Vice Admiral Girish Luthra Takes Charge of Southern Naval Command

KOCHI: Vice Admiral Girish Luthra took over charge as the Flag Officer Commanding-in-Chief of the Southern Naval Command from Vice Admiral Sunil Lanba at a ceremonial parade held at the Naval Base on Saturday.

The parade was followed by the traditional ‘Pulling Out’ ceremony in which the outgoing Commander-in-Chief Vice Admiral Sunil Lanba was ceremonially pulled out in a jeep by Flag Officers and Commanding Officers of ships and naval establishments of Kochi.

Vice Admiral Sunil Lanba will assume charge of the Flag Officer Commanding in Chief, Western Naval Command, in  Mumbai on Sunday on the retirement of the present incumbent Vice Admiral S P S Cheema.

Earlier in the day, Vice Admiral Luthra placed wreath at the War Memorial prior to assuming command, as a tribute to the thousands of martyrs who fought for the country. The Flag Officer, a native of Haryana, had reached Kochi on  January 29.

Delivering the farewell address, Vice Admiral Lanba reminded everyone, particularly the personnel under training, that it was incumbent upon them to utilise the top-class training being accorded to them towards becoming excellent professionals in the service of the country. Many senior officers of the Command and their families were present  to view the parade.

 


Pakistan’s inertia on Pathankot irks India

NEW DELHI: India wants Pakistan to at least register a police report and name the persons and group involved in the Pathankot airbase attack almost a month ago. New Delhi has used back channels to supply Islamabad with evidence and the identities of attackers and conspirators but the pace and urgency of the response on the Pakistan side is growing into a major stumbling block for resumption of the bilateral dialogue.

New Delhi has used back channels to supply Islamabad with evidence and the identities of attackers and conspirators but the pace and urgency of the response on the Pakistan side is growing into a major stumbling block for resumption of the bilateral dialogue.

Top government sources said there is evidence to indicate that Pakistan enforcement agencies questioned Jaish-eMohhamad chief Maulana Masood Azhar for a couple of hours on the Pathankot attack and are still keeping a watch over the radical Islamist. Intelligence reports also indicate that some religious seminaries in southern Punjab and Sialkot have been ostensibly sealed with another 20 persons rounded up and questioned by the police for investigation.

Pakistan has neither shared any part of its ongoing investigation nor has it named the persons behind the attack whose identities were shared by Delhi. “Though the front doors of the seminaries have been sealed, intelligence reports show visual proof of these radical Islamic institutions functioning behind the doors with impunity,” said a senior government official.

“We do not know what has come out from interrogation of the 20 detained persons. Not even a zero FIR (which can be registered at any police station on the attack for preliminary investigation) has been registered. How will the Pakistan team come to investigate in India without even registering the case,” the official said.

Communication intercepts and Pakistan phone numbers shared by India with Islamabad indicate that the Pathankot terror group was launched by a senior Jaish operative from Sialkot. The intercepts have also revealed the names of Usman Sarwar of Lahore, Saad Mughal and senior Jaish commander Kashif Jan, both from Karachi and part of the attack.

There is a strong foreboding in the Indian national security establishment that Pakistan will soon ask for a smoking gun from India to start its basic investigations. While New Delhi wants to resume bilateral dialogue after seeing tangible and sincere action by the Nawaz Sharif government against the JeM, there is also recognition of the fact that these same terrorist groups contribute to the coercive power of the Pakistan state.

Punjab Police disagree with J&K guv on Dinanagar probe

ADGP SAYS ‘FACTUALLY INCORRECT’ TO CONCLUDE PROBE MISHANDLED, RESULTING IN PATHANKOT ATTACK

CHANDIGARH: The Punjab Police have dubbed as ‘factually incorrect’ Jammu and Kashmir governor NN Vohra’s assertion that the Pathankot airbase attack could have been averted had the Dinanagar terror strike case been handed over to the National Investigation Agency (NIA).

