President for a reason
Figurehead: A President should guide, and offer a ‘counter helm’.

THREE days from today, India will celebrate yet another Republic Day. The anniversary of the day when India became a Republic is, above all else, the President’s day. He unfurls the national flag, takes the salute at a parade where the armed forces of India march past him, places medals on the chests of gallant soldiers, awards eminent civilians with Padma awards. And on the eve of all the festivities, speaks to the nation.  In brief, the President occupies centre-stage on Republic Day. He is, indeed, the very symbol of the Republic of India. Figurehead he may be, but the figurehead glows that day. More interestingly though, less explicitly, Republic Day is also the day when the PM of the day takes a backseat. Literally and metaphorically.  A look at the first Republic Day is revealing. President Prasad’s swearing-in on our first Republic Day in 1950, was a moment of great magnetism and great meaning. For one thing, he commanded huge respect. For another, he was inaugurating the office. He was the first first citizen, his was the inaugural inauguration. As the new Constitution came into force, we had two forceful personalities at India’s helm — a sagacious head of state, Prasad, and a charismatic head of government, Nehru.But beneath these great causes of jubilation lay an interesting and highly meaningful political circumstance:  Prasad was not Nehru’s first preference for the post.  But the Congress was clear: It had to be him. Sardar Patel, in particular, was for Prasad. And so the first President came upon his office on a power engine of his own. One which, at that point, outdid the power engine of the PM and PM Nehru at that.Did that lead to two power centres? No, it did not. The innate civility of both the President and the PM would not allow that, nor their understanding of their respective roles. The President’s was a symbolic office, the PM’s the substantive one. And yet there were occasions when the two power engines rumbled differently. President Prasad raised the question of presidential prerogatives, presidential discretion. Article 74 of the Constitution spoke of the President acting on the advice of the council of ministers headed by the PM. How binding, Prasad wondered aloud, was the advice of the Cabinet? Attorney-General MC Setalvad’s view was sought and came ringingly clear: The President is like the British monarch, a constitutional, not an executive head, and has to be guided by Cabinet advice. The point of presidential prerogatives was not pressed by the President. But it was enough that it had been made.Setalvad’s position was reiterated forcibly and conclusively in 1975 when, in a landmark judgment, the Supreme Court confirmed this position. Setalvad and Shamsher Singh and Another vs the State of Punjab have settled the point.No President has flouted Setalvad’s opinion, but no President has forgotten Prasad’s doubt. We have had, counting from President Prasad, 13 Presidents in 14 presidencies, Prasad having had two consecutive terms. Eleven of them men, and one, woman. Ask any regular Indian to name any one: From the historically inclined, certainly, you will hear ‘Rajendra Prasad’. In scholarly circles, ‘Radhakrishnan’. But by and large, in the towns and even villages, only one name of a President will be recalled ‘like that’: APJ Abdul Kalam. Power is one thing, impact another. Kalam imprinted himself on the minds of the people by being different. His cut of hair, his open collar, crinkled pants only sharpened his original, easy nature. There have been far greater Presidents than he, but Kalam brought his office out of the cage of protocol. More than anything else, he offered a counter helm. Not a combative counter, not a competitive counter, but a counter. Counter to who or what? Not to the PM or to the Cabinet but to the political narrative. A PM has to be, and is, about politics. A President has to be, and is, about nationhood. A PM has to be, and is, about our democracy. A President has to be, and is, about our Republic. Irrespective of where they have come from, what their religion is, or language, their politics or their sociology, our Presidents have gone by  the Setalvad opinion. Some of them have been so very, very constitutional as to have become dust in the book’s innermost lining. No one misses anything by forgetting them. But some have provided the counter helm, not as dramatically as Kalam, but nonetheless, effectively. Exercising what Walter Bagehot described as the right to be consulted, to warn and to encourage, they have obliged the PM of the day to come to them, explain proposals, defend and justify them and then return to either change the proposal or to reiterate it with modifications. Our second President, Sarvepalli Radhakrishnan, saw India through three Prime Ministers — Nehru, Shastri and Indira Gandhi. The PM was the mind of the nation as a state, the President was the soul of the state as a nation. The PM led, the President guided. The PM took decisions, the President influenced thought. The PM advised the President, the President shaped that advice by virtue of his personality. The PM commanded the majority in the Lok Sabha, the President commanded the respect of the Lokasangraha. And he warned. Not just as a right, but as a duty. In his last Republic Day address, in 1967, he warned the country and the government that: ‘We cannot forgive widespread incompetence and the gross mismanagement of our resources’. Indira Gandhi was not pleased. But the nation was sobered.  President KR Narayanan crafted his addresses with great deliberation, speaking directly and with tremendous impact. In his address on the eve of the Republic Day, 2000, he said to his government: ‘Beware of the fury of the patient and long-suffering people’. Speeches are speeches are speeches, one might say. What do they change? We may be surprised. They grind, like justice, subtly, but they grind exceeding small. A President’s speech, if it comes not from some calculating intelligence, some crafty agenda, but from a clean soul, can grind political egos down and lift the nation’s spirits. Politically, the President is weightless;  inspirationally, he can weigh a ton. The PM is the ink on a Cabinet note which expires; the President is the carving on our nationhood which inspires. The President gives to what is strong, stature; to what is powerful, sanctity. On Republic Day, this year, the last of his five, may we receive from President Pranab Mukherjee, no cliché, nothing that is trite, but that of which President Rajendra Prasad, President Radhakrishnan and President Narayanan will be proud.The writer is a former Governor of West Bengal

Northern Command chief Lt Gen Devraj Anbu visited forward posts of Siachen, the highest battlefield in the world, on Wednesday.He was accompanied by 14 Corps Commander Lt Gen PJS Pannu.Interacting with the troops at the forward posts in high altitude, he appreciated the good work by them in challenging conditions and inhospitable terrain. He was briefed on the operational preparedness and security situation in the region by the Corps Commander and other Commanders on ground.While at the Siachen Base Camp, the Northern Command chief operationalised Avalanche Panthers, Mountain Rescuers, a highly skilled force with in-depth knowledge, adaptability with local terrain and weather conditions and capability to respond in the shortest possible time for rescue operations, especially in glaciated terrain.The team was raised on December 6, 2016, at the Siachen Base Camp comprising mainly of the troops from the Ladakh Scouts, who being the “sons of the soil” are well adapted to terrain and weather conditions prevalent in this high altitude region.

