AN OPEN LETTER TO SHRIMATI MEHBOOBA MUFTI,CHIEF MINISTER, JAMMU & KASHMIR

Madam,
I am a fourth-generation member of an armed forces family, married into a 5th generation armed forces family, therefore, even before I begin my letter I would like to bring to your notice that nothing I say today comes without deep thought and a feeling of seethed agony to see how our brave men and women in the uniform are being treated by the civil dispensation in your state.
My letter to you today is written in my capacity as an Army wife and not so much as just another pained citizen of India. I would like to know that despite the countless times the country has demanded evidence from men from our fraternity regarding their effectiveness and humanity, what has been your contribution as a politician and the incumbent Chief Minister in ensuring that troops are looked after in a way that they feel motivated to serve you and “brethren” in the valley despite living a life marred with constant humiliation, stress and a an “awaam” that is not only thankless but also hostile.
What steps have you taken to reign in or at least counsel the gentry who leave no stone unturned while comparing a martyr like Lt. Umar Fayyaz with a murderous terrorist like Burhan Wani? Is that not the greatest disrespect to the memory of someone who made the ultimate sacrifice for the Motherland?
I would also like to ask you and by extension the Government of J&K exactly how many FIRs the State Police filed when Operation Clean Up was launched in the early months of 2017 to bring back peace in an otherwise upturned valley?
Was it convenient then to let the armed forces do their job because your fragile political career depended on it? Or is it easier now to prosecute an entire regiment because you need to win the “hearts and mind” of the stone pelting minority?
I am seeking these answers today on behalf of all those women who are sitting far away from the tumultuous events of the valley wondering if today their loved ones are safe from both grenades and stones? And while they are ceaselessly watching your back, I need to know if you are watching theirs? Because, clearly, the events since January 27th are not hinting at a State Government willing to grant our men and women in uniform the support needed to serve their country and the people of J&K with the dignity expected of the Indian Armed Forces. A few months back it was Major Gogoi, today it is Major Aditya, tomorrow it could very well be any of our husbands or brothers, what do we do then?
Did it ever strike you as ironical Madam, that the case against Major Gogoi which was so enthusiastically supported by the more liberal factions of our great country, took place during when he was on election duty defending the Kashmiri people’s right to vote, and used his Army Jeep and thinking on his feet found the best possible solution to send a message to instigators of violence that they would not get in the way of the conduct of free and fair elections on his watch. Sure his method was unconventional, but he was pushed into a corner and he worked with what he had and tied the offender to his Jeep to iterate his point, but why did everyone stop at that? Why did no one notice that the Major also ensured that no violence broke out and voting remains unaffected till the very last vote was cast? Major Aditya before being termed a “murderer” in the FIR, is a decorated officer who has proved his mettle during his tenure in the RR with four kills of Jaish-e-Muhammad terrorists to his name.
Your State Journalists and Politicians are quick to call uniformed men rapists and murderers, but then how do you explain the need to turn to these very “murderers” when the water rises in the Jhelum and there is panic across the valley. Will you please explain to me that what exactly are our “irrational” men doing in Siachen where even nature has given up?
Will you please also care to elaborate the need for the State Government of Jammu & Kashmir to turn to the “marauding” Indian Army to set up Goodwill schools in the valley or run Skill Training sessions for the “Kashmiri Awaam”, because from where I am standing, I see a young world kick boxing champion Tajamul Islam, the student of a local Army Goodwill School, being motivated by our jawans to kick hard and fight like a champion and conquer the world. Is it just us or do you too feel the pride when 9 students coached by the Super 40 Class organized by the Army crack their way into the prestigious IITs of the country?
Our men serve the nation without a flutter of self-conscious worry, I have yet to come across an officer or a jawan who would flinch at the news of being posted to the RR, for them that is the utmost honor to serve & protect the dignity of India from where it matters, the Frontlines. But what kind of an example are you setting by prosecuting an officer of the Indian Army who only chose to act in order to save the lives of his fellow soldiers. How come the police hasn’t registered an FIR against the stone pelting blood thirsty mob causing extensive damage to government property and personnel? Do you think you are any less accountable to the wife of the JCO who got hit on the head and was almost set on fire? Is a stone pelting, violence inciting youngster of more worth that the men who seek to protect and empower everyday life in the valley even if it comes at the peril of their own? I would want to know exactly what has been their contribution towards the constructive social upliftment that hasn’t already been undertaken by the Army? This is the same Indian Army, Madam, which pulled out a terrorist at the end of an encounter and took him to the hospital despite suffering fatalities of their own. Or have you chosen to forget that? Of course you have.
What is it about their selfless service and unparalleled commitment to the nation that scares you, your administration? Need I remind you, that it has been a result of the relentless presence and action of the Armed Forces that tourism has managed to make a comeback in the valley, where the bulk of your economy depends on tourists from across the country and beyond. Do you for a second feel that they would feel safer in the presence of your recently pardoned stone-pelters than they would knowing that there is an Army outpost nearby looking after their security.
It took the likes of Bollywood close to two decades and more, to feel “safe enough” to return to Gulmarg for work, making it possible for your state to reclaim its spot as a favoured tourist destination. Now I really hope Madam, that you alone are not taking the credit for the booming pony business in valley, after all, the visitors are relaxing only because there are those silent ADP marches, ROP routines taking places somewhere in the backdrop.
I can assure you, Madam Chief Minister, it takes a certain amount of courage to sit by the phone every day waiting for the call to come in assuring us that all is well where our men are posted, but it takes even more gumption for most women from our fraternity to live with the knowledge that someday that call may not come. So, I need to know from you just what are you prepared to say to all the women sitting away from their loved ones when things go south and it was your action that let those men down.
I would like to know from the administration of your state exactly how do you justify to the 70,000 plus men who made Operation Rahat a life saver for the citizens of the valley and beyond, that their hard work counts for nothing compared to your efforts to appease 2000 odd stone pelters, who I am sure will not think twice before lynching another policeman outside another mosque or try to set ablaze another olive green vehicle because in their eyes their government understands their murderous intent but does not acknowledge the dedication of the men sworn to guard you all with their lives.
These men too have a life beyond the borders, they too have families and aspirations of their own. And as someone who has grown up with olive green in their blood, I demand that you tell me how is my brother or a brother officer expected to fight with dignity for your safety when you will not even give him the scope to protect his own life and those of others who look up to him as their leader, and are willing to take the bullet should the need arise.
You may feel the need to write to the Central Home Ministry if a terrorist is getting ill-treated in Tihar Jail, but how many times have you tried to write a heartfelt letter to the father of Captain Saurav Kalia who was tortured and killed because he chose to remain loyal to the nation till his last breath.
Madam, you have a lot of soul searching to do and I hope the next time you feel safe enough to venture out on a political rally, you remember to thank the men who keep you safe even as you decide to walk all over them. It is indeed shameful that you are choosing to prosecute a brother officer for not giving in to a diabolical crowd.

