Weaponisation of rape in conflicts

Adisturbing video clip of two Kuki-Zomi women being paraded naked by a group of men in Manipur compelled Prime Minister Narendra Modi to break his deafening silence on ethnic violence in the state. The clip, which was recorded on May 4, went viral on July 19.

The source of this structural violence needs to be addressed. The malicious campaign against the Kuki-Zomi group must be stopped.

The incident shows how the weaponisation of rape in a conflict has not only outraged and brutalised the modesty of the women, and, by extension, of the targeted Kuki-Zomi community, but also shaken the collective conscience of Indian citizens.

It also demonstrates that howsoever hard state-controlled media or oppressive regimes may attempt to conceal or downplay acts of brutality, including the weaponisation of rape, to oppress any targeted group, there are inherent limitations to their efforts to suppress the truth.

What then becomes apparent is the universal truth that any act of violation of women’s bodies, regardless of the pretext or context, is unacceptable. This universal truth has a strange way of revealing itself even as the pain and anger that this incident has unleashed transcend ethnicity and territorial borders.

The pathos, pain and collective shame unleashed by this atrocious crime was aptly depicted in an illustration, which shows a woman, who was sexually assaulted, being rescued by two men. She is wrapped in a bloodstained Tricolour, and leaves behind a trail of bloodstains on the footpath they traverse.

The incident also exhibits the power of ‘conversion specialists’ during communal riots; they effectively use fake news and disinformation to systematically mobilise mobs to perpetrate violence against a community under a favourable institutional ecosystem. Fake news, such as the alleged rape of a Meitei nursing student by a Kuki-Zomi mob in Churachandpur Medical College and the bodies of 37 Meitei rape victims being kept in the mortuary of Shija Hospital, was widely circulated on the intervening night of May 3 and 4. Although both instances of the alleged rape had been debunked by the nurse’s father and the Shija Hospital authorities in Imphal, respectively, such fake news and disinformation were accepted at face value by militant Meitei ragtag mobs, who used these as pretexts to indulge in ‘gangrapes’, justifying them as acts of retribution against Kuki-Zomi women.

This became evident from the story of a survivor that was posted on social media by the Zomi Students’ Federation. One of the survivors who barely escaped rape after being paraded naked recounted how the mobs used fake news to justify their atrocious act of raping a 21-year-old woman from B Phainom village on May 4. The same pretext was used when two young female nursing students of Nightingale Nursing Institute at Porompat in Imphal were molested and left unconscious on the same day. The next day, two women from Khopibung village of Kangpokpi district, who worked in a car wash shop at Konung Mamang, Imphal, were handed over by women’s groups to miscreants, who gagged and dragged them inside a room. They were molested and raped for over two hours on the same pretext; later, they succumbed to their injuries.

A common thread that runs through these atrocities is the alleged involvement of Meitei women’s groups and the state police in perpetuating this violence. The zero FIR filed on May 18 by the village chief alleged that a Meitei mob, nearly a thousand strong, was mobilised on May 4 not only to attack, vandalise and loot villagers under the cover of the state police commandos, but also indulge in the savage act of gangrape. That the state police allegedly remained a bystander either out of their inability to control the mob or out of sheer complicity was brought into sharp relief during this incident.

Interestingly, the unusually swift action of the state police to apprehend overnight the main accused, who, along with the mob, accosted and eventually raped the 21-year-old woman, after the video went viral (76 days after the crime happened) is in stark contrast to their laidback approach in addressing the FIR for over two months. This belated action of the police also exposes the problematic jurisdictional command of the police; although the village under question lies within Kangpokpi administrative revenue district, it falls in the police jurisdiction of Thoubal district. Physical access to the Thoubal police station, located within a Meitei-dominated district, became impossible for the Kuki-Zomi group after the outbreak of violence. The cross-cutting and overlapping of disparate district administrative and police jurisdictions had an important bearing on the ability or will — forget for a moment the widespread complaint of complicity — of the state police. It became apparent as they failed to contain the rampaging mobs, who attacked and burnt down many Kuki-Zomi villages located in the foothills of Churachandpur and Kangpokpi districts.

This outrageous incident, however, should not restrict our attention to the heinous crime committed against tribal women. It should also alert us to the damaging effect that fake news and disinformation campaigns entail in ways which vilify and frame the Kuki-Zomi group as the antagonistic tribal ‘others’, who in the words of Tapta, songwriter-singer, need to be ‘killed’ to maintain ‘peace’ in Manipur.