Kamal Nayan Choubey, Additional Director General of BSF, today visited the BSF Camp Mandi and interacted with soldiers and officials after a jawan’s complaint of poor quality food being served to them on LOC. The inquiry was initiated after a constable posted a series of videos on social media about the poor quality of food served to the jawans.Sources said the ADG visited the BSF camp in Khet and individually interacted with the jawans deployed there, besides talking to the BSF and Army officials monitoring the area. He stayed at Mandi for over six hours.Later, Choubey visited the Unit headquarter Mandi and held a meeting with higher officials and inquired about the issue.“I talked to the jawans posted in the Khet location and enquired about the quality of food served to them and all the jawans expressed satisfaction on the quality of food. The inquiry is underway and necessary action will be taken if any officer is found guilty,” he said. Sourced said the ADG’s visit was made possible only after Home Minister Rajnath Singh’s intervention into the matter.The Home Ministry had asked the BSF to inquire into the matter and take necessary action.‘All jawans expressed satisfaction’I talked to the jawans posted in the Khet location and enquired about the quality of food served to them and all the jawans expressed satisfaction on the quality of food. Sharmila Yadav, wife of BSF jawan Tej Bahadur Yadav, said that her husband was under pressure to withdraw his statement and apologise for his act.In a video uploaded on Facebook, Yadav claimed that inferior quality food was being served to soldiers at the LoC.“My husband is under immense stress ever since he brought the plight of BSF jawans to the fore as he is being forced by senior officers not only to withdraw his words but also to apologise,” said Sharmila who talked to her husband twice over phone today.Sharmila, who works in a private company in Bawal industrial town, demanded security for her husband. She said his life was under threat following exposure of misdeeds of the senior officers.Yadav’s son Rohit said that his father had last evening told him that he was feeling insecure there due to pressure being mounted by senior officers to withdraw the complaint.Meanwhile, Yadav’s father Sher Singh said that the BSF officers had been levelling false allegations against his son to protect their skin.“My son is right on his part as everyone has the right to fight for their rights. My father was a freedom fighter and had been a soldier of the Azad Hind Fauz,” he said.Krishan Dev, elder brother of Yadav, said his brother had to move retirement application following harassment caused by his officers for raising his voice against them. However, he did not want to retire.“Yadav went back to his posting station on December 19 last year and told me that his officers harass him for raising the issue of bad quality of food,” he added.Yadav’s mother Nihal Kaur said that her son always complained of inferior quality of food whenever he came home on leave.

CHANDIGARH: On March 11, the day when assembly election results will be declared, Punjab Congress chief Captain Amarinder Singh will either have reason to hold the grandest birthday bash ever at the Moti Bagh Palace in Patiala or it will be the most forgettable day of his life. As fate would have it, March 11happens to be his 75th birthday .A grand birthday bash had been organized for Amarinder in 2012 as that was the first time in more than 150 years that a member of the Patiala royal family had crossed the ripe age of 70. At the time, most people had expected Congress to sweep the election and the birthday party was supposed to celebrate the electoral win as well.

However, in a stunning reversal, the Shiromani Akali Dal-BJP combine shocked everyone and won a second term just a couple of days before Amarinder’s birthday . despite the sulk in the Congress, a grand party was organized at a relative’s farmhouse in Delhi.

Winning the 2017 election is even more crucial for Amarinder as he has said more than once that this will be his last election after which he would like to hand over charge of the party in Punjab to a younger generation of leaders. For the last six months he has been increasingly seen with his grandson Nirvan who many expect will take over the political legacy of the erstwhile roy al family .

Although Amarinder hasn’t said it in as many words, close aides say he would like to end his last innings in politics with a win.”Welcome the Election Commission‘s announcement of the elections dates. We are ready ,” Amarinder cautiously tweeted. For a change, he chose not to attack his opponents with whom he has had some caustic exchanges in recent days.

Punjab is seen as the best bet for Congress to win a state in the midst of the BJP surge, but the fact remains that the Grand Old Party hasn’t officially declared Amarinder as the chief ministerial candidate for the polls. This despite the fact that, poll strategist Prashant Kishor has designed the entire campaign around him. AAP convener Arvind Kejriwal has used this to attack Amarinder, claiming that the former chief minister is being used to keep the seat warm for cricketer-turnedpolitician Navjot Singh Sidhu.

Amarinder has said in the past that he is not a politician by choice, and that his first love is military history , cooking and gardening.

CHANDIGARH: Putting an end to speculations, the Congress confirmed on Thursday said that cricketer-turned-politician Navjot Singh Sidhu will contest in the upcoming Punjab assembly elections as a party nominee.”Navjot Singh Sidhu will contest from the constituency of his wife Navjot Kaur Sidhu,” said Punjab Congress president Captain Amarinder Singh while talking to mediapersons in Delhi on Thursday.”Sidhu will contest from Amritsar (East) seat as a Congress nominee,” he added.

After Sidhu resigned from the BJP on September 14, 2016, there had initially been speculations on whether he will join the AAP or the Congress. But after his wife joined the Congress last month and he too held meetings with Congress leaders, his induction in the party now looks imminent.
There has been confusion over whether Sidhu or his wife will contest the election and Punjab Congress leaders have maintained that that the Amritsar (East) seat has been reserved for the couple and now it is their call.

