Army Day 2016 celebrated in India in remembrance of first Army Chief Kodandera Madappa Cariappa

India celebrated its 68th Army Day. India’s Army Day 2016 was celebrated on January 15, 2016 which also the 68th Army Day of India. On this occassion, Prime Minister of India Narendra Modi, Army Chief Genral Dalbir Singh, Navy Chief Admiral Robin Dhowan and Air Force Chief Arup Raha paid homage to the martyrs at Amar Jawan Jyoti, India Gate, New Delhi. At the same time, soldiers who sacrificed their life for India in 2015 as well as soldiers who showed courage in the line of duty were awarded on January 15, 2016 (Army Day 2016).

Army Day in India is celebrated in the remembrance of Lieutenant General (later Field Marshal) Kodandera Madappa Cariappa who took over as the first Chief of Army Staff (CoAS) of Indian Army ( of Independent India) from General Sir Francis Butcher, the last Chief of Army Staff (CoAS) of British Indian Army, on January 15, 1949.

Field Marshal Kodandera “Kipper” Madappa Cariappa was first Chief of Army Staff (CoAS) of Indian Army (of Independent India). He took the charge as Chief of Army Staff (CoAS) of Indian Army on January 15, 1949 from Chief of Army Staff (CoAS) of British Indian Army General Sir Francis Robert Roy Bucher. Kodandera Madappa Cariappa was succeeded by General Rajendrasinhji Jadeja as Chief of Army Staff (CoAS) of Indian Army.  He was also the one who headed the Indian Army on the Western Front during Indo-Pakistan War of 1947.

Born on January 28, 1899 Kodandera Madappa Cariappa was a native of Sanivarsanthe, Coorg Province (now in Karnataka) during British rule in India. He was among the two Indian Army officers to hold the highest rank of Field Marshal in Indian until present (the other Indian Army Officer to become Field Marshal was Sam Manekshaw). He retired from Indian Army in 1953. After his retirement, he was served as the High Commissioner to Australia and High Commissioner to New Zealand.

On May 15, 1993, Field Marshal Cariappa passed away in Bangalore, India. He was honoured with Order of the British Empire (OBE).

Speaking at a seminar organised by the army, the minister said history showed that until those who “inflict damage on others experience the same pain, they don’t change” but clarified that the remarks weren’t the government’s line on the issue.

His comments came nine days after Pakistani terrorists attacked an air force base in Punjab’s Pathankot, leaving seven soldiers dead. India has linked proposed bilateral talks to action taken by Islamabad to hunt down the Jaishe-Mohammed militants involved in the attack.

“How, when and place should be of your choice but if someone is harming this country, then that particular individual or organisation, I purposely used the words individual and organisation, should also receive the pain of such activities,” the minister said at the seminar where top officers, including army chief General Dalbir Singh, were present.

“Basic principle is that until we give them pain, whoever they may be, until then, such incidents will not reduce.” The minister did not refer to the Pathankot attack but said the country was proud of its seven soldiers who laid down their lives but added that he was pained by the loss. “The aim should be taking life, not giving. Sacrifice is respected… But what nation needs is that you neutralise your enemy, the nation’s enemy.”

Asked if that meant a change in policy from the previous UPA government, Parrikar retorted, “If someone comes and hammers you, you should keep quite? Was that the policy?” The Congress, meanwhile, asked the government to make public all details related to the Pathankot attack. “What are the actionable proofs and evidences that they have given to Pakistan? Has Pakistan acted on these evidences and to what extent? Is the government satisfied with Pakistan’s actions?” asked party spokesperson Abhishek Manu Singhvi.


AFT orders ex gratia for widow of Sqn Ldr killed in Everest expedition

While holding that participation in adventure activities, when detailed for the same, was bona fide service duty, the Armed Force Tribunal (AFT) has termed as “perverse” and “malafide” Defence Accounts Department officials’ move to reject ex gratia benefits to the widow of an Air Force officer who had died during an expedition to Mt Everest 10 years ago.“Without applying the mind to the provisions, the case of the petitioner has been rejected. We hope that the government will take appropriate action against the delinquent officials for sitting over the issue for so long,” the AFT said.While descending after successfully summiting the Everest, the officer, Squadron Leader SS Chaitanya, had died in May 2005 due to a heavy storm. His wife had sought ex gratia.The Air Force had recommended ex gratia in accordance with the Rules of Casualty Pensionary Awards to Armed Forces Personnel, which state that mountaineering expeditions organised by the service authorities, with the approval of the Service Headquarters would be deemed to be ‘on duty’.The detailment orders issued for the officer by the Air Headquarters and the government sanction letter for the expedition were also produced on court record.An officer of the level of Joint Controller of Defence Accounts (JCDA), however, refused to grant ex gratia. The AFT said the respondent department had not filed reply as to why the payment has not been made and that the stand of the JCDA was that there was no casual connection in the occurrence of the death and the service rendered by the officer.Ruling that there was no dispute that the victim was on official duty, the AFT said it was pained to note that the matter was treated with utmost callousness without understanding the plight of the officer’s wife. It directed the authorities to release ex gratia within two months along with interest at the rate of 18 per cent per annum from the date of the officer’s death.

Questioning of Punjab SP Salwinder Singh by the National Investigation Agency today remained inconclusive as investigators suspected him of being “less than truthful”. His questioning will continue tomorrow.Singh and his two accomplices — Rajesh Verma and Madan Gopal — were abducted by terrorists involved in the Pathankot attack on the intervening night of December 31 and January 1 when they were returning from a shrine.Sources in the Punjab Police say the NIA would ask Salwinder Singh to explain what he had been doing for three hours, from the time he visited the dera till he was kidnapped. The distance between the dera and the site where he was abducted is about 5 km. The officer has been unable to explain what he was doing on this stretch for three hours.A separate NIA team continued to question Verma and Gopal in Pathankot. Sources said Gopal would be called to the NIA headquarters in Delhi and the date of his questioning would be intimated soon.Sources in the anti-terror probe agency said the NIA would soon ask Interpol to issue Black Corner Notice for establishing identity of the terrorists killed by security forces in the Pathankot air base.Sources in the Ministry of Home Affairs said the NIA would review the answers of Salwinder and his two accomplices to decide whether they would be made accused or witness in the case.Singh reached the NIA headquarters at 10.45 am on Monday after being summoned by the anti-terror agency in connection with its investigation into the Pathankot attack. The police officer didn’t speak while entering the NIA office.Sources in the NIA said several discrepancies had been found in the versions of Salwinder and his two accomplices and thus the possibility of subjecting them to a lie detector test was not being ruled out.Meanwhile, since NIA has taken over the case, during its own searches in the air base complex, the investigators have found one AK-47 magazine and a mobile handset, besides several guns and huge quantity of explosives and aluminium powder handed over to it by security forces involved in the operation.The NIA has registered three cases in connection with the terror strike at the Pathankot IAF base. The first case pertains to abduction and the second to the killing of a taxi driver. The third case relates to the terrorist attack on the air base.

