सशस्त्र बलों में महिलाओं को अब युद्ध मोर्चे पर शामिल करने का यह वादा राष्ट्रपति प्रणब मुखर्जी ने बजट-सत्र के उद्घाटन पर दोनों सदनों को संबोधित करते हुए किया। लम्बी कानूनी लड़ाई लड़ने के बाद देश के सशस्त्र बलों में 340 महिला अफसरों को स्थायी नियुक्ति (परमानेंट कमिशन) तो मिल गयी है, लेकिन अब तक युद्ध के मैदान से उन्हें दूर ही रखा गया है। लेकिन अब यह तस्वीर बदलेगी…
सरकार ने केन्द्रीय अर्ध-सैनिक बलों– सीआरपीएफ, बीएसएफ, सीआईएसएफ, आईटीबीपी, एसएसबी और एनएसजी में 20,000 और महिलाएं भर्ती करने का फैसला किया है। यानी आने वाले तीन से पांच वर्ष में प्रत्येक अर्द्ध-सैनिक बल में सशस्त्र महिलाओं की कुल संख्या पांच प्रतिशत हो जायेगी। उसके बाद अगले पांच वर्ष में यह संख्या 10 प्रतिशत हो जायेगी। वर्तमान में सभी अर्द्ध- सैनिक बलों में कुल मिलाकर मात्र एक प्रतिशत महिलाएं अपनी सेवाएं दे रही हैं। सरकार ने सीआरपीएफ व सीआईएसएफ जैसे अर्द्ध-सैनिक बलों में 33 प्रतिशत सीटें महिलाओं के लिए रिजर्व रखने की मंजूरी दी है। ये पद कांस्टेबल स्तर के होंगे। सीमा सुरक्षा बल, सशस्त्र सीमा सुरक्षा बल और आईटीबीपी में 15 प्रतिशत पद महिलाओं के लिए रिजर्व रहेंगे।
सीआईएसएफ, आईटीबीपी, बीएसएफ और एसएसबी में शुरुआत में कांस्टेबल पद पर महिलाओं की भर्ती होती थी। अब पिछले कुछ वर्षों में इन अर्द्ध-सैनिक बलों में महिला अधिकारियों की भर्ती के दरवाजे खोल दिये गये हैं। सीआरपीएफ, सीआईएसएफ, बीएसएफ और एसएसबी में युद्धक भूमिका में भी महिला अधिकारी नज़र आने लगेंगी।
अगले साल 3 लड़ाकू पायलट
वर्ष 2015 में रक्षा मंत्रालय ने भारतीय वायुसेना में महिलाओं को लड़ाकू पायलट के तौर पर शामिल करने की इजाज़त दी थी। हैदराबाद एयर फोर्स अकादमी के मौजूदा बैच में ट्रेनिंग ले रही महिला पायलटों में से तीन का इसके लिये चयन किया गया है। ट्रेनिंग पूरी होने के बाद जून 2016 से महिला पायलटों को वायुसेना में लड़ाकू पायलट के दौर पर शामिल किया किया जाएगा। हालांकि इसके बाद उन्हें और ट्रेनिंग दी जाएगी और महिला पालयट को लड़ाकू विमान के कॉकपिट में दाखिल होने के लिए जून 2017 तक इंतज़ार करना होगा। वायु सेना अकादमी में 125 कैडेट्स में लड़ाकू विमान उड़ान की क्षमताओं को गहनता से परखा जा रहा है। लड़ाकू पायलट के तौर पर शार्ट सर्विस कमिशन अधिकारी के रूप में केवल 5 साल के लिए ‘प्रायोगिक आधार’ पर ही वे अपनी सेवाएं दे पायेंगी।
महिलाओं को ‘फ्रंट’ पर तैनात करने में सेना व नेवी को भी कुछ हिचकिचाहट है। वे समझते हैं कि सीमा पार से होने वाली गोलीबारी व घुसपैठ की कोशिशों के चलते नियंत्रण रेखा, और बंकरों में महिलाओं को तैनात करने में कई तरह की दिक्कतें हैं।
अभी मिली हुई हैं ये भूमिकाएं
सेना : सेना में महिलाएं सिग्नल्स, इंजीनियर्स, आर्मी एविएशन (एयर ट्रैफिक कंट्रोल), आर्मी एयर डिफेंस, इलेक्ट्रॉनिक्स और मैकेनिकल इंजीनियर्स, आर्मी सर्विस कॉर्प्स, आर्मी ऑर्डिनेंस कॉर्प्स, इंटेलीजेंस कॉर्प्स, आर्मी एजुकेशन कॉर्प्स और जज एडवोकेट जनरल्स ब्रांच/कैडर में हैं। नौसेना : महिलाएं जज एडवोकेट जनरल, लॉजिस्टिक्स, ऑब्जर्वर, एयर ट्रैफिक कंट्रोलर, नेवल कंस्ट्रक्टर और एजुकेशन ब्रांच/कैडर में काम कर रही हैं। वायुसेना : वायुसेना में महिलाएं फ्लाइंग ब्रांच की ट्रांसपोर्ट और हेलिकॉप्टर स्ट्रीम के साथ ही नेविगेशन, एरोनॉटिकल इंजीनियरिंग, एडमिनिस्ट्रेशन, लॉजिस्टिक्स, अकाउंट्स, एजुकेशन और मौसम से जुड़ी शाखाओं में काम कर रही हैं।
यहां मिला है परमानेंट कमीशन
महिलाओं को आर्मी, एयरफोर्स व नेवी की जेएसी (जज एडवोकेट जनरल) यूनिट व एजुकेशन कोर में ही मुख्य तौर पर परमानेंट कमिशन मिल पाता है। इसके अलावा एकाउंट, सामान्य प्रशासन व मेट्रोलाजी विंग में स्थायी नियुक्ति का प्रावधान है।
कहां कितनी महिला अफसर
पिछले साल रक्षा राज्यमंत्री राव इंद्रजीत ने राज्यसभा में बताया था कि सेना में 1412, वायुसेना में 1128 और नौसेना में 418 महिला शॉर्ट सर्विस कमीशन के तहत अधिकारी सेवारत हैं। वायु सेना में 351 महिला अधिकारियों को स्थायी कमीशन दिया गया है। नौसेना में एक भी महिला को स्थायी कमीशन नहीं है।
पुरुषों के साथ कदमताल
