CBI begins graft probe against two army officers

NEW DELHI: CBI on Friday started an inquiry in connection with a Defence Ministry complaint seeking a probe into the alleged disproportionate assets amassed by two serving Major Generals of the army.

The agency received the reference from the Ministry and immediately began a “discreet” inquiry to ascertain whether the details given in the complaint should be taken up as preliminary enquiry or a regular case, sources said.

Sources said agency will look into the allegations and documents to determine future course of action. The Ministry had ordered a probe after receiving complaints against Maj Gen Ashok Kumar and Maj Gen S S Lamba, both AVSM awardees. Promotion of these officers to 3-starred rank of Lt Gen was stopped in September 2015.

Taking note of allegations of wrongdoing, the Ministry of Defence has ordered a CBI probe into disproportionate assets of two serving Major Generals of the Indian Army.

The name of one of the officers had surfaced last September when it was alleged that bribes were being paid for promotions. Although the Army had then denied the allegations, sources said Defence Minister Manohar Parrikar took personal interest in the matter and a civilian staffer of the Ministry was shunted out about two months ago, suggesting that a probe had been underway within the Ministry.

Major General Ashok Kumar of Army Supply Corps and Major General S S Lamba of Army Ordnance Corps have been accused of holding assets disproportionate to their known sources of income, official sources said.

“The Ministry of Defence has forwarded the matter to the CBI. The matter was under the scanner since September when allegations of wrongdoing first surfaced. The CBI action is in line with zero-tolerance in the Ministry when it comes to corruption,” a Ministry official said.

The Army refused to comment on the CBI probe. Officials said the matter is with the Ministry of Defence and an internal inquiry will follow based on the directions of the Defence Minister.

Sources said Major General Ashok Kumar is slated to retire on February 29 and is serving in the Bengal Area. Major General Lamba, who is due to retire on January 31, is posted in the Delhi Area. Both officers were conferred the Ati Vishisht Seva Medal (AVSM) on Republic Day 2015.

The current matter pertains to a Special Selection Board (SSB) for promotion to the rank Lt General. In September, the Ministry started probing allegations of bribery and a nexus in promotion cases. Sources indicated that the results of the board were not declassified in light of an internal inquiry into allegations of wrongdoing.

In September, Minister of State for External Affairs Gen V K Singh, a former Army chief, had sought action against a senior Army officer in the matter. \”Shame is too small to describe this. RM (Raksha Mantri) must come down hard to cleanse the system,” Singh posted on Twitter.

A year has passed since the incident of theft of historical daggers from the Maharaja Ranjit Singh Panorama, located in historic Ram Bagh here, but the police have failed to crack the case and arrest the culprits, who stole the artifacts. The daggers were later left at a gurdwara few days after the incident.Police officials are banking upon the finger prints taken from the glass box and the room from where it the daggers were stolen. As many as 80 persons are suspects in the case. The finger prints were sent to forensic science laboratories in Mumbai, besides Chandigarh and Finger Print Bureau in Phillaur. The reports are yet to be received by the Police Department.Investigating officer Parveen Kumar, in charge Lawrence Road police chowki said, “We are awaiting the final reports.” He said finger prints of nearly 24 persons were not clear. These finger prints were taken and sent to these laboratories again, he added. He said the report was likely to arrive in the next few days. “It will be clear, who has stolen the daggers,” he added.Till now, officials of the Police Department are groping in dark as to who stole these daggers and what was the motive behind the theft. Around seven historical daggers belonging to Sikh warriors of the 19th century were stolen from the first floor of the panorama. These daggers were in the possession of the Department of Punjab Cultural Affairs, Archaeological and Museum. These artifacts were displayed in a room, which was opened only during VIPs visit.Therefore, taking the advantage of the lax of security arrangements and defunct CCTV cameras, unidentified robbers decamped with the seven daggers. These daggers are beautifully carved and have ivory handles. Since the theft, the police were suspecting the involvement on an insider.The police also took fingerprints of all the staff members of the Department of Punjab Cultural Affairs, Archaeological and Museum and employees of the Municipal Corporation, who are deputed for the upkeep of the panorama.Incidentally, these daggers were later recovered after an unidentified woman left these at a gurdwara with a note that no insider was involved in the crime and the artifacts should be showcased to the general public also.


