भूतपूर्व सैनिकों ने दी थी चेतावनी

ये थीं पूर्व सैनिकों की मांग, सरकार से ये मिला
हालांकि अधिसूचना जारी होने के बाद पूर्व सैनिकों के आंदोलन का नेतृत्व कर रहे मेजर जनरल सतबीर सिंह (रिटायर्ड) ने कहा कि जिन नियमों के साथ ओआरओपी को लागू किया गया है, उसे स्वीकार नहीं किया जा सकता।
यह वन रैंक वन पेंशन नहीं बल्कि वन रैंक फाइव पेंशन है। मालूम हो कि ओआरओपी को लागू करने की मांग को लेकर पिछले कई महीने से पूर्व सैनिक जंतर-मंतर पर आंदोलन कर रहे हैं।
केंद्र सरकार ने 5 सितंबर को पूर्व सैनिकों के लिए वन रैंक वन पेंशन का ऐलान किया था लेकिन इस योजना के लागू होने में देरी को देखते हुए पूर्व सैनिकों ने शुक्रवार को अपने आंदोलन को और तेज करने, काली दिवाली मनाने और 9 नवंबर से देशभर में अपने मेडलों को लौटाने की घोषणा की थी।

ये थीं पूर्व सैनिकों की मांग
1. वीआरएस लेने वालों को भी मिले फायदा
2. हर साल नहीं तो हर दो साल में हो पेंशन की समीक्षा
3. वर्ष 2013 की अधिकतम पेंशन को आधार माना जाए
4. पांच सदस्यीय न्यायिक आयोग बने और इसमें तीन पूर्व सैनिक हों तथा एक माह में अपनी रिपोर्ट दे
5. पूर्व सैनिक एक अप्रैल 2014 से ओआरओपी को लागू करवाना चाहते थे

सरकार से ये मिला
1. अब से वीआरएस लेने वालों को ओआरओपी का फायदा नहीं
2. हर पांच साल में होगी समीक्षा
3. वर्ष 2013 की औसत पेंशन को आधार माना जाएगा
4. एक सदस्यीय न्यायिक आयोग का गठन और छह महीने में आएगी रिपोर्ट
5. सरकार ने एक जुलाई 2014 से लागू किया

In honour of fallen Indian-American Sikh police officer Sandeep Singh Dhaliwal, the Houston Police Department has changed its dress code policy to allow the minority community members to represent their faith while on duty.

On September 28, Dhaliwal, a 10-year veteran of the Harris County Sheriff’s office and its first Sikh deputy, was gunned down while conducting a mid-day traffic stop in northwest of Houston.

The 42-year-old trailblazing police officer made national headlines when he was allowed to grow a beard and wear a turban on the job.

“@houstonpolice is now the largest law enforcement agency in TX to adopt a policy allowing officers to wear articles of faith on duty,” City of Houston tweeted on Monday.

“Proud to announce HPD (Houston Police Department) will accommodate Sikh officers by letting them wear their articles of faith while on duty—one of the largest police departments in the country to do so. Deputy Dhaliwal taught us all a valuable lesson about inclusion. It was an honour to know him,” Houston Mayor Sylvester Turner tweeted.

“Proud to stand with @SylvesterTurner and so many members of our community to announce our policy and get the word out to our greater community,” Chief of the Houston Police Department Art Acevedo tweeted.

In a news briefing, the Houston Police Department announced that they are changing its uniform policy to allow officers to wear their articles of faith while on duty in order to be more inclusive in honour of the fallen Sikh deputy, Fox News reported.

“I’m honoured,” Dhaliwal’s father, Pyara Singh Dhaliwal, was quoted as saying by the KHOU Television station.

“The honour I got from this community and from the chief, the police department and the sheriff department is … I have no words to say. So, I very much thank all of these bodies. Wonderful moment,” he said.

The New York Police Department, the Chicago Police Department, the Metropolitan Police Department in Washington and the Riverside Police Department in California are the other law enforcement agencies in the US which have uniform accommodations for the Sikh officers.

Sikh advocacy groups also praised the policy change.

“This policy change shows that no one should ever choose between their faith or their career, and also that these articles of faith pose no barrier to service,” Nikki Singh, policy and advocacy manager for the Sikh Coalition, was quoted as saying by the CNN.

Dhaliwal, worked with United Sikhs, a global humanitarian relief and advocacy nonprofit, to help organise the donation of truckloads of supplies for first responders after Hurricane Harvey.

He was allowed to wear the turban and beard while patrolling the streets to bolster cultural diversity. — PTI

Jammu, November 17

A soldier was killed and two more were injured in a suspected IED blast near the Line of Control in Akhnoor sector here on Sunday, a defence spokesperson said.