CHANDIGARH: Punjab Congress president Captain Amarinder Singh has demanded immediate dismissal of the Badal government, saying it had been “completely exposed in the Fazilka jail incident, where a known henchman of home minister Sukhbir Singh Badal was caught holding a kangaroo court on Wednesday along with two dozen other Akali-linked criminals”.
Amarinder demanded imposition of the President’s rule to hold free and fair elections in the state. He alleged that the incident had thoroughly exposed the complicity of the Badals and their associates in the rampant crime mafia in the state. He also called for an independent probe by a central agency.
“Given his close links with Sukhbir, the main culprit in the case, Shiv Lal Doda, was clearly acting as the former’s henchman and holding a proxy meeting for the home minister in the jail when he was caught, along with about two dozen others known to have close links with the Akalis,” said Amarinder. tnn

Dear Mr Parrikar,
Have a great and more productive as well as constructive 2017 dotted with more rational and sane decisions unlike 2016!
I watched your entire interview on NEWS X channel last night (30 Dec, 2016). As an ordinary citizen and member of institution of military with basic knowledge of national, international and specific issues related to Military, I submit my considered opinion for your kind perusal.
But before enunciating my views may I compliment you as the first politician to have questioned our misplaced and professionally insane option of NO FIRST USE( NFU) policy in vogue with respect to use of nuclear weapons. My only regret is that you stopped few steps short of clearly defining the nuclear postulates of our country. Pseudo intellectuals of our great nation have masked the thinking of decision makers in that respect ever since 1974. These pseudos have confined themselves to USA/USSR terminology viz Mutually Assured Destruction, Flexible Response etc and have not graduated to coining a term applicable in our scenario. NFU policy adoption is indicative of a reactive mindset obsessed with protective philosophy viz THE SHIELD. A nation like ours with hostile neighbours must adopt the pro-active philosophy viz THE SWORD. Incidentally Vidur in Mahabharata and Chanakya much later have stated something similar. Since the pseudos of our nation have failed to come up with a suitable term in past 42 years, I will risk suggesting a term applicable in our scenario wrt employment of nuclear weapons. The term is THREAT BASED FIRST USE (TBFU) option. Do consider my suggestion.
Let me narrate an event from recent pages of history wherein the only super power USA changed her decision based on recommendations from an ordinary but rational thinking citizen. USA carried out its 823rd nuclear test in 1992. One of USA’s premier nuclear establishment The Larry Livermoore Establishment in California producing Hydrogen Bomb warheads was on the brink of closure because of nuclear détente and huge maintenance cost running into millions of dollar every year. Senate committee was scheduled to take the decision in this regard based entirely on the recommendation of pseudo intellectuals. However all that changed overnight after an ordinary young scientist submitted his paper supporting continuance of the facility. Rest is history. Larry Livermoore Establishment lives on.
Let me revert to issues;
 
Appointment of CDS
You informed the nation that a presentation will be made to PM in January, 2017. You further added that we will have a CDS in 2017. Great going indeed! But please consider the following:-
As of now CDS will retire at 62 years after a two year tenure and will be a four star officer. Should you insist on appointing a CDS with these QRs, be prepared for more problems than solutions.
If you are seriously considering appointing a CDS and creating yet another monolith, please ensure that:-
·         Firstly, the CDS is a FIVE STAR OFFICER,
·          Secondly, his retirement age would be 64/65 years for TWO/THREE YEAR TENURE, WHICHEVER IS LATER. This would enable you to appoint a CDS, a former Service Chief, who retired at 62.
·         Thirdly, in addition to being the so called ‘SINGLE POINT CONTACT’ major responsibility of CDS would be heading the Defence Procurement Board, the executive body that looks after and decides procurement. Current arrangement of Defence Secretary heading the DPB is an eminently unsuitable OPTION.
My personal views are that we do not (r) not require a CDS. But should we insist on committing professional hara-kiri and aping, we must alter the QRs as suggested.
Appointment of Gen Suhag’s Successor
At the outset may I state that in the capacity of ‘Government of the Day’, collective decision of the government to appoint Bipin Rawat as the next CoAS ahead of his two seniors is totally and absolutely correct and rational. Super session in any domain, military in particular, is a norm rather than an exception. Nobody has a right to question this decision. Notwithstanding the fact that your political bed-fellows attempted to corner you, primarily because they had no other issue to confront you. What must have surprised you most ( it surprised me)  would have been the comments of post-event specialists in uniform enunciating that by superseding two Lt Gens, the government has sullied the institution of the Army. Comments of post-event specialists must be ignored as should be the contents of ANONYMOUS LETTERS, which should be consigned to waste paper basket.
Where you messed up completely was your attempt to defend your rational action. There was no need to do that. To state that “ Bipin Rawat has been appointed as the next CoAS ahead of Praveen Bakshi and Mohammad Hariz because he (Rawat) has more experience in valley, north-east and counter insurgency operations is blasphemy. You do not appoint Army Chief based on such inconsequential factors. Are you trying to convey that if the war were to be fought in desert terrain, you will appoint a new CoAS, who is from Mechanised/Armoured background? The hollow defence of Bipin Rawat’s appointment only helped in fuelling the controversy. Your stand should have been simple; we as the government of the day have selected the most competent from a group of otherwise competent officers. Period!
Undesirable and irrelevant discourse by all and sundry, including our media suffering from incurable disease of SENSATIONALITIS, went to town, thereby lowering the status of new incumbent for no fault of his. Retired military officers, unfortunately, too joined the chorus against supersession. Sad commentary on our professional maturity indeed!
Let me risk forecasting adverse psychological impact of all this unsavory activity, which was ignited not only by supersession but inordinate delay in announcing the name of new incumbents. On that count you have failed as Raksha Mantri. Names of new incumbents ought to have been announced latest by October, 2016. Failure to make timely announcement has given free hand to pseudos. Your ministers have repeatedly emphasized that Bipin Rawat has been appointed as the next CoAS because of his vast experience in CI ops and so on. Across the border too this message has travelled. Knowing the Pakistani psyche in great depth, Mr Minister be prepared for a major terrorist action in the valley within days of Bipin Rawat assuming the office. It would be Pakistan’s way of challenging your decision and his expertise. I have no intelligence reports at my disposal sitting near Shimla enjoying the lovely sun leaving you to enjoy the ‘grey’ winters of Delhi. No wonder then that the ‘grey’ windows of Delhiites are so wide!
May I remind the post event specialist in uniform to merely look at Pakistan. Current CoAS also superseded two generals but there have not been any write-ups of the kind we had. In fact as per a report in media the new Pak CoAS called his seniors and requested them to continue. Bipin Rawat are you listening?
By the way, Mr Minister can we think out of box? Why not empower the outgoing Service Chief to recommend name of his successor as is done in case of Chief Justice of India.
Air Chief Marshal SP Tyagi’s Arrest
It would be stating the obvious that decision to arrest  ACM SP Tyagi could not have been taken by the CBI headed by a ‘part-time’ new incumbent without the express knowledge and permission from Mr Modi and yourself, may be few others. I wrote to you after hearing your rather insipid speech in Lok Sabha on 4th May, 2016, wherein you addressed a former Service Chief as ‘CHOTE AADMI’. I wonder if your staff placed it in front of you. If not, read it now along with this letter. May I ask you as to what is your defence of your most irrational and profligate action of ordering the arrest of ACM SP Tyagi. He was always available for questioning on numerous occasions, whenever called by the CBI. Mr Parrikkar you have knowingly sullied the institution of Service Chief. I am absolutely certain that you have been apprised of the comments made by the judge while granting bail to ACM SP Tyagi regarding the IMMEASURABLE INCOMPETENCE OF THE CAGED PARROT, THE CBI in failing to produce any substantive evidence as yet. Need I repeat those words. I consider it below my professional and moral dignity. Should you not consider to offer an apology, not to ACM SP Tyagi, but the entire nation that indeed you made a gross error of judgment in ordering arrest at this stage. It should have been left to judiciary. Persons with high moral values do not attack ‘soft targets’. Political expediency will not allow you to lay your hands on connected bureaucrats and politicians.
Your indiscretion has resulted in irreparable damage to the image of Indian Military. Without further elaboration I will merely quote one example. Mr Bharat Karnad (you ought to have heard his name, may be met him) in his post in public domain has said the following in his article titled “ Misplaced Loyalties and Weeding out Corrupt in the Military” dated 16thDecember, 2016:-
“After all, armed forces personnel who can feather their own nests by facilitating the purchase of this or that piece of military hardware, perhaps, pre-chosen by the politician cabals of the day, can just as easily sell India’s war plans, force disposition schemes, and anything else that is deemed of value to India’s enemies.These persons in uniform have an unseen label of “purchasable” hung around their necks and, hence, are the biggest threats to national security. Time has come for a deep weeding out of the corrupt from the military’s highest leadership echelons.”
 
