Indian MoD looks to close deal for 100 modified K-9 self-propelled howitzers

India’s Ministry of Defence (MoD) began price negotiations with Indian private-sector company Larsen & Toubro (L&T) in late December 2015 for 100 modified South Korean self-propelled howitzers (SPHs) for around USD800 million.

Military sources said the K-9 Vajra (Thunderbolt), which is an L&T-modified version of Samsung Techwin’s K-9 155 mm/52-calibre tracked SPH produced under a collaborative agreement, was shortlisted for acquisition in late September 2015 following extended field trials that were concluded in early 2014.

In these the K-9 – which is in service with the armies of South Korea, Poland, and Turkey – bested an adaptation of Russia’s MSTA-S 152 mm SPH that had been modified with a 155 mm/52-calibre gun.

Industry sources said the K-9 SPH, which is being procured for the Indian Army under the ‘Buy Global’ category of the Defence Procurement Procedure (DPP), would be built at L&T’s Telegaon plant near Pune in western India.

MoD officials said this DPP classification sanctions domestic companies to enter into tie-ups with original equipment manufacturers (OEMs) to offer co-operatively developed equipment and platforms to the Indian military.

It is likely that the L&T-built K-9 will contain 50% indigenous content, as this would help it bypass a mandatory 30% offset investment into the domestic defence, internal security, and civil aviation sectors.

Industry sources said the SPH deal is likely to be signed during the upcoming financial year, beginning on 1 April, and includes an option for an additional 50 K-9 systems.

“The SPH procurement is long overdue and would plug a major operational gap in the army’s depreciated artillery profile,” said military analyst Major General Sheru Thapliyal (retd). Once inducted, the K-9 systems would provide the army with a high level of battlefield flexibility, the former artillery officer added.

Constructed of all-welded steel armour capable of withstanding 14.5 mm armour-piercing rounds and 152 mm shell splinters, the K-9’s design incorporates an automatic fire control and loading system, a modular azimuth position system (MAPS), and a powered gun elevation and turret traverse system.

Clarifying on the operation to flush out terrorists at the Pathankot Air Force station, Army Chief Dalbir Singh Suhag on Wednesday said local commanders had complete liberty in planning and execution, and that the counter-offensive was carried out under Western Army Commander Lt Gen KJ Singh.General Suhag addressed a press conference in New Delhi and his statement assumes significance in view of the fact that retired Army officers had been questioning as to why the operation was “micro-managed” from Delhi, and who was in command during the January 2 terror attack.And also, why the Army, the last resort of the nation, was put under the command of the National Security Guard, a force governed by the Ministry of Home Affairs?“As far as the Army is concerned, it was not under anybody’s command. It was under the Western Army Commander who was monitoring and controlling the operations on my behalf,” said General Suhag.The Army Chief also said “there was no lack of coordination, and there was complete synergy”. One of the focus areas was to ensure the safety of assets (planes and helicopters at the IAF base) and families at the attack site, for which a strong cordon had to be established, he said.General Suhag also defended the government’s move to send in the NSG: “Instead of moving the NSG later, it was wise to take preemptive action to send the elite unit in advance. The NSG is ideally trained to tackle hostage situations.”Asked whether the Army was ready for covert operations in Pakistan, General Suhag said, “The Army is fully prepared and ready to respond to any threats and challenges.” He said National Security Adviser Ajit Doval had convened a meeting on January 1. “We alerted the forces in that area, quick reaction teams were formed and columns readied,” he added.