Awards that divide Being on the right side of the government

Awards go up in public esteem if given on merit, and decline if extraneous considerations prevail. Of all the Padma awardees this year the most controversial is the choice of veteran actor Anupam Kher.  That his wife is a BJP MP can be ignored. What cannot be forgotten and forgiven is his doublespeak. In 2010 he said, “Awards in our country have become a mockery of our system. There is no authenticity left in any one of them. Be it films, national or now Padma.” After getting a Republic Day award this year, he tweeted: “Happy, Humbled & Honoured to share that i have been awarded The PADMA BHUSHAN by the Govt. of India. Greatest news of my life:) #JaiHind” (sic). Anupam Kher is a hugely talented actor who fully deserves the award. But the timing is wrong. Getting awarded soon after leading a pro-BJP drive to counter the political fallout of the nationwide debate on intolerance and the return of awards by distinguished citizens from various fields reduces the significance of the honour. The impression has gained ground that he has been rewarded for the political services he has rendered rather than for his acting talent. The Modi government could have escaped the charge of politicisation of awards had it also chosen one of its critics in the intolerance debate — be it Shah Rukh Khan, Aamir Khan or Karan Johar instead of say Madhur Bhandarkar, the maker of “Calendar Girls”. A once secular, highly professional film industry stands divided today — those who see India as a tolerant nation under Modi and those who do not. The “Incredible India” campaign has been taken away from Aamir Khan and handed over to Amitabh Bachchan and Priyanka Chopra. Whether newspaper owners, journalists, retired bureaucrats and CAGs should accept awards is debatable. There are some who do not feel any sense of guilt in being partial towards a politician or a party, or flaunting their political connections and lobbying for favours, while others — and their number is shrinking — maintain a distance from politicians and governments in a bid to remain independent and objective.


Security beefed up for R-Day

Security has been stepped up at all sensitive places in the city ahead of the Republic Day celebrations.Additional police force has been deployed at busy markets, crowded places and near the Parade Ground to ensure foolproof security arrangements for the celebrations.Four DSPs, nine SHOs, 17 sub-inspectors, 10 head constables, 85 constables and 23 women constables have been deployed in the Parade Ground while one DSP, two SHOs, 11 sub-inspectors, 30 constables, three women constables and 2.5 section of the Provincial Armed Constabulary (PAC) have been deployed outside the Parade Ground.A bomb disposal squad, two quick-reaction teams and a dog squad have also been deployed.Vehicles entering Dehradun from the neighbouring states are being checked. Barricades have been installed at the Asharodi check post, Natraj Chowk (Rishikesh), Jogiwala, Raiwala, Premnagar, Kulhal, Bhaniyawala, Naogaon, Mussoorie diversion, Ranipokhri and Sahastradhara for checking.IGP, Garhwal, Sanjay Gunjyal said inter-state borders would be sealed on Monday night. Patrolling had been intensified at railway stations, main bus stations, markets and tourist destinations to keep an eye on suspected activities.SSP Sadanand Datte said SHOs had been instructed to carry out a verification drive in slums, hotels and inns and immediately detain if anyone found suspicious. Ahead of R-Day, missing Santro raises security concern in Delhi

NEW DELHI: A Hyundai Santro car with army stickers on its front and rear went missing from Delhi’s Lodhi Gardens on Sunday, the third such incident in the national capital region that has raised security concerns ahead of Republic Day celebrations.

The car with registration no HR 51 T 6646 belongs to an army doctor who says it disappeared after he went to the park with his family for a picnic. The matter was reported to Delhi Police and security personnel are trying to retrieve the vehicle, said sources.

On Wednesday morning, a Tata Safari with a VIP hooter and beacon was stolen from the residence of Anand Swarup, the Inspector General of the IndoTibetan Border Police (ITBP).

Delhi Police also issued a red alert on Friday after the driver of a cab was found dead with the vehicle missing. The car, a Maruti Suzuki Alto, was hired by three unidentified men who wanted to go to Punjab’s Pathankot district, which recently saw a deadly terror attack at an airbase.


India to jointly design aircraft carrier with foreign partner

As India embarks on a journey to build another seaborne aircraft carrier, it’s looking at the very best in design and asked for international help in designing the 65,000-tonne warship that will be the frontline seagoing attack platform of the future.
The Navy has sought collaboration from the countries that have built warships of this size. Companies in the US, Russia, the UK, France and Italy are being asked if they would be keen to join hands. All these companies have made warships of this size.
“There are many issues in such warships that we don’t know of. Hence, this international collaboration,” sources said. A seagoing aircraft carrier has fighter jets, helicopters and UAVs on its deck to attack enemy targets and secure own interests. At present, India operates two carriers—one of British parentage and the other of Russia origin. An indigenous 40,000-tonne aircraft carrier is under construction at Cochin which was aided by a design of the Italian company Fincantieri. Targeted for completion by 2018-end, it will be the biggest warship ever built in India.
The international designs are now being sought for the second indigenous aircraft carrier that will be much bigger and could even be propelled by nuclear power although other options of diesel and gas turbines are being considered.
The warship will be jointly designed by the Indian Naval Design Bureau and the foreign collaborator. The Navy has set a target to decide on key elements of the next carrier by the end of 2016. India plans to have at least 80 per cent local content on the warship.
To speed up the matters, the warship could be built at two separate shipyards and then assembled at one place. A few companies do have such expertise.
Navy wants the carrier to be capable of speeds greater than 30 knots (56 km per hour), it wants to carry up to 35 fighter jets and 20 helicopters. It would have a catapult to launch fighter jets.
A US-India working group is looking to promote cooperation in aircraft carrier technology. New Delhi and Washington have discussed the matter under the Defence Trade and Technology Initiative (DTTI).