भारत में
सशस्त्र बलों में 1990 के शुरू में जाकर महिलाओं की अधिकारी के तौर पर भर्ती होनी शुरू हुई। परन्तु यह भर्ती कुछ गिने-चुने क्षेत्रों में अधिकतम 14 साल के लिए थी।
लम्बी कानूनी लड़ाई के बाद 2008 से कुछ गिनी-चुनी शाखाओं में महिलाओं को स्थायी कमिशन (पीसी) दिया जाने लगा है। अभी तक करीब 350 महिलाओं को ही सशस्त्र बलों में स्थायी कमिशन दिया गया है।
भारत में महिलाओं को फिलहाल लड़ाकू विमान उड़ाने की इजाजत नहीं है, उनकी युद्धपोतों में तैनाती नहीं की जाती तथा इंफेंटरी, आर्मर्ड कोर व
आर्टिलरी यूनिट में उन्हें भर्ती नहीं किया जाता।
अन्य देशों में
अमेरिका, रूस, तुर्की व पाकिस्तान में महिलाएं लड़ाकू विमानों में पायलट तैनात हैं।
मलेशिया, बंगलादेश, श्रीलंका समेत कई देशों में युद्धपोतों में महिलाएं भी तैनात हैं।
अमेरिकी परमाणु पनडुब्बियों में भी महिलाएं सेवारत हैं।
अमेरिका व इंगलैंड में लड़ाकू यूनिट लड़ाकूलड़ छोड़कर शेष सभी सैन्य यूनिटों में महिलाएं भी कार्यरत हैं।
जर्मनी में भी उठा संख्या बढ़ाने का मुद्दा
जर्मनी में भी सेना पर महिलाएं बढ़ाने का दबाव बढ़ गया है। वहां सेना में फिलहाल महिलाओं की संख्या 10 फीसदी है। 2001 से महिलाएं सेना में किसी भी पोस्ट के लिए अप्लाई कर सकती हैं, लेकिन कई महिलाएं सेना में एकीकरण को मुश्किल मानती हैं और काम करने के माहौल को भी सही नहीं मानती।
24 साल बाद पहले खुले थे दरवाजे
महिलाओंके लिए वायुसेना का दरवाजा जून 1993 में पहली बार खुला था। पूरे 24 साल बाद जून 2017 में लड़ाकू विमानों का कॉकपिट भी खुलेगा। 1993 में जब पहली बार महिलाओं की भर्ती वायुसेना में हुई थी, तब पांच साल के लिए प्रायोगिक तौर पर नॉन-टेक्निकल ग्राउंड ड्यूटी दी गयी थी। प्रयोग सफल रहा। अब लड़ाकू विमानों को छोड़कर वायुसेना की सभी शाखाओं में शॉर्ट सर्विस कमीशन में महिलाएं भर्ती होती हैं।

Three persons were killed and nine others injured as the Army opened fire to control stone-pelting protesters who had blocked the National Highway-1 at Larsoli village between Murthal and Gannaur today.Deputy Commissioner Rajiv Rattan neither confirmed nor denied the number of deaths.The injured have been admitted to BPS Women Medical College Hospital at Khanpur Kalan. The mob is learnt to have attacked personnel of Army and paramilitary forces, leading to a clash in which there were some “casualties”, said an official. The protesters torched around 70 vehicles, including the vehicle of Gannaur SDM, 12 trucks and three private buses.The NH-1 was opened for traffic around 6.15 pm, giving relief to thousands of commuters who were stranded at various places. Sources said the security personnel had to again use force to remove the protesters who had blocked the GT Road near Hasanpur, Kumaspur and Beeswan Meel villages. One youth was reportedly injured in the incident. There was tension in the entire area, but efforts were being made to bring the situation under control, he said. The latest incident came within hours after two columns of the Army comprising around 150 personnel, besides CRPF and Haryana Police contingents took control of the Munak canal at around 4 AM today from protesters had cut off the water supply to Delhi, from Akbarpur-Barota in Sonepat. Sonepat, Rohtak, Jhajjar, Bhiwani and Hisar have been the worst-hit districts of the ongoing Jat stir.The protesters continued to block some roads including the arterial Delhi-Ambala highway, demanding a written assurance that the community will be given reservation in the state.Meanwhile, one more casualty was reported at Safidon in Jind district late on Sunday. The deceased has been identified as Naveen Kumar, a resident of Safidon town. He had received major injuries in the clashes with security forces in the evening.