पठानकोट हमले के बाद पाकिस्तान के साथ विदेश सचिव स्तरीय बातचीत टलने की आशंका के बीच गृहमंत्री राजनाथ सिंह ने पाकिस्तान को कुछ और समय देने के संकेत दिये हैं। राजनाथ ने मंगलवार को कहा कि पाकिस्तान पर इतनी जल्दी अविश्वास करने की कोई वजह नहीं है। गृहमंत्री ने पठानकोट हमले की जांच पर कहा, ‘पाकिस्तान सरकार ने प्रभावी कार्रवाई करने का आश्वासन दिया है। मेरा मानना है कि हमें इंतजार करना चाहिए।’
15 जनवरी को इस्लामाबाद में दोनों देशों के विदेश सचिव स्तरीय बातचीत प्रस्तावित है। भारत पाकिस्तान के रुख के बाद अगले एक-दो दिन में इस पर अपनी स्थिति साफ कर सकता है।

अमेरिका ने बनाया पाक पर दबाव

सांसदों के विरोध के कारण एफ-16 जेट डील रोकी

पठानकोट वायुसेना स्टेशन पर हुए हमले को लेकर अमेरिका ने पाकिस्तान पर दबाव बढ़ा दिया है। इसके तहत अमेरिकी कांग्रेस ने पाकिस्तान को आठ एफ-16 जेट बेचने की योजना को फिलहाल टाल दिया है। इस संबंध में पाकिस्तान के अखबार डॉन ने मंगलवार को कांग्रेस और राजनयिक सूत्रों के हवाले से खबर छापी है। पाकिस्तान को अमेरिका द्वारा एफ-16 लडाकू विमान देने को लेकर चिंता व्यक्त की जा रही थी।
अमेरिकी सांसदों ने नोटिस के जरिये इस मामले में सफाई और जानकारी देने की मांग की थी। उन्होंने पाकिस्तान को एयरक्राफ्ट देने में जल्दबाजी नहीं दिखाने को भी कहा। डॉन की खबर के मुताबिक, ओबामा प्रशासन को भी सीनेट की तरफ से पाकिस्तान के साथ होने वाली इस डील को रोकने का नोटिस मिला था। डॉन की रिपोर्ट में कहा गया है, हालांकि पाकिस्तान के साथ एफ-16 की डील में केवल देरी की गयी है। यदि ओबामा प्रशासन इस डील पर आगे बढ़ता है, तो कोई अड़चन का आशंका नहीं है। अमेरिकी सांसद पठानकोट में आतंकी हमले को लेकर ओबामा प्रशासन पर हमलावर दिख रहे थे।

घायल जवान की हादसे में मौत
आजमगढ़ (एजेंसी) : पठानकोट हमले में घायल हुए सेना के एक जवान की मंगलवार को सड़क हादसे में मौत हो गयी। हादसा उत्तरप्रदेश के आजमगढ़ में हुआ। पुलिस अधीक्षक अशोक वर्मा ने बताया कि जवान आरके मिश्र को उनके परिजन आजमगढ़ स्थित अपने गांव बद्दोपुर ला रहे थे। रास्ते में उनकी जीप एक टैंकर से टकरा गयी। टक्कर इतनी तेज थी कि जीप के परखचे उड़ गये। जवान आरके मिश्र और उनके रिश्तेदार यशवंत की मौके पर ही मौत हो गयी। हादसे में 4 अन्य लोग भी घायल हुए हैं।

सलविंदर से दिनभर हुई पूछताछ, आज भी होगी
नयी दिल्ली (एजेंसी) : पठानकोट एयरबेस पर आतंकवादी हमले के मामले में संदेह के दायरे में आए गुरदासपुर के पुलिस अधीक्षक सलविंदर सिंह से राष्ट्रीय जांच एजेंसी (एनआईए) ने मंगलवार को लगातार दूसरे दिन भी पूछताछ की। उनसे कल भी पूछताछ की जा सकती है। गृह मंत्रालय के प्रवक्ता ने बताया कि सिंह से दिनभर पूछताछ की गयी। जांच एजेंसी उनके बयानों की सच्चाई का पता लगाने में जुटी है और उनसे कल भी पूछताछ किये जाने की संभावना है। उनके रसोइये और मित्र को भी जांच एजेंसी जल्द ही पूछताछ के लिए बुलाने वाली है।