The leads reportedly provided by India have been limited to phone numbers, and Pakistan may request more information. The move comes after India demanded “prompt and decisive action” by Pakistani authorities.

The meeting was attended by Ishaq Dar, Minister for Finance; Nisar Ali Khan, Minister for Interior; Sartaj Aziz, Advisor on Foreign Affairs; Lt Gen (Retd) Nasser Khan Janjua, National Security Advisor; Aizaz Ahmad Chaudhry, Foreign Secretary; Aftab Sultan, chief of Intelligence Bureau and other officials.

A source privy to the details said that the meeting discussed the Pathankot attack and the information shared so far by India. “The meeting decided to speed up work on the leads given by India,” he said on anonymity.
Another official said that the information provided by India was not enough as it was just limited to telephone numbers and Pakistan might ask for additional information.
“We would like to have solid information to build a case for action otherwise courts intervene and the suspects are bailed out,” he said.
He added the meeting agreed that strong action would be taken after probe against anyone found guilty of involvement in the attack.
The meeting came as India said it is waiting for “prompt and decisive action” as promised by Sharif to Prime Minister Narendra Modi during a telephone call on Tuesday.
India has provided “specific and actionable information in this regard” to Pakistan.
Yesterday, Pakistan’s army chief Gen Raheel Sharif reaffirmed zero tolerance for terrorist organisations and took a detailed review of overall internal and external security situation in the country.
He made the remarks while presiding over the Corps Commander Conference held at General Headquarters, a statement issued by the Inter Services Public Relations (ISPR) said.
In a pre-dawn attack on January 2, a group of heavily-armed Pakistani terrorists, suspected to be belonging to Jaish-e-Mohammed outfit, struck at the Air Force base in Punjab.

Pathankot attack: Pakistan reiterates support to India on probe

Pakistan PM Nawaz Sharif on Friday chaired a high-level meeting to review the progress made in the investigation of the Pathankot attack and reiterated Pakistan’s commitment to India to eradicate terrorism. India’s Foreign Ministry released a statement expressing satisfaction with Pakistan’s campaign against terrorism. Pakistan also said it was committed to a sustained dialogue process with India.

Islamabad, Jan. 9 (ANI): Pakistan Prime Minister Nawaz Sharif on Friday presided over a high-level meeting to review the progress of the investigation into the Pathankot airbase attack as reiterated Islamabad’s commitment to India.

In the meeting which was attended by the Pakistan’s top civil and military leadership, Islamabad reiterated their strong condemnation of terrorism in all its forms and manifestations.

“It was noted with satisfaction that Pakistan’s counter-terrorism campaign had made significant gains and that Pakistan’s entire leadership and institutions were working in complete harmony to counter terrorism and extremism. The people of Pakistan have resolved that no terrorist would be allowed to use Pakistan’s soil for committing terrorism anywhere in the world,” the Ministry of Foreign Affairs said in a statement.

Discussing the Pathankot attack, they meeting condemned the terror strike and reiterated their commitment to cooperate with India to ‘eradicate the menace of terrorism’.

The meeting reviewed the progress made on the information provided by India and it was decided to remain in touch with New Delhi in this regard.

Pakistan expressed confidence that they would remain committed to a sustained, meaningful and comprehensive dialogue process with India.

Meanwhile, India is awaiting Pakistan’s response on the information provided related to the Pathankot incident which is crucial to the upcoming bilateral talks scheduled for later this month.

India’s foreign ministry has said that Islamabad has been given actionable intelligence that those responsible for the planning and execution of the attack had come from Pakistan. (ANI)


Maintain martyrs’ statues with dignity: Army to MC

Taking cognisance of a news report, ‘Statues in memory of bravehearts gathering dust’, published in these columns on Wednesday pertaining to the dilapidated condition of war heroes’ statues in the city, the Army authorities today approached the Municipal Corporation Jalandhar (MCJ) and asked them to maintain the dignity of statues of their bravehearts in the city, who had laid their lives to protect the sovereignty of the nation.While informing this, Municipal Commissioner Gurpreet Singh Khehra said the Army authorities called him in the morning and asked him about the mechanism under which these memorials were being taken care of in the city.“Though we do not have any policy or mechanism to construct or maintain such memorials, I assured them that we will try to maintain the sanctity of such places. However, a mere cleaning of such memorials by the MC staff everyday will not serve the purpose. Rather, residents of local areas have to come forward to maintain the same,” Khehra said.He said though many people and social welfare organisations come forward and construct such memorials after every war or terrorist attack like the one at the Pathankot Air Force station recently, later they fail to maintain these and pass on the responsibility to the MC.While holding families of such war heroes also responsible for the dilapidated condition of these statues, Mayor Sunil Jyoti said though family members of several martyrs cross the memorial places everyday, they never bother to visit the spot and pay homage to their children’s sacrifice.“Except one or two families, none of the families even hold any event on the occasion of birth or death anniversaries of their kin. If they can’t hold the memories of their son after many years, how can they expect society to remember and keep on paying homage to their sons,” asks Mayor Sunil Jyoti.He added that besides asking various NGOs in the city to take care of martyrs’ statues, the MC would also get in touch with the District Defence Welfare Office for the maintenance of such statues.