Centre orders use of force to lift blockades
New Delhi, February 22
The Centre today directed security forces to forcefully clear blockades put by Jats, whose violent agitation has paralysed normal life in Haryana.The Central security personnel deployed to assist the Haryana administration were instructed to bring back normalcy as early as possible as there is a feeling of a breakdown in the law-and-order situation, a senior government official said.“The security forces were asked to use force to clear all places where the protesters were squatting affecting communication network and water supply,” the official said.As the National Highway-1, the lifeline of Haryana, Punjab, Chandigarh, J&K, Himachal Pradesh and Chandigarh, was blocked for the third consecutive day, the Centre has given top most priority to clear the vital road link.The railway link between Delhi and Ambala and beyond was also snapped due to the protests and subsequent violence by Jats, who have been demanding reservation in jobs.As road and train communication links were disrupted, there have been reports of sky rocketing airfare between Delhi and Chandigarh.The National Highway-10 connecting Hisar, Jind and Rohtak with Delhi has also been blocked completely and instruction has been issued to clear the road too.Security forces were also asked to act against anyone who indulges in violence, damaging public and private property.At least 6,500 paramilitary forces besides Army columns were deployed to assist the Harayan Government to restore peace after several days of violence.The Centre was particularly anxious that despite an announcement of accepting their demands, Jats were yet to shun violence and blockades were continuing.Last night, Union Home Minister Rajnath Singh had announced that a committee headed by Union Minister Venkaiah Naidu has been formed to look into the demand for reservation in Central government jobs for Jats.Earlier, BJP general secretary Anil Jain had announced that the BJP government in Haryana will bring a legislation in the coming session of the Haryana Assembly to give the OBC status to Jats. Demanding the registration of a criminal case against Prof Virender Singh for hatching a conspiracy, Murari Lal Gupta, president of the Bhiwani Sudhar and Vikas Samiti, has sent a complaint to the DGP, seeking action against the former.Gupta, who has also filed a PIL in the High Court against the failure of the state government in curbing the open loot and group clashes, said: “Prof. Virender Singh, political adviser to former CM Bhupinder Singh Hooda, has been heard provoking Capt Mann Singh Dalal (retired), spokesperson of the Dalal khap Chaurasi, to create a law and order problem in the Sirsa area”.He said Virender was heard saying that though the protest was doing well in his area (Rohtak), not much protest was reported in Sirsa district. — TNS
थम नहीं रही हिंसा, मंत्री अापस में भिड़े

पुरुषोत्तम शर्मा/हप्र सोनीपत, 22 फरवरी रविवार को हुई सरकार और जाटों के बीच वार्ता के बाद सुबह खोले गये जीटी रोड पर सोमवार की सुबह फिर से जाम लगा दिया गया। इसे हटाने के लिए सेना पहुंची तो कुछ शरारती तत्वों ने पथराव कर दिया। इसी दौरान फायरिंग में 3 लोगों की मौत हो गयी और दर्जन भर से अधिक जख्मी हो गये। मरने वालों की संख्या बढ़ने की आशंका भी जतायी जा रही है। प्रशासन ने जिले में 24 फरवरी तक सभी शिक्षण संस्थानों में छुट्टी करने की घोषणा की है।