बीएसएफ का एक और जवान गिरफ्तार
मोहाली (निस) : मोहाली पुलिस ने तस्करी में मदद के आरोप में तरनतारन जिले के गांव नशहरा ढाला से बीएसएफ के हवलदार प्रेम सिंह को गिरफ्तार कर रिमांड पर लिया है। इससे पहले पुलिस ने पािकस्तानी  सिम और हथियारों के साथ कुछ तस्करों के दबोचा था। उनसे पूछताछ के आधार पर बीएसएफ के कांस्टेबल अनिल को गिरफ्तार किया गया था। एसएसपी मोहाली गुरप्रीत भुल्लर ने बताया कि पहले गिरफ्तार किये गये आरोपी गुरजंट ने माना कि अगस्त 2014 से नवंबर 2014 के बीच पाकिस्तान से हेरोइन और असला लाया गया था। फाजिल्का बॉर्डर पर तैनात प्रेम सिंह इसमें मदद की थी।

ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਰਾਜਨਾਥ ਸਿੰਘ ਨੇ ਅੱਜ ਕਿਹਾ ਹੈ ਕਿ ਪਠਾਨਕੋਟ ਅਤਿਵਾਦੀ ਹਮਲੇ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਵਾਲਿਆਂ ਬਾਰੇ ਦਿੱਤੀਆਂ ਗੲੀਆਂ ਸੂਚਨਾਵਾਂ ’ਤੇ ਅਸਰਦਾਰ ਕਾਰਵਾੲੀ ਕਰਨ ਦੇ ਪਾਕਿਸਤਾਨ ਦੇ ਭਰੋਸੇ ’ਤੇ ਸ਼ੱਕ ਕਰਨ ਦਾ ਕੋੲੀ ਕਾਰਨ ਨਹੀਂ ਹੈ। ਦੂਜੇ ਪਾਸੇ ਹਮਲੇ ਦੀ ਜਾਂਚ ਕਰ ਰਹੀ ਕੌਮੀ ਜਾਂਚ ਏਜੰਸੀ (ਐਨਆੲੀਏ) ਨੇ ਅੱਜ ਜੰਮੂ ਖੇਤਰ ਦੇ ਕਠੂਆ ਤੇ ਸਾਂਬਾ ਜ਼ਿਲ੍ਹਿਆਂ ਦਾ ਦੌਰਾ ਕੀਤਾ, ਜਿਥੇ ਪਿਛਲੇ ਸਾਲ ਫੌਜ ਤੇ ਪੁਲੀਸ ਦੇ ਟਿਕਾਣਿਆਂ ’ਤੇ ਅਤਿਵਾਦੀ ਹਮਲੇ ਹੋਏ ਸਨ।
