China to conduct military drills in SCS and Indian Ocean

Flexing muscles, China kicked off military exercises in the disputed South China Sea, east Indian Ocean and West Pacific involving advanced warships, helicopters and “special warfare” soldiers.

Three naval ships of China’s Nanhai Fleet left a naval port in Sanya, Hainan Province yesterday, kicking off an annual combat drill in the South China Sea, east Indian Ocean and West Pacific, state-run Xinhua news agency reported.

The three ships include missile destroyer Hefei, missile frigate Sanya and supply ship Honghu.

They will later be joined by missile destroyers Lanzhou and Guangzhou, as well as missile frigate Yulin, which are now carrying out other duties.

With three helicopters and dozens of “special warfare” soldiers, the fleet will be separated into three groups that will sail to areas of the South China Sea, the east Indian Ocean and the west Pacific, to conduct varied drills.

The fleet will mobilise naval air force, garrison forces in the Xisha and Nansha islands, and forces of the Beihai Fleet along the way to take part in the drill.

The drill aims to enhance combat readiness and practise coordination between ships and aircraft, and other forces, the navy said.

China claims almost the whole of the South China Sea – a major shipping lane rich in natural resources, resulting in overlapping claims with several other Asian nations like Vietnam and the Philippines, Malaysia and Brunei.

They accuse China of illegally reclaiming land in contested areas to create artificial islands with facilities for military use.

Over half of the world’s commercial shipping passes through the Indo-Pacific waterways – including one-third of the world’s liquefied natural gas.


Army felicitates Kashmir Super 30 stars

The Army today felicitated the students of J&K who attended its Kashmir Super 30 engineering coaching programme and cracked the JEE (Mains) Exam, 2016.Fifteen students of J&K had cracked the JEE exam. The 11-month free-of-cost coaching to a select group of 30 students from J&K was conducted by Baramulla-based Dagger Division, on behalf of Chinar Corps.Interacting with the students, Major General JS Nain, GOC, Baramulla Division, lauded the perseverance and hard work put in by all students.A defence spokesman while quoting the GOC said he urged other youth in Kashmir to develop appropriate skills to enhance their employment opportunities through the Chinar 9 Jawan Clubs.He assured that the Chinar Corps was planning to expand the Super 30 programme, this year onwards, to benefit more deserving students from the Valley. Vice Admiral Girish Luthra takes over Western Naval Command

Vice Admiral Girish Luthra took over the reins of Western Naval Command (WNC) as Flag Officer Commanding-in-Chief (FOC-in-C) on 30 May 16 from Vice Admiral Sunil Lanba at a ceremonial parade held at INS Shikra.

Later in the day, officers of the Western Naval Command accorded Vice Admiral Lanba a warm send off, with the traditional ‘Pulling Out’ ceremony. Vice Admiral Sunil Lanba will take over as the Chief of Naval Staff on 31 May 16.

      Addressing the personnel on parade, Vice Admiral Sunil Lanba complimented the personnel of the command who, not withstanding the constrains of the service, have worked with synergy and teamwork in ensuring that ships, submarines and aricrafts are maintained in a high state of combat readiness at all times. In keeping with the fragile maritime environment of the region, he said that, there is a need to be ever vigilant in all quarters and all fronts. He said that he had no doubt that fire power from units of fleet, flotillas and squadrons can be delivered appropriately should the need arise.

      Pointing towards the International Fleet Review held recently at Visakhapatnam, Vice Admiral Lanba said that presence of 50 countries in the review clearly indicates the growing stature of the country in the region. He added that many countries have expressed the desire to cooperate and exercise with Indian Navy which is indicative of professionalism, training and sound culture displayed by the service. He also urged the need to continue working together to bring change and work smartly. He also apprised the personnel on the steps taken by WNC in addressing the long standing issue of shortage of married accommodation.

The Army recruitment rally for recruitment of soldier general duty, soldier clerks, store keepers technical, soldier tradesmen, soldier technical, soldier nursing assistant, Havildar (Education) and Defence Service Corps (DSC) for Shimla, Sirmaur, Solan and Kinnaur district will be conducted by the Army Recruitment Office, Shimla, at GB Pant College, Rampur, in Shimla district from May 31 to June 6.“The recruitment will be held on the base of online applications and as many as 11,000 persons had got them registered online. The recruitment for Rajgarh, Nohra, Pacchad, Renuka, Dadahu, Nahan and Kamru tehsils of Sirmaur district will be held on May 31 while the recruitment for Poanta Sahib, Shalai and Ronhat tehsils of Sirmaur will be held on June 1,” an Army spokesperson said.He said the recruitments for Arki, Darlaghat, Ramshahr, Baddi, Kishangarh, Kausali, Solan and Kandaghat tehsils of Solan district would be held on June 2 while the recruitment for Nalagarh tehsil would be held on June 3.The recruitment for all tehsils of Shimla and Kinnaur district would be held on June 4, he said. — TNS