Pak has to act if it wants FS-level talks, says govt

India today put the ball firmly in Pakistan’s court over the scheduled foreign secretary level talks. India made it clear that talks will go ahead only if Pakistan acts on the “actionable intelligence” provided to it.“The ball is in Pakistan’s court. The immediate issue is Pakistan’s response to the Pathankot attack and actionable intelligence provided to it,” official spokesperson of the ministry of external affairs Vikas Swarup said.India has provided evidence to Pakistan that the terrorists who attacked the Pathankot Air Force base were constantly in touch with their handlers in Pakistan. The evidence provided by India includes intercepts of phone calls made by the terrorists and the location of the numbers they had called in Pakistan. Sources said India had also identified the alleged handlers and demanded that action be taken against the leadership of Jaish-e-Mohammed (JeM) before any talks between the two countries can take place.Swarup said Pakistan had assured India of prompt action against those involved or responsible for the attack. “Prime Minister Narendra Modi spoke to his Pakistan counterpart Nawaz Sharif, who assured of prompt response,” Swarup said, adding that “we now await prompt and decisive action from the Pakistan Prime Minister”.While there are still eight days to go before the foreign secretary level talks are held in Islamabad, India seems to be weighing on the decision with each passing day. Sources in the government point out that the government would want the dialogue process to continue but some visible action by Pakistan against the perpetrators would have to be there for the process to continue.

Handlers behind Pathankot attack identified

The Indian intelligence agencies have identified four handlers, including the Islamist militant group Jaish-e-Mohammed chief Maulana Masood Azhar, who carried out the terror attacks in Pathankot. Ashfaq Ahmed, Haji Abdul Shakur and Kashim Jaan were the other three identified handlers. According to the intelligence sources, the attack was planned in Markaz, Pakistan.

Ministry of External Affairs (MEA) spokesperson Vikas Swarup on Thursday said Pakistan needs to decide how it acts against the perpetrators of Pathankot terror attack, adding that the “ball is in their court”. Punjab’s Pathankot air base attacked: How it happened

Five terrorists, suspected to be from Pakistani, were killed in a gunfight that lasted nearly 15 hours after they breached a high-security security perimeter and entered a frontline Indian Air Force (IAF) base near Pathankot town in northern Punjab early on Saturday to carry out an attack, police said.

Here is what we know about the attack:

A pre-dawn attack

Gunshots rang out at the facility in Pathankot around 3.30am as the group of five men in army-style clothing — believed to be operatives of the Jaish-e-Mohammed terrorist group — launched the daring operation. The attack came less than 24 hours after an alarm was sounded in the state over the assault of a top police officer by suspected Pakistani terrorists.

‘Attackers from Jaish-e-Mohammed’

A defence source said the terrorists from JeM, blamed for the December 2001 attack on Parliament that killed 11 people, had probably infiltrated about three days ago.

The attackers, with huge quantity of RDX in their possession, made their way to the base from the rear area where there is a jungle.

Security forces were put on high alert on Friday after Gurdaspur superintendent of police (headquarters) Salwinder Singh said he and his associates were kidnapped by five armed men in army fatigues.

How security forces fought back

The terrorists, who struck just a week after Prime Minister Narendra Modi’s unscheduled visit to Lahore, could not penetrate the defence cordon at the air base as they met with effective response from the security forces.

A team of 50 commandos of the National Security Guard (NSG) led the fight against the militants, a top security official said. The NSG commandos were flown to Pathankot on Friday night in view of a security threat after the abduction and thrashing of Singh by terrorists, who dodged security forces and escaped.

The NSG commandos were rushed to the air force base and the army cantonment at Mamoon after they arrived in Punjab, and a major search operation was launched. They were battle-ready when terrorists attacked the air force base.

The IAF used its two attack helicopters to assist the joint team of ground troops to neutralise the remaining terrorists.

The IAF facility

Pathankot — located at the tri-junction of Punjab, Jammu and Kashmir and Himachal Pradesh — has an army cantonment and the air force base, which is barely 10km from where Gurdaspur SP Singh was waylaid and assaulted.

The IAF facility is the base of MiG-21 fighter planes and Mi-25 attack helicopters of Air Force.

In July, heavily armed men in army fatigues sprayed bullets on a moving bus and stormed Dinanagar police station in Gurdaspur district bordering Pakistan, killing six people and injuring eight.

The Punjab Police and security agencies were charged with a slow response during the Dinanagar terror attack.

The Pakistan angle

Saturday’s attack came close on the heels of an upswing in India-Pakistan ties after PM Modi made the surprise trip to Lahore last month and held talks with his Pakistani counterpart, Nawaz Sharif.

Even before the gunfire had died down at the Pathankot airbase, people across India had begun asking the inevitable question: Would this brazen terror attack neutralise the bonhomie and gains generated by Prime Minister Narendra Modi’s surprise visit to Lahore?

The question was not surprising, given the cycle that has accompanied almost every recent effort by Indian and Pakistani leaders to engage and move ahead with the fraught peace process – a grand gesture or a visit or some forward movement, and an outrageous terror attack meant to inflame and incite public opinion.

Several events that preceded the attack on the Indian Air Force base in Pathankot are definitely a cause for concern – the July attack, the ambush of a BSF convoy in Udhampur that resulted in the capture of a Pakistani member of the Lashkar-e-Taiba and evidence gathered by Indian intelligence agencies from the GPS devices used in both attacks.

FRIDAY MIDNIGHT Five Pak-based JeM terrorists, carrying AK-47s, snatch Innova after killing its driver near the Kathlore bridge in Pathankot, 15km from Indo-Pak border. They dumped the vehicle after it develops snag.

12.30 AM The terrorists, all in army fatigues, stop Gurdaspur SP Salwinder Singh’s SUV near the Kathlore bridge. They barge into vehicle, overpower the SP and his two acquaintances, and drive away with them.

AROUND 1 AM Terrorists throw the SP out of the moving vehicle near Dhira after brutally thrashing him. SP calls up the police control room with a villager’s help. The officer is traced and his abandoned SUV is also recovered.

1.30 AM SP’s aides, Rajesh Verma and Mohan Lal, are dumped at nearby Tajpur village that shares boundary with Pathankot air base. Terrorists slit Verma’s throat before escaping. An alert is sounded and search operation begins to locate ultras.

