3,500 ex-servicemen, ‘veer naris’ attend rally at Pathankot

PATHANKOT: Nearly 3,500 exservicemen, including 100 veer naris (war widows), attended a mega rally at the Mammun Cantonment near Pathankot on Saturday.

Lt Gen KJ Singh, Army Commander, Western Command, who was present there heard and assured solution to their problems soon.

The rally was attended by the retired army personnel and the war widows from Jammu, Samba, Kathua, Pathankot and Kangra districts. Later addressing the rally, Lt Gen KJ Singh, reassured the veterans and veer naris that they shall always remain inseparable members of the armed forces fraternity.

The rally was held in close coordination with the state administration and Rajya Sainik Board. The focus of the rally was to resolve anomalies in disbursement of pension, land and legal cases being confronted by the veterans and veer naris, Lt Gen said. A number of stalls from various welfare agencies and organisations of the Army and civil administration were set up at the venue. A medical team, fully equipped with modern equipment and medicines, was also in place. An ‘Employment Fair’ for advising Kith and Kin of veterans and veer naris on employment avenues was also a major attraction.

The rally was a major step forward for ameliorating the day to day problems of the veterans and veer naris. It gave a platform to the veer naris to express their concerns directly to the officials, the army officials said.

North Korean leader Kim Jong Un ordered his country to be ready to use its nuclear weapons at any time and the military to be in ‘pre-emptive attack’ mode in the face of growing threats from its enemies, state media said on Friday.The comments, carried by the North’s official KCNA news agency, marked a further escalation of tension on the Korean peninsula after the UN Security Council imposed harsh new sanctions on the isolated state for its nuclear programme.North Korea, known for belligerent rhetoric, has previously threatened pre-emptive attacks on its enemies, including South Korea and the United States. Military experts doubt it has yet developed the capability to fire a long-range missile with a miniaturised warhead to deliver a nuclear weapon as far as the US.Kim made the comments as he supervised military exercises involving newly developed rocket launchers, KCNA reported. It did not mention the date of the drills but said the new weapons had South Korea within range. South Korea’s defence ministry said the North launched several projectiles off its coast into the sea, an apparent response to the UN sanctions.Kim said North Korea should “bolster up (its) nuclear force both in quality and quantity” and stressed “the need to get the nuclear warheads deployed for national defence always on standby so as to be fired any moment,” KCNA quoted him as saying. “Now is the time for us to convert our mode of military counteraction toward the enemies into a pre-emptive attack one in every aspect.”Kim criticised South Korean President Park Geun-hye in his first direct published mention of her by name for acting “in league with the US scoundrels,” adding, “her hysteria will precipitate only her ruin in the long run,” KCNA said.A spokesman for South Korea’s Unification Ministry, which handles relations with the North, said Kim’s comments were not helpful and may have been intended for the domestic audience, to boost morale in the face of the new UN sanctions. — Reuters

AMK Post (RS Pura), March 4A day after detecting Pakistan’s secret trans-border tunnel here, the BSF today said Pakistan was planning a major terrorist attack in near future after pushing terrorists through the tunnel.While the BSF attributed the detection of the tunnel to its anti-tunnelling drive, a tractor pressed into service on Thursday to clear elephant grass (sarkanda) between the Zero Line and an embankment had run over a stretch that caved in, leading to the detection of the tunnel.Briefing mediapersons after escorting BSF Director General KK Sharma to the spot on his maiden visit to Jammu, BSF, Jammu Frontier, Inspector General (IG), RK Sharma said that after detailed investigations, the Pakistan Rangers were showed the spot and asked to refrain from such nefarious activities.“Evidences will be given to them and we will request them to come forward for investigations and take stern action against the culprits,” said the BSF IG.“Timely detection (of the tunnel) has defeated a big plan of Pakistan. Had they succeeded in their plan, a big infiltration could have been carried,” he added.The BSF has held two flag meetings with the Pakistan Rangers on the issue.When asked how the Pakistan Rangers could be trusted to take action against the culprits, the IG said it was a matter of concern for the BSF also.“We told them that it happened right under their nose, in front of their post (Afzal Saeed) and on their soil and that they were having knowledge of it (tunnel),” he said.We asked them to identify the culprits, take action against them, disclose their plan on the international border and other areas, where tunneling activities might have been undertaken or are being conducted and to stop them immediately, added Sharma.He said the BSF had been continuously undertaking anti-tunneling measures on the entire 198-km-long international border, leading to the detection of the tunnel, he saidThe IG did not rule out the possibility of more such tunnels on the border and said the BSF was taking adequate measures to detect them.