Unless the source of this structural violence is holistically addressed and the malicious campaign against the Kuki-Zomi community is stopped, the breaking of PM Modi’s stoic silence and CM Biren Singh’s swift action to arrest the accused may not be sufficient to forestall future heinous crimes against tribal women. Meanwhile, the stained Indian flag used to wrap the gangraped Kuki-Zomi woman in the illustration will remain a powerful image and a reminder of the deep wound that prolonged violence could inflict not only on tribal women’s bodies, but also on the collective conscience of the nation.

A group of women, comprising eminent writers, activists and researchers, has issued a statement demanding speedy justice for the Manipur sexual assault victims and dismissal of the N Biren Singh government.

The signatories include Anuradha Banerji of Saheli Women’s Resource Centre, New Delhi; writer-activist Farah Naqvi; activist-researcher from Coimbatore Kalyani Menon Sen; activist Kavita Krishnan; Kavita Srivastava of the People’s Union of Civil Liberties; Koninika Ray of the National Federation of Indian Women; and writer-activist from Odisha Ranjana Padhi. “We are outraged that it takes a viral video of unbelievable brutality on Kuki women of Kangpokpi district for the Manipur CM to act and for the Prime Minister to speak after 75 days of deafening silence,” the statement reads. “When the CM of a state confesses on national television to hundreds of rapes and incidents of sexual assault on his watch, it is time for him to go,” they said, seeking Biren’s resignation. — TNS

A day after the flashfloods and torrential rainfall wreaked havoc in different regions of Ladakh, the administration has formed a multi-pronged strategy to deal with similar situations in the coming days. While there was no loss of life, downpour in Leh and Kargil triggered muck and boulders rolling downhill and damaging properties besides disrupting the road network in different areas. The damage was mostly in Lamdon and Skampari areas in Leh.

Many houses in Khakshal, Katpa, Chutey-Rantak, Kharyok and the Leh main market were damaged due to the flashfloods. Lieutenant Governor Brigadier BD Mishra (retd) has now issued orders to start immediate recruitment of personnel for the State Disaster Response Force on a fast-track basis. An official said the administration had also ordered formation of two committees for Leh and Kargil with the chief engineer of the Border Roads Organisation’s projects as the nodal officer. “The chief engineer will ensure timely communication in case of calamities and initiate relief works,” the officials said. Officials were asked to clear the nullahs and water channels of the boulders, sludge and other blockage. Besides, anti-encroachment drives along the water channels have also been ordered.

The administration will also conduct a hydrological survey along with the long-term mapping of Leh town to control the haphazard construction of houses along water channels.

Meanwhile, a relief camp has been established and ration and bedding were provided to victims of flashfloods.

Deputy Commissioner Santosh Sukhadeve said the restoration work was being done at Chokhang Vihara, Lamdon School, Khakshal and other areas of Leh. “A relief and rehabilitation committee has been formed with a special focus on the labourers that were affected in Skampari area,” he said.

Many roads in Kargil were also damaged.

With a group of former insurgents in Mizoram asking Meiteis residing there to leave the state for their “own safety” after the Manipur video went viral and several community people having started leaving, the Mizoram Government has stepped up security measures for them while urging them to stay put.

While 78 persons flew to Manipur on Sunday in three flights, 65 travelled to the neighbouring state on Saturday. Also, 31 Mizo students from Manipur returned to Mizoram due to the prevailing situation there.

Meanwhile, 41 Meiteis have reached Assam from Mizoram. Superintendent of Police Numal Mahatta of Cachar district said these people reached Silchar on Saturday night and they had been kept at a building of Lakhipur Development Block in the Binnakandi area. “They are all from well-to-do families and came in their own vehicles. Some are college professors, while some work as senior government officials. They said there had been no fresh attacks in Mizoram,” he told reporters, adding that those who had come told the police that the Mizoram Government was providing security to them, but they themselves did not want to take any risk and had left for their safety.

The Mizoram Police said several Meiteis left for their home states on Saturday amid mounting tension. A few thousand Meiteis, mostly from Manipur and south Assam, live in Mizoram.

The Peace Accord MNF Returnees’ Association had on Friday stated Meiteis should leave Mizoram for their “own safety”. It cited “anger among Mizo youth” over the May 4 incident involving the two women in Manipur as the reason. It said any potential violence against the Meiteis in Mizoram would solely be their responsibility.

With reports suggesting that Meiteis are leaving Mizoram, state Home Commissioner and Secretary H Lalengmawia met leaders of the community and assured them of their safety and security, the state government said in a statement.