SATURDAY: 3.30 AM Gunshots heard inside the air base. Sources said terrorists started firing after entering the base from its rear side having scaled a 10-foot high boundary wall. In the ensuing encounter, all five terrorists and three securitymen are killed.

हिमालय और पाकिस्तान के साथ अंतर्राष्ट्रीय सीमा के बीच 30 किलोमीटर चौड़ा एक मैदान। इसके पूर्वी छोर पर पहाड़ी इलाके में 1090 फुट ऊंचाई पर है पठानकोट। यह पंजाब का एकदम उत्तरी जिला है जो जम्मू-कश्मीर और हिमाचल प्रदेश से छूता हुआ है।
30 किलोमीटर का यह क्षेत्र वास्तव में भारत का शीर्ष स्थान है। बेहद संवेदशनशील। कह सकते हैं ‘हमलावरों की पहुंच में।’ यहां भारत की सैन्य शक्ति सतर्क रहती है ताकि चारों ओर घिरे जंगलों और अन्य इलाकों से हमलावरों पर नजर रखी जा सके। 30 किलोमीटर की चौड़ी पट्टी के पास से ही जम्मू-कश्मीर से जुड़ी रेल और सड़क यातायात है। जम्मू से जुड़े राष्ट्रीय राजमार्ग रावी नदी के पास है। यहां सैन्य और आम नागरिकों की आवाजाही रहती है। यहीं से उधमपुर, कटरा मार्ग जुड़ा है। इसी रास्ते से माता वैष्णोदेवी जाने वाले श्रद्धालु भी गुजरते हैं।

1965 में पाकिस्तानी सेना ने बनाया था निशाना
वर्ष 1965 फिर 1971 में पठानकोट स्थित वासुसेना के बेस पर भारत-पाक युद्ध के दौरान पाकिस्तान ने हमला किया था। शनिवार को आतंकवादियों का इरादा इस बेस को खत्म करने का था। यह हमला भी पूर्व में पाकिस्तानी एयरफोर्स की ओर से किया गया हमले की तरह था।

पाकिस्तान के नंबर से बुक कराई थी टैक्सी

हमला करने वाले आतंकवादी अपने पाकिस्तानी आकाओं से नियमित संपर्क में थे। उन आकाओं ने इन आतंकवादियों के लिए पाकिस्तानी फोन नंबर का इस्तेमाल कर एक टोयोटा इनोवा टैक्सी की व्यवस्था की थी। सुरक्षा एजेंसियां उसके ड्राइवर से पूछताछ कर रही हैं।
सूत्रों ने बताया कि इस टैक्सी का रिम खराब होने के कारण आतंकवादी उससे उतर गये थे। इसके बाद उन्होंने पंजाब पुलिस के अधिकारी सलविंदर सिंह से उनकी महिंद्रा एसयूवी गाड़ी छीनी। आतंकवादियों ने उनसे एक मोबाइल फोन भी छीन लिया था और उस फोन से पाकिस्तान में उस नंबर पर कॉल किया जिससे टैक्सी ड्राइवर को फोन किया गया था। बाद में इस नंबर पर जब सलविंदर सिंह के सुरक्षाकर्मी ने कॉल किया तो उन्हें जवाब में ‘सलाम वालेकुम’ शब्द सुनायी पड़ा। तमाम नंबरों की डिटेल खंगाली जा रही है।

मां काे फोन किया मिशन पर हूं, बोली-मरने से पहले खाना खा लेना
खुफिया एजेंसियों ने आतंकियों की पाकिस्तान में हुई फोन कॉल ट्रेस कर ली हैं। एक कॉल में एक आतंकी पाकिस्तान में बैठी अपनी मां से बात कर रहा है। वह कह रहा है- ‘मैं फिदायीन मिशन पर हूं।’ उसकी मां ने उससे कहा कि बेटा मरने से पहले खाना खा लेना।

6 महीनों में दूसरा बड़ा हमला
पिछले 6 महीनों के अंदर पंजाब में यह दूसरा बड़ा आतंकी हमला है। पिछले साल 27 जुलाई को तीन आतंकियों ने दीनानगर में पुलिस थाने में घुस कर गोलीबारी की थी। इस हमले में एसपी रैंक के एक अधिकारी समेत 7 लोगों की जान गयी थी। लगभग 12 घंटे की मुठभेड़ के बाद इन आतंकियों को मार गिराया गया था।