It is indeed ironical that in a week where J&K has seen FIR filed against Major Aditya and his unit for firing in self-defense, today, i.e 31 January, falls the birth anniversary of India’s first PVC Major Somnath Sharma. Major Somnath gave up his life while defending the same Kashmir from Pakistani rapists and ravagers, in short, the Pakistan Army which had attacked Kashmir on 22 October 1947 and was on the doors of Srinagar. Jinnah and his army had taken advantage of Maharaja Hari Singh’s clever by half attempt to make Kashmir ‘Switzerland of the East’ and made a vicious attempt to grab the state by force. Major Somnath had landed with his Kumaonis while his arm was still in plaster courtesy a hockey playing injury. It was in Budgam where his company took on the Pakistani army despite being outnumbered 7:1. Major Somnath and his company fought like lions with exemplary leadership from him with even the plaster not being hindrance to bravery. The Kumaonis inflicted heavy casualties on the enemy notwithstanding the losses they themselves suffered. Major Somnath was grievously injured as a mortar shell fell on their ammunition storage spot. His last message; “The enemy are only 50 yards from us. We are heavily outnumbered. We are under devastating fire. I shall not withdraw an inch but will fight to the last man and last round”, has passed on to military folklore. The bravery displayed by Major Somnath and his company saved Srinagar airport from falling into the hands of Pakistanis and kept India’s lifeline into the state, functional. That we failed to take back PoK in 1947-48 was political failure for which the country is still paying a heavy price. That the same Kashmiris whom the army saved from Pakistani savages have been brainwashed into throwing stones at their protectors and filing FIR’s show that religion has been abused to spread hatred. But all this does not in anyway lessen the sacrifice made by Major Somnath Sharma and it is our duty to ensure that these sacrifices do not go in vain.