ਅੱਜ ਗ੍ਰੇਟਰ ਨੋਇਡਾ ਵਿੱਚ ਇਕ ਸਮਾਗਮ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਏ ਸ੍ਰੀ ਰਾਜਨਾਥ ਸਿੰਘ ਨੇ ਕਿਹਾ,‘ ਪਾਕਿਸਤਾਨ ਸਰਕਾਰ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ੳੁਹ ਅਸਰਦਾਰ ਕਾਰਵਾੲੀ ਕਰੇਗੀ ਅਤੇ ਮੈਂ ਸੋਚਦਾ ਹਾਂ ਕਿ ਸਾਨੂੰ ੳੁਡੀਕ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ ਕਿਉਂਕਿ ਪਾਕਿਸਤਾਨ ਨੇ ਭਾਰਤ ਨੂੰ ਭਰੋਸਾ ਦਿੱਤਾ ਹੈ ਇਸ ਲੲੀ ੳੁਸ ’ਤੇ ਐਨੀ ਛੇਤੀ ਬੇਭਰੋਸਗੀ ਕਰਨ ਦਾ ਕੋੲੀ ਕਾਰਨ ਨਹੀਂ ਹੋਣਾ ਚਾਹੀਦਾ।’ ਅਤਿਵਾਦੀ ਹਮਲੇ ਬਾਅਦ ਭਾਰਤ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ੳੁਸ ਨੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਅਤਿਵਾਦੀ ਹਮਲੇ ਬਾਰੇ ਕੲੀ ਅਹਿਮ ਜਾਣਕਾਰੀਆਂ ਮੁਹੱੲੀਆ ਕਰਵਾੲੀਆਂ ਹਨ। ਸਰਕਾਰ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਪਠਾਨਕੋਟ ਹਮਲੇ ਬਾਅਦ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨਾਲ ੳੁਨ੍ਹਾਂ ਦੇ ਪਾਕਿਸਤਾਨੀ ਹਮਰੁਤਬਾ ਨਵਾਜ਼ ਸ਼ਰੀਫ਼ ਦੀ ਟੈਲੀਫੋਨ ’ਤੇ ਹੋੲੀ ਗੱਲਬਾਤ ਦੌਰਾਨ ਸਾਡੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਪੁਰਜ਼ੋਰ ਤਰੀਕੇ ਨਾਲ ਸ਼ਰੀਫ਼ ਨੂੰ ਕਾਰਵਾੲੀ ਕਰਨ ਲੲੀ ਕਿਹਾ ਹੈ। ਸਰਕਾਰ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਅਤਿਵਾਦੀ ਹਮਲੇ ਸਬੰਧੀ ਕਾਰਵਾੲੀ ਕਰਨ ਲੲੀ ਖ਼ੁਫੀਆ ਸੂਚਨਾਵਾਂ ਤੇ ਪਾਕਿਸਤਾਨ ਵਿੱਚ ਇਸ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਵਾਲਿਆਂ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਪਾਕਿਸਤਾਨ ਨੂੰ ਦਿੱਤੀ ਗੲੀ ਹੈ। ਪਾਕਿਸਤਾਨ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਤੁਰੰਤ ਤੇ ਫ਼ੈਸਲਾਕੁਨ ਕਾਰਵਾੲੀ ਕਰਨ ਦਾ ਵਾਅਦਾ ਕੀਤਾ ਹੈ। ਹੁਣ ਭਾਰਤ ਤੁਰੰਤ ਤੇ ਫ਼ੈਸਲਾਕੁਨ ਕਾਰਵਾੲੀ ਕਰਨ ਦੀ ੳੁਡੀਕ ਵਿੱਚ ਹੈ। ਪਾਕਿਸਤਾਨ ਨੇ ਬੀਤੇ ਦਿਨ ਕਿਹਾ ਸੀ ਕਿ ਪਠਾਨਕੋਟ ਹਮਲੇ ਸਬੰਧੀ ੳੁਥੋਂ ਦੀਆਂ ਸੁਰੱਖਿਆ ੲੇਜੰਸੀਆਂ ਨੇ ਕੁੱਝ ਮਸ਼ਕੂਕਾਂ ਫਡ਼ਿਆ ਹੈ। ਭਾਰਤ ਨੇ ਮਸੂਦ ਅਜ਼ਹਰ ਨੂੰ ਇਸ ਹਮਲੇ ਦਾ ਮੁੱਖ ਸਰਗਨਾ ਕਰਾਰ ਦਿੱਤਾ ਹੈ।
ਨਵੀਂ ਦਿੱਲੀ: ਪਠਾਨਕੋਟ ਹਮਲੇ ਸਬੰਧੀ ਐਨਆੲੀੲੇ ਨੇ ਅੱਜ ਕਠੂਆ ਤੇ ਸਾਂਬਾ ਜ਼ਿਲ੍ਹਿਆਂ ਦਾ ਦੌਰਾ ਕੀਤਾ। ਟੀਮ ੳੁਨ੍ਹਾਂ ਫੌਜੀ ਤੇ ਪੁਲੀਸ ਟਿਕਾਣਿਆਂ ’ਤੇ ਗੲੀ ਜਿਥੇ ਪਿਛਲੇ ਸਾਲ ਅਤਿਵਾਦੀਆਂ ਨੇ ਹਮਲੇ ਕੀਤੇ ਸਨ। ਟੀਮ ਨੇ ਪਿਛਲੇ ਹਮਲਿਆਂ ਤੇ ਪਠਾਨਕੋਟ ਹਮਲੇ ਵਿੱਚ ਇਕਸਾਰਤਾ ਦੇਖੀ। ਏਜੰਸੀ ਦੇ ਸੂਤਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਕ ਟੀਮ ਅੱਜ ਸਾਂਬਾ ਵਿੱਚ ਜੰਮੂ ਕਸ਼ਮੀਰ ਕੌਮੀ ਮਾਰਗ ’ਤੇ ਸਥਿਤ ਫੌਜ ਦੇ ਕੈਂਪ ਵਿੱਚ ਗੲੀ। ਇਥੇ ਪਿਛਲੇ ਸਾਲ 21 ਮਾਰਚ ਨੂੰ ਦੋ ਅਤਿਵਾਦੀਆਂ ਨੇ ਗੋਲੀਬਾਰੀ ਕੀਤੀ ਸੀ। ਟੀਮ ਕਠੂਆ ਵਿੱਚ ਗੲੀ ਜਿਥੇ ਪਿਛਲੇ ਸਾਲ 20 ਮਾਰਚ ਨੂੰ ਅਤਿਵਾਦੀਆਂ ਦੇ ਸਮੂਹ ਨੇ ਰਾਜਬਾਗ ਥਾਣੇ ’ਤੇ ਹਮਲਾ ਕੀਤਾ ਸੀ। ਸੂਤਰਾਂ ਨੇ ਕਿਹਾ ਕਿ ਸਾਂਬਾ ਦੇ ਫੌਜੀ ਕੈਂਪ ’ਤੇ ਹਮਲਾ ਕਰਨ ਵਾਲਾ ਅਤਿਵਾਦੀ ਸਮੂਹ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨਾਲ ਲੰਬੇ ਸਮੇਂ ਤੱਕ ਚੱਲਣ ਵਾਲੇ ਮੁਕਾਬਲੇ ਨੂੰ ਧਿਆਨ ਵਿੱਚ ਰੱਖ ਕੇ ਆਪਣੇ ਨਾਲ ਖਾਣ-ਪੀਣ ਦਾ ਸਾਮਾਨ ਲੈਕੇ ਆਇਆ ਸੀ। ੳੁਹ ਕੈਂਪ ਦੇ ਸਾਹਮਣੇ ਸਥਿਤ ਇਕ ਘਰ ਦੇ ਅੰਦਰ ਜਾ ਲੁਕੇ ਤੇ ਬਾਅਦ ਵਿੱਚ ਇਕ ਨਾਲੇ ਰਾਹੀਂ ਫ਼ਰਾਰ ਹੋ ਗਏ।