The Mizos of Mizoram, who share a deep ethnic bond with the Kuki-Zomis of Manipur, have been providing shelter and care to over 12,000 Kuki-Zomi people, who fled from Manipur since the ethnic-violence erupted on May 3.

Meanwhile, the Assam Rifles has taken legal action against the chief of the Coordinating Committee on Manipur Integrity (COCOMI) as the outfit had called on people “not to surrender weapons”. The force has registered a sedition and defamation case against him.

A police official from Imphal confirmed the development saying: “We have registered an FIR against COCOMI and its convener Jitendra Ningomba at the Churachandpur police station for sedition and promoting enmity between different groups on grounds of religion, race, place of birth, residence and language.”

Struggling to bring peace in the troubled state, officials in the security set-up said rumours and fake news were proving a roadblock.

They said the horrendous May 4 incident in Kangpokpi district, where two women were paraded, assaulted and their video made, also took place after a picture of a body wrapped in polythene was circulated in the Imphal valley with a false claim that the victim had been murdered by tribals in Churachandpur.

The officials said the picture was later found to be that of a woman murdered in the national Capital but the fire had engulfed the valley by that time, and what was witnessed the next day put humanity to shame. The same day, barely 30 km away, two more women in their 20s were raped and murdered, they said.

The Delhi High Court has awarded Rs 2 crore to an Indian Army officer for the loss of reputation suffered by him on account of a 2001 “expose” by a news portal alleging his involvement in corruption in defence procurement.

Justice Neena Bansal Krishna, while deciding a lawsuit by Major General M S Ahluwalia, on Friday directed that the amount shall be paid by Tehelka.com, its owner M/s Buffalo Communications, its proprietor Tarun Tejpal and two reporters, Aniruddha Bahal and Mathew Samuel.

Stating that there can’t be a more blatant case of causing serious harm to the reputation of an honest Army officer, the judge observed that an apology after 23 years of publication was “not only inadequate but is meaningless”.

The court, however, said the plaintiff was not able to prove any act of defamation on the part of Zee Telefilm Ltd and its officials by telecasting the story in question following an arrangement with the news portal.

The court observed that the plaintiff not only faced lowering of estimation in the eyes of the public but his character also got maligned with serious allegations of corruption which no subsequent refutation can redress or heal.

“Truth is considered to be the best vindication against slander as wisely quoted by Abraham Lincoln. Yet, truth lacks the potency to restore the reputation that one loses in eyes of a society which is always quick to judge. The disconsolate reality is that wealth lost can always be earned back; howbeit, the scar to one’s repute once etched in the soul, yields nothing but forlorn even if millions are granted in reparation,” the court said.

“In view of the findings on issue No.1 and 2, the suit is dismissed against the defendant Nos. 5 to 7, and the damages in the sum of Rs 2,00,00,000/- (Rupees two crore) is awarded to the plaintiff to be paid by defendant No.1 to 4 for having caused defamation, along with costs of the suit,” the court ruled.

On March 13, 2001, the news portal had carried a story alleging corruption in defence deals relating to import of new defence equipment.

The plaintiff, represented by lawyer Chetan Anand, claimed he was defamed in the story “Operation West End” as it was wrongly broadcasted and reported that he had accepted bribe.

In the 48-page verdict, the court rejected the defence of “truth”, “public good” and “good faith” pleaded by the defendants and said there could not be a worse defamation to a person of integrity than a “false imputation of him having demanded and then accepted bribe of Rs 50,000”.

It further noted that the consequence of such reporting was that a Court of Inquiry was initiated against the plaintiff and although no misconduct was proved against the plaintiff, “serious displeasure” was issued against him.

“The comments added by defendant no. 3 (Bahal) are per se false and defamatory to the knowledge of defendants No 1 to 4. There cannot be any more blatant case of causing serious harm and injury to the reputation of an honest army officer, who despite all the endeavours of the defendant, had refused to accept any bribe,” the court said.

“Thus, the evidence on record and in fact the admissions made on behalf of defendant No.1 to 4, establish a case of defamation against the plaintiff, entitling him to damages,” opined the court.

Decks have been cleared for the reconstruction of old and dilapidated residential quarters of the Indian Air Force (IAF) located at Sector 31 and 47 in the city.

A meeting was held under the chairmanship of UT Home Secretary Nitin Yadav to resolve the long-pending issue of construction of houses for the IAF personnel in the two sectors.

The Chief Administrative Officer, Air Force Station, Chandigarh, Group Captain Kapil Guliyani, led a team of IAF and Military Engineering Services (MES) officials at the meeting. The houses of IAF personnel were constructed in the 1960s. All issues related to housing of Defence personnel were discussed in a positive environment and all roadblocks were cleared by the Home Secretary to complete the construction of about 192 houses in a time-bound manner.