Bakrak village (Kathua), February 11The bravado of 50-year-old Junior Commissioned Officer (JCO) Madan Lal Choudhary helped save several lives during Saturday’s terror attack.The JCO’s family was in Jammu to shop for nephew Sandeep’s marriage. Chaman Choudhary, a relative, said Madan Lal was at his quarters with wife Charnjeet Kour, daughter Neha, sister-in-law Paramjeet Kour and nephew Sandeep when terrorists tried to enter the complex.(Follow The Tribune on Facebook; and Twitter @thetribunechd)“I was sleeping in the lobby when a gunshot woke me up around 5 am. As I tried to move towards the door, my uncle dragged me inside a room and asked the family members to flee from the rear door,” said Sandeep. “As we tried to escape, Neha was shot in the leg, but managed to come out. My uncle was shot in the stomach and chest as he tried to block their entry,” said Sandeep.Madan Lal’s elder brother Shamsher Choudhary said: “Three generations of our family have served in the Army. His martyrdom has left us devastated. The JCO was to retire in December.”Inder Choudhary, his octogenarian father, had served in J&K Militia — raised in 1947 to resist the Pakistani invaders. Later christened Jammu and Kashmir Light Infantry in 1972, Madan Lal joined the force in 1988. The martyr’s son is a commissioned officer.“My son fought terrorists with bare hands to save the family and others. He is our hero but my heart is full of sorrow,” said Inder Choudhary, as he awaited his son’s mortal remains to arrive at native Bakrak village. The martyr is survived by his parents, wife, two children, five brothers and five sisters. His daughter is undergoing treatment in Jammu.

The erstwhile guardians of the international borders in the country will now be “Guardians of Governance’’ in this area. Around 284 ex-servicemen were today selected to give good, accountable and transparent governance, without any pilferage of funds. The districts to get these “Guardians of Governance” (GoG) are Faridkot, Ferozepur, Fazilka, Moga and Muktsar.These ex-servicemen will act as the eyes and ears of the Chief Minister in the effective implementation of various government schemes, particularly in the rural area while ensuring that there is no leakage of funds, harassment of the common masses and unnecessary bottlenecks, said Lieutenant General (retired) TS Shergill, senior adviser to Punjab Chief Minister and chairman of “Guardians of Governance” (GoG). Shergill was in Faridkot to start GoG in five districts.Earlier in its election manifesto in January 2017, Punjab Congress had announced to launch a department “Guardians of Governance” .This is a group of ex-servicemen from panchayats to blocks to districts, right up to the chief minister. This is a disciplined force, going to hopefully eradicate the misuse of funds, the party had announced in its manifesto.This department is under the chief minister and these GoG are to report to the CM about the implementation of various schemes. We are utilizing a disciplined force. This is going to hopefully eradicate the misuse of funds, said Shergill.This scheme of GoG is being extended in a phased manner across the state and a mobile phone App has also been prepared to monitor mechanics and functioning of the GoG.Harnessing the available pool of distinguished ex-servicemen to oversee the implementation of various schemes and programmes of the state government so that the relief and assistance reaches those in need, this is the motive of GoG, said Shergill.These ex-servicemen will ensure that there was no dissipation of various government schemes due to inefficiency or leakage of funds, he said while interacting with newly appointed GoGs here today.With the help of these GoGs, the state government will ensure full transparency in the execution of various development works, said Shergill.One GoG would be appointed for each village. No government has ever thought utilizing the services of ex-servicemen. With the help of these disciplined ex-servicemen, the state government is hopeful of making optimum use of funds and extend the benefit of various government schemes to all eligible beneficiaries by exposing the wrongs, he said. Shergill was accompanied by the Senior Superintendent of Police, the ASP, the SDM Faridkot and MS Virk, retired colonel and in-charge GoG in Faridkot district.