Air Force sports mela on March 22

A grand Air Force Sports Mela will be held on March 22 at Maulana Azad Stadium here.Divisional Commissioner, Jammu, Pawan Kotwal today chaired a meeting regarding arrangements for the mela.The representatives of the Air Force informed the Divisional Commissioner that the sports mela would be a grand event with major attractions such as para-jumping by Akash Ganga Air Force skydiving team, aero-modelling display, drill display by Air Warriors, symphony orchestra, flypast by IAF helicopters, static display of special equipment by Guard Commandos, aero models, and publicity stall. They also informed that there would be free entry for the general public to the mela. Army cycle expedition to reach city on March 11

The cycle expedition of the 63 Cavalry Regiment will reach Amritsar on March 11 after paddling through Thar desert, Aravalis and plains of Punjab and Haryana. The aim of the expedition is to establish a connection with veterans, to rekindle the glorious past and heritage of the regiment.The expedition was flagged of from Bhuj to commemorate the Diamond Jubilee of the 63 Cavalry.The second phase of the cycle expedition was flagged off by Lt Gen KJ Singh, General Officer Commanding in-Chief, Western Command, from Alwar to its final destination Amritsar, here today.Lt Colonel KG Jalnawala (retd), the senior most veteran of the regiment will flag off the expedition from Amritsar on March 11.The first phase of the cycle expedition, comprising one officer, one JCO and the 11 other ranks of five independent armoured squadron had started from Bhuj on February 13. After covering a distance of 1,200 km, the cycle expedition arrived at Alwar on February 27. The team also took out a camel safari from Sindari to Balotra (Barmer), enroute to Alwar.In its quest, the team spread the spirit of adventure amongst local youth, besides projecting the image of the Indian Army to inculcate spirit-de-corps and camaraderie for future generations.

साहब! पोते को शादी करने के लिए बार-बार कह रहा था, वह माना नहीं और देश के लिए शहीद हो गया। साहब! पोते की शादी नहीं देख सका। इतना कहते ही बजुर्ग बलवंत सिंह की आंखे नम हो जाती हैं और भारतीय सेना के नॉर्दन जोन के लेफ्टिनेंट जरनल शौकीन चौहान उनका ढांढस बंधाते हैं। शहीद कैप्टन पवन कुमार के पिता राजबीर अपनी छाती पर हाथ रखकर इतना ही कह पाये कि बेटे पर गर्व है। लेफ्टिनेंट जरनल शौकीन चौहान बुधवार को शहीद कैप्टन पवन कुमार के शोक संतप्त परिजनों को सांत्वना देने के लिए जींद पंहुचे थे। मथूरा से सेना के हेलीकॉप्टर में सवार होकर लेफ्टिनेंट जरनल जींद की पुलिस लाइन में उतरे और फिर अर्बन इस्टेट स्थित शहीद कैप्टन पवन कुमार के घर जाकर लगभग आधा घंटा तक शहीद के पिता राजबीर एवं अन्य परिजनों से बातचीत की। लेफ्टिनेंट जरनल शौकीन चौहान ने परिजनों का ढांढ़स बंधवाते हुए कहा कि शहीद पवन कुमार भारतीय सेना का हीरो थे। उन्होंने आखिरी दम तक देश के दुश्मनों के साथ लड़ाई लड़ी और देश की आन-बान और शान को बरकरार रखने में सफलता हासिल की । ऐसे बहादूर सैन्य अधिकारी की शहादत को देश कभी नहीं भूलेगा। उन्होंने कहा कि ऐसे बहादूर अधिकारी के परिजनों की सहायता में कसर बाकी नहीं रखेगी। जींद स्थित चौधरी रणबीर सिंह विश्वविद्यालय में पंहुचकर उन्होंने कहा कि सच्ची लगन और कड़ी मेहनत का सहारा लेकर आगे बढ़ोगे तो जीवन में कोई भी चुनौती बाकी नहीं रहेगी ,ऐसा करके आप अपने भाग्य को भी बदल सकते है।


