A day after top Hizbul Mujahideen commander Burhan Wani’s death, the Kashmir valley witnessed protests and clashes that left 11 dead when security forces allegedly opened fire. More than 150 persons, including policemen, were injured in the day-long clashes as the security forces struggled to quell protesters in almost all districts. As a precautionary step, the authorities have suspended the Amarnath yatra.(Follow The Tribune on Facebook; and Twitter @thetribunechd)Burhan was killed on Friday in a gunfight in south Kashmir’s Anantnag district along with his two accomplices. The protests broke out immediately after the news of his death.  The separatists in Kashmir have extended the call for strike to July 10 and 11. Among those killed today were Amir Bashir Khan of Verinag, Saqib Manzoor Mir and Yawar Manzoor of Khundroo Achabal, Aijaz Ahmad Thakur of Siligam Ashmuqam, Mohammad Asif Dar of Halpora Kokernag and Showkat Ahmed of Arwani Bijbehara.

“There were incidents of arson and stone-pelting across the Valley. At a couple of places during crowd control, eight persons died,” Additional Director General of Police SM Sahai told mediapersons in Srinagar.  He said at many places the mobs tried to enter establishments of security forces to loot weapons. They attacked BSF posts and vital installations, he said. “A mob looted weapons at the Damhal Hanjipore police station  and opened fire, injuring three policemen. Twenty of our men were taken hostage. Three policemen are missing,” Sahai said, adding that 96 personnel were seriously injured.   “Last night, the Haal (Pulwama) minority camp was attacked. The CRPF men came under fire and some abandoned houses were set on fire,” he said. The ADGP said the militants also carried out an attack on the District Police Lines, Pulwama, which was repulsed. The trouble began late Friday night in Qaimoh area of Kulgam where the security forces allegedly opened fire at a youth protesting the killing of the Hizbul commander. This led to an attack on the BJP office in Kulgam.In Srinagar, curfew was imposed in old areas. Restrictions were imposed in Safakadal, Maharaj Gunj, Khanyar, Nowhatta, Rainawari and Maisuma. Mobile Internet  services and train services were suspended. Nevertheless, clashes and protests broke out in several parts of the city. Tens of thousands of people attended Burhan’s burial in south Kashmir`s Tral today. Forty funeral prayers were held for the slain commander. Appealing to the people not to let their children out on the streets, the Additional DGP said: “This kind of situation  does result in casualties that we have seen today, which is very unfortunate. We would have liked that not to happen.”

 

A Meeting between ESM delegation and Mos Fin,

Consequent to certain back channel initiative,  A Meeting  between ESM delegation and Mos Fin, took place in a very cordial environment  between 0030 and 0115h last night. Despite the late hours past mid night. MOS was instructed by the PMO to discuss the issue and request the veterans to call off the Dharna.

MOS then rang up FM in presence of the delegation members however, he could not be reached. He gave an assurance that he would ring up  the FM again in the morning and accordingly info  Gen Satbir.

He further confirmed to the delegation that  a meeting would take place by Wednesday for an unlimited time to resolve the total details of the issue. As he is  a finance man,  it is hoped that he may be able to  resolve the issue Finally. More as the nod last night seems to have come from. PMO.
Based on this assurance 2 km Marg was vacated and the protesters returned to JM.

ओआरओपी : वित्त मंत्री अरुण जेटली के घर के बाहर धरने पर बैठे पूर्व सैनिक

नई दिल्‍ली: वन रैंक वन पेंशन की मांग को लेकर जंतर मंतर पर बैठे पूर्व सैनिकों ने केन्द्रीय वित्त मंत्री अरुण जेटली के बाहर अपना नया ठिकाना बना लिया है। रविववार सुबह नौ बजे से ही पूर्व सैनिक वित्त मंत्री के घर के बाहर धरने पर बैठ गये हैं।

ये सैनिक जेटली को ही सही तरीके से ओआरओपी लागू नहीं होने के लिये जिम्मेदार ठहरा रहे हैं। इससे कृष्णा मेनन मार्ग का एक ओर का रास्ता बंद हो गया है। वैसे पिछले 216 दिन से दिल्ली के जंतर पर भी ओआऱओपी को लेकर पूर्व सैनिकों का धरना जारी है।