The government has decided to cancel all ongoing tenders for defence equipment won by Italy’s Finmeccanica as a precursor to blacklisting of the firm which is being investigated for bribery in the AgustaWestland VVIP chopper deal.This was disclosed by Defence Minister Manohar Parrikar, who in an interview to PTI also said that the process for blacklisting Finmeccanica and its subsidiaries has already been started and a note for the same sent to the Law Ministry.“Wherever there is capital procurement of Finmeccanica and their subsidiaries, all Requests for Proposal (RFP) will be closed. I am very clear,” he said.However, he said, the annual maintenance and import of spare parts of already acquired defence supplies will be continued with the firm and only fresh capital acquisition is being nixed.The government has already withdrawn the RFP for heavy wight torpedos for Socrpene submarines which was won by WASS, a Finmeccanica subsidiary, during UPA regime. The government is now working out the alternatives.“The blacklisting process has already been moved. If there is a blacklisting for a specific number of years, which will be issued in the order, there will be no transaction by Defence Ministry with that company for capital procurement for that many years,” he said.He stressed that the Ministry has already put on hold new transactions with the company. “In revenue acquisition, where contracts have already been executed, annual maintenance and import of spare parts will be permitted where it is absolutely essential but with proper certification from concerned authority in order to ensure that platform or equipment remains operational,” he said.Emphasising that national security “cannot be compromised” just because the company has done something wrong, he said, “I cannot put six ships out of commission because one spare part is to be imported from some company of Finmeccanica.” Asked what will happen to projects in which Finmeccanica would play a crucial role in supply of equipment, he said, “Is there only one product in the whole world? There will always be products by Russian companies, American companies or some others. May be slightly costlier and difficult to get”. — PTI

Asserting that no land had been identified as yet for Sainik Colony in Kashmir, Chief Minister Mehboba Mufti said here today that the issue was being exploited and made it clear that the colony was not meant for non-state subjects.“The Sainik Colony is not for outsiders…there have been demands (from ex-servicemen) for many years to set up such a colony in Kashmir,” Mehbooba Mufti said and held that the matter had been discussed in various meetings by the government between 2011 and 2014 and the government had ordered to set up the colony for state subjects last year. Mehbooba said during the Governor’s rule this year two meetings were held — one on the Red Cross and the other on Sainik Colony. The Governor, she said, had directed that the land be identified for the Sainik Colony. She added that no land was found available in Srinagar, Budgam and Pulwama districts. “As yet no land has been identified…..it is being exploited,” Mehbooba commented.The Chief Minister said this while replying at the end of two-day debate on the motion of thanks to the Governor’s address in the state Legislative Assembly here today. The issue had been taken up by the members cutting across party lines while participating in the debate on the motion of thanks on the Governor’s address during the past two days.Mehbooba dwelt in detail on the issue of the Sainik Colony as she referred to the issue that was taken up by the former Chief Minister Omar Abdullah, Leader of the Opposition (National Conference) here yesterday. She said Omar Abdullah had asked many “specific questions” on promises made by the alliance between the PDP and BJP to form the coalition government in the state during the past 16 months.The issues of setting up Sainik Colony, separate townships for Pandits and new industrial policy, have been among several other controversial issues that surfaced during the past few months, particularly since the Mehbooba-led PDP-BJP coalition government took over early last month. These issues have also led to the unity among separatist organisations, including both factions of the Hurriyat Conference and the pro-independence JKLF.A shutdown against the setting up of Sainik Colony, jointly called by the moderate and hardline factions of the Hurriyat Conference and the JKLF, was observed in Kashmir on Thursday. The separatist organisations suspect that non-state subjects were being settled in Kashmir in violation of the special status granted to Jammu and Kashmir under the Constitution of India to change the demography.Omar’s intervention in CM’s speechIntervening in the 75-minute-long speech of the Chief Minister over the Sainik Colony issue, NC leader Omar Abdullah said he had sought an assurance on the modalities that it was only for state subjects. “Do not misinterpret my words,” Omar told the Chief Minister, while vociferous Independent MLA Sheikh Abdul Rashid also intervened in the disagreement. In reply, the Chief Minister questioned Omar Abdullah as to why he had confusion that the colony was being set up for non-state subjects.

Pakistan seems to have failed to seal the $700-million deal for the purchase of eight F-16 fighter jets from the US following a row between the two countries over their financing, a media report said on Saturday.

The Pakistani government was required to provide the Letter of Acceptance for purchase of the jets by May 24, but Dawn News reported that the document was not issued leading to expiry of the offer.

“Pakistan decided not to fully fund the case with national funds, so the terms of sale have now expired,” a diplomatic source was quoted as saying by the daily.

However, Pakistan’s Ambassador to US Jalil Abbas Jilani, told the daily that “a dead-end has not been reached as yet”.