The explosion took place when an Army team was on a routine patrolling duty in the Pallanwalla area, he said.

The official identified the deceased soldier as Havaldar Santosh Kumar, a resident of Pura Bhadauria village of Agra in Uttar Pradesh.

Both the injured were rushed to the hospital, he said.

Officials said the blast happened near the border fencing in the Indian territory.

The Improvised Explosive Device (IED) is believed to have been planted from across the border and detonated when some Army personnel were moving towards a forward post, they said, adding that the condition of one of the injured was stated to be “serious”. — PTI

 


Phoolka objects to term ‘Sikh Cult’ in Ayodhya addendum

AMRITSAR : Lawyer and former Aam Aadmi Party (AAP) leader HS Phoolka on Thursday objected to the term “Sikh cult” used in the addendum of the Supreme Court’s judgment ordering the construction of the Ram Temple in Ayodhya.

He wrote a letter to Akal Takht, highest temporal seat of the Sikhs, urging it to direct the Shiromani Gurdwara Parbandhak Committee (SGPC) to take legal measures to ensure removal of the word “cult” which is not fit for the Sikh religion.

“Here is there is a sense of annoyance amongst many Sikh groups and sangat over this act (sic),” he said in the letter addressed to Akal Takht acting jathedar Giani Harpreet Singh.

The letter reads, “In the judgment passed by the Constitution Bench there is absolutely no reference to the objectionable term ‘Sikh Cult’. This Addendum is of 116 pages and is not signed by any of the Judges who were members of the Constitution Bench. It is to be noted that this Addendum is not the judgment of the Constitution Bench, but yet, attaching it with the Supreme Court Judgment, accords it importance and it can be relied upon and quoted by historians and media and even by the Courts”.

“The term Sikh cult has appeared in this addendum while quoting the extracts from the examination-in-chief of Mr. Rajinder Singh, who had appeared as a witness in the suit. His statement was recorded by the Trial court more than 25 years ago”, it reads further.

In the main judgement of the Constitution Bench in Para 154 and 155, the Supreme Court has clearly held that ‘the tenets of Sikhism are opposed to Idol worship’

“ It appears that the term may have been used unintentionally, without proper application of mind, and only repeating what the witness Rajinder Singh has said in his evidence”, Phooka writes, adding, “Be that as it may be, it is important to get this term expunged even from the Addendum of the Judgment. I am of the view that it would be appropriate for the SGPC to file an application before the Hon’ble Supreme Court to expunge these remarks (sic).”

The former AAP leader requested acting jathedar to form a team of the top most lawyers of the country to examine the matter in detail.

The closing ceremony of the joint military exercise  between the armies of India and France—‘Exercise Shakti-2019’ was held at the Mahajan Field firing range here on Wednesday.

Sikh-French bonhomie was witnessed when soldiers celebrated Parkash Utsav of Guru Nanak Dev on Wednesday.

Soldiers from both countries partook of ‘langar’ as Brigadier General Jean Christophe Bechon, Commandant 6th Light Armoured Brigade, French Army, greeted Sikh soldiers on Gurpurb.

An infantry platoon group of the Sikh Regiment part of South Western Command and a platoon group of the 21st Marine Infantry Regiment of 6th Armoured Brigade represented India and France, respectively, in the exercise, defence spokesperson Col Sombit Ghosh said.

DERA BABA NANAK : Before dedicating the corridor to the nation, Prime Minister Narendra Modi partook of langar (community meal) with Punjab governor VP Singh Badnore, chief minister Capt Amarinder Singh and Punjab Congress president Sunil Jakhar here.

The langar was organised at a pandal in tent city set up by the state government. Donning a saffron-coloured turban, Modi chatted with Amarinder and Jakhar who said the Prime Minister was looking quite relaxed and spent around 20 minutes in the tented city. Union ministers Harsimrat Kaur Badal and Hardeep Singh Puri were among the other dignitaries.

Mohali  : Three gunshots were fired as three men tried to take away an ex-serviceman’s SUV forcibly on the busy Kharar-Chandigarh highway in Kharar on Tuesday night.

The victim, Vir Inder Pal Singh Walia, 42, of Sector 78, Mohali, was also stabbed in the right thigh, but he managed to foil the robbery bid.

Though injured, Walia, himself drove to a private hospital in Phase 6, Mohali, after the attack.

In his complaint to police, Walia mentioned that he had retired from the intelligence wing of Indian Air Force in 2014, after which he started a study visa consultancy in Kuraliin 2015.

On Tuesday, he was on his way back home when he stopped near Bhagat Ghat, about half a kilometre from the Kharar bus stand, to urinate around 10:30pm.