पिछले हफ्ते भी इन सैनिकों ने वित्त मंत्री के अधिकारिक निवास के बाहर धरना दिया था लेकिन भरोसा मिलने पर फिर वहां से उठ गए। लेकिन अब इन्होंने तय किया है कि जब तक सरकार बातचीत के लिये आगे नहीं आती है, ऐसे ही सैकड़ों पूर्व सैनिक सड़क पर बैठे रहेंगे। इस महीने की शुरुआत में पूर्व सैनिक वित्त मंत्री से मिले थे और उन्हें ओआरओपी में हुई विसंगतियों के बारे में बताया था। तब सरकार ने भरोसा दिया था कि इस हफ्ते वो कुछ जबाब देगी।

इंडियन एक्स सर्विसमेन मूवमेंट के चेयरमेन मेजर जनरल सतबीर सिंह ने कहा कि हमने तीन जनवरी को जेटली से मुलाकात की औऱ उन्होंने कहा कि एक हफ्ते के भीतर वो रक्ष मंत्री मनोहर पर्रिकर से बात करेंगे। फिर 9 जनवरी को हमने चिट्ठी लिखी और उनके दफ्तर में बात की लेकिन कोई जवाब नहीं आया। लिहाजा हमलोगों के पास घेराव करने के अलावा कोई और रास्ता नहीं बचा। अब हमने तय कर लिया है जब तक रक्षा मंत्री और वित्त मंत्री आकर हमसे बात नहीं करते तब तक हम यहां से नहीं उठेंगे।

Congress vice-president Rahul Gandhi on Wednesday vent anger at policemen over the detention of army veteran Ram Kishan Grewal’s family members who alleged that they were beaten up and abused by cops at the hospital before being brought to the police station.In a tweet, Delhi Chief Minister Arvind Kejriwal stated that he has spoken to the deceased Army veteran’s son who was manhandled by police.

In a video shot inside the Mandir Marg police station where Rahul was detained after he was denied entry into RML Hospital to meet Grewal’s family, the Congress leader was seen confronting policemen.The 70-year-old ex-serviceman Ram Kishan Grewal from Haryana’s Bhiwani district ended his life yesterday by consuming poison on the lawns behind a government building in Janpath, the central area of the capital.

“Do you not feel ashamed? He is a son of an army veteran, he is his father… and you are arresting them?” a livid Rahul told policemen pointing towards the deceased soldier’s son and father.“What is your name? You think the family of India’s martyr should be arrested? Do you not feel ashamed,” Rahul asked a senior police officer at the police station where he was taken following his detention after he was denied entry into RML Hospital to meet Grewal’s family.(Follow The Tribune on Facebook; and Twitter @thetribunechd)“A martyr’s family is arrested. Posting in Guwahati is “tougher” than serving on the forbidding Siachen Glacier, if one goes by the 7th Central Pay Commission (CPC) recommendations to the government. The CPC has suggested Rs 31,000 per month for officers and Rs 21,000 per month for jawans as allowance to compensate them for the “hardship” faced at Siachen. However, once the pay commission’s new salary slabs come into place, the tough area allowance (TRA), which is about 33% of the basic salary, in civilian services works out to be in excess of Rs 55,000 for IPS and IAS officers and Rs 30,000 for others posted in areas like Guwahati.Demanding “fair play”, the armed forces in a representation to Defence Minister Manohar Parrikar have suggested a new “hardship matrix” to decide allowances. The representation contends that the facts presented before the CPC are erroneous and its 899-page report submitted in November 2015 has inaccuracies while dealing with military salaries, say sources.The armed forces feel Siachen cannot be equal or lower to Guwahati when deciding on the “hardship” factor. On Wednesday, 10 soldiers died after an avalanche struck “Sonam post” at 19,600 feet on Siachen Glacier, burying them alive and wiping out a helipad.A soldier is posted for six months on the glacier with the mission to protect it from the Pakistan army. The induction process involves three months of acclimatisation and a three-week trek to the post with a full load of weapons. Besides the Army, IAF’s 114 Helicopter Unit and Army Aviation are tasked with providing supplies, besides carrying out rescue missions.The armed forces have suggested a “hardship matrix” that grades the hardship on two fronts — nature of job and geographical location.They have suggested that Siachen be placed on the top of the list and those posted should get 65 per cent of their basic pay as “hardship allowance”. This, as per the new salary slabs of the CPC, will be a fair allowance.Antarctica comes second on their list of suggestions, followed by counter-terrorism duties. Fourth on the list are special operations forces in counter-terrorism roles.

Ex-Army Chief General VK Singh tweeted, “My salute to the brave Tambhis who lost their lives in avalanche at Siachen”. Another tweet read, “A salute to the Indian Army for braving out the hostile conditions at Siachen”.