RAILWAY BUDGET 2016-17 No hike in passenger fares, freight rate; ticket sub-quota of 33% for women

The Railway Budget for 2016-17 on Thursday spared passengers and goods movement from any increase in tariffs, while it announced introduction of three new superfast trains and creation of dedicated north-south, east-west and east coast freight corridors by 2019.

Presenting his second budget in the Lok Sabha, Railway Minister Suresh Prabhu promised rationalising of the tariff structure by undertaking a review to evolve competitive rates vis-a-vis other modes of transport and to expand the freight basket as a means of additional revenue mobilisation.

Unlike last year when he tweaked freight rates, Prabhu made no changes either in passenger fares or freight rates.

The three new superfast trains announced by him include ‘Humsafar’ which will be a fully air-conditioned 3AC service with option of meals. ‘Tejas’ will showcase the future of train travel in India with speeds up to 130 km per hour and on board services, such as entertainment, local cuisine and WiFi.

The two trains will ensure cost recovery through tariff and non-tariff measures, while the ‘Uday’ will be an overnight double-decker along with the ‘Utkrishit’ double-decker air-conditioned yatri express on the busiest routes.

For improving quality of travel for unreserved passenger, a superfast ‘Antyodya’ express service would be introduced.

‘Deen Dayalu’ unreserved coaches with portable water and higher number of mobile charging points would also be introduced.

He also announced the setting up of a Rail Development Authority to enable fair pricing of services, promote competition, protect customer interest and determine efficiency standards. The Draft Bill in this regard will be ready after holding extensive stakeholder consultations.

Outlining the budget estimates for the coming year, the Minister put the plan size at Rs 1.21 lakh crore.

The focus will be on capital expenditure with a mix of various sources of funding in order to ensure the projects are given assured funding.

Gross traffic receipts for the coming fiscal have been fixed at Rs 1.84 lakh crore with passenger earning growth pegged at 12.4 per cent and earning target budgeted at Rs 51,012 crore.

The freight traffic is pegged at an incremental tariff of 50 million tons, anticipating a healthier growth in the core sector of the economy.

Goods earning is accordingly proposed at Rs 1.17 lakh crore. Earnings on account of other coaching and sundries have been projected at Rs 6,185 crore and Rs 9,590 crore, respectively.

Pension outgo has been budgeted at Rs 45,500 crore in the coming year. Revenue generation has been targeted at Rs 1.84 lakh crore.

Financial performance for the current year has reflected a savings of Rs 8,720 crore, neutralising most of the revenue shortfall.

Operating ratio has been targeted at 92 per cent for the coming year as against 90 per cent in 2015-16, restricting the growth of ordinary expenses by 11.16 per cent after building in impact of 7th Pay Commission recommendation, planned reduction in diesel and electricity consumption.

The three new freight corridors of North-South will connect Delhi and Chennai, East-West connecting Kharagpur to Mumbai and East Coast from Kharagpur to Vijawada.

“It is proposed to put these three projects on high priority to ensure structuring, award and implementation in a time-bound manner through innovative financing schemes, including PPP,” Prabhu said in his more than hour-long speech.