At the end of the meeting, Group Captain Guliyani complimented the UT Administration for all the support and positivity. The Home Secretary assured the IAF personnel of all possible help from the Chandigarh Administration in the early resolution of the issue.

Vinay Partap Singh, Deputy Commissioner, the Chief Architect, the Chief Engineer and other officers of the Town Planning Wing were also present in the meeting.

An official said two-storey old houses, which were not in a liveable condition, would be demolished and replaced with new ones. The new houses will have a new design and the latest standard.

The material will be different this time. Instead of the conventional chip flooring, granite and vitrified tiles will be used and kitchen would be modular, said the official. The project is likely to cost nearly Rs 150 crore, he said, adding that the reconstruction of the houses would be according to the latest norms.

To solve the problem of parking, the new houses will have stilt parking plus two floors instead of the present ground plus first floor. The IAF is yet to submit the building plans of the new houses, he added.

After submitting the building plans and drawings of the new houses online, these would be sent to the Plan Approval Committee (PAC) of the UT Administration for approval. The committee comprises the Deputy Commissioner, the Chief Engineer and other officers of the UT Administration.

The houses will be constructed by the Military Engineering Services.

A candlelight march against the incidents of violence in Manipur was held at Dasuya. The march led by priest Tom started from the St. Merry Church. The protesters alleged that some people, in the garb of religion, were targetting Christians and other minorities in Manipur and other states in country. Jagtar Gill, president of the St. Merry Church, said the highest of all religion was humanity and there was a need to uplift the downtrodden.

He urged the Prime Minister that all necessary steps be taken for rehabilitation of those displaced and adequate efforts for protecting places of religious worship. The protesters passed through the city raising slogans against Manipur violence.

The AI-driven accident prevention device proves effortlessly operable, installable, and detachable in any vehicle. Equipped with dashboard-mounted sensors, the device continuously monitors the driver’s eyes, providing timely alerts in case of drowsiness.
Indian Army has developed an Artificial Intelligence (AI)-based accident prevention device that would monitor the driver’s activities and sound a loud buzzer if he dozes off. Indian Army officer Colonel Kuldeep Yadav developed this device and applied for the patent in 2021 which was granted this month. Considered to be a rugged and cost-effective solution, the AI-based accident prevention device is easy to operate, equip and remove in any vehicle. The device with sensors fitted on the dashboard of the vehicle monitors the eyes of the driver and alert him if he dozes off.
All Indian Army’s vehicles are being fitted with this system after it was successfully tested in varying conditions in mountains, deserts and highways, an Indian Army official said.
Prior to getting patent, the AI-based accident prevention device was tested successfully in the buses of two states transport corporations, including Andhra Pradesh and Telangana. It can also be used in trucks, the official said.
Col Kuldeep Yadav conceived the idea of developing such a device when he was commanding a military unit in Manipur. In the mountains, the drivers get fatigued and fell asleep while driving which causes accidents.
In 2021, around 1.54 lakh people were killed in road accidents in the country. Over 57 per cent of truck accidents are caused due to drivers falling asleep. “Besides military vehicles, this device could be very useful in saving lives due to accidents in civil trucks and buses too,” said the official.

China sent dozens of warplanes, including fighter jets and bombers, towards Taiwan, the island’s Defence Ministry said on Saturday, marking a forceful display days before the democracy plans to hold military exercises aimed at defending itself against a possible invasion.

Taiwan is due to hold its annual Han Kuang exercise next week, during which its military will hold combat readiness drills for preventing an invasion. It will also conduct the annual Wan’an exercises aimed at preparing civilians for natural disasters and practising evacuations in case of an air raid.

The Chinese People’s Liberation Army sent 37 aircraft and seven navy vessels around Taiwan between 6 am on Friday and 6 am on Saturday, the ministry said in a statement.

Among them were J-10 and J-16 fighters and H-6 bombers, and 22 of the detected warplanes crossed the midline of the Taiwan Strait—an unofficial boundary that had been considered a buffer between the island and mainland—or entered Taiwan’s air defence identification zone near its southern part, the statement said.

Taiwan and China split in 1949 following a civil war that ended with the ruling Communist Party in control of the mainland. The island has never been part of the People’s Republic of China, but Beijing says it must unite with the mainland.

In recent years, China has shown displeasure at political activities in Taiwan by stepping up the number of military planes sent towards the island.