ਵਰਦੀਧਾਰੀ ਪਾਕਿਸਤਾਨੀ ਅਤਿਵਾਦੀਅਾਂ ਵੱਲੋਂ ਅੱਜ ਤਡ਼ਕੇ ਸਾਢੇ ਤਿੰਨ ਵਜੇ ਦੇ ਕਰੀਬ ਪਠਾਨਕੋਟ ’ਚ ਹਵਾਈ ਫ਼ੌਜ ਦੇ ਅੱਡੇ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾੲਿਅਾ ਗਿਅਾ ਜਿਥੇ ਮੁਕਾਬਲੇ ਦੌਰਾਨ ਪੰਜ ਅਤਿਵਾਦੀ ਢੇਰ ਹੋ ਗੲੇ ਅਤੇ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੇ ਤਿੰਨ ਜਵਾਨ ਸ਼ਹੀਦ ਹੋ ਗੲੇ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਵੱਲੋਂ ਲਾਹੌਰ ’ਚ ਪਾਕਿਸਤਾਨੀ ਹਮਰੁਤਬਾ ਨਵਾਜ਼ ਸ਼ਰੀਫ਼ ਨਾਲ ਮੁਲਾਕਾਤ ਦੇ ਕੁਝ ਦਿਨਾਂ ਅੰਦਰ ੲਿਹ ਅਤਿਵਾਦੀ ਹਮਲਾ ਹੋੲਿਅਾ ਹੈ ਜਿਸ ਤੋਂ ਅੰਦਾਜ਼ਾ ਲਾੲਿਅਾ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ਕੁਝ ਤਾਕਤਾਂ ਭਾਰਤ ਅਤੇ ਪਾਕਿਸਤਾਨ ਵਿਚਕਾਰ ਸ਼ੁਰੂ ਹੋਣ ਜਾ ਰਹੀ ਵਾਰਤਾ ਨੂੰ ਨਾਕਾਮ ਕਰਨ ਦੀਅਾਂ ਕੋਸ਼ਿਸ਼ਾਂ ’ਚ ਜੁਟ ਗੲੀਅਾਂ ਹਨ।
ਕੌਮਾਂਤਰੀ ਸਰਹੱਦ ਤੋਂ ਮਹਿਜ਼ 35 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ’ਤੇ ਪੈਂਦੇ ਹਵਾੲੀ ਫ਼ੌਜ ਦੇ ੲਿਸ ਟਿਕਾਣੇ ’ਤੇ ਹਮਲੇ ਦਾ ਮਕਸਦ ਲਡ਼ਾਕੂ ਜੈੱਟਾਂ, ਪੈਟਰੋਲ ਵਾਲੇ ਟੈਂਕਾਂ ਅਤੇ ੳੁਥੇ ਖਡ਼੍ਹੇ ਹੈਲੀਕਾਪਟਰਾਂ ਨੂੰ ਤਬਾਹ ਕਰਨਾ ਮੰਨਿਅਾ ਜਾ ਰਿਹਾ ਹੈ। ਸੁਰੱਖਿਅਾ ਬਲਾਂ ਦੀ ਚੌਕਸੀ ਕਾਰਨ ਅਤਿਵਾਦੀ ਬਾਹਰਵਾਰ ਪੈਂਦੇ ੲਿਲਾਕੇ ’ਚ ਹੀ ਘੇਰ ਲੲੇ ਗੲੇ ਅਤੇ ੳੁਨ੍ਹਾਂ ਨੂੰ ਮਾਰ ਮੁਕਾੲਿਅਾ ਗਿਅਾ। ਭਾਰੀ ਗੋਲੀਬਾਰੀ ਦੌਰਾਨ ੲਿਕ ਕਮਾਂਡੋ ਅਤੇ ਭਾਰਤੀ ਹਵਾੲੀ ਫ਼ੌਜ ਦੇ ਦੋ ਹੋਰ ਮੁਲਾਜ਼ਮ ਸ਼ਹੀਦ ਹੋ ਗੲੇ। ਹਵਾਈ ਅੱਡੇ ਦੇ ਬਾਹਰ ਨਾਲ ਲੱਗਦੇ ਬਾਜ਼ਾਰ ਵਿੱਚ ਵੈਲਡਿੰਗ ਦੀ ਦੁਕਾਨ ’ਤੇ 17 ਵਰ੍ਹਿਅਾਂ ਦਾ ਲੜਕਾ ਪ੍ਰਸ਼ਾਂਤ ਹਵਾਈ ਅੱਡੇ ਅੰਦਰੋਂ ਆਈ ਗੋਲੀ ਦਾ ਛੱਰਾ ਬਾਂਹ ’ਚ ਵੱਜਣ ਕਾਰਨ ਜ਼ਖ਼ਮੀ ਹੋ ਗਿਆ। ਇਕ ਹੋਰ ਵਿਅਕਤੀ ਜਿਸ ਨੇ ਸਿਰਫ਼ ਕੱਛਾ ਹੀ ਪਾਇਆ ਹੋਇਆ ਸੀ, ਹਵਾਈ ਅੱਡੇ ਅੰਦਰ ਪੱਟ ਵਿੱਚ ਗੋਲੀਆਂ ਦੇ ਦੋ ਛੱਰੇ ਵੱਜਣ ਕਾਰਨ ਨਾਲ ਜ਼ਖ਼ਮੀ ਹੋ ਗਿਆ। ਦੋਹਾਂ ਨੂੰ ਪਠਾਨਕੋਟ ਦੇ ਸਿਵਲ ਹਸਪਤਾਲ ਵਿੱਚ ਦਾਖ਼ਲ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਪਾਕਿਸਤਾਨੀ ਅਤਿਵਾਦੀ ਜਥੇਬੰਦੀ ਜੈਸ਼-ੲੇ-ਮੁਹੰਮਦ ’ਤੇ ਸ਼ੱਕ ਜਤਾੲਿਅਾ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ੳੁਸ ਨੇ ੲਿਸ ਹਮਲੇ ਨੂੰ ਅੰਜਾਮ ਦਿੱਤਾ।