When terrorists attacked the airbase on January 2 — the second strike within six months in Punjab — it brought under the spotlight the July 27, 2015, terrorist strike. Three Pakistani fidayeen had stormed Dinanagar police station in Gurdaspur district before they were neutralised by Punjab Police after a 12-hour gunbattle. The state government had refused to transfer the investigation to the NIA, taking the plea that the state police had ‘enough professional and technical efficiency’.

On the NIA’s foundation day in Delhi on January 19, Vohra had stated that had the Dinanagar case been given immediately to the NIA, it could have identified the routes of infiltration by now and the Pathankot incident would not have happened.

Additional director general of police (ADGP) Rohit Choudhary, the head of the special investigation team (SIT) on the Dinanagar terror attack, had on January 25 sent a detailed report to Punjab Police chief Suresh Arora, listing a series of mechanical and technical evidences generated to pinpoint the routes through which the Dinanagar attack ultras had sneaked in.

Based on the evidence collected ( corroborated by a team of experts from the National Technical Research Organisation), it was concluded that the Pakistan-based terrorists entered India after crossing the Ravi river near Mastgarh village, Narot Jaimal Singh police station, Pathankot district,” the SIT chief informed the director general of police (DGP), saying that this finding was also communicated to the ministry of home affairs (MHA).

“The SIT identified the route… based on which the state government had recommended strengthening of deployment of the Border Security Force (BSF) at the Bamiyal sector… it would be factually incorrect to conclude that the Dinanagar probe was mishandled, resulting in the Pathankot attack,” reads ADGP Choudhary’s letter, suggesting to the DGP to apprise the J&K governor of the facts.

The ADGP’s seven-page communiqué points out that the Punjab Police also liaised with different security and intelligence agencies such as the Intelligence Bureau (IB), the Central Bureau of Investigation ( CBI), the BSF, the National Technical Research Organisation (NTRO) and the Central Forensic Science Laboratory (CFSL) while carrying out the probe that ‘brought out facts scientifically’.

Regarding the GPS and the NVD (night vision device), the CBI was approached for collecting more evidence from foreign nations, while a special team from the Federal Bureau of Investigation examined the NVD which had a marking ‘US government property’. The report of the army on disposable rocket launcher recovered from the killed ultras had been received.

A detailed scientific analysis and route mapping of the GPS (global positioning system) devices – recovered from the three killed terrorists – established that the terrorists had entered Dinanagar from Pakistan. “This fact has been corroborated by a team of experts from the NTRO,” the SIT head has said. Last year, when the pressure was mounting to hand over the case to the NIA, the Parkash Singh Badal government had told the MHA that the state police were of the view that transferring the case to some other agency, including the NIA, would not only disturb the continuity of the ongoing probe but also ‘jeopardise the sustained and long-term efforts’ required to be done by the state police to ensure the safety and security of the state.


Govt funds Wagah-like ceremony at Tripura border

The Centre has sanctioned funds to conduct a “Beating Retreat” ceremony at the Agartala-Akhaura border with Bangladesh, similar to that at Wagah in Punjab. The money was sanctioned under the ‘Swadesh Darshan scheme’ for building a mini stadium among other things, officials said. The Beating Retreat ceremony is performed at Wagah during the closing of the border every evening.

The proposal was reportedly discussed in a meeting attended by Home Minister Rajnath Singh and NSA Ajit Doval. Israel is considered to have one of the best border protection systems in the world.

Doordarshan will deploy 27 high-definition cameras, two hydraulic cranes and over a 100 personnel to live-telecast the 67th Republic Day celebrations. Fifteen of the said cameras will be placed along Rajpath, seven at the India Gate and five at the Rashtrapati Bhavan. Further, dynamic microphones will be placed on the parade ground to pick up atmospheric sounds like foot movements.

ISIS suspects learnt bomb-making online: Reports

The fourteen men detained by the National Investigation Agency (NIA) for alleged links with the Islamic State learnt bomb-making online, according to officials. Pictures, which detailed bomb-making through the use of easily available explosives, had reportedly been downloaded from numerous extremist websites. Timer devices, hydrogen peroxide and wires were also recovered by NIA investigators.

