Dear Mr Parrikar,
Have a great and more productive as well as constructive 2017 dotted with more rational and sane decisions unlike 2016!
I watched your entire interview on NEWS X channel last night (30 Dec, 2016). As an ordinary citizen and member of institution of military with basic knowledge of national, international and specific issues related to Military, I submit my considered opinion for your kind perusal.
But before enunciating my views may I compliment you as the first politician to have questioned our misplaced and professionally insane option of NO FIRST USE( NFU) policy in vogue with respect to use of nuclear weapons. My only regret is that you stopped few steps short of clearly defining the nuclear postulates of our country. Pseudo intellectuals of our great nation have masked the thinking of decision makers in that respect ever since 1974. These pseudos have confined themselves to USA/USSR terminology viz Mutually Assured Destruction, Flexible Response etc and have not graduated to coining a term applicable in our scenario. NFU policy adoption is indicative of a reactive mindset obsessed with protective philosophy viz THE SHIELD. A nation like ours with hostile neighbours must adopt the pro-active philosophy viz THE SWORD. Incidentally Vidur in Mahabharata and Chanakya much later have stated something similar. Since the pseudos of our nation have failed to come up with a suitable term in past 42 years, I will risk suggesting a term applicable in our scenario wrt employment of nuclear weapons. The term is THREAT BASED FIRST USE (TBFU) option. Do consider my suggestion.
Let me narrate an event from recent pages of history wherein the only super power USA changed her decision based on recommendations from an ordinary but rational thinking citizen. USA carried out its 823rd nuclear test in 1992. One of USA’s premier nuclear establishment The Larry Livermoore Establishment in California producing Hydrogen Bomb warheads was on the brink of closure because of nuclear détente and huge maintenance cost running into millions of dollar every year. Senate committee was scheduled to take the decision in this regard based entirely on the recommendation of pseudo intellectuals. However all that changed overnight after an ordinary young scientist submitted his paper supporting continuance of the facility. Rest is history. Larry Livermoore Establishment lives on.
Let me revert to issues;
 