ਅਤਿਵਾਦੀ ਹਵਾੲੀ ਫ਼ੌਜ ਦੇ ਅੱਡੇ ਦੀ ਇਕ ਇਮਾਰਤ ’ਚ ਦਾਖ਼ਲ ਹੋ ਗੲੇ ਸਨ ਅਤੇ ਉਥੋਂ ਸੁਰੱਖਿਆ ਬਲਾਂ ’ਤੇ ਗੋਲੀਬਾਰੀ ਕਰਨ ਲੱਗ ਪੲੇ। ਹਵਾਈ ਅੱਡੇ ਉਪਰ ਤਾਇਨਾਤ ਸੁਰੱਖਿਆ ਦਸਤਿਆਂ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਅੱਗੇ ਨਾ ਵਧਣ ਦਿੱਤਾ। ਫ਼ੌਜ, ਪੰਜਾਬ ਪੁਲੀਸ ਦੀ ਸਵੈਟ ਟੀਮ, ਨੈਸ਼ਨਲ ਸਕਿੳੂਰਿਟੀ ਗਾਰਡ ਦੇ ਕਮਾਂਡੋਜ਼ ਅਤੇ ਏਅਰ ਫੋਰਸ ਦੇ ਜਵਾਨਾਂ ਨੇ ਪੂਰੀ ਮੁਸਤੈਦੀ ਨਾਲ ਉਨ੍ਹਾਂ ਦਾ ਮੁਕਾਬਲਾ ਕੀਤਾ। ਫ਼ੌਜ ਵੱਲੋਂ ਬੁਲਟ ਪਰੂਫ ਬਖ਼ਤਰਬੰਦ ਗੱਡੀਆਂ ਦੀ ਵੀ ਵਰਤੋਂ ਕੀਤੀ ਗਈ। ਹੈਲੀਕਾਪਟਰ ਅਤੇ ਇਕ ਜਹਾਜ਼ ਹਵਾਈ ਅੱਡੇ ਉਪਰ ਉਡਦੇ ਰਹੇ ਅਤੇ ਅਤਿਵਾਦੀਆਂ ਉਪਰ ਨਿਗਰਾਨੀ ਰੱਖਦੇ ਰਹੇ। ਅਤਿਵਾਦੀਆਂ ਨੇ ਹੈਲੀਕਾਪਟਰ ਨੂੰ ਵੀ ਨਿਸ਼ਾਨਾ ਬਣਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ।
ਅਤਿਵਾਦੀ ਹਵਾਈ ਅੱਡੇ ਅੰਦਰ ਪਿਛਲੇ ਪਾਸੇ ਤੋਂ ਨੌਸ਼ਹਿਰਾ ਨਲਬੰਦਾ ਪਿੰਡ ਵਾਲੀ ਸਾਈਡ ਤੋਂ ਦਾਖ਼ਲ ਹੋਏ। ੲਿਹ ਇਲਾਕਾ ਜੰਗਲੀ ਅਤੇ ਬੀਆਬਾਨ ਹੈ। ਇਸ ਇਲਾਕੇ ਦੇ ਨਜ਼ਦੀਕ ਹੀ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਐਸਪੀ ਸਲਵਿੰਦਰ ਸਿੰਘ ਤੋਂ ਖੋਹੀ ਹੋਈ ਐਕਸਯੂਵੀ ਗੱਡੀ ਖੇਤਾਂ ਵਿੱਚੋਂ ਖੜ੍ਹੀ ਮਿਲੀ ਸੀ। ਹਮਲੇ ਤੋਂ ਸਪੱਸ਼ਟ ਹੋ ਗਿਆ ਕਿ ਨਵੇਂ ਸਾਲ ਦੀ ਆਮਦ ’ਤੇ ਰਾਤ ਨੂੰ ਢਾਈ ਵਜੇ ਫ਼ੌਜੀ ਵਰਦੀ ਵਿੱਚ ਜਿਹੜੇ ਅਤਿਵਾਦੀਆਂ ਨੇ ਐਸਪੀ ਸਲਵਿੰਦਰ ਸਿੰਘ, ਉਸ ਦੇ ਦੋਸਤ ਰਾਜੇਸ਼ ਵਰਮਾ ਅਤੇ ਲਾਂਗਰੀ ਮਦਨ ਲਾਲ ਨੂੰ ਅਗਵਾ ਕੀਤਾ ਸੀ, ਇਹ ਉਹੀ ਅਤਿਵਾਦੀ ਸਨ ਕਿੳੁਂਕਿ ਐਸਪੀ ਨੇ ਵੀ ੳੁਨ੍ਹਾਂ ਦੀ ਗਿਣਤੀ ਪੰਜ ਹੀ ਦੱਸੀ ਸੀ। ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੂੰ ਗੁੰਮਰਾਹ ਕਰਨ ਲਈ ਐਸਪੀ ਅਤੇ ਉਸ ਦੇ ਸਾਥੀਆਂ ਉਪਰ ੳੁਨ੍ਹਾਂ ਕੋਈ ਗੋਲੀ ਨਹੀਂ ਚਲਾਈ ਤੇ ਸਿਰਫ਼ ਚਾਕੂਆਂ ਨਾਲ ਹੀ ਹਮਲਾ ਕੀਤਾ ਤਾਂ ਜੋ ਇਹ ਲੱਗ ਸਕੇ ਕਿ ਇਹ ਕਾਂਡ ਅਤਿਵਾਦੀਆਂ ਦਾ ਨਹੀਂ ਬਲਕਿ ਲੁਟੇਰਿਆਂ ਦਾ ਹੈ। ਐਸਪੀ ਨਾਲ ਵਾਪਰੀ ਘਟਨਾ ਤੋਂ ਬਾਅਦ ਪਹਿਲੀ ਜਨਵਰੀ ਨੂੰ ਰੈੱਡ  ਅਲਰਟ ਜਾਰੀ ਕਰ ਦਿੱਤਾ ਗਿਅਾ ਸੀ ਅਤੇ ਪੁਲੀਸ, ਫ਼ੌਜ ਤੇ ਸੂਹੀਆ ਏਜੰਸੀਆਂ ਦੇ ਅਧਿਕਾਰੀ ਪਠਾਨਕੋਟ ’ਚ ਡੇਰੇ ਲਾ ਕੇ ਅਤਿਵਾਦੀਅਾਂ ਦੀ ਭਾਲ ’ਚ ਜੁੱਟ ਗੲੇ ਸਨ। ਪੁਲੀਸ ਨੇ ਅਕਾਲਗੜ੍ਹ ਅਤੇ ਨਾਲ ਲੱਗਦੇ ਪਿੰਡਾਂ ਵਿੱਚ ਸ਼ਾਮ ਨੂੰ ਸਰਚ ਅਭਿਆਨ ਵੀ ਚਲਾਇਆ ਸੀ ਅਤੇ ਸਾਰੀ ਰਾਤ ਹੈਲੀਕਾਪਟਰ ਹਵਾਈ ਅੱਡੇ ਉਪਰ ਚੱਕਰ ਕੱਟਦਾ ਰਿਹਾ।