Before the current financial year ends on March 31, almost all contracts for civil engineering work would be awarded.

Contracts worth Rs 24,000 crore have been awarded since he assumed office against Rs 13,000 crore worth of contracts in the last six years. — PTI

SUPREME COURT NEW DELHI: The Supreme Court has said it will lay down guidelines for action against people damaging public property during protests, saying rioters cannot hold the country to ransom.

The court’s observation comes at a time when largescale violence in Haryana during the Jat agitation for reservation has left 28 people dead, destroyed businesses, ruined livelihoods and damaged property. Delhi is still reeling under a crisis brought on by the protesters damaging the Munak canal, one the main sources of water for the Capital.

“The country cannot be held to ransom. You cannot bur n the country’s or its citizens’ property,” a bench headed by justice JS Khehar said on Wednesday. The court was hearing the bail plea of Gujarat’s Patidar leader Hardik Patel, spearheading an agitation for his community of Patels to be given the Other Backward Classes status that would get them reservation in jobs and colleges.

Patel has been charged with sedition for allegedly egging on the members of his community to kill policemen during the agitation marred by rioting and violence. “We must take a call on the issue and we would frame guidelines for taking action against people indulging in such acts,” the bench said. “Whether it is BJP or Congress or any other organisation, they must realise that they can be held accountable for the damage to the public property.”

Fixing Thursday for hearing, the court asked the gover nment’s top legal officer, attorney general Mukul Rohatgi, to appear in the matter. Rohatgi opposed the plea for quashing the sedition case against the 22-year-old Patidar leader.

Taking note of large-scale violence during a Gujjar agitation for affirmative action, the court in 2009 issued a set of norms, including making rioters pay for damage to property, holding protest leaders responsible for such losses and laying down stringent condition for bail to rioters.

The cour t had left it to appropriate authorities to implement the norms. It, however, did ask the government to take into consideration suggestions made by its two panels while framing laws.

The court’s decision also mirrors the concern of industry. According to industry body ASSOCHAM, Haryana suffered a loss of about R20,000 crore due to the quota stir that was called off recently after the government gave into the Jat community’s demand.

Apart from destruction of property, industrial production also took a hit. Rail and road traffic was paralysed for days, leaving thousands of people stranded. Buses, trucks, cars and railways stations were set on fire during the two-week agitation.

The court did not make a reference to the Jat protests but expressed concern over the breakdown of law and order during such agitations. “The country must know what the consequences are,” it said.

During the brief hearing, Rohtagi told the court that the Gujarat Police had already filed a charge sheet in the case.

They have accused Patel of instigating the community members to kill policemen and adopt violent ways to “wage war against Gujarat government”.

The Supreme Court today directed the government to make protesters pay for damaging public property, failing which it will come out with guidelines for sternly dealing with those holding the country to ransom in the name of stir for one cause or the other.“The protesters must face the consequences for their actions. They must realise that they will be held accountable for damaging public property. We are not bothered whether it is the BJP, Congress or any other organisation,” a Bench comprising Justices JS Khehar and C Nagappan remarked.The observation, which came during the hearing of a plea of Gujarat Patidar leader Hardik Patel, who spearheaded the agitation demanding reservation for Patels, assumes significance in the wake of large-scale violence and loss of property in Haryana during the recent Jat quota agitation.The Bench issued the warning when Attorney General Mukul Rohatgi said the sedition case against Hardik also involved damage to public property. Incidents of damage to property were now happening everywhere and if the government did not frame a policy “we shall do it within our framework. People can’t be allowed to go berserk while agitating”, the Bench said in apparent reference to the Haryana Jat agitation. “Where is our country going? You just can’t burn the property of the country or of people. Whether it is the BJP, Congress or any other organisation, it must be asked to pay for the damage,” the Bench said.Another SC Bench, which was hearing the 2011 Jat quota stir case, had said it intended to order the setting up of special courts for disposal of cases involving damage to public property within three months.The Bench of Justices GS Singhvi and SJ Mukhopadhya (both have retired now) had also expressed its intention to monitor the prosecution of those giving calls for blocking rail and road traffic. It had made the remark while hearing of two PILs relating to damage to the railways caused by Jats of Uttar Pradesh and Haryana in the course of their agitation.“Are you really serious in stopping all this? Since you are not doing it, being the third constituent of the state, we will do it. But it is your function, not ours,” the court had noted.