As Raksha Mantri does it not strike to you that by terming institution of Military as ‘PURCHASABLE’, the author has committed professional sacrilege? Would you still like him to continue as the head of supposedly a premier ‘Think-Tank’? Any person with such views, specially when occupying position of eminence needs to be sacked immediately.
It actually saddens me and surprises me that a team led by Mr Modi, which has performed so admirably in all spheres, could have committed this act of sheer profligacy and immaturity?
Mr Minister, wise are those, who can retrace their steps and do not resort to unbridled defence of the indefensible.
Let the courts decide the truth based on evidence produced (not fabricated) by the ‘caged parrot’. But until that happens, may I request you to honour the institution of Service Chief.

General Bipin Rawat today took over as Chief of Army Staff and Air Chief Marshal BS Dhanoa as Chief of the Indian Air Force. They succeed General Dalbir Singh Suhag and Air Chief Marshal Arup Raha, respectively. Separate ceremonies were held on the South Block lawns and at the Air Headquarters.Lt Gen Praveen Bakshi, who was superseded by his junior General Rawat, said he would continue to lead the Eastern Command with “full professional sincerity”. Addressing all ranks through video-conferencing from his office at Fort William, Kolkata, he said: “I convey my best wishes and full support of the Eastern Command to Gen Bipin Rawat.”He requested that “speculation and trolling should stop and everyone should focus on contributing their best to the betterment of the Army and the nation”.In New Delhi, Gen Dalbir Singh, after inspecting a guard of honour, said: “I strongly believe that actions must speak louder than words. The day I took over, I had said that our response to any action will be more than adequate, immediate and intense.”Air Chief Marshal Dhanoa, the 25th IAF Chief, in his address to the air warriors, stressed on training and equipping the IAF to deter unconventional threats.Commissioned into the IAF’s fighter stream in 1978, Dhanoa, who has flown various types of fighter aircraft and is a qualified flying instructor, commanded a fighter squadron during the Kargil operations.Meanwhile, Air Marshal SB Deo, who was heading the vital Delhi-headquartered Western Air Command (WAC), has been appointed Vice-Chief of the IAF. Air Marshal C Hari Kumar, who was heading IAF’s Shillong-based Eastern Command, has been moved to the WAC.Lt Gen Sharat Chand, South-Western Army Commander, may be appointed Vice-Chief, say sources.

Gen Bakshi not to resign, extends ‘full support’ to new army chief

NEW DELHI: Eastern Army commander Lieutenant General Praveen Bakshi on Saturday extended his “best wishes and full support” to new army chief General Bipin Rawat, ending speculation that he may resign rather than serve under a junior officer.

In an exclusive interview carried in HT on Friday, Rawat said he expected “support and cooperation” from the two generals. “They have been cooperating all along, and I think they have been most supportive thus far. I expect the same in the future,” the new army chief said, adding that the generals were good friends and he had a lot of respect for them.