Army officer among 5 injured in scuffle in Rajasthan

An Army officer and his family were injured after a scuffle broke out at a toll plaza here, the police said on Monday.The incident took place at Dhadhar toll plaza, when Lt Vikas, along with his family, was on his way to attend a wedding at Shekhisar village in Jhunjhunu district here.At the toll plaza, he showed his military identity card, but the booth employees did not allow his vehicle to pass.This led to a heated argument between them and was followed by a scuffle, Assistant Sub Inspector at Sadar Police Station Ishwar Singh said.No FIR was registered as both the parties did not want any further action, he said. Just as Finance Minister Arun Jaitley was warming up for the Budget speech, news was trickling in of the BJP candidates trailing in the three byelections, two for the Lok Sabha and one for the Assembly, in Rajasthan. By the time the two Budget speeches — one by the Finance Minister and the second by the Prime Minister —were over, the counting was also over and the ruling party had been handed down a decisive rebuff. An even more comprehensive a defeat was slammed down the BJP’s throat in the two byelections in West Bengal; for the Uluberia Lok Sabha seat, the victory margin for the TMC candidate was a staggering 2,89,557. Hence, the million Renminbi question: has  Finance Minister Arun Jaitley’s 2018-2019 Budget ensured that the BJP and its NDA allies get home dry in the next Lok Sabha elections, whenever it is held? The answer is not all that self-evident, except may be to the most partisan mind. Before the latest Rajasthan and West Bengal bypoll verdicts we had the Gujarat Assembly results in December 2017. The BJP, it need be recalled, had barely managed to scrape through, despite all the heavy lifting by the Prime Minister. The writing on the wall was clear. Any intelligent analyst could draw the inference: the rural economy was hurting and the farmers were in distress and had more than one reason to feel angry and unhappy with the ruling party. The shadow of the Gujarat verdict is quite discernible on Arun Jaitley’s performance on Thursday. The Finance Minister has discovered the garib and has felt himself compelled to make a pretence of quelling the farmers’ anger, just as he has felt he had the political luxury of giving a cold shoulder to the urban middle classes, especially the salaried segment. After all, the urban middle classes have nowhere else to go; instead, they are being asked to feel satisfied with all the promises of good governance that have been held out all these years.At the very outset, the Finance Minister cockily asserted that the government would do the right thing by the economy, without worrying about the political costs; a brave statement, any day. Yet, it need be recognised that the Budget has increasingly been reduced to an exercise in talking the economy up. The occasion gives everybody and his second cousin — the economists, the market “experts”, the chambers of commerce, the pink press, the business channels, the corporate crowd, the ruling party’s ministers and minions — to find a reason to celebrate “growth”. It is also obligatory to hail the Finance Minister for good intentions and for giving a few policy breaks to those who live in “Bharat”.     It is regarded as bad form and bad punditry and bad taste to raise questions of capacity or competence of the government to implement the schemes so grandly unveiled. But then, the hidden — or perhaps not so hidden — purpose is to create a political momentum for the government of the day. And, in any case, the current NDA government cannot be accused of lacking in the art of self-promotion and in manufacturing a buzz.Still, economic progress and growth are not created by political bluff and bluster.  At the end of the day, every finance minister’s primary duty is to produce a sound, conscientious and prudent management of the national resources and finances towards collective well-being. It is a grave burden and requires formidable skills and competence. Arun Jaitley has been the most hemmed in Finance Minister since Independence. His tragedy is that he has simply not had the luxury of disenthralling himself of his own Prime Minister’s slogans and shibboleths. It was no surprise, though a bit disappointing, that even in his Budget disquisition he felt constrained to pay obeisance to the Prime Minister’s humble origins. Immovable, populist pressures and electoral calculations apart, no finance minister has the total luxury to ignore the long-terms interests of the Indian economy; and, these terms are defined — rather laid down — by outsiders, the international investor, the World Bank/IMF, the rating agencies, and our own corporate houses. Each government is obliged to demonstrate its ability and willingness to stay the course. And, to his credit, Arun Jaitley has eschewed the temptation of recklessness, in this election year. Yet, elections have to be won. And, every economy scenario produces its own tapestry of pain and profits. After four years of wooing the “investment” community, of cajoling the corporate India to invest and create jobs and to usher in achhe din, of beseeching the Davos crowd to come to the “Make in India” show, time has come to woo the Indian voter — without turning off the “investment” constituency. To a certain extent, the Finance Minister has been mindful of the supreme requirement to maintain the creditworthiness of the Indian economy. To that extent, it is a Budget of a regime that feels confident of winning the next election and, therefore, is not in a hurry to sell the store away.  It is perhaps unfair to try to judge a finance minister’s budget by the templates prescribed by Dr Subramanian Swamy, a man who desperately wanted to be finance minister, but had been assiduously kept away from coming anywhere near North Block.  A few days before the Budget, Dr Swamy, who legitimately fancies himself as more knowledgeable an economist than Arun Jaitley, had argued that economic reforms and vikas alone just did not win elections. According to Dr Swamy, the only way the BJP could win the 2019 Lok Sabha was to go to the people on an aggressive Hindutva plank. In other words, the Kasganj option. Dr Swamy may still prevail over Jaitley.