Appointment of CDS
You informed the nation that a presentation will be made to PM in January, 2017. You further added that we will have a CDS in 2017. Great going indeed! But please consider the following:-
As of now CDS will retire at 62 years after a two year tenure and will be a four star officer. Should you insist on appointing a CDS with these QRs, be prepared for more problems than solutions.
If you are seriously considering appointing a CDS and creating yet another monolith, please ensure that:-
·         Firstly, the CDS is a FIVE STAR OFFICER,
·          Secondly, his retirement age would be 64/65 years for TWO/THREE YEAR TENURE, WHICHEVER IS LATER. This would enable you to appoint a CDS, a former Service Chief, who retired at 62.
·         Thirdly, in addition to being the so called ‘SINGLE POINT CONTACT’ major responsibility of CDS would be heading the Defence Procurement Board, the executive body that looks after and decides procurement. Current arrangement of Defence Secretary heading the DPB is an eminently unsuitable OPTION.
My personal views are that we do not (r) not require a CDS. But should we insist on committing professional hara-kiri and aping, we must alter the QRs as suggested.
Appointment of Gen Suhag’s Successor
At the outset may I state that in the capacity of ‘Government of the Day’, collective decision of the government to appoint Bipin Rawat as the next CoAS ahead of his two seniors is totally and absolutely correct and rational. Super session in any domain, military in particular, is a norm rather than an exception. Nobody has a right to question this decision. Notwithstanding the fact that your political bed-fellows attempted to corner you, primarily because they had no other issue to confront you. What must have surprised you most ( it surprised me)  would have been the comments of post-event specialists in uniform enunciating that by superseding two Lt Gens, the government has sullied the institution of the Army. Comments of post-event specialists must be ignored as should be the contents of ANONYMOUS LETTERS, which should be consigned to waste paper basket.
Where you messed up completely was your attempt to defend your rational action. There was no need to do that. To state that “ Bipin Rawat has been appointed as the next CoAS ahead of Praveen Bakshi and Mohammad Hariz because he (Rawat) has more experience in valley, north-east and counter insurgency operations is blasphemy. You do not appoint Army Chief based on such inconsequential factors. Are you trying to convey that if the war were to be fought in desert terrain, you will appoint a new CoAS, who is from Mechanised/Armoured background? The hollow defence of Bipin Rawat’s appointment only helped in fuelling the controversy. Your stand should have been simple; we as the government of the day have selected the most competent from a group of otherwise competent officers. Period!
Undesirable and irrelevant discourse by all and sundry, including our media suffering from incurable disease of SENSATIONALITIS, went to town, thereby lowering the status of new incumbent for no fault of his. Retired military officers, unfortunately, too joined the chorus against supersession. Sad commentary on our professional maturity indeed!
Let me risk forecasting adverse psychological impact of all this unsavory activity, which was ignited not only by supersession but inordinate delay in announcing the name of new incumbents. On that count you have failed as Raksha Mantri. Names of new incumbents ought to have been announced latest by October, 2016. Failure to make timely announcement has given free hand to pseudos. Your ministers have repeatedly emphasized that Bipin Rawat has been appointed as the next CoAS because of his vast experience in CI ops and so on. Across the border too this message has travelled. Knowing the Pakistani psyche in great depth, Mr Minister be prepared for a major terrorist action in the valley within days of Bipin Rawat assuming the office. It would be Pakistan’s way of challenging your decision and his expertise. I have no intelligence reports at my disposal sitting near Shimla enjoying the lovely sun leaving you to enjoy the ‘grey’ winters of Delhi. No wonder then that the ‘grey’ windows of Delhiites are so wide!
May I remind the post event specialist in uniform to merely look at Pakistan. Current CoAS also superseded two generals but there have not been any write-ups of the kind we had. In fact as per a report in media the new Pak CoAS called his seniors and requested them to continue. Bipin Rawat are you listening?
By the way, Mr Minister can we think out of box? Why not empower the outgoing Service Chief to recommend name of his successor as is done in case of Chief Justice of India.
Air Chief Marshal SP Tyagi’s Arrest
It would be stating the obvious that decision to arrest  ACM SP Tyagi could not have been taken by the CBI headed by a ‘part-time’ new incumbent without the express knowledge and permission from Mr Modi and yourself, may be few others. I wrote to you after hearing your rather insipid speech in Lok Sabha on 4th May, 2016, wherein you addressed a former Service Chief as ‘CHOTE AADMI’. I wonder if your staff placed it in front of you. If not, read it now along with this letter. May I ask you as to what is your defence of your most irrational and profligate action of ordering the arrest of ACM SP Tyagi. He was always available for questioning on numerous occasions, whenever called by the CBI. Mr Parrikkar you have knowingly sullied the institution of Service Chief. I am absolutely certain that you have been apprised of the comments made by the judge while granting bail to ACM SP Tyagi regarding the IMMEASURABLE INCOMPETENCE OF THE CAGED PARROT, THE CBI in failing to produce any substantive evidence as yet. Need I repeat those words. I consider it below my professional and moral dignity. Should you not consider to offer an apology, not to ACM SP Tyagi, but the entire nation that indeed you made a gross error of judgment in ordering arrest at this stage. It should have been left to judiciary. Persons with high moral values do not attack ‘soft targets’. Political expediency will not allow you to lay your hands on connected bureaucrats and politicians.
Your indiscretion has resulted in irreparable damage to the image of Indian Military. Without further elaboration I will merely quote one example. Mr Bharat Karnad (you ought to have heard his name, may be met him) in his post in public domain has said the following in his article titled “ Misplaced Loyalties and Weeding out Corrupt in the Military” dated 16thDecember, 2016:-
“After all, armed forces personnel who can feather their own nests by facilitating the purchase of this or that piece of military hardware, perhaps, pre-chosen by the politician cabals of the day, can just as easily sell India’s war plans, force disposition schemes, and anything else that is deemed of value to India’s enemies.These persons in uniform have an unseen label of “purchasable” hung around their necks and, hence, are the biggest threats to national security. Time has come for a deep weeding out of the corrupt from the military’s highest leadership echelons.”
 
As Raksha Mantri does it not strike to you that by terming institution of Military as ‘PURCHASABLE’, the author has committed professional sacrilege? Would you still like him to continue as the head of supposedly a premier ‘Think-Tank’? Any person with such views, specially when occupying position of eminence needs to be sacked immediately.
It actually saddens me and surprises me that a team led by Mr Modi, which has performed so admirably in all spheres, could have committed this act of sheer profligacy and immaturity?
Mr Minister, wise are those, who can retrace their steps and do not resort to unbridled defence of the indefensible.
Let the courts decide the truth based on evidence produced (not fabricated) by the ‘caged parrot’. But until that happens, may I request you to honour the institution of Service Chief.