Commissioned into the 5/11 Gorkha Rifles, Rawat had won the Sword of Honour when he graduated from the Indian Military Academy.

Bakshi and Hariz were commissioned in December 1977 and June 1978, while Rawat joined the army in December 1978. However, Rawat’s experience in Kashmir and the Northeast tipped the scales in his favour.

Bakshi told officers under his command over video conference that he would continue to serve the army with “full professional sincerity”. “I convey my best wishes and full support of the Eastern Command to General Bipin Rawat, on having taken over as the chief of army staff,” he said. Bakshi also congratulated Rawat on his appointment over the phone.

An Eastern Command spokesperson said the new army chief has requested that speculation and trolling on media and Internet platforms must end, and “everybody should focus on contributing their best for the betterment of the army and the nation”.

Dhanoa, who was commissioned into the IAF as a fighter pilot in June 1978, has clocked more than 3,000 flying hours and has an immaculate safety record.

World renowned economist and former Prime Minister Dr. Manmohan Singh on Monday launched the Punjab Congress manifesto for the coming assembly elections with the confidence that the party, under the leadership of Captain Amarinder Singh, will undo the damage wreaked on the state by the Badal government.

Pointing to the tremendous potential of Punjab, which remained unexploited due to the Badals’ misgovernance over the past 10 years, Dr Singh said the state badly needed Captain Amarinder’s leadership at this juncture. Describing Captain Amarinder as a visionary, with a wealth of experience, Dr. Singh expressed the confidence that Punjab was in for a better time under the sate Congress president’s leadership.

Dr. Singh described as a visionary document the manifesto, which Captain Amarinder said had taken six months of collecting inputs from all stakeholders, going down to the villages. Under Captain Amarinder’s rule, the state will see all-round development with revival of the economy, industry, agriculture and infrastructure, backed by higher income and equal distribution of wealth, said Dr. Singh.

Among those present at the launch event were AICC leaders Ambika Soni, Asha Kumari and Randeep Surjewala, besides former Punjab Chief Minister and Manifesto Committee chairperson Rajinder Kaur Bhattal.

In a first, the comprehensive 120-page manifesto was simultaneously launched by state party leaders Manpreet Singh Badal in Chandigarh, Maharani Preneet Kaur in Patiala, Sunil Jakhar in Bathinda, Vijay Inder Singla in Ludhiana, Dr. Amar Singh in Jalandhar and Rana Gurjit Singh in Amritsar. The manifesto was released in both English and Punjabi in online soft format, with hard copies of the same distributed to the media.

The holistic manifesto, which addresses the concerns and aspirations of every section of the society, incorporates inputs from all cross-sections of the society, with Dr. Singh also having given his valuable suggestions. It was prepared by a 17-member manifesto committee, chaired by Bhattal and co-chaired by Manpreet Badal.

Noting that the next government in Punjab would be taking over a deficit budget of over Rs. 5000 crore with huge debts, Captain Amarinder promised to bring growth back on track in the state through out-of-the-box thinking.

Addressing mediapersons at the launch event at AICC headquarters here, Captain Amarinder said innovative measures such as cess on liquor and revenue through mining could help generate funds for employment, as promised by the Congress in its manifesto. With the promise of one job per household, the Congress has decided to take various initiatives, including the establishment of Employment Bureaus across the state under the supervision of an Employment Commission, to generate and provide employment to the youth, said the Punjab Congress president.

Reiterating his promise to revive agriculture and industry in the state, Captain Amarinder said though farm debt was the responsibility of the central government, he would ensure that all debts of farmers in Punjab are waived off on priority basis. On the industrial front, he promised a level playing field for the industries and a series of steps for revival of industry in the state. He pointed out that his previous government had got an investment commitment worth Rs. 1.70 lakh crore, which could have led to the generation of 20 lakh jobs, but the process was scuttled by the Akalis when they took over the reins of the state.

Responding to a query, Captain Amarinder said the war against drugs promised in the manifesto incorporated the thinking of INC Vice President Rahul Gandhi and he would break the back of drugs and hang those responsible for the menace.

On the SYL issue, he announced that his government would introduce a legislation to protect the water of Punjab, which had not a drop to spare.

In response to questions on his employment generation promise, Captain Amarinder asserted that he did not believe in making false promises and was confident of generating the 20 lakh jobs needed to ensure `one job per family’ in Punjab.

Revenue generation would be augmented through unique initiatives to boost the state’s financial health, without mortgaging assets like the Badal government had done, he said, pointing out that the SAD-BJP government in the state had mortgaged even schools, mental hospitals and old age homes to compensate for the losses to the state exchequer resulting from their corruption and mismanagement.

Both Dr. Singh and Captain Amarinder agreed that demonetisation would be an issue in Punjab, along with other issues plaguing the people of the state. Dr. Singh expressed concern at the impact of demonetisation on GDP.

Captain Amarinder said the Congress manifesto, which covers every section of the society, was a realistic document, unlike that of the AAP which was making separate manifestos that could not possibly be implemented. Reiterating that the Congress manifesto was sacrosanct and would be executed in totality, Captain Amarinder said neither AAP nor the Akalis, who had not fulfilled even 20% of the promises made last time, were serious about the welfare of Punjab.

To another question, Captain Amarinder confirmed that Navjot Singh Sidhu would be contesting in the Assembly elections on Congress ticket from Amritsar East.

ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਇਕ ਦੂਰਦਰਸ਼ੀ ਦਸਤਾਵੇਜ ਵਜੋਂ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਲਈ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੂੰ ਸਾਰੇ ਭਾਗੀਦਾਰਾਂ ਤੋਂ ਵਿਚਾਰ ਹਾਸਿਲ ਕਰਨ, ਪਿੰਡਾਂ ‘ਚ ਜਾਣ ‘ਚ ਛੇ ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਲੱਗਿਆ ਹੈ। ਡਾ. ਸਿੰਘ ਨੇ ਕਿਹਾ ਕਿ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਦੇ ਸ਼ਾਸਨ ਦੌਰਾਨ ਸੂਬੇ ‘ਚ ਸਰਵਪੱਖੀ ਵਿਕਾਸ ਹੋਵੇਗਾ ਤੇ ਅਰਥ ਵਿਵਸਥਾ, ਉਦਯੋਗ, ਖੇਤੀਬਾੜੀ ਤੇ ਇਨਫਰਾਸਟਰੱਕਚਰ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਸਮੇਤ ਆਮਦਨ ਨੂੰ ਵਧਾਇਆ ਜਾਵੇਗਾ ਤੇ ਧੰਨ ਦੀ ਬਰਾਬਰ ਵੰਡ ਹੋਵੇਗੀ।