French contingent rehearses for India’s Republic Day Parade

In a first, French soldiers will march down the Rajpath on Republic Day along with Indian troops in the presence of President Francois Hollande who is the chief guest for this year’s celebrations.

This is a the first time when a foreign army would be marching down the Rajpath along with Indian troops as part of the Republic Day celebrations.

Some soldiers have flown down from France to form a proper marching contingent.

The French soldiers are taking part in counter-terrorism and counter-insurgency joint exercise called ‘Shakti 2016’.

The 35th Infantry Regiment’s origin dates back to its raising in 1604 at Lorraine, France. The regiment has as many as 12 battle honours to its credit. The battalion has varied combat experiences, having served in Algeria, Africa, Iraq and Afghanistan, amongst other places.

A total of 10 Army officers were selected from the country in the innovation category, including Avaneesh, for felicitation on the Army Day.

The Border Roads Organisation (BRO) has decided to give the work of the 29 km hard rocky part of the Garbadhar to Gunji road to a private construction company. The BRO has been working on the road linking the last Indian post on the China border since 2008 and the private company is expected to complete it in next two years.“We have decided to give the work of this rocky portion of the road to a private company as the BRO has not been able to meet the deadline for its completion due to this hard stretch,” a BRO official said.“Though we have completed the construction of the road in the higher reaches between Gunji and Kalapani and Gunji and Kuti, we could not cut the hard rocky portion of over 29 km stretch between Garbadhar and Garbyang till date,” said Manish Narayan, a BRO officer at Dharchula.The private company will be duty bound to complete the road in two years from the date of allotment of the contract. “The decision has been taken considering the popular demand of local leaders and villagers,” said Narayan.

68th Army Day celebrated

The students of Montessori were taken to watch a movie on the Glory of Indian Army where they watched how soldiers fight to safeguard the lives of people of their country. The students of Class I and II participated in a fancy dress competition on the theme of “Army” and spoke a few lines related to Army men. The students of Class III made a Tricolour with flowers. The students of Class VI onwards participated in a declamation competition on Indian Army and its contribution towards the country. The students were told about the significance and outstanding contribution of the Indian Army.


JeM chief is in ‘protective custody’

From page A ISLAMABAD: A top Pakistani official has confirmed that Jaish-e-Mohammad (JeM) chief Masood Azhar has been placed in “protective custody” while investigation agencies try to verify information provided by India about his alleged links to the Pathankot attack.

Rana Sanaullah, law minister of Punjab province and a top leader of the PML-N party, made the revelation during a television talk show on Thursday night. Authorities have sealed two madrassas linked to the JeM though none of the offices of the banned group have been shuttered, he said.

“Masood Azhar has been taken into protective custody by the counter-terrorism force. This has been done so that if the information (provided by India) on the Pathankot incident is developed by our agencies, then the people connected to the incident can be arrested in that case,” he said. “So we’re holding on to (Azhar) for now, so that we can arrest him if necessary in this case,” he added.

Till now, the foreign ministries of both countries had said there was no information about the arrest or detention of Azhar.

Sanaullah, who has himself been accused of having close links to radical groups in the past, further said authorities had not sealed offices of any organisations or “caught anyone”.

“There were two madrassas — one in Bahawalpur that was being run by the brother of Masood Azhar, the chief of the banned JeM, and another in Sialkot. We have sealed them because of a suspicion of links with the JeM,” he added.

India says the six terrorists who attacked the airbase in Pathankot on January 2, killing seven security personnel, were Pakistanis linked to the JeM.

There were reports of raids in parts of Pakistan’s Punjab as the federal government continued its crackdown on the JeM.

Prime Minister Nawaz Sharif reiterated his vow to fight terrorism in all its forms. He told a gathering of businessmen in Islamabad that if Pakistan did not fight against all forms of terrorism, it could not emerge as a progressive and democratic country.