ਕੌਮੀ ਜਾਂਚ ਏਜੰਸੀ (ਐਨਆੲੀੲੇ) ਨੇ ਅੱਜ ਪੰਜਾਬ ਦੀ ੳੁਸ ਦਰਗਾਹ ਦੇ ਮੁੱਖ ਸੇਵਾਦਾਰ ਨੂੰ ਤਲਬ ਕੀਤਾ ਹੈ ਜਿਥੇ ਪੰਜਾਬ ਪੁਲੀਸ ਦੇ ਐਸਪੀ ਸਲਵਿੰਦਰ ਸਿੰਘ ਨੇ ਅਤਿਵਾਦੀਆਂ ਵੱਲੋਂ ੳੁਸ ਨੂੰ ਅਗਵਾ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਦੌਰਾ ਕੀਤਾ ਸੀ। ਇਸ ਅਗਵਾ ਕਾਂਡ ਦੇ ਕੁੱਝ ਘੰਟਿਆਂ ਬਾਅਦ ਹੀ ਅਤਿਵਾਦੀਆਂ ਨੇ ਪਠਾਨਕੋਟ ਏਅਰਬੇਸ ’ਤੇ ਹਮਲਾ ਕੀਤਾ ਸੀ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ ਐਨਆੲੀਏ ਨੇ ਬਾਮਿਆਲ ਪਿੰਡ ਤੋਂ ਕੁੱਝ ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ’ਤੇ ਪੰਜ ਪੀਰ ਦਰਗਾਹ ਦੇ ਮੁੱਖ ਸੇਵਾਦਾਰ ਸੋਮਰਾਜ ਨੂੰ ਤਲਬ ਕੀਤਾ ਹੈ। ਇਸ ਪਿੰਡ ਤੋਂ ਹੀ ਅਤਿਵਾਦੀਆਂ ਵੱਲੋਂ ਭਾਰਤ ਵਿੱਚ ਘੁਸਪੈਠ ਕਰਕੇ ਹਮਲਾ ਕਰਨ ਦੀ ਸੰਭਾਵਨਾ ਪ੍ਰਗਟਾੲੀ ਜਾ ਰਹੀ ਹੈ। ਸੋਮਰਾਜ ਦੇ ਇਸ ਬਿਆਨ ਨੇ ਕੲੀ ਤਰ੍ਹਾਂ ਦੇ ਸੁਆਲ ਖਡ਼੍ਹੇ ਕੀਤੇ ਹਨ ਕਿ ਸਲਵਿੰਦਰ ਸਿੰਘ ਹਮਲੇ ਤੋਂ ਪਹਿਲਾਂ ਪਹਿਲੀ ਵਾਰ ਦਰਗਾਹ ’ਤੇ ਆਇਆ ਸੀ ਤੇ ੳੁਸ ਨਾਲ ਜੌਹਰੀ ਰਾਜੇਸ਼ ਵਰਮਾ ਤੇ ੳੁਸ ਦਾ ਰਸੋੲੀਆ ਮਦਨ ਗੋਪਾਲ ਇਕ ਹੀ ਦਿਨ ਵਿੱਚ ਦੋ ਵਾਰ ਦਰਗਾਹ ’ਤੇ ਆੲੇ ਸਨ। ਸੁਆਲ ਇਸ ਲੲੀ ਪੈਦਾ ਹੋਇਆ ਹੈ ਕਿ ਐਸਪੀ ਨੇ ਇਹ ਕਿਉਂ ਕਿਹਾ ਕਿ ੳੁਹ ਦਰਗਾਹ ’ਤੇ ਆਮ ਤੌਰ ’ਤੇ ਜਾਂਦਾ ਹੈ। ਐਨਆੲੀਏ ਦੇ ਹੈੱਡਕੁਆਰਟਰ ਵਿੱਚ ਐਸਪੀ ਤੋਂ ਅੱਜ ਲਗਾਤਾਰ ਦੂਜੇ ਦਿਨ ਪੁੱਛ ਪਡ਼ਤਾਲ ਹੁੰਦੀ ਰਹੀ। ਜਾਂਚਕਰਤਾ ੳੁਸ ਤੋਂ ਸਖ਼ਤੀ ਨਾਲ ਪਡ਼ਤਾਲ ਕਰ ਰਹੇ ਹਨ। ਇਸ ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਵੱਲੋਂ ਆਪਾ ਵਿਰੋਧੀ ਬਿਆਨ ਦੇਣ ਕਾਰਨ ਐਨਆੲੀਏ ਦਾ ਸ਼ੱਕ ਵੱਧ ਰਿਹਾ ਹੈ। ਐਸਪੀ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਹਿੰਦੀ, ੳੁਰਦੂ ਤੇ ਕਸ਼ਮੀਰ ਬੋਲਣ ਵਾਲੇ ਅਤਿਵਾਦੀਆਂ ਨੇ ੳੁਸ ਦੀਆਂ ਅੱਖਾਂ ’ਤੇ ਪੱਟੀ ਬੰਨ੍ਹ ਦਿੱਤੀ ਸੀ। ਏਜੰਸੀ ਨੇ ਮਦਨ ਗੋਪਾਲ ਨੂੰ ਵੀ ਭਲਕੇ ਸੱਦਿਆ ਹੈ। ਸੂਤਰਾਂ ਮੁਤਾਬਕ ਜੇ ਲੋਡ਼ ਪੲੀ ਤਾਂ ਐਸਪੀ ਤੇ ਮਦਨ ਗੋਪਾਲ ਨੂੰ ਆਹਮੋ ਸਾਹਮਣੇ ਬਿਠਾਕੇ ਪੁੱਛ ਪਡ਼ਤਾਲ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ। ਇਸ ਪੁਲੀਸ ਅਧਿਕਾਰੀ ਦਾ ਲਾੲੀ ਡਿਟੈਕਟਰ ਟੈਸਟ ਵੀ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ੳੁਸ ਦਾ ਮੋਬਾੲੀਲ ਫੋਨ ਵੀ ਕੇਂਦਰੀ ਫੋਰੈਂਸਿਕ ਲੈਬਾਰਟਰੀ ਨੂੰ ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਹੈ।