ਇਸ ਲੜੀ ਹੇਠ ਪਹਿਲੀ ਵਾਰ, ਵਿਆਪਕ 120 ਪੰਨ੍ਹਿਆਂ ਦੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਨੂੰ ਇਕੱਠੇ ਸੂਬੇ ਦੇ ਪਾਰਟੀ ਆਗੂਆਂ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਨੇ ਚੰਡੀਗੜ੍ਹ, ਮਹਾਰਾਣੀ ਪ੍ਰਨੀਤ ਕੌਰ ਨੇ ਪਟਿਆਲਾ, ਸੁਨੀਲ ਜਾਖੜ ਨੇ ਬਠਿੰਡਾ, ਵਿਜੈ ਇੰਦਰ ਸਿੰਗਲਾ ਨੇ ਲੁਧਿਆਣਾ, ਡਾ. ਅਮਰ ਸਿੰਘ ਨੇ ਜਲੰਧਰ ਤੇ ਰਾਣਾ ਗੁਰਜੀਤ ਸਿੰਘ ਨੇ ਅੰਮ੍ਰਿਤਸਰ ‘ਚ ਰਿਲੀਜ਼ ਕੀਤਾ। ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਨੂੰ ਅੰਗ੍ਰੇਜ਼ੀ ਤੇ ਪੰਜਾਬੀ ‘ਚ ਆਨਲਾਈਨ ਸੋਫਟ ਫਾਰਮੇਟ ਵਜੋਂ ਰਿਲੀਜ਼ ਕਰਨ ਸਮੇਤ, ਮੀਡੀਆ ਨੂੰ ਉਸਦੀ ਹਾਰਡ ਕਾਪੀ ਵੀ ਵੰਡੀ ਗਈ।
ਸਮਾਜ ਦੇ ਹਰੇਕ ਵਰਗ ਦੀਆਂ ਚਿੰਤਾਵਾਂ ਤੇ ਉਮੀਦਾਂ ਨੂੰ ਦਰਸਾਉਣ ਵਾਲੇ ਇਸ ਪਵਿੱਤਰ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਲਈ ਸਮਾਜ ਦੇ ਸਾਰੇ ਵਰਗਾਂ ਤੋਂ ਵਿਚਾਰ ਲਏ ਗਏ ਹਨ ਅਤੇ ਡਾ. ਸਿੰਘ ਨੇ ਇਸ ‘ਚ ਆਪਣੇ ਮੁੱਲਵਾਣ ਸੁਝਾਅ ਵੀ ਦਿੱਤੇ ਸਨ। ਇਸਨੂੰ ਚੇਅਰਮੈਨ ਭੱਠਲ ਤੇ ਕੋ-ਚੇਅਰਮੈਨ ਮਨਪ੍ਰੀਤ ਬਾਦਲ ਦੀ ਅਗਵਾਈ ਵਾਲੀ 17 ਮੈਂਬਰੀ ਮੈਨਿਫੈਸਟੋ ਕਮੇਟੀ ਨੇ ਤਿਆਰ ਕੀਤਾ ਹੈ।
ਇਸ ਗੱਲ ਦਾ ਵਿਸ਼ੇਸ਼ ਧਿਆਨ ਰੱਖਦਿਆਂ ਕਿਹ ਕਿ ਪੰਜਾਬ ਦੀ ਅਗਲੀ ਸਰਕਾਰ 5000 ਕਰੋੜ ਰੁਪਏ ਦੇ ਵਿੱਤੀ ਘਾਟੇ ਸਮੇਤ ਭਾਰੀ ਕਰਜ਼ਿਆਂ ਨੂੰ ਅਪਣਾਉਣ ਜਾ ਰਹੀ ਹੈ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਜਰਾ ਹੱਟ ਕੇ ਸੋਚ ਅਪਣਾਉਂਦਿਆਂ ਸੂਬੇ ਨੂੰ ਮੁੜ ਵਿਕਾਸ ਦੀ ਪੱਟੜੀ ‘ਤੇ ਲਿਆਉਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਹੈ।
ਇਸ ਦੌਰਾਨ ਏ.ਆਈ.ਸੀ.ਸੀ ਮੁੱਖ ਦਫਤਰ ਵਿਖੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਦੇ ਰਿਲੀਜ਼ ਸਮਾਰੋਹ ਦੌਰਾਨ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਵਿਕਾਸਸ਼ੀਲ ਕਦਮਾਂ ਤਹਿਤ ਸ਼ਰਾਬ ‘ਤੇ ਸੈਸ ਲਗਾਉਣ ਤੇ ਖੁਦਾਈ ਤੋਂ ਹੋਣ ਵਾਲੀ ਆਮਦਨ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਵਾਸਤੇ ਸਹਾਇਤਾ ਕਰਨਗੇ, ਜਿਸ ਬਾਰੇ ਕਾਂਗਰਸ ਨੇ ਆਪਣੇ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ‘ਚ ਵਾਅਦਾ ਕੀਤਾ ਹੈ। ਹਰੇਕ ਘਰ ਤੋਂ ਇਕ ਵਿਅਕਤੀ ਨੂੰ ਨੋਕਰੀ ਦੇਣ ਦੇ ਵਾਅਦੇ ਨਾਲ ਕਾਂਗਰਸ ਨੇ ਕਈ ਕਦਮ ਚੁੱਕਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਹੈ, ਜਿਨ੍ਹਾਂ ‘ਚ ਇਕ ਰੋਜ਼ਗਾਰ ਕਮਿਸ਼ਨ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਸੂਬੇ ਅੰਦਰ ਰੋਜ਼ਗਾਰ ਕੇਂਦਰ ਸਥਾਪਤ ਕਰਨਾ ਸ਼ਾਮਿਲ ਹੈ, ਤਾਂ ਜੋ ਨੌਜ਼ਵਾਨਾਂ ਲਈ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕੀਤਾ ਜਾ ਸਕੇ।
ਇਸੇ ਤਰ੍ਹਾਂ, ਸੂਬੇ ਅੰਦਰ ਖੇਤੀਬਾੜੀ ਤੇ ਉਦਯੋਗਾਂ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਦਾ ਵਾਅਦਾ ਕਰਦਿਆਂ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਭਾਵੇਂ ਖੇਤੀਬਾੜੀ ਲੋਨ ਕੇਂਦਰ ਸਰਕਾਰ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ, ਉਹ ਪੁਖਤਾ ਕਰਨਗੇ ਕਿ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਦਾ ਸਾਰਾ ਕਰਜ਼ਾ ਪਹਿਲ ਦੇ ਅਧਾਰ ‘ਤੇ ਮੁਆਫ ਕੀਤਾ ਜਾਵੇ। ਉਦਯੋਗਿਕ ਮੋਰਚੇ ‘ਤੇ, ਉਨ੍ਹਾਂ ਨੇ ਉਦਯੋਗਾਂ ਲਈ ਬਰਾਬਰੀ ਦੇ ਮੌਕੇ ਪੈਦਾ ਕਰਨ ਅਤੇ ਸੂਬੇ ਅੰਦਰ ਉਦਯੋਗਾਂ ਨੂੰ ਮੁੜ ਖੜ੍ਹਾ ਕਰਨ ਵਾਸਤੇ ਕਦਮ ਚੁੱਕਣ ਦਾ ਵਾਅਦਾ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਪਿਛਲੀ ਸਰਕਾਰ ਨੇ 1.70 ਲੱਖ ਕਰੋੜ ਰੁਪਏ ਦਾ ਉਦਯੋਗਿਕ ਨਿਵੇਸ਼ ਹਾਸਿਲ ਕੀਤਾ ਸੀ, ਜਿਸ ਤੋਂ 20 ਲੱਖ ਨੌਕਰੀਆਂ ਪੈਦਾ ਹੋ ਸਕਦੀਆਂ ਸਨ, ਲੇਕਿਨ ਅਕਾਲੀਆਂ ਨੇ ਸੂਬੇ ਦੀ ਸੱਤਾ ਸੰਭਾਲਣ ਤੋਂ ਬਾਅਦ ਇਸ ਪ੍ਰੀਕ੍ਰਿਆ ‘ਚ ਰੁਕਾਵਟ ਪਾ ਦਿੱਤੀ।
ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ‘ਚ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ‘ਚ ਨਸ਼ਿਆਂ ਖਿਲਾਫ ਲੜਾਈ ਦੇ ਵਾਅਦੇ ‘ਚ ਕਾਂਗਰਸ ਮੀਤ ਪ੍ਰਧਾਨ ਰਾਹੁਲ ਗਾਂਧੀ ਦੀ ਸੋਚ ਛਿੱਪੀ ਹੈ ਅਤੇ ਉ ਨਸ਼ਿਆਂ ਦਾ ਲੱਕ ਤੋੜ ਦੇਣਗੇ ਤੇ ਇਸ ਲਈ ਜ਼ਿੰਮੇਵਾਰਾਂ ਨੂੰ ਨਹੀਂ ਬਖਸ਼ਾਂਗੇ।
ਐਸ.ਵਾਈ.ਐਲ ਦੇ ਮੁੱਦੇ ‘ਤੇ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਪੰਜਾਬ ਦੇ ਪਾਣੀ ਨੂੰ ਬਚਾਉਣ ਖਾਤਿਰ ਇਕ ਕਾਨੂੰਨ ਲਿਆਏਗੀ, ਜਿਸ ਕੋਲ ਇਕ ਵੀ ਬੂੰਦ ਵਾਧੂ ਪਾਣੀ ਨਹੀਂ ਹੈ।