A day after an NIA team searched his house in connection with the Pathankot air base attack, Punjab Police senior officer Salwinder Singh visited his house located at Chowk Jai Singh area here today.He was brought to his house in tight security by the Border Security Force (BSF). He was seen interacting with some neighbours in the morning, but later he confined himself to his house and did not meet anyone. His visit was kept a secret. The Central forces did not inform even the local police about it. The NIA is probing his alleged role in the recent Pathankot air base terrorist attack.Yesterday, a four-member team of the NIA searched his house for six hours. The team members also questioned his family members during the operation. Separate teams also conducted raids at the residences of his accomplices — jeweller Rajesh Verma and a cook in the Gurdaspur area. Salwinder’s family has not been interacting with anyone ever since the NIA began probe.

Formidable Boost: China to Produce Cutting-Edge Aircraft

The People’s Liberation Army Air Force (PLA) will soon receive a substantial improvement in its aerial combat and transportation capabilities, according to military observers.The fifth-generation J-20 stealth fighter and the Y-20 heavy-lifting transport plane are about to enter the initial production stage, the observers said.

Wang Ya’nan, deputy editor-in-chief of Aerospace Knowledge magazine, said the newest J-20 prototype must be tested to inspect technical changes designers made to it based on test results from earlier prototypes.

“Once the tests are carried out successfully, small-scale production will begin and the PLA Air Force will become the world’s second user of a fifth-generation stealth fighter (following the United States Air Force),” China Daily reported Wang as saying.

He expects that the first of the J-20s will be delivered to the military around 2017.

China carried out the maiden flight of the J-20 in January 2011 and has produced 10 prototypes, including the 2101, since then. Before the 2101, all prototypes were layered with dark-colored paint that experts suggested had stealth capability.

According to a military observer GaoZhuo in Shanghai, the Y-20 is needed badly by the PLA because it lacks “a fast and reliable platform” to project its power overseas.

He said China will soon face a big challenge in Asia-Pacific airspace from the F-22 Raptor and F-35 Lightning II stealth warplanes to be deployed by the US and Japan, and this is why China is developing its advanced aircraft so quickly.


Pathankot terror attack not to influence decision on Adampur airbase

The terror attack on Pathankot airbase will not affect the decision of the Union Government to use the Adampur airbase for civil purposes.Union Minister Vijay Sampla said this while interacting with journalists at Phagwara on Monday afternoon.Sampla said a civil terminal at Adampur airport would benefit industrialists, traders and exporters of Doaba and Himachal Pradesh, besides the NRIs.Sampla said three airlines — Air India, Spice-Jet and Indigo — have given their consent to provide their services from the Adampur airport.Replying to a question about the demand of Punjab Chief Minister Parkash Singh Badal to depute additional forces of the BSF in the state, Sampla said the Central Government will provide all possible requirements for national security.Sampla also described the AAP in Punjab as a leaderless party.When asked whether the SAD and BJP will contest the next assembly elections together, he said the alliance is based on principles and no deviation is possible.He also assured the early completion of six-laning of the national highways and said a meeting of the officials concerned would soon be held in this regard.Among other announcements, Sampla said parcel booking would soon be restored at Phagwara railway station as the parcel room would be revived by the end of this month.The minister also decided to stay for at least a night in a village every month to hear of public problems.He stayed at village Panchhat in Phagwara sub-division last night to interact with the villagers.

Security up around Army cantonment areas

In the aftermath of the terror attack at the Pathankot air base, security has been beefed up around cantonment areas and other defence establishments in the city.Armed jawans could be seen patrolling around periphery areas while vehicles with heavily armed persons mounted on it found guarding the entrance gates of the cantonment area.Security agencies have been on a high alert in border districts in the wake of the terrorist attack in which six armed ultras of the Pakistan-based terror organisation ‘Jaish-e-Mohammad’ were gunned down Indian soldiers.With rumours of more terrorists on the prowl, security agencies have not been taking any risk. The recent upgrade of the security cover around the Army cantonment and other sensitive defence installations is being seen as a step in this regard.Security at the Sri Guru Ram Dass Jee international Airport has also been enhanced with the deployment of a huge number of jawans of the CISF, the Punjab Police and other security agencies.