ਹਮਲੇ ਦੀ ਸੂਚਨਾ ਮਿਲਦੇ ਸਾਰ ਹੀ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਮੁਖੀ ਸੁਰੇਸ਼ ਅਰੋੜਾ ਵੀ ੳੁਥੇ ਪੁੱਜ ਗਏ ਅਤੇ ਹਾਲਾਤ ਦਾ ਜਾੲਿਜ਼ਾ ਲੈਂਦੇ ਰਹੇ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਅਭਿਨਵ ਤ੍ਰਿਖਾ ਵੀ ਹਵਾਈ ਫ਼ੌਜ ਦੇ ਅੱਡੇ ਅੰਦਰ ਜਾ ਕੇ ਸਾਰੀ ਸਥਿਤੀ ਦੀ ਸਮੀਖਿਆ ਕਰਦੇ ਰਹੇ। ਆਈਜੀ ਲੋਕ ਨਾਥ ਆਂਗਰਾ, ਡੀਆਈਜੀ ਬਾਰਡਰ ਰੇਂਜ ਕੁੰਵਰ ਵਿਜੇ ਪ੍ਰਤਾਪ ਸਿੰਘ ਤੇ ਹੋਰ ਅਧਿਕਾਰੀ ਪਹਿਲਾਂ ਹੀ ਸ਼ੁੱਕਰਵਾਰ ਨੂੰ ਪਠਾਨਕੋਟ ਪਹੁੰਚ ਕੇ ਹਾਲਾਤ ’ਤੇ ਨਜ਼ਰ ਰੱਖ ਰਹੇ ਸਨ। ਹਵਾਈ ਅੱਡੇ ਦੇ ਗੇਟ ਅੱਗੋਂ ਲੰਘਦੇ ਪਠਾਨਕੋਟ-ਜੰਮੂ ਨੈਸ਼ਨਲ ਹਾਈਵੇਅ ਉਪਰ ਪੁਲੀਸ ਦੇ ਜਵਾਨ ਚੱਪੇ-ਚੱਪੇ ’ਤੇ ਤਾਇਨਾਤ ਹੋ ਗਏ ਸਨ ਅਤੇ ਉਨ੍ਹਾਂ ਸਾਰਾ ਟਰੈਫਿਕ ਰੋਕ ਕੇ ੳੁਸ ਨੂੰ ਪਠਾਨਕੋਟ ਦੇ ਚੱਕੀ ਪੁਲ ਤੋਂ ਹੀ ਦੂਸਰੇ ਰਸਤੇ ਰਾਹੀਂ ਡਾਈਵਰਟ ਕਰ ਦਿੱਤਾ। ਹਵਾਈ ਅੱਡੇ ਦੇ ਨਜ਼ਦੀਕ ਹੀ ਪੈਂਦੇ ਪਠਾਨਕੋਟ ਛਾਉਣੀ ਦੇ ਰੇਲਵੇ ਸਟੇਸ਼ਨ ਉਪਰ ਵੀ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧ ਮਜ਼ਬੂਤ ਕਰ ਦਿੱਤੇ ਗੲੇ ਸਨ।
ਇਸ ਦੌਰਾਨ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਡਿਪਟੀ ਸਪੀਕਰ ਦਿਨੇਸ਼ ਸਿੰਘ ਬੱਬੂ ਅਤੇ ਪਠਾਨਕੋਟ ਦੇ ਵਿਧਾਇਕ ਅਸ਼ਵਨੀ ਸ਼ਰਮਾ ਵੀ ਅੱਡੇ ਕੋਲ ਪੁੱਜੇ ਅਤੇ ਉਥੇ ਉਹ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੂੰ ਹੱਲਾਸ਼ੇਰੀ ਦਿੰਦੇ ਦਿਖਾਈ ਦਿੱਤੇ। ਬਾਅਦ ਵਿੱਚ ਉਹ ਨੌਸ਼ਹਿਰਾ ਨਲਬੰਦਾ, ਅਕਾਲਗੜ੍ਹ ਆਦਿ ਪਿੰਡਾਂ ਵਿੱਚ ਗਏ ਤੇ ਲੋਕਾਂ ਨੂੰ ਸ਼ਾਂਤੀ ਬਣਾਈ ਰੱਖਣ ਤੇ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੂੰ ਸਹਿਯੋਗ ਦੇਣ ਦੀ ਅਪੀਲ ਕੀਤੀ।
ਇਸ ਹਮਲੇ ਦਾ ਸ਼ੱਕ ਪਾਕਿਸਤਾਨ ਵਿਚਲੇ ਅਲ ਰਹਿਮਤ ਟਰਸਟ ’ਤੇ ਹੈ। ਇਹ ਸਾਲ 2002 ਵਿੱਚ ਜੈਸ਼ ਏ ਮੁਹੰਮਦ ’ਤੇ ਪਾਬੰਦੀ ਲੱਗਣ ਬਾਅਦ ਹੋਂਦ’ਚ ਆਇਆ ਹੈ ਤੇ ਇਹ ਇਸ ਅਤਿਵਾਦੀ ਜਥੇਬੰਦੀ ਦਾ ਮੁਖੌਟਾ ਹੈ। ਇਸ ਹਮਲੇ ਦੀ ਸਾਜ਼ਿਸ਼ ਮਕਬੂਜਾ ਕਸ਼ਮੀਰ ਵਿੱਚ ਰਚੀ ਗੲੀ।