The BJP government today appointed a retired IPS officer, Prakash Singh, to probe allegations of inaction by civil and police officers during the Jat quota agitation even as the police put the death toll in the violence at 28.Edit: Divide and misruleA case of sedition was registered against Congress leader Prof Virender Singh, an aide of former Chief Minister Bhupinder Singh Hooda.Prakash Singh, a former police chief of Uttar Pradesh and Assam, will look into acts of omission and commission on part of officials of both police and civil administration and submit his report within 45 days. Singh will study the existing structures, procedures and systems for maintenance of law and order in the state and suggest improvements to prevent recurrence of such incidents.

Jat stir toll rises to 28: DGP

  • HISAR: DGP YP Singhal said 28 persons have been killed and 200 injured during the Jat agitation in Haryana.
  • A total of 535 criminal cases have been registered in connection with the violence, he said.
  • Curfew has been lifted from all the places, the DGP said, adding that mainly five districts were affected due to the violence. — TNS

पम्पोर मुठभेड़ तीसरे दिन खत्म, तीनों आतंकी ढेर

दक्षिणी कश्मीर के पुलवामा जिले के पम्पोर में ईडीआई भवन में 3 दिनों से छिपे तीन आतंकवादियों को सुरक्षा बलों ने सोमवार को मार गिराया। सूत्रों ने बताया कि तीनों आतंकवादियों के मारे जाने के बाद अभियान रोक दिया गया है। तीनों आतंकवादियों के शव बरामद कर लिए गये हैं। घटनास्थल से भारी मात्रा में हथियार एवं विस्फोटक भी बरामद हुए हैं।
यह आतंकवादी शनिवार को सीआरपीएफ के काफिले पर हमला करने के बाद इस इमारत में छिप गये थे। इस हमले में शनिवार को 2 जवान शहीद हो गये थे और एक असिस्टेंट कमांडेंट समेत 13 अन्य गंभीर रूप से घायल हो गये थे। बाद में मुठभेड़ के दौरान सेना के 2 कैप्टन और एक लांस नायक भी शहीद हो गये।
इससे पहले जीओसी-15 कॉर्प के लेफ्टिनेंट जनरल एसके दुआ ने बताया कि रविवार पूरी रात और सोमवार सुबह रुक-रुक कर गोलीबारी होती रही। उजाला होते ही सुरक्षाबलों ने इमारत में छिपे आतंकवादियों के खिलाफ अभियान तेज कर दिया। स्थानीय पुलिस के एक अधिकारी ने बताया कि आतंकवादियों को बाहर निकालने के लिए मोर्टार दागे गये। मुठभेड़ के दौरान भवन के ऊपरी तल पर आग लग गयी, जिससे आतंकवादी परिसर के एक हिस्से में चले गये जहां उनको मार गिराया गया।
एक तरफ जहां मुठभेड़ चल रही थी वहीं पम्पोर शहर और आसपास के इलाके के लोगों ने नारेबाजी शुरू कर दी और पथराव करने लगे। प्रदर्शनकारियों को भगाने के लिए पुलिस ने आंसू गैस के गोले दागे और रबर की गोलियां चलायीं।