इधर, सेना ने पूरे हाईवे को एक बार आंदोलनकारियों के कब्जे से मुक्त करा दिया था, लेकिन दोबारा दो जगह जाम लगा दिया गया। समाचार लिखे जाने तक सेना और आंदोलनकारियों में टकराव जारी था। हालांकि सेना के जाने के बाद लड़सौली के पास से फिर से हाईवे को जाम कर दिया गया है। सोमवार सुबह कुछ देर के लिए जाम खोले जाने के बाद फिर से कुछ आंदोलनकारी जुट गये। वहां पर उन्होंने दर्जन भर वाहनों में आगजनी कर दी। इसी दौरान मौके पर पहुंची पुलिस व आईआरबी की टीम ने उन्हें समझाने का प्रयास किया, लेकिन वह उनसे भिड़ गये। बाद में आंदोलनकारियों के कड़े तेवर देख सेना की टीम भी मौके पर पहुंच गयी। कुछ युवकों ने एक पुलिस अधिकारी को घेरने का प्रयास किया, तो सेना ने फायरिंग कर दी। इसमें गांव गुमड़ फिलहाल गांधी नगर गन्नौर निवासी सन्नी और पांची जाटान के संदीप की मौत हो गयी। एक अन्य लड़सौली के युवक की भी मौत हुई है, जिसकी पहचान का प्रयास किया जा रहा है। साथ ही करीब 9 लोग गोली लगने से घायल हुए हैं। बाद में वहां से रास्ता खुल गया। इसके बाद टीम ने गांव हसनपुर मोड़ पर लाठीचार्ज कर रास्ता खुलाया। वहां से टीम कुमासपुर पहुंची और लाठी चार्ज और आंशू गैस के गोले छोड़े। बाद में गोलीबारी भी की गयी, इसमें एक युवक घायल हुआ है। इस दौरान लाठीचार्ज में 15 लोग घायल हुए हैं। घायलों में चार को पीजीआई रोहतक व तीन को खानपुर रेफर किया गया है। बाद में सेना की टीम ने बीसवां मील में लाठी चार्ज कर जाम खुलवाया। शाम को लड़सौली में करीब 250 आंदोलनकारियों ने फिर रोड जाम कर दिया।
मालगाड़ी में भी आग : वहीं, राजलू गढ़ी में रेलवे ट्रैक भी जाम रहा और आंदोलनकारियों ने वहां खड़ी मालगाड़ी की बोगी में आग लगा दी। आगजनी की सूचना पाकर दमकल की गाड़ी मौके पर पहुंची और काबू पाया गया। टीम ने आंदोलनकारियों ने मौके से हटाने का हर संभव प्रयास किया, लेकिन आंदोलनकारी वहां से नहीं हटे। इधर, देर रात तक सेना और आंदोलनकारियों में चूहे-बिल्ली का खेल चलता रहा। जहां से सेना हटती थी, वहां फिर से आंदोलनकारी जाम लगा देते। जब सेना पहुंचती, तो वहां से भाग खड़े होते। कई जगह सेना ने लाठीचार्ज किया और आसू गैस के गोले दागे। सेना ने चेताया कि किसी को भी कानून हाथ में लेने की इजाजत नहीं दी जा सकती है।
कर्फ्यू अगले 24 घंटे तक बढ़ाया: साथ ही प्रशासन ने अगले 24 घंटे के लिए कर्फ्यू बड़ा दिया है। अब गन्नौर में भी कर्फ्यू लगा दिया गया है। प्रशासन ने एहतियात के तौर पर सोनीपत शहर व गन्नौर के बाजार भी बंद कराए, ताकि किसी तरह की अप्रिय घटना ना घटे। डीएसपी की गाड़ी भी फूंकी
गौरतलब है कि रविवार रात को आरक्षण दिये जाने की सूचना के बाद ज्यादातर स्थानों पर हाईवे खुल गया था। हालांकि सोनीपत के लड़सौली के सामने देर रात भी कुछ लोग हाईवे पर डटे रहे। इस दौरान मौके पर पहुंची एसडीएम संगीता तितरवाल, डीएसपी सतीश की गाड़ियों समेत 4 वाहनों को आग के हवाले कर दिया गया।
हांसी : 24 घर फूंके, दुकानों में लूटपाट हिसार (हप्र) : हांसी के गांव ढाणी पाल आैर सिसाय को निशाना बनाकर 24 घर जला दिये। ग्रामीणों के बीच फायरिंग में एक व्यक्ति घायल हो गया। लूटपाट से गुस्साए व्यापारियों ने अपनी दुकानें खाली कर दी। वहीं प्रशासन ने सिसाय बोलान, सिसाय कालीरावण, ढाणी पाल और सैनीपुरा में कर्फ्यू लगा दिया, लेकिन हिंसा फिर भी चलती रही। सिसाय और जग्गाबाड़ा गांव को जोड़ने वाले पुल को तोड़ने का भी प्रयास किया।
कैथल : शॉपिंग मॉल लूटा, बाजारों में तबाही कैथल (हप्र) : कैथल में सोमवार को दिनभर अराजकता का माहौल रहा। उपद्रवियों ने शहर के मशहूर पदमा सिटी शॉपिंग मॉल को लूटा और जमकर तोड़फोड़ की। इसके अलावा जन्नत होटल, एसपी कोठी के सामने सैनी समोसे वाला, अंबाला रोड पर पुलिस चौकी के पास करियाना की दुकान और ढाबे को भी लूट लिया गया। इस दौरान मौके पर खड़ी पुलिस मूकदर्शक बनी रही।