Gen Rawat, Air Chief Marshal Dhanoa take over

General Bipin Rawat today took over as Chief of Army Staff and Air Chief Marshal BS Dhanoa as Chief of the Indian Air Force. They succeed General Dalbir Singh Suhag and Air Chief Marshal Arup Raha, respectively. Separate ceremonies were held on the South Block lawns and at the Air Headquarters.Lt Gen Praveen Bakshi, who was superseded by his junior General Rawat, said he would continue to lead the Eastern Command with “full professional sincerity”. Addressing all ranks through video-conferencing from his office at Fort William, Kolkata, he said: “I convey my best wishes and full support of the Eastern Command to Gen Bipin Rawat.”He requested that “speculation and trolling should stop and everyone should focus on contributing their best to the betterment of the Army and the nation”.In New Delhi, Gen Dalbir Singh, after inspecting a guard of honour, said: “I strongly believe that actions must speak louder than words. The day I took over, I had said that our response to any action will be more than adequate, immediate and intense.”Air Chief Marshal Dhanoa, the 25th IAF Chief, in his address to the air warriors, stressed on training and equipping the IAF to deter unconventional threats.Commissioned into the IAF’s fighter stream in 1978, Dhanoa, who has flown various types of fighter aircraft and is a qualified flying instructor, commanded a fighter squadron during the Kargil operations.Meanwhile, Air Marshal SB Deo, who was heading the vital Delhi-headquartered Western Air Command (WAC), has been appointed Vice-Chief of the IAF. Air Marshal C Hari Kumar, who was heading IAF’s Shillong-based Eastern Command, has been moved to the WAC.Lt Gen Sharat Chand, South-Western Army Commander, may be appointed Vice-Chief, say sources.

Gen Bakshi not to resign, extends ‘full support’ to new army chief

NEW DELHI: Eastern Army commander Lieutenant General Praveen Bakshi on Saturday extended his “best wishes and full support” to new army chief General Bipin Rawat, ending speculation that he may resign rather than serve under a junior officer.

Rawat took over as army chief from General Dalbir Singh on Saturday, while Air Chief Marshal BS Dhanoa replaced Arup Raha as the IAF chief. In appointing Rawat as the army chief, the government had ignored the seniority principle and claims of Lieutenant Generals Bakshi and PM Hariz to the top position

In an exclusive interview carried in HT on Friday, Rawat said he expected “support and cooperation” from the two generals. “They have been cooperating all along, and I think they have been most supportive thus far. I expect the same in the future,” the new army chief said, adding that the generals were good friends and he had a lot of respect for them.

Commissioned into the 5/11 Gorkha Rifles, Rawat had won the Sword of Honour when he graduated from the Indian Military Academy.

Bakshi and Hariz were commissioned in December 1977 and June 1978, while Rawat joined the army in December 1978. However, Rawat’s experience in Kashmir and the Northeast tipped the scales in his favour.

Bakshi told officers under his command over video conference that he would continue to serve the army with “full professional sincerity”. “I convey my best wishes and full support of the Eastern Command to General Bipin Rawat, on having taken over as the chief of army staff,” he said. Bakshi also congratulated Rawat on his appointment over the phone.

An Eastern Command spokesperson said the new army chief has requested that speculation and trolling on media and Internet platforms must end, and “everybody should focus on contributing their best for the betterment of the army and the nation”.

Dhanoa, who was commissioned into the IAF as a fighter pilot in June 1978, has clocked more than 3,000 flying hours and has an immaculate safety record.

IAF transported 610 tonnes of cash post-demonetisation: IAF chief Raha

The Indian Air Force transported 610 tonnes of new currency notes after the November 8 demonetisation, IAF chief Air Chief Marshal Arup Raha said on Wednesday.

So far, IAF aircraft, including C-130s and C-17s, have carried out 35 sorties to transport the cash from four mints across the country, Raha said at his farewell press conference here.

The air force chief, who is set to retire on December 31, said IAF personnel are also assisting at one of the mints in printing new currency.

“We have also helped the government run at least one of its mints round the clock with the help of our people,” he said.

“It is a huge initiative of the central government. There has been a lot of hardships for the people…” Raha said.

Raha defended roping in of the IAF, saying he thinks it is “perfectly alright in terms of serving the nation, the people, to overcome the difficulties that they are facing”.

Prime Minister Narendra Modi announced demonetisation of old Rs 500 and Rs 1,000 currency notes, which made up around 86 per cent of the total currency in circulation.

Two soldiers of the Army’s counter-insurgency battalion were injured in a brief gunfight in north Kashmir’s Bandipora district this morning.The gunfight erupted this morning when joint teams of the Special Operations Group of the J&K Police and 13 Rashtriya Rifles Battalion cordoned off Gulshan Mohalla Shahgund at Hajin, over 30 km from Srinagar, after an input about the presence of two or three foreign militants.“As the cordon was being laid, the militants opened indiscriminate firing, injuring two Army jawans,” a police officer said. “The injured soldiers were shifted to the Army’s Srinagar base hospital, where the condition of one of them is stated to be critical.”Police sources said the forces retaliated, triggering a brief gunfight. The militants, however, managed to escape from the area. The forces later carried out searches in the area, but could not trace the militants.The sources said it was the same group of militants that had recently managed to escape from a neighbouring village in the area.This year the security forces have suffered heavy casualties. Government figures say 87 security personnel were killed in J&K, the highest since 2008. These men have been killed in militant ambushes, ceasefire violations, counter-infiltration and Border Action Team operations of the Pakistan army on the Line of Control.