NIA to conduct Punjab SP’s lie-detector test next week

New Delhi, January 15The anti-terror probe agency NIA has set into motion the legal process to get Punjab Police SP Salwinder Singh’s consent to subject him to a lie-detector test. The agency plans to conduct the test on the officer sometime next week.Sources in the Ministry of Home Affairs (MHA) said that even after several rounds of questioning for five consecutive days and also confronting him with his cook Madan Gopal and caretaker of Dargah Somraj, the officer — who is presently posted as Assistant Commandant with 75th Battalion of the Punjab Armed Police – made changes in his statements.Salwinder Singh, shunted out barely few days before the January 1-2 terror strike as Superintendent of Police (headquarters) of Gurdaspur and facing alleged charges of breach of discipline, has given his in-principle consent for a polygraph test, sources said.Sources said that the NIA, which has been probing the case, will move an application before a designated court here tomorrow seeking permission for conducting a polygraph test on Salwinder.His car was hijacked by terrorists before they entered the Pathankot IAF base on the intervening night of December 31 and January 1.Sources said that bringing the witnesses and accused face to face was necessary because of the “conflicting statements”. While Salwinder had told the Punjab Police he regularly visited the shrine, Somraj claimed that he had seen him for the first time hours before the terrorists launched the attack on the Pathankot facility.

Pakistan authorities have shut down several religious schools run by the Jaish-e-Mohammad that is accused of masterminding the Pathankot attack, the provincial Law Minister said today.

The crackdown in Punjab province, PM Nawaz Sharif’s power base and the headquarters of Jaish-e-Mohammad, follows the arrest of several members of the militant group, including its leader, Maulana Masood Azhar.Pakistan has said it is clamping down on Azhar’s group, which India has long accused Pakistani authorities of tolerating, while it investigates Indian assertions that the January 2 attack on the Pathankot air base was the work of the Pakistan-based militants.”Officials of the Counter-Terrorism Department raided the Jamiatul Nur seminary in the Daska area on Thursday and arrested more than a dozen people,” Rana Sanaullah, Law Minister of the Punjab province where Jaish-e-Mohammad is headquartered, said.”The seminary has been sealed off and documents and literature have been confiscated from the premises,” Sanaullah said.Meanwhile, the Joint Investigation Team set up by Pakistan to probe the Pathankot attack today decided to seek from India the DNA reports and fingerprints of the slain terrorists amid its keenness to expedite the probe, an official said. Pakistan-China economic corridor runs into problems

Oppn expresses reservations over frequent changes being made to route

ISLAMABAD: Pakistan’s much publicised $46 billion economic corridor with China has run into rough weather, with Beijing expressing reservations over the development of the route across parts of Kashmir claimed by India.

The army has backed the civilian government on the ChinaPakistan Economic Corridor (CPEC) project, but opposition parties have expressed reservations over its route and frequent changes being made to it.

There are several legal issues on which the Chinese have expressed reservations, including the development of the route through the Gilgit-Baltistan region because it is seen as disputed territory with India.

Gilgit-Baltistan or the Northern Areas, which has been in dispute since the Partition, is claimed by India. The Chinese have expressed concerns about the legality of any work undertaken across territory that is the subject of an international dispute.

A senior Chinese official told the Pakistani media that “China cannot afford to invest billions of dollars on a road that passes through a disputed territory”.

Opposition parties have threatened protests if Prime Minister Nawaz Sharif’s government ignores smaller provinces in favour of his home province of Punjab for the location of projects.

The Chinese government’s patience has apparently been exhausted and a statement from the Chinese embassy in Islamabad, which broke its silence in an unusual move, shed light on Beijing’s frustration at roadblocks placed by different quarters in Pakistan.

The Chinese embassy asked all quarters to resolve their differences. “China hopes that the relevant parties in Pakistan could strengthen communication and coordination on the CPEC to create favourable conditions for the project,” the embassy said in a statement.

Asked to comment on recent developments linked to the project, the embassy’s spokesperson said, “The CPEC is the consensus reached between China and Pakistan, and has won popular support from the two peoples. The CPEC faces Pakistan as a whole, and will bring development and benefits to the people of Pakistan.”

रक्षा मंत्री मनोहर पर्रिकर ने देश के दुश्मनों को चेतावनी दी है। सोमवार को सेना के एक कार्यक्रम में पर्रिकर ने कहा कि जो भी व्यक्ति या संगठन भारत को दर्द देगा, उसे उसी तरह का दर्द देना चाहिए।
सेना प्रमुख जनरल दलवीर सिंह सुहाग समेत सेना के शीर्ष अधिकारियों एवं अन्य लोगों को संबोधित करते हुए रक्षा मंत्री ने कहा, ‘इतिहास हमें बताता है कि जो लोग आपको नुकसान पहुंचाते हैं, अगर उन्हें यह आभास नहीं होता कि इससे क्या दर्द होता है, तो वह नहीं बदलेंगे। उन्हें उनकी ही भाषा में जवाब देना होगा।’ रक्षा मंत्री ने यह भी कहा कि यह मेरा मत है, इसे सरकार की सोच के तौर पर नहीं लिया जाना चाहिए। पर्रिकर ने बाद में कहा, ‘बुनियादी सिद्धांत यह है कि अगर दर्द देने वाले को इसका अहसास नहीं कराया गया तो वो ऐसा बार-बार करता रहेगा।
