded tourists from Pakistan-occupied Kashmir were sent home via Muzaffarabad in Uri recently. The PoK residents were stranded here for three months. The Public Relations Officer of the 16 Corps said the battalion commander-level flag meeting at Chakan Da Bagh in the Poonch sector started at 11 am today and lasted for 50 minutes.“The meeting was held in the backdrop of numerous ceasefire violations and casualties to the civilian population in the past several months,” the PRO said.“The Indian delegation highlighted abetment and support of the Pakistan army to cross-border terrorism, sniping actions on the LoC and deliberate targeting of civilians during ceasefire violations. The resumption of trade and transit through Chakan Da Bagh was also discussed,” he said.“The meeting lasted for 50 minutes in a cordial atmosphere. Both sides mutually agreed to exercise restraint on the LoC and keep the channels of communication between the local commanders open. Both sides also agreed to institute mechanisms to ensure durable peace and tranquillity along the LoC,” the PRO said. The meeting is expected to pave the way for resumption of the cross-LoC trade and bus service through the Poonch-Rawlakote route.

‘Guardians’ to monitor 18 welfare schemes in villages 1,000 ex-servicemen to be employed in 1st phase; launch next month

Ruchika M Khanna

Tribune News Service

Chandigarh, August 21

A scaled-down version of the much-hyped Guardians of Governance (GoG) scheme will be launched across 4,000 villages of Punjab from next month. The scheme is coming up for approval before the Council of Ministers in the cabinet meeting, scheduled for Thursday. With ex-servicemen being appointed as the Guardians of Governance (GoG), they will be initially keeping track of 18 welfare schemes, including atta dal, disbursement of social security pensions, any overcharging by cooperatives in fertiliser sale services provided in the hospitals/community health centres and veterinary hospitals. The guardians, to be appointed by a screening committee of ex-servicemen, will be armed with an app on their mobile handsets. They will be physically inspecting the progress of each scheme, which will be ranked and uploaded on the app linked to the IWDMS operating system at the government headquarters here. The ranking, high or low, will be simultaneously visible to the SDM, DC and the administrative secretary of the department that runs the scheme, and the Secretary, Defence Services Welfare, who will be the overall in charge of the GoG scheme.Based on the ranking given by the guardian, the scheme can be rectified. The app allows for the scheme to be examined at the sub-divisional level, district level and at the state level. The Congress government has decided to appoint 1,000 guardians, with each guardian looking after four villages. Originally, the scheme was meant to be rolled out with a budget of Rs 180 crore. “We found that ex-servicemen are residing in only 3,000 villages. We thus reworked the scheme and scaled it down to employing guardians in these 3,000 villages. Thus, the total provisioning required for the scheme will be Rs 45 crore. To begin with, we are running the scheme on a pilot basis this year, and a budget of Rs 12 crore is required for it. Next year, the scheme will be scaled up,” said Gurkirat Kirpal, Secretary, Defence Services Welfare. Two jobs for martyr’s family
As against the norm of giving one compensatory job to next of kin of a martyr, the Punjab Cabinet is likely to give two jobs to the family of Naib Subedar Paramjit Singh of Vein Poin village in Tarn Taran, who attained martyrdom earlier this year.

Maharana Pratap did not flee Haldighati’

JAIPUR: Maharana Pratap didn’t flee the 1576 Battle of Haldighati against Mughal emperor Akbar but “turned the battle towards the hills”, reads Rajasthan’s official Class 12 history textbook, in what many experts claim is part of a BJP effort to saffronise history.

The book says Maharana Pratap’s horse Chetak placed his forelegs on the head of Mardana, the elephant of Mughal general Man Singh, during the battle.

Moreover, the book says the king made a “change in the battle situation” when fighting was at its peak but makes no mention of his fleeing the battlefield, a fact agreed by most historians. This, experts say, is aimed at cementing the supremacy of a Hindu king over Muslim adversaries.

The controversy around the 16th century king was triggered in March when state education minister Vasudev Devnani said Maharana Pratap won the battle of Haldighati – a claim that flew in the face of historical evidence.

“There could be no doubt Maharana Pratap won the battle of Haldighati. If Akbar had won the battle, then why would he attack Mewar six times after that?” Since then, the Class 10 social science textbook has been revised to project Maharana Pratap as the winner of the battle.

In addition, a book titled Rashtra-Ratna Maharana Pratap by Chandra Shekhar Sharma that projects Maharana Pratap as the victor in the battle, was included in the syllabus of MA History at the University of Rajasthan, Jaipur.

Experts say the government has revised schoolbooks to project its own heroes and saffronise history. Mahama Gandhi and Jawaharlal Nehru have also been sidelined in textbooks to give prominence to Hindutva ideologue VD Savarkar.

“In fact all heroes — from Pratap to Prithviraj Chauhan — that the RSS is projecting had lost conclusively. By twisting facts one cannot re-write history,” said professor D N Jha, former member of Indian Council for Historical Research.

The BJP leaders on the other hand, say that the students were reading ‘distorted’ versions of history earlier and they are only focusing on leaders who were purposely ignored by ‘communist’ historians.

Historical records say that after the Battle of Haldighati, the Mughals conquered Gogunda, the place where the king’s coronation took place. Gogunda and Chittor, another place of great significance to the Mewar kingdom won by the Mughals earlier, remained under Mughal control till Maharana Pratap’s death.

The Mughals, however, could never capture him.