Intrusion bid in Poonch, soldier wounded

  • Poonch: One soldier was injured as the Army foiled an infiltration bid in the Gulpur sector of Poonch district, when three to five heavily armed terrorists tried to sneak into the state from across the border on Thursday morning. The soldier was injured in the firing by Pakistani troops, who targeted Indian forward positions to facilitate the infiltrators. “The Army soldier injured in the firing has been identified as NK Suryakant Patil of 15 Maratha Light Infantry. He has been airlifted to Command Hospital, Udhampur,” said a defence source. — OC

INS Visakhapatnam:- India’s Most Powerful Stealth Guided Missile P15B Destroyer

The Visakhapatnam class (Project 15B) is a class of stealth guided missile destroyers currently being built for the Indian Navy. Based on the Kolkata-class design, the Visakhapatnam class will be an extensively improved version.

Ordered in 2011, the first ship is expected to be completed in 2018.Project 15B destroyers will feature enhanced stealth characteristics as well as incorporate state of the art weaponry and sensors including the long range Barak 8 surface-to-air missile.

INS Visakhapatnam is the lead ship of the Visakhapatnam-class stealth guided-missile destroyers of the Indian Navy. She has been constructed at Mazagon Dock Limited (MDL), and has been launched on 20 April 2015. The ship is expected to get commissioned by 2018.

INS Visakhapatnam Destroyer Design

INS Visakhapatnam will be propelled by four gas turbines — to achieve a speed of over 30 knots – and will have a supersonic surface-to-surface missile system. Central to INS Visakhapatnam is its network-centric layout.  The destroyer is equipped with a Ship Data Network, an Automatic Power Management System and a Combat Management System.  That means, all information critical for the operation of the warship — during all manoeuvres — is available to key officers through a data information highway.

The Warship has the length of 163m and beam length of 17.4 m with the draft of 6.5m.It can cruise in the oceans wih the speed of 30 knots (56km/h).INS Visakhapatnam has estimated crew capacity of 300 (50 officers and 250 Sailors) and has range of 4000 nautical miles (7400 km) at 14knots (16 mph).

Sensors and Radars

INS Visakhapatnam is equipped with IAI EL/M-2248 MF-STAR ,a multifuntion active electronically scanned array naval radar system developed by IAI Elta for maritime installation on warships. It is capable of tracking both air and surface targets and providing fire control guidance.MF-STAR is an acronym of Multi-Function Surveillance, Track And Guidance Radar.

Apart form this An AESA (Active Electronically Scanned Array) a phased array radar is also inducted in this destroyers.For search operations Thales made LW-08 D-band air search radar is there.The destroyer is also equipped with BEL HUMSA-NG bow sonar and BEL Nagin active towed array sonar .

Electronic Warfare & Decoys

The electronics Warfare & decoys kit includes Deseaver MK II Counter-measures system and defensive aids suite made by Elbit system–  an Israel-based international defence electronics company engaged in a wide range of programs throughout the world.It operates in in the areas of aerospace, land and naval systems, command, control, communications, computers, intelligence surveillance and reconnaissance.

Aircrafts Carried

The aviation facilities include flight deck which can carry 2 x Westland Sea King or Hal Dhruv helicopters.It also includes Dual Enclosed hangar for a combination of 2 Westland Sea King, Chetak or HAL Dhruv helicopters.

INS Visakhapatnam Armaments

The destroyer is equipped with 4 × 8-cell VLS (Vertical Launching System) type Anti-air missiles and a total of 32 Barak 8 missiles (Range: 0.5 km (0.31 mi) to 100 km (62 mi).It also incorporated with 2 × 8-cell UVLM for 16 BrahMos anti-ship and land-attack missiles.

INS Visakhapatnam is armed with 1 × 127 mm gun Oto Melara SRGM and 4 × AK-630 CIWS (Close in Weapon System).The Anti-Submarine Wardare includes 4 x 533 mm Topedo tubes and 2 x RBU-6000 anti-submarine rocket launchers.