पिहोवा : जाम खुलवाने आये लोगों को पीटा पिहोवा (निस) : मुख्य चौक पर जाम लगाकर बैठे जाटों का जाम खुलवाने पहुंचे शहरवासियों और पुलिस में टकराव हो गया। यहां देर रात तक पुलिस अौर नाराज गैर जाटों में पत्थरबाजी होती रही। बाद में पुलिस ने उन्हें दौड़ा-दौड़ा कर पीटा। दर्जनों लोगों को चोटें आई। बाद में दबाव में अाकर पुलिस को धरने पर बैठे जाटों को भी मौके से हटाना पड़ा। शहर में हालात तनावपूर्ण है।
हिसार : हाईवे खोला, ट्रैक पर डटे रहे
हिसार (हप्र) : पिछले छह दिन से रामायण गांव के समीप हिसार-दिल्ली हाईवे और रेलवे ट्रैक जाम किये बैठे अखिल भारतीय जाट आरक्षण संघर्ष समिति ने सोमवार को बैठक कर हाईवे खोलने का ऐलान कर दिया। यह ऐलान समिति के प्रदेश सचिव महेंद्र पूनिया ने पत्रकारों से बातचीत करते हुए किया। उन्होंने कहा कि सांसद राजकुमार सैनी के खिलाफ मामला दर्ज किया जाये और जाटों को ओबीसी में शामिल किया जाए। आंदोलन में मारे गये लोगों के परिजनों को एक-एक करोड़ रुपये मुआवजा, एक-एक सरकारी नौकरी दी जाए।
नहर पर फौज का कब्जा : सोनीपत जिले में गांव बिंदरौली के पास सोमवार को मुनक नहर की सुरक्षा में तैनात सेना के जवान। आंदोलनकारियों ने हरियाणा से दिल्ली को पानी लाने वाली मुनक नहर को काफी नुकसान पहुंचाया है। सेना ने सोमवार सुबह इस नहर से आंदोलनकारियों को खदेड़ कर इस पर अपना कब्जा कर लिया है, लेकिन नहर की मरम्मत में अभी वक्त लगने के आसार हैं। -एएफपी
सफीदों : विधायक, बेटे के खिलाफ हत्या का केस सफीदों (निस) : सफीदों में रविवार को विधायक जसबीर देशवाल के मकान से चलाई गयी गोली से घायल हुए वार्ड-2 निवासी नवीन सैनी ने सोमवार को पीजीआई खानपुर में दम तोड़ दिया। एक युवक की रविवार को ही मौत हो गयी थी। विधायक जसबीर देशवाल, उनके बेटे जितेंद्र सिंह के खिलाफ हत्या का मामला दर्ज किया गया है।
लोहारू : दुकान को लगाई आग लोहारू (निस) : जाट आरक्षण को लेकर लोहारू में रविवार की पूरी रात दहशतगर्दी छाई रही। एक दुकान को आग लगा दी गयी। रात 11 बजे आगजनी की सूचना मिलते ही शहर के दुकानदार और आमजन हजारों की संख्या में लाठियां और कुल्हाड़े लेकर सड़कों पर आ गये। इस दौरान पुलिस मूकदर्शक बनी तमाशा देखती रही।
भिवानी : पेट्रोल पंप, दुकानें जलाई भिवानी (हप्र) : जिले में रोहतक रोड पर गांव सांवड़ में रविवार रात एक पेट्रोल पंप और 2 दुकानों में तोड़फोड़ कर आग लगा दी। पुलिस और सेना की टुकड़ी ने पहुंचकर स्थिति पर काबू पाया। वहीं बौंद कलां में भी कुछ दुकानों में तोड़फोड़ हुई। जिले में दिनभर कर्फ्यू जैसा माहौल रहा। और भी कई ग्रामीण इलाकों में माहौल खराब रहा।
हरियाणा में 9 दिन से चल रहे जाट आंदोलन के दौरान फैली हिंसा थमने का नाम नहीं ले रही। सोमवार को भी सोनीपत, कैथल, हिसार और पिहोवा में उपद्रवियों ने जमकर उत्पात मचाया। यहां जवाबी कार्रवाई में 3 लोगों की मौत की खबर है। हिसार में हांसी अनुमंडल के 5 गांवों और हिसार शहर की सीमा में फिर से कर्फ्यू लगा दिया गया है। इस बीच शाम को आल इंडिया जाट आरक्षण संघर्ष समिति ने राजमार्गों पर अपना धरना हटाने की घोषणा की।
सीएमओ में हंगामा, विज की इस्तीफे की पेशकश
दिनेश भारद्वाज/ट्रिन्यू चंडीगढ़, 22 फरवरी। हरियाणा के जाटों को राहत देने का फैसला कब, कहां और किसने किया यह यक्ष प्रश्न बन गया है। खट्टर मंत्रिमंडल की इमरजेंसी मीटिंग भी सोमवार को हुई लेकिन जाटों को मुआवजा व राहत का कोई फैसला इसमें नहीं लिया गया। लेकिन जब कृषि मंत्री ओमप्रकाश धनखड़ ने ट्वीट करके मारे गये लोगों के परिजनों को 10-10 लाख रुपये की मदद और एक-एक सदस्य को नौकरी का खुलासा किया तो इससे सीएमओ (मुख्यमंत्री कार्यालय) में हंगामा खड़ा हो गया।