जींद के लाडले को विदा करने पहुंचा जनसैलाब

जींद (हप्र): पम्पोर में आतंकियों  से लोहा लेते शहीद हुए कैप्टन पवन कुमार का आज उनके पैतृक गांव बधाना में पूरे राजकीय सम्मान के साथ अंतिम संस्कार कर दिया गया। उनके चचेरे भाई संदीप ने मुखाग्नि दी। सोमवार दोपहर को शहीद कैप्टन पवन कुमार का पार्थिव शरीर हेलीकॉप्टर से जींद की पुलिस लाइन में पहुंचा। लाडले देशभक्त को सलाम करने के लिए सैकड़ों की तादात में युवा, बुजुर्ग व महिलाएं वहां पहुंच गयीं। वहां से उनके पार्थिव शरीर को खुली गाड़ी में ले जाया गया। सड़कों के दोनों तरफ खड़े लोगों ने शहीद पर पुष्प वर्षा की। अमरहेड़ी, कंड़ेला, शाहपुर ,नगूरां गांव में जैसे ही शहीद को लिये गाड़ी गुजरी तो लोगों ने सड़कों के दोनों तरफ ‘कैप्टन पवन कुमार अमर रहे’ के नारे लगाये। ब्रिगेडियर राकेश मंगोतरा ने शहीद के पार्थिव शरीर से राष्ट्रीय ध्वज उतारकर शहीद के पिता राजबीर को सौंपा। सेना अधिकारियों ने शहीद के पार्थिव शरीर पर पुष्प चक्र चढ़ाये।  सेना की टुकड़ी ने सैन्य परम्परा के अनुरूप शहीद की शहादत को नमन किया। हरियाणा पुलिस की टुकड़ी ने मातमी धुन बजाकर तथा शस्त्र झुकाकर शहीद को नमन किया।
पवन कुमार अपने माता-पिता की इकलौती संतान थे और अविवाहित थे।

आतंकियों को खत्म करने का जज्बा बचपन से था
जम्मू (सुरेश डुग्गर): पम्पोर में आतंकियों से लड़ते हुए शहीद हुए 9-पैरा कमांडो के कैप्टन तुषार महाजन बचपन से ही सेना में जाकर देश के दुश्मनों को धूल चटाना चाहते थे। तुषार के साथ पढ़े उनके बचपन के दोस्त सुशांत बताते हैं कि सेना में जाना ही उनका लक्ष्य था। एक बार क्लास में निबंध लिखने को कहा गया तो तुषार ने लिखा ‘मेरा लक्ष्य सेना में भर्ती होकर आतंकियों का खात्मा करना है।’ वह भी ऐसी उम्र में, जब उनके साथ के बच्चों को पता भी नहीं था कि सेना क्या होती है और आतंकवादी कौन? कैप्टन तुषार के पिता रिटायर्ड स्कूल प्रिंसिपल देव राज ने बताया कि उनका बेटा हमेशा सेना में जाना चाहता था, इसलिए 16 साल की उम्र में ही जब एनडीए के लिए सिलेक्शन हो गया तो परिवार ने उसे रोका नहीं। बेटे के जाने के दुख में डूबे होने के बावजूद देव राज के चेहरे पर अफसोस के भाव नहीं थे। उन्होंने कहा कि उनके बेटे पर पूरे देश और उसके शहर को गर्व है। देश के लिए जान कुर्बान करने का मौका बहुत कम लोगों को ही नसीब होता है।  उन्होंने देश के नेताओं से अपील की कि उनके बेटे की शहादत बेकार न जाये।

लश्कर-ए-तैयबा की साजिश
ऑपरेशन का जिम्मा संभाल रहे विक्टर फोर्स के जनरल ऑफिसर कमांडिंग मेजर जनरल अरविंद दत्ता ने कहा कि आतंकवादी विदेशी थे और संभवत: आत्मघाती दस्ते के थे। दिल्ली में सीआरपीएफ के महानिदेशक प्रकाश मिश्रा ने कहा कि शुरुआती जांच से पता चलता है कि हमले के पीछे आतंकी संगठन लश्कर-ए-तैयबा का हाथ है।