ਇਸ ਦੌਰਾਨ ਉਨ੍ਹਾਂ ਦੇ ਰੋਜ਼ਗਾਰ ਪੈਦਾ ਕਰਨ ਦੇ ਵਾਅਦੇ ‘ਤੇ ਇਕ ਸਵਾਲ ਦੇ ਜਵਾਬ ‘ਚ, ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਉਹ ਝੂਠੇ ਵਾਅਦੇ ਕਰਨ ‘ਚ ਭਰੋਸਾ ਨਹੀਂ ਰੱਖਦੇ ਤੇ ਉਨ੍ਹਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ ਹੈ ਕਿ ਪੰਜਾਬ ਅੰਦਰ ਹਰੇਕ ਪਰਿਵਾਰ ‘ਚੋਂ ਇਕ ਵਿਅਕਤੀ ਨੂੰ ਨੌਕਰੀ ਦੇਣ ਵਾਸਤੇ 20 ਲੱਖ ਨੌਕਰੀਆਂ ਪੈਦਾ ਕਰਨ ਦੀ ਲੋੜ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਬਾਦਲ ਸਰਕਾਰ ਦੀ ਤਰ੍ਹਾਂ ਜਾਇਦਾਦਾਂ ਗਹਿਣੇ ਰੱਖਣ ਦੇ ਉਲਟ, ਸੂਬੇ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਨੂੰ ਬੇਹਤਰ ਬਣਾਉਣ ਵਾਸਤੇ ਕਦਮ ਚੁੱਕਦਿਆਂ ਮਾਲੀਆ ਪ੍ਰਾਪਤ ਕੀਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਅਕਾਲੀ ਭਾਜਪਾ ਸਰਕਾਰ ਨੇ ਉਸਦੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਤੇ ਮਾੜੇ ਪ੍ਰਬੰਧਾਂ ਕਾਰਨ ਸੂਬੇ ਦੇ ਮਾਲੀਏ ਨੂੰ ਹੋਏ ਨੁਕਸਾਨ ਨੂੰ ਭਰਨ ਲਈ ਇਥੋਂ ਤੱਕ ਕਿ ਸਕੂਲਾਂ, ਮੈਂਟਨ ਹਸਪਤਾਲਾਂ, ਤੇ ਬਿਰਧ ਆਸ਼ਰਮਾਂ ਤੱਕ ਨੂੰ ਗਹਿਣੇ ਰੱਖ ਦਿੱਤਾ ਹੈ।
ਡਾ. ਸਿੰਘ ਤੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ, ਦੋਨਾਂ ਨੇ ਸਵੀਕਾਰ ਕੀਤਾ ਕਿ ਸੂਬੇ ਨੂੰ ਪੇਸ ਆ ਹੋਰ ਮੁੱਦਿਆਂ ਦੀ ਤਰ੍ਹਾਂ ਨੋਟਬੰਦੀ ਵੀ ਪੰਜਾਬ ਲਈ ਇਕ ਮੁੱਦਾ ਹੈ। ਡਾ. ਸਿੰਘ ਨੇ ਜੀ.ਡੀ.ਪੀ ‘ਤੇ ਨੋਟਬੰਦੀ ਦੇ ਅਸਰ ਨੂੰ ਲੈ ਕੇ ਚਿੰਤਾ ਪ੍ਰਗਟਾਈ।
ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਸਮਾਜ ਦੇ ਹਰੇਕ ਵਰਗ ਨੂੰ ਕਵਰ ਕਰਨ ਵਾਲਾ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦਾ ਚੋਣ ਮਨੋਰਥ ਪੱਤਰ ਇਕ ਅਸਲਿਅਤ ‘ਤੇ ਅਧਾਰਿਤ ਦਸਤਾਵੇਜ ਹੈ, ਨਾ ਕਿ ਆਪ ਵੱਲੋਂ ਬਣਾਏ ਗਏ ਵੱਖ ਵੱਖ ਮੈਨਿਫੈਸਟੋਜ ਦੀ ਤਰ੍ਹਾਂ, ਜਿਨ੍ਹਾਂ ਦੇ ਲਾਗੂ ਹੋਣ ਦੀ ਸੰਭਾਵਨਾ ਨਹੀਂ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਦੁਹਰਾਇਆ ਕਿ ਕਾਂਗਰਸ ਮੈਨਿਫੈਸਟੋ ਇਕ ਪਵਿੱਤਰ ਦਸਤਾਵੇਜ ਹੈ ਅਤੇ ਇਸਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਿਸ਼ਠਾ ਨਾਲ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਹੈ। ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਕਿਹਾ ਕਿ ਨਾ ਹੀ ਆਪ ਤੇ ਨਾ ਹੀ ਅਕਾਲੀਆਂ ਨੇ ਬੀਤੇ ਵਕਤ ਦੌਰਾਨ ਕੀਤੇ ਵਾਅਦਿਆਂ ‘ਚੋਂ 20 ਪ੍ਰਤੀਸ਼ਤ ਵੀ ਪੂਰੇ ਕੀਤੇ ਹਨ ਤੇ ਨਾ ਹੀ ਉਹ ਪੰਜਾਬ ਦੀ ਭਲਾਈ ਨੂੰ ਕੇ ਗੰਭੀਰ ਹਨ।
ਇਕ ਹੋਰ ਸਵਾਲ ‘ਤੇ ਕੈਪਟਨ ਅਮਰਿੰਦਰ ਨੇ ਪੁਸ਼ਟੀ ਕੀਤੀ ਕਿ ਨਵਜੋਤ ਸਿੰਘ ਸਿੱਧੂ ਕਾਂਗਰਸ ਪਾਰਟੀ ਦੀ ਟਿਕਟ ‘ਤੇ ਅੰਮ੍ਰਿਤਸਰ ਪੂਰਬੀ ਤੋਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣ ਲੜਨਗੇ।

Ex-servicemen to back Cong in polls

Maj Gen Satbir Singh announces full support to Capt Amarinder Singh for Punjab Elections at Press meet in congress office at 24 Akbar road on 05 Jan2017.
The IESM will support congress on All India  basis for election in all other Sates due for elections .
Initially Capt Amarinder announced that IESM headed by Gen Satbir has decided to provide unconditional support for Pb elections along with Sanjha Morcha and IESL who are already supporting it.

SANJEEV SHARMA/HT(Left) UT administrator and Punjab governor VP Singh Badnore during the UT adviser’s At Home ceremony at Punjab Raj Bhawan in Chandigarh on Friday; and (top) Punjab and Haryana high court chief justice Shiavax Jal Vazifdar, chief of staff, Western Command IS Ghuman, Lt Gen Surinder Singh and former chief of army staff Gen VP Malik on the occasion. Several other dignitaries attended the event. Last year, for the first time, the then UT adviser Vijay Dev had cancelled the event due to differences between him and the then administrator Kaptan Singh Solanki. As per practice, the function is organised on both Independence Day and Republic Day at the UT guest house by the adviser in the afternoon. The governor hosts “At home” in the evening. Due to rain, arrangements were made at the lawns of the Raj Bhawan.