दरअसल, सुबह करीब 11 बजे सरकार ने फैसला लिया कि डेढ़ बजे कैबिनेट की इमरजेंसी मीटिंग होगी। मीटिंग के लिए कोई एजेंडा तय नहीं था। करीब सवा एक घंटा बैठक चली। बैठक में फील्ड के अधिकारियों एवं कर्मचारियों की भूमिका का मूल्यांकन करने का फैसला हुआ। साथ ही, प्रदेशभर में हुये नुकसान का आकलन करने के लिए सभी जिलों से रिपोर्ट मंगवाने का निर्णय हुआ। लेकिन किसी भी तरह के मुआवजे या राहत का कोई फैसला नहीं हुआ। मीटिंग के बाद करीब 3 बजे संसदीय कार्यमंत्री प्रो़ रामबिलास शर्मा ब्रीफिंग के लिये मीडिया के सामने आये। उन्होंने साफ कहा कि मुआवजे को लेकर अभी कोई फैसला नहीं हुआ है। प्रेस कानफ्रेंस समाप्त भी हो गई। फिर 4 बजे कृषि मंत्री ओमप्रकाश धनखड़ ने अपने ट्वीटर हेंडल पर लिखा ‘मारे गये निर्दोष लोगों के परिजनों को 10-10 लाख रुपये की आर्थिक सहायता और परिवार के एक-एक सदस्य को सरकारी नौकरी दी जाएगी। किसी के खिलाफ भी झूठे केस दर्ज नहीं होंगे।’ धनखड़ का यह ट्वीट चंद ही मिनटों में सोशल मीडिया पर वायरल हो गया और न्यूज चैनलों में भी सुर्खियां बना। यह ट्वीट देखते ही स्वास्थ्य मंत्री अनिल विज आग-बबूला हो उठे और सीधे जा पहुंचे सीएम ऑफिस में। यहां वित्त मंत्री कैप्टन अभिमन्यु, शिक्षा मंत्री रामबिलास शर्मा व कुछ अन्य मंत्री भी मौजूद थे। सीएम कार्यालय में जाते ही विज ने मुआवजे पर हंगामा कर दिया। उन्होंने यहां तक कहा कि जब कैबिनेट में फैसला हुआ ही नहीं तो फिर यह खबर कैसे आ गई। पर इसका सवाल न तो सीएम के पास था और न ही किसी मंत्री के पास। करीब सवा 4 बजे रामबिलास शर्मा मीडिया के सामने आए और उन्होंने कहा कि सरकार ने मृतकों को राहत व मुआवजा देने का निर्णय लिया है। निर्णय कब हुआ और किसने लिया, इसका जवाब उनके पास भी नहीं था। इसी दौरान कृषि मंत्री ओमप्रकाश धनखड़ ने भी मीडिया में कहा कि मुआवजे का फैसला हुआ है। अलबत्ता इसके बाद दोनों ही नेताओं, रामबिलास व धनखड़ के हवाले से जारी की गई प्रेस रिलीज में भी मुआवजे का खुलासा किया गया। रामबिलास की प्रेस रिलीज शाम को 7 बजकर 24 मिनट पर और धनखड़ की 7 बजकर 44 मिनट पर आयी।

Two officers and a soldier of the Army’s Special Forces Parachute Regiment were killed in an encounter with militants who had taken refuge inside a five-storeyed concrete building after ambushing a paramilitary convoy on the outskirts of the city yesterday.The officers, Captain Pawan Kumar of Jind (Haryana) and Captain Tushar Mahajan of Udhampur (J&K) and Lance Naik Om Prakash of Shimla (Himachal Pradesh) were killed during separate assaults to neutralise the militants who had taken vantage positions inside the building that houses the headquarters of Entrepreneur Development Institute (EDI). The casualties on Sunday have taken the toll in the ongoing gunfight here to six, which includes two paramilitary personnel and a civilian who had died yesterday.Director General of Police K Rajendra Kumar told The Tribune that at least two to three militants were believed to be inside the building. “It is a huge building and it will take time to clear every room and every floor,” the DGP said.The encounter raged throughout the day even as the Army made several attempts to storm the building. The militants took control of the building after ambushing the convoy of CRPF vehicles on the highway connecting Srinagar and Jammu. The attack is one of the major offensives launched by militants in recent years. The affiliation of the militants still remains unclear.