Deputy Commissioner bans sale of army uniform without ID

District Magistrate Rajat Agarwal has banned the sale of army uniforms without valid identification in all areas of the district with immediate effect.Recently, Commissioner of Police Paramraj Singh Umranangal directed the police to conduct raid and arrest people involved in the sale and purchase of army uniforms.The orders have been issued in the backdrop of the Pathankot terror attack.These orders have been issued under Section 144 of the CrPC and will remain in force till March 5, 2016.District Magistrate has informed that any person who wants to buy army uniform will have to submit a self attested copy of his identity card and phone number with the shopkeeper and this record will be duly maintained along with date of sale in the record register of the shopkeeper.He ordered that Senior Superintendent of Police Ludhiana (Rural) and Khanna will be responsible for enforcing the ban.

Pathankot attack: Pakistan carries out raids, makes arrests

Pakistani authorities have detained an unspecified number of suspects purportedly linked to the Pathankot attack from the Bahawalpur region, the main base of JeM founder Masood Azhar, even as Prime Minister Nawaz Sharif ordered the creation of a joint investigation team to probe the incident.

The detention of the suspects was reported by Pakistani news channel ARY on Monday but there was no confirmation from police in Bahawalpur. The channel reported the suspects were picked up on the basis of information provided by India.

Intelligence officials in Islamabad told PTI an unspecified number of people were arrested during raids in Gujranwala, Jhelum and Bahawalpur districts. The ongoing probe will ascertain if these people were “involved in the attack or some of them facilitated it”, the unnamed officials were quoted as saying.

Sources in Islamabad said the detentions were made over the past few days though it was not clear if any of the people were members of the Jaish-e-Mohammed, blamed by Indian officials for the attack on Pathankot airbase that killed seven security personnel.

In the face of pressure from the US and India for a speedy probe, Prime Minister Sharif ordered the formation of a joint investigation team (JIT) comprising officials from the Inter-Services Intelligence (ISI), Intelligence Bureau and Military Intelligence to examine the links of the attackers to Pakistan.

Sharif is “taking an active role in getting to the bottom of the Pathankot incident”, a source in the Prime Minister’s House was quoted as saying by The Express Tribune. Sharif discussed the issue with army chief Gen Raheel Sharif and “took him on board about the decision to form a JIT”, the source added.

“This investigation will be a major test of the prime minister to move Pakistan-India relationship forward and to break the cycle of off-again on-again talks between the two neighbours,” the source said.

India has linked planned talks between the foreign secretaries in Islamabad on January 15 to “prompt and decisive action” by Pakistan. National security adviser Ajit Doval told the media India “will talk only if Pakistan takes action”, refuting a report that quoted him as saying the talks had been “cancelled”.

Indian officials have said the “actionable intelligence” shared with Pakistan includes Pakistani telephone numbers that were called by the attackers.

However, Geo News channel reported on Monday that the phone numbers provided by India were “not registered in Pakistan”. It quoted its sources as saying that Pakistani authorities had completed their initial investigation into the information provided by New Delhi and handed over the findings to their Indian counterparts.

The channel reported investigative agencies were carrying out “further investigation”.

External affairs minister Sushma Swaraj met home minister Rajnath Singh on Monday against the backdrop of uncertainty about talks between the foreign secretaries. There was no official word on the meeting but sources said the Pathankot incident figured in the agenda.