The Visakhapatnam’s crew of 325 officers and sailors, include an air complement that operates the ship’s two helicopters. The destroyer carries 1,000 tonnes of fuel, which allows it to patrol the oceans for 8,000 nautical miles (15,000 km; 9,200 miles) at 18 knots (33 km/h; 21 mph). For entering an area that has undergone a nuclear, chemical or biological (NBC) strike, the Visakhapatnam has a “total atmosphere control system”, which cleans the air through a filter system.


SUPERSEDED GENERAL BAKSHI GOES ON LEAVE

NEW DELHI: Eastern army commander Lieutenant General Praveen Bakshi, who was overlooked for the position of army chief, proceeded on leave on Tuesday, sources said.

The duration of his leave wasn’t immediately known but the sources said he could have gone on “long leave”. Army officials in Delhi said Bakshi could have gone on pre-scheduled leave but the timing has raised a few eyebrows as the next army chief-designate Lieutenant General Bipin Rawat will take over on December 31.Bakshi met defence minister Manohar Parrikar on December 17, four days after Rawat was named next army chief. The development comes at a time when speculation is building up in military circles that Bakshi could opt for pre-mature retirement, choosing not to serve under a junior.

Army to relax age rule for Major Lathar’s widow

Widow of Major Sanjeev Lathar from Bhiwani, who was killed in the Army helicopter crash at Sukna military base in West Bengal on November 30, would be given special relaxation in the age limit to join the Army.Defence Minister Manohar Parrikar gave this assurance to Rohtak MP Deepender Hooda when the latter called on him in New Delhi yesterday to submit his charter of demands.The MP also sought martyr status and Shaurya Chakra for Major Lathar, speedy execution of projects like the National Defence University in Gurugram and Sainik School in Jhajjar’s Matanhail village.“The Defence Minister has accepted the demand for special relaxation to Major Lathar’s wife in the age limit for joining the Army. Parrikar assured me to consider other demands sympathetically,” said Deepender.He added that he reiterated his demand of martyr status for all 29 persons on board the missing AN-32 aircraft of the Air Force which disappeared after taking off for Port Blair from Chennai on July 22.The MP demanded that Army recruitment should be done on the basis of national merit instead of population of the state concerned.“The youth of Haryana are not getting adequate chance in the Army due to the state population formula. Recruitment should be done on the basis of national merit by scrapping the population formula,” he said.Meanwhile, talking to mediapersons in Bahadurgarh today, he accused the BJP government of playing vendetta politics with the intention of maligning the image of former Chief Minister Bhupinder Singh Hooda.Commenting on the transfer of the AJL plot case to the CBI, the MP said the BJP government was frightened by the growing popularity of Bhupinder Singh Hooda.“The government did nothing except playing vendetta politics and shifting the officers during past two years,” he claimed.

A Major of the Indian Army, Dhushyant Bishnoi, who is posted in Srinagar, has lodged a complaint with Deputy Commissioner Ravi Bhagat against Sacred Heart Convent School, Sarabha Nagar, for denying admission to his daughter on the grounds that her father was not present in the school during the time of admission.Bishnoi said he was called for duty and could not attend the interview.  His wife accompanied their daughter for the interview. But his daughter was denied admission. Bishnoi stated when he came back, he asked the school authorities about the reason for denying his daughter admission to the school. Bishnoi said the school authorities told him that his daughter was denied admission as he was not accompanying her on the date of interview.Meanwhile, Education Minister Daljeet Singh Cheema stated that he had received the complaint lodged by the Major.“It is very unfortunate that the daughter of the Amry officer, who served the country, was denied admission merely because her father was protecting our borders,” said Cheema.He said he took the up the matter with the school authorities and spoke to the officer.Cheema said the school authorities had assured that the Army Major’s child would be admitted to one of their branches in BRS Nagar.

New Delhi, December 9 –Former Air Force chief SP Tyagi, his cousin Sanjiv ‘Julie’ Tyagi and a Delhi-based lawyer Gautam Khaitan were on Friday arrested by the CBI in the Agustawestland chopper deal case.Sources said they will be produced in court on Saturday.This is the first time a former service chief has been arrested.  The Rs 3600-crore deal to supply 12 VVIP helicopters from Agustawestland came under the scanner after Italian authorities claimed that the company paid bribes.Tyagi has been accused of influencing the deal in favour of Agustawestland during his tenure as the IAF chief. He has repeatedly denied the allegations.

In March 2013, the CBI had registered a case in the deal. Based on the CBI complaint, ED officials had booked Air Marshal Tyagi and some members of his family. And in July 2014, the Enforcement Directorate registered a case under the Prevention of Money Laundering Act against Tyagi and 20 others in the Rs 3,600-crore deal.