The Army has appealed to the people of Haryana to extend support in giving a ‘befitting farewell’ to 23-year-old Capt Pawan Kumar, who died fighting militants in Pulwama district of J&K on Sunday. Kumar, an officer of the elite Para unit who hailed from Jind, was among two Army personnel who died in the fierce encounter with militants holed up inside a government building in Pampore town.

SRINAGAR: Captain Pawan Kumar who died fighting terrorists in Jammu and Kashmir on Sunday was a Jat from Haryana and associated with Jawaharlal Nehru University (JNU), focal points of two different stirs shaking the country.
For the 23-year-old soldier enlisted with the army’s 10 Para (Special Forces) all that mattered was love for the country and not calls of “azadi” on campuses or the Jat demand for reservation in jobs and colleges.
“Kisiko reservation chahiye to kisiko azadi bhai. Humein kuchh nahin chahiye bhai. Bas apni razai. (Some want reservation and some independence, I don’t want anything, brother, I want only my quilt),” he posted on Saturday.
He came under a hail of bullets when he was leading troops into a three-storey building of the Entrepreneurship Development Institute by the Jhelum in Pampore on Saturday night. About four terrorists were hiding there.
“The officer was an inspiring leader who in spite of being wounded earlier in an anti-terrorist operation, went on to volunteer for more,” a statement from the army’s Northern Command said. But this patriot cannot travel by road in his last journey home to his village in Jind because Haryana is in a state of lockdown with thousands of Jats demanding reservation have burned property and blocked roads.
The army appealed to people of Haryana to extend full support in giving a befitting farewell to Kumar. “The mortal remains of the brave martyr will be transported by air to Jind on February 22 as the road traffic is disrupted … The last rites with full military honours is being planned by the army and state administration at his village tomorrow,” a statement said.
Born on Army Day (January 15), 1993, Kumar was the only child of Rajbir Singh, the headmaster of a senior secondary school in Jind. “I had one child. I gave him to the army. To the nation. No father can be prouder,” he said.
His JNU connection dates back to his years in the National Defence Academy (NDA), the country’s prestigious military school in Pune that is accredited to the university based in New Delhi.
The degree for the school’s foundation course is conferred by the university, which has become the epicentre of a nationwide campus stir after a JNU student leader was arrested for sedition last week.
“Some courses in the NDA are accredited to the JNU. This means every NDA graduate gets a degree from the JNU,” Srinagar-based military spokesman Colonel NN Joshi said.
The astute, short-haired, clean- shaven young officer in an army mugshot hides a fun-loving personality, with a passion for bikes and cricket.
The Captain was a top Twitter and Facebook trend on Sunday.
A photo on social media shows him sporting a long beard and a backpack slung on his shoulders. Another shows him posing with a motorbike. One of his profile pictures posted in 2015 was of his dog Tyson, a Rottweiler.
“He was a thin guy, with a Kashmiri-style beard. He was fearless and always up for action. He was keen cricketer,” a soldier said.

Captain Tushar Mahajan was today martyred during the ongoing encounter at Jammu and Kashmir’s Pampore, making him the second officer to lose his life after Captain Pawan Kumar. With this, the total armed personnel casualties have risen to six. Militants had attacked a CRPF convoy near the Entrepreneurship Development Institute of India in J&K’s Pampore on Saturday.

The condition of Siachen survivor Lance Naik Hanumanthappa Koppad has deteriorated over the past one day and it remains “very critical”, the Army has said.Hanumanthappa of the 19 Madras Regiment was rescued alive six days after being buried under tonnes of ice following an avalanche on the Siachen Glacier on February 3. His condition was reviewed by a team of the Army Hospital (R&R) comprising critical care specialists, Head of the Dept of Medicine, nephrologists, neurologists and a panel of experts from AIIMS, New Delhi.An Army statement said, “He continues to remain extremely critical with evidence of oxygen deprivation to the brain on CT scan. There is evidence of pneumonia in both lungs.”“The rescued jawan has multi-organ dysfunction and that continues…His condition has deteriorated despite aggressive therapy and supportive care,” it added.Hanumanthappa remained ventilator-dependent since his arrival in the hospital yesterday, it said. The medical team at the R&R Hospital was monitoring his condition regularly and he was being treated with the best expertise and resources available in the world, the Army said.Hailing Hanumanthappa’s “endurance and will power”, Congress president Sonia Gandhi wished for his speedy recovery.