The Dogra Brahman Pratinidhi Sabha paid rich tributes to Major Somnath Sharma, the first recipient of Param Vir Chakra (PVC) of Independent India in 1947, who died fighting Pakistan-supported tribals in Kashmir. Speakers highlighted the role played by Major Sharma in defending the Srinagar airport from tribal invaders.Tawi Andolan convener Chander Mohan Sharma, who was the chief guest at the function, urged the youth to follow the footsteps of martyrs who died for safeguarding the sovereignty of India and fought against the enemy. — TNS


Sunjwan Army camp attack: Search operation under way

The Army said on Monday that the search operation was under way in its Sunjwan camp, which was attacked by a group of suspected JeM terrorists, killing six people, including five soldiers.Three suspected Jaish-e-Mohammad terrorists involved in the attack were killed in the retaliatory action by the Army inside the camp and a large quantity of arms and ammunition was seized from them.“The search operation is still on (at the camp),” Jammu-based Army public relations officer Lt Col Devender Anand told PTI.A group of heavily armed men struck the sprawling camp of the 36 brigade of the Jammu and Kashmir Light Infantry before dawn on February 10. Five Army men, including two Junior Commissioned Officers (JCOs), were killed in the attack.Several blasts were heard inside the camp on Sunday evening, breaking a lull after the initial exchange of fire, but the Army said the blasts were the result of sanitisation operation and there was no fresh contact with terrorists.Parliamentary Affairs minister Abdul Rehman Veeri told the Assembly that the operation was in the final stages.He said the injured Army personnel included a Lieutenant Colonel and a Major. In what could further change the course of the India-US relations, India has flagged its concerns to the US, with evidence, that Pakistan was using US weapons, given to fight Taliban, against the Indian Army.The recent attacks by Pakistan on Indian Army bunkers along the Line of Control and also on civilian population were carried out using the US-made TOW-2A anti-tank guided missiles given to Pakistan for use against Taliban.(Follow The Tribune on Facebook; and Twitter @thetribunechd)
At least nine Indian soldiers have died in 2018 due to Pakistani fire assaults directed against Indian Army positions along the LoC. In 2007, the US Congress approved the sale of 2,000 pieces of ‘TOW-2A’ anti-tank missiles for Pakistan purportedly for ‘self-defence’ and to support US operations against terrorists in Afghanistan.In 2015, India and the US renewed a 10-year defence framework agreement. A year later, US designated India as a major defence partner. Subsequently, the US Congress voted to bring India on a par with its other NATO (North Atlantic Treaty Organisation) allies for sale of defence equipment and technology transfer.The ‘misuse’ of the missiles by the Pakistan Army was flagged at appropriate levels in the US government. Remnants of TOW-2A missile recovered after a fire assault were collected and shifted to New Delhi as proof and were shown to US representatives. Flagging the misuse of the missiles is India’s policy to isolate Pakistan in global arena.US President Donald Trump, in the recent past, has accused Pakistan of deceiving the United States. He said Pakistan was harboring terrorists even as the US poured billions of dollars in foreign aid.“The US has foolishly given Pakistan more than 33 billion dollars in aid over the last 15 years, and they have given us nothing but lies and deceit. Residents of the Sunjuwan area in Jammu were woken up by gunshot sounds and grenade blasts around 4:10 am today. They thought firecrackers were being burst somewhere.The pre-dawn attack by terrorists on an Army installation at Sunjuwan was not only surprising for locals, but there was also anger against the authorities over their failure to check the growing number of Rohingya settlements in the area.Eyewitnesses said they heard gunshots around 4.10 am. Initially, they thought someone was bursting firecrackers or it was a routine target practice at the camp.However, after they saw soldiers and policemen rushing towards the military camp on the Jammu-Pathankot national highway, they knew what had happened.“I was going towards Narwal Mandi. After a few minutes, we saw several police and Army vehicles on the road. We were stopped by soldiers and told about the attack. It is a disturbing trend that terrorists are frequently targeting Jammu,” said Bachan Singh, an eyewitness.Another local, Mohammad Aslam, said the police and paramilitary personnel had cordoned off the entire area. “There was a heavy exchange of gunfire between 8.30 am and 9 am. After that, we head intermittent fire,” said Aslam.As news about the attack on the Army camp spread, hundreds of people from the surrounding areas reached the spot. Several of them expressed concern over the rising number of Rohingyas and Bangladeshis settling in the area and other parts of the Jammu region.“Rohingyas are being brought into Jammu and given land. Hundreds of them are living near the Army camp. The administration should remove them as they are a security threat,” said Surinder Gupta, a local.The area has been overwhelmed by colonies of illegal settlers for over a decade. Despite demands by locals to deport them from Jammu and Kashmir, the government has failed to take any action.

Panic grips Jammu

Jammu: Fear and panic gripped the Jammu region on Saturday after the attack on the Sunjuwan Army camp. Educational institutes not only in and around Sunjuwan, but in other areas also were closed by the authorities. “It is time the Central government fights a decisive battle with Pakistan or similar attacks will keep taking place,” said Vikram Sharma, a resident of Sainik Colony.