Initially, the $700-million deal for eight F-16C/D Block-52 multi-role fighters, was to be partially financed through the US Foreign Military Financing (FMF) programme but the Congress disallowed subsidising the sale.

The subsidising was disallowed over concern that Pakistan had not done enough to end the dreaded Haqqani network’s terror sanctuaries on its soil as well as fears over Islamabad’s nuclear programme.

Pakistan, which expected to get the fighters at the subsidised rate of $270 million, was subsequently asked by the US administration to make the full payment for the eight aircraft from its national resources.

This was not acceptable to Pakistani authorities, who remained adamant that the offer must come without any preconditions.

The aircraft were required by Pakistan Air Force (PAF) for counter-insurgency and counter-terrorism operations, the report said.

The jets would have come with “all-weather, non-daylight environments and self-defence/area suppression capability”.

It was unclear why Pakistan missed the opportunity despite pressing requirement for the jets, although it had originally desired to acquire 18 F-16s, the daily said.

Some quarters believe that providing the Letter of Acceptance would have kept the window open for re-negotiating the financing arrangement at a later stage, it said.

Pakistan Prime Minister’s Adviser on Foreign Affairs Sartaj Aziz said last month that Pakistan could look to buy the aircraft from some other country if the deal did not go ahead.

He also said earlier this month that Pakistan’s ties with the US had witnessed a “downward slide” amid the row over the Congress’ decision to block the sale of the jets.

Defence Minister Khawaja Asif had said last week that Pakistan will explore other options to meet its defence needs if the deal for F-16s did not materialise with the US.

Analysts believe Islamabad could consider Russian or Chinese fighters to meet its defence requirements. — PTI

Jawan hurt in Pulwama grenade attack

An Army jawan was injured in a grenade attack in south Kashmir’s Pulwma district on Thursday evening. The police said a grenade was lobbed by militants towards an Army camp at Kakpora, 20 km from Srinagar, around 9.45 pm. “The grenade exploded inside the camp, injuring a soldier,” the police said. Soon after the incident, the area was cordoned off to trace the attackers.


In army, boss is sternly right

NEW DELHI: Boss is always right. A top officer in the Indian Army learnt this rule after he ‘dared’ to question his senior in public, who had accused him of indulging in playing golf rather than focusing on duty.

The corridors of Army Headquarters in Delhi are abuzz over the “unceremonious departure” of Lieutenant General R Ravindran, General Officer Commanding (GoC) Delhi Area, after he “corrected” his senior Lieutenant General K J Singh, Western Army Commander.

The incident took place last week, when Singh and Ravindran were involved in a verbal spat at a gathering at an officer’s mess in Delhi cantonment. Singh reportedly questioned the functioning of the GoC and accused his officers of ‘playing golf’, instead of focusing on duty. Upset over the comments, Ravindran used a microphone to correct his senior. The GoC listed development works carried out by his officers. “Mr. Commander, my unit does not only play golf. We do many other things as well, which you are ignoring,” Ravindran, according to an eyewitness, said. An embarrassed Singh left the venue soon.Next day, Singh reportedly warned the officers at a conference and said, “The GoC will not speak a word until he is asked to do so.” Following this rap, Ravindran left the conference hall immediately.

But this was not the end of the trouble for Ravindran. He received the marching order to Lucknow, two days after the incident. The order came within seven months of his posting in Delhi. The Army Headquarters, however, downplayed the order by calling it a routine issue.Sources said the spat and the transfer orders are interlinked. No officer is moved out or transferred before completing one year at a posting, they said.

The tiff between two officers was simmering for the past two-three months over several issues, especially on financial matters. Ravindran, whose integrity is beyond doubt in Army circles, refused to buckle under pressure from the top officers, according to an officer of the Delhi Area.

Notably, Ravindran was awarded Commendation Cards for his service on the Republic Day this year.

Princess Park suited for war museum, Cabinet told

New Delhi, May 18The Princess Park Complex near India Gate will be suitable for constructing the proposed National War Museum, a high-level committee informed the Union Cabinet today.The Empowered Apex Steering Committee had recently decided that Princess Park Complex would be the suitable site for the museum. The Union Cabinet was apprised of the decision of the committee, an official statement said.The Union Cabinet had on October 7 last approved the construction of the National War Memorial at ‘C’ Hexagon of India Gate, acceding to a long-pending demand of the armed forces. The total time for completion of the Rs500-crore project to build a memorial and an accompanying museum is estimated to be five years.Post-Independence, more than 22,500 soldiers have made the supreme sacrifice in national interest and in defence of the sovereignty and integrity of the country.“The memorial will promote a sense of patriotism in the minds of visitors, and will award an opportunity to citizens of this vast nation, to express their token sense of gratitude to the brave soldiers,” a statement said. — PTI