Woman ready to donate kidney for Siachen soldier

A woman from Uttar Pradesh has volunteered to donate her kidney to save the life of the soldier, who was buried for almost a week under 35 feet of snow in Siachen. Lance Naik Hanumananthappa Koppad’s condition remains critical as medical reports indicate liver and kidney dysfunction. Koppad was the only survivor in the recent avalanche that killed nine soldiers.

President Pranab Mukherjee today embarked on Presidential Yacht ‘INS Sumitra’ and reviewed the imposing international parade of fleet at IFR-2016 here where 50 countries across the globe have come together to participate in this show of prowess and preparedness by the Indian Navy.Mukherjee, the Supreme Commander of the Armed Forces, was accompanied by Prime Minister Narendra Modi and Defence Minister Manohar Parrikar, among others at the International Fleet Review (IFR). This is the 11th fleet review after Independence and the second international one being conducted in India.The President was onboard ‘INS Sumitra’ which sailed through a display of 70 ships at anchorage off Visakhapatnam. Speaking after reviewing the fleet, Mukherjee said 50 friendly Navies had sailed across oceans and sent Naval ships and/or delegations to participate in the first IFR on the east coast of India at Visakhapatnam.“Navies world over have conducted fleet reviews to symbolise their loyalty, allegiance to the nation and strengthening bonds between the sailors and the state. IFR 2016 does that much and much more,” the President said.“IFR 2016, while focusing on the prowess of Indian Navy, has brought together Navies from across the globe here on Indian shores, signifying our common desire to use the seas to promote peace, cooperation and friendship as also develop partnership for a secure maritime future”, he said.The review had a combination of ships from Indian Navy as well as frontline Navies from across the globe. Posting in Guwahati is “tougher” than serving on the forbidding Siachen Glacier, if one goes by the 7th Central Pay Commission (CPC) recommendations to the government. The CPC has suggested Rs 31,000 per month for officers and Rs 21,000 per month for jawans as allowance to compensate them for the “hardship” faced at Siachen. However, once the pay commission’s new salary slabs come into place, the tough area allowance (TRA), which is about 33% of the basic salary, in civilian services works out to be in excess of Rs 55,000 for IPS and IAS officers and Rs 30,000 for others posted in areas like Guwahati.Demanding “fair play”, the armed forces in a representation to Defence Minister Manohar Parrikar have suggested a new “hardship matrix” to decide allowances. The representation contends that the facts presented before the CPC are erroneous and its 899-page report submitted in November 2015 has inaccuracies while dealing with military salaries, say sources.The armed forces feel Siachen cannot be equal or lower to Guwahati when deciding on the “hardship” factor. On Wednesday, 10 soldiers died after an avalanche struck “Sonam post” at 19,600 feet on Siachen Glacier, burying them alive and wiping out a helipad.A soldier is posted for six months on the glacier with the mission to protect it from the Pakistan army. The induction process involves three months of acclimatisation and a three-week trek to the post with a full load of weapons. Besides the Army, IAF’s 114 Helicopter Unit and Army Aviation are tasked with providing supplies, besides carrying out rescue missions.The armed forces have suggested a “hardship matrix” that grades the hardship on two fronts — nature of job and geographical location.They have suggested that Siachen be placed on the top of the list and those posted should get 65 per cent of their basic pay as “hardship allowance”. This, as per the new salary slabs of the CPC, will be a fair allowance.Antarctica comes second on their list of suggestions, followed by counter-terrorism duties. Fourth on the list are special operations forces in counter-terrorism roles.

New Delhi, February 3Ten soldiers of the Indian Army are missing following an avalanche on the Siachen glacier in the northern part of the Jammu and Kashmir.The avalanche occurred this morning in the northern-most part of the 70 square km glacier that forms the tri-junction of India, Pakistan and China.The Madras Regiment is stationed at the spot where the avalanche occurred. One post on the Army – a stone bunker – has gone under the glacier. Rescue teams of the Indian Army, the Army aviation helicopters and the Indian Air Force helicopters have been pressed into service.One Junior Commissioner Officer (JCO) and nine other ranks of the Indian Army came under the avalanche, Defence PRO at Udhampur-based Northern Command Col SD Goswami said.The area has no loose snow, an avalanche at that height occurs when ice blocks move down from the heights.The average altitude in the area is 20,000 feet and day time temperatures are minus 20 degrees Celsius. Indian troops had occupied the glacier in 1984 after fears that Pakistan Army was trying the same. A 109-km long divide between India and Pakistan is called the actual ground position line (AGPL).Last month, four soldiers of 3 Ladakh Scouts were killed when their patrol party was hit by a massive avalanche in the Ladkah region of Jammu and Kashmir.In 2012, an avalanche on the Pakistani side had caused the deaths of more 30 people. — With PTI inputs