ਸਾਲ 2002: ਪਹਿਲੀ ਜਨਵਰੀ ਨੂੰ ਪਠਾਨਕੋਟ ਨਾਲ ਲੱਗਦੇ ਡਮਟਾਲ ਖੇਤਰ ਦੀ ਫਾਇਰਿੰਗ ਰੇਂਜ ’ਤੇ ਫਾਇਰਿੰਗ ਦੌਰਾਨ 2 ਜਵਾਨ ਸ਼ਹੀਦ ਤੇ ਤਿੰਨ ਜ਼ਖ਼ਮੀ
ਸਾਲ 2015: 27 ਜੁਲਾਈ ਨੂੰ ਦੀਨਾਨਗਰ ਪੁਲੀਸ ਸਟੇਸ਼ਨ ’ਤੇ ਹਮਲਾ, ਐਸਪੀ ਬਲਜੀਤ ਸਿੰਘ ਤੇ ਹੋਮਗਾਰਡ ਦੇ ਤਿੰਨ ਜਵਾਨ ਸ਼ਹੀਦ।

ਪਾਕਿਸਤਾਨ ਨੂੰ ਕੀਤੀਆਂ ਜਾਣ ਵਾਲੀਅਾਂ ਟੈਲੀਫੋਨ ਕਾਲਾਂ ’ਤੇ ਨਜ਼ਰ ਰੱਖਣ ਵਾਲੀਆਂ ਭਾਰਤੀ ਏਜੰਸੀਆਂ ਨੇ ਦੇਸ਼ ਦੇ ਇਕ ਰਜਿਸਟਰਡ ਮੋਬਾੲੀਲ ਨੰਬਰ ਅਤੇ ਪਾਕਿਸਤਾਨ ਦੇ ਬਹਾਵਲਪੁਰ ਵਿਚਲੇ ਕੁਝ ਵਿਅਕਤੀਆਂ ਦਰਮਿਆਨ ਹੋਣ ਵਾਲੀਆਂ ਕਾਲਾਂ ਦਾ ਪਤਾ ਲਾਇਆ ਹੈ ਜਿਨ੍ਹਾਂ ਤੋਂ ਪਠਾਨਕੋਟ ਏਅਰ ਸਟੇਸ਼ਨ ’ਤੇ ਹੋਣ ਵਾਲੇ ਹਮਲੇ ਬਾਰੇ ਸੂਹ ਮਿਲੀ ਸੀ। ਇਹ ਕਾਲਾਂ 1 ਜਨਵਰੀ ਦੀ ਰਾਤ 12.30 ਵਜੇ ਤੋਂ ਸਵੇਰ 2 ਵਜੇ ਤੱਕ ਕੀਤੀਆਂ ਗੲੀਆਂ ਸਨ ਤੇ ਕਰੀਬ 25 ਘੰਟੇ ਬਾਅਦ ਹਵਾੲੀ ਅੱਡੇ ’ਤੇ ਹਮਲਾ ਹੋ ਗਿਆ।
ਪਾਕਿਸਤਾਨ ਵਿਚਲੇ ਜੈਸ਼-ਏ-ਮੁਹੰਮਦ ਦੇ ਇਕ ਸੰਚਾਲਕ ਨੂੰ ਕੀਤੀਆਂ ਗੲੀਆਂ ਕਾਲਾਂ ਦੇ ਫਡ਼ੇ ਗਏ ਸੰਦੇਸ਼ ਤੋਂ ੲਿਸ ਬਾਰੇ ਪਤਾ ਚੱਲ ਗਿਆ ਸੀ ਜਿਸ ਵਿੱਚ ੳੁਹ ਦਹਿਸ਼ਤੀਆਂ ਤੋਂ ਪੁੱਛਦਾ ਹੈ ਕਿ ਹਾਲੇ ਤੱਕ ਹਵਾੲੀ ਅੱਡੇ ’ਤੇ ਹਮਲਾ ਕਿੳੁਂ ਨਹੀਂ ਕੀਤਾ ਗਿਆ। ਭਾਰਤ ਵਿਚਲਾ ਰਜਿਸਟਰਡ ਮੋਬਾੲੀਲ ਨੰਬਰ ਦਹਿਸ਼ਤਗਰਦਾਂ ਵੱਲੋਂ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਐਸ ਪੀ ਸਲਵਿੰਦਰ ਸਿੰਘ ਤੋਂ ਖੋਹਿਆ ਗਿਆ ਸੀ। ਐਸ ਪੀ ਸਲਵਿੰਦਰ ਨੇ ਦਾਅਵਾ ਕੀਤਾ ਸੀ ਕਿ ਦਹਿਸ਼ਤਪਸੰਦਾਂ ਨੇ ੳੁਸ ਨੂੰ ਅਗਵਾ ਕਰ ਲਿਆ ਸੀ ਤੇ ੳੁਹ ੳੁਸ ਦੀ ਐਸਯੂਵੀ ’ਤੇ ਫੋਨ ਲੈ ਗਏ ਸਨ। ਬਾਅਦ ਵਿੱਚ ਸਵੇਰੇ 3.15 ਵਜੇ ਇਹ ਗੱਡੀ ਬਰਾਮਦ ਹੋ ਗੲੀ ਸੀ। ਕੇਂਦਰੀ ਏਜੰਸੀਆਂ ਵੱਲੋਂ ਹੁਣ ਐਸ ਪੀ ਸਲਵਿੰਦਰ ਸਿੰਘ ਤੋਂ ਪੁੱਛਗਿਛ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।  ਏਜੰਸੀਆਂ ਨੂੰ ੲਿਹ ਵੀ ਪਤਾ ਚੱਲਿਆ ਹੈ ਕਿ ਜੈਸ਼ ਦਾ ਪਾਕਿਸਤਾਨ ਵਿਚਲੇ ਸੰਚਾਲਕ ਨੇ ਦਹਿਸ਼ਤਗਰਦਾਂ ਲੲੀ ਇਕ ਟੈਕਸੀ ਵੀ ਕਰ ਕੇ ਦਿੱਤੀ ਸੀ ਤੇ ੳੁਸ ਨੇ ਆਪਣੇ ਮੋਬਾੲੀਲ ਤੋਂ ੳੁਸ ਟੋਯੋਟਾ ਇਨੋਵਾ ਗੱਡੀ ਦੇ ਚਾਲਕ ਨਾਲ ਵੀ ਗੱਲ ਕੀਤੀ ਸੀ। ਸੁਰੱਖਿਆ ਏਜੰਸੀਆਂ ਹੁਣ ੳੁਸ ਟੈਕਸੀ ਡਰਾੲੀਵਰ ਤੋਂ ਪੁੱਛ-ਪਡ਼ਤਾਲ ਕਰ ਰਹੀਆਂ ਹਨ।

 

World’s highest’ border personnel meet held in Ladakh

SRINAGAR: Border security personnel of India and China on Saturday resolved to improve ties at the functional level as they met on the occasion of New Year at Daulat Beg Oldie (DBO) – Tianwendian (TWD) meeting point, which, a defence spokesperson said, was the world’s highest border personnel meeting point.

The Indian delegation was lead by Colonel Rinchen Dorje and the Chinese by Colonel Song Zang Li.

Defence spokesman Colonel SD Goswami said at the meeting in eastern Ladakh, the addresses by the delegation leaders “reflected the mutual desire of maintaining and improving relations at functional level at the border”.

“Both sides also sought to build on the mutual feeling to uphold the treaties and agreements signed between the governments of the two sides to maintain peace and tranquility along the LAC (line of actual control),” Goswami added.

Earlier on Friday, Indian and Chinese border personnel also met at Chushul in Ladakh.