“I was about to get back in the car when two men — one holding a pistol and the other a knife — approached me and instructed me to hand over the keys of my vehicle (a Toyota Fortuner),” Walia told police.

Walia said the accused aimed the pistol at him and threatened to kill him. “One of the accused tried to drive away in the vehicle, when the third accomplice walked up and entered into an argument with him. I tried to pull the accused out of the SUV and snatch his pistol, when three gunshots were fired, of which one hit the front door and the rear windscreen,” he said in his complaint.

“As I took on the accused, one of the other robbers stabbed me in the right thigh and fled after pushing me,” said Walia, adding that the trio drove away towards Kharar in a white car. As it was dark, he could not identifythe make of the car or note its number.

Walia then made calls to his friends, informing them about the attack, and despite being injured, he drove to a hospital in Phase 6, Mohali, where he is undergoing treatment.

Walia told police that the accused were speaking in Hindi. A case has been registered under Section 394 (voluntarily causing hurt in committing robbery) of the Indian Penal Code (IPC) and the Arms Act.

“We are scanning CCTV footage of the area to get clues,” said Kharar (City) station house officer Baghwant Singh. Police have recovered two bullet shells from the spot. They are also investigating whether the attack took place due business rivalry.

Following the official bifurcation of the erstwhile state of Jammu and Kashmir into the two Union Territories (UT) of Jammu and Kashmir and Ladakh, the Survey of India has come out with new maps of India and the Jammu and Kashmir region.

The new maps show the two UTs clearly demarcated, and while Pakistan-Occupied Kashmir’s Muzaffarabad and Mirpur areas have been kept as part of the UT of Jammu and Kashmir, Kargil and Gilgit and Baltistan have been shown as part of Ladakh UT.

The President, too, issued an order on Saturday identifying Leh, Kargil, Gilgit, Gilgit Wazarat, Chilhas and Tribal Territory of 1947 as part of the Ladakh UT.

“The Leh district of the new Union Territory of Ladakh has been defined in the Jammu and Kashmir Reorganization (Removal of Difficulties) Second Order, 2019, issued by the President of India, to include the areas of the districts of Gilgit, Gilgit Wazarat, Chilhas and Tribal Territory of 1947, in addition to the remaining areas of Leh and Ladakh districts of 1947, after carving out the Kargil District,” a statement from the Ministry of Home Affairs said.

The US on Tuesday said it supported a direct dialogue between India and Pakistan as outlined in the Simla Agreement, asserting that the “chief obstacle” to talks remained Islamabad’s continued support to extremist groups that engaged in cross-border terrorism.

“We believe that direct dialogue between India and Pakistan, as outlined in the 1972 Simla Agreement, holds the most potential for reducing tensions,” Acting Assistant Secretary of State for South and Central Asia Alice G Wells told the Subcommittee on Asia, the Pacific, and Nonproliferation of the House Foreign Affairs Committee.

She said that during the 2006-2007 backchannel negotiations, India and Pakistan reportedly made significant progress on a number of issues, including Kashmir.

“History shows us what is possible,” Wells said in a prepared statement submitted to the Congressional subcommittee on the eve of the hearing ‘Human Rights in South Asia: Views from the State Department and the Region’.

“Restarting a productive bilateral dialogue requires building trust, and the chief obstacle remains Pakistan’s continued support for extremist groups that engage in cross-border terrorism,” she said.

The United States, Wells said, welcomed Prime Minister Imran Khan’s recent unambiguous statement that terrorists from Pakistan who carried out violence in Kashmir are enemies of both Kashmiris and Pakistan.

“Pakistan’s harbouring of terrorist groups like Lashkar-e-Taiba and Jaish-e-Muhammed, which seek to foment violence across the Line of Control, is destabilising, and Pakistani authorities remain accountable for their actions,” she said in a warning to Pakistan.

“We believe the foundation of any successful dialogue between India and Pakistan is based on Pakistan taking sustained and irreversible steps against militants and terrorists in its territory,” Wells said.

Both President Donald Trump and Secretary of State Mike Pompeo had met and spoken with their Indian and Pakistani counterparts multiple times, including at the recent United Nations General Assembly, to encourage dialogue, she told the lawmakers in the prepared statement.

Observing that the security situation in Kashmir remained tense, Wells said clashes between youth and security forces are a regular occurrence, and Indian forces killed suspected terrorists in multiple firefights last week.

“We are concerned about reports of local and foreign militants attempting to intimidate local residents and business owners in order to stymie normal economic activity. The United States supports the rights of Kashmiris to peacefully protest, but condemns the actions of terrorists who seek to use violence and fear to undermine dialogue,” she said. PTI