CHANDIGARH: Coming down heavily on the ministry of defence (MoD) for not extending the benefit of broad-banding disability percentage to disabled soldiers despite the Supreme Court judgment, the Chandigarh bench of the Armed Forces Tribunal (AFT) has said that “the government must cease to be a compulsive litigant; the easy approach, ‘Let the court decide’, must be eschewed and condemned.”

The fifth Pay Commission had introduced the concept of broad-banding to minimise medical subjectivity and rationalise mistakes of medical boards by providing that those with a disability below 50% would be granted disability element by treating it as 50%, those with 50%-75% would be granted the benefit of 75%, and above 76% would be considered as 100%.

By rounding off, the percentage of disability is enhanced, which means higher pension.

The AFT bench comprising justice Surinder Singh Thakur and Lt Gen Sanjiv Chachra (retd), while providing relief to former Defence Service Corps sepoy Rattan Lal, has observed, “…we feel that no formal reply is required to be filed by the respondents (MoD) as it shall be a sheer wastage of public time and money because the petitioner’s case is fully covered by the apex court judgment (Ram Avtar case) vide which the benefit of rounding off is to be granted irrespective of the mode of discharge.”

While referring to the National Litigation Policy of 2010, the court said the purpose of this policy was to reduce government litigation so that “valuable time of courts/tribunals would be spent in resolving other pending cases so as to achieve the goal in the national legal mission to reduce the pendency to a minimum possible time.”

In the case of Sarwan Kumar, who retired from the Army Medical Corps (AMC) in 2013, justice Thakur and Lt Gen Chachra observed that there was no scope for not according the benefit of broad-banding of disability percentage and the MoD was required to make its policy in conformity with the apex court judgment.

The bench said, “However, it is seen that nothing has been done so far and frivolous pleas to scuttle legal claims flowing from the judgment of apex court are being raised.”

“This approach is required to be condemned with reasonable costs because a large number of petitioners are compelled to approach the tribunal in these matters for redressal of their grievances, spending a huge amount when the matter is no longer res-integra (new or untouched),” the bench said.

A Foreign Contingent Will March With Indian Troops This Republic Day

NEW DELHI:  This Republic Day, a foreign army contingent will march shoulder to shoulder with the Indian army down the Rajpath – a first in the history of the parade since 1950.
Receiving their salute will be French President Francois Hollande – the chief guest this year.
The French contingent has been in India for a joint military exercise. India is also in negotiations with France to buy 36 Rafale jets.
The gesture reciprocates one from France to India back in 2009.  On July 14 that year, one of the oldest regiments of the Indian Army – the Maratha light infantry – had marched down the famous Champs Elysee in Paris along with the French Army. The occasion was Bastille Day – celebrated in memory of the storming of the Bastille fortress in 1789, the symbolic start to the French revolution.
Then Prime Minister Manmohan Singh was present in Paris on the occasion, which was seen as a deepening of ties between the two nations.
The Indo-French relations — covering diverse areas including defence, clean energy, space and trade — has now seen another boost, following Prime Minister Narendra Modi’s visits to France last year.
During a three-day visit in April, he had also gone to the Neuve-Chapelle war memorial in Lille, where he paid homage to the 10,000 Indian soldiers martyred while fighting alongside the French during World War I. He also took a boat ride in river Seine along with French President Francois Hollande.

Chief Minister Harish Rawat today approved Rs 25 lakh for the construction of a Sainik Kalyan Bhawan in Champawat district.Rawat, while addressing a gathering at the Goralchaur Maidan, also announced Rs 4 lakh for the completion of an under-construction martyrs’ memorial in the region.He directed officers of the District Sainik Welfare Department to study Himachal Pradesh policies and programmes for the benefit of ex-servicemen and submit a report.Rawat also ordered the officials concerned to start 108 ambulance service in the Barakot development block of the district. Providing canteen facility to para-military personnel and the completion of the Lohaghat drinking water project were some other issues that people raised during an interaction with the Chief Minister.Local MLA Hemesh Karkwal, District Panchayat Chairman Khusal Singh, District Congress president Mohan Ram and Champawat District Magistrate Dipendra Kumar Chowdhary were also present on the occasion.
