The change of government in Punjab has pepped up the mood of real estate players all over the state in general and in Doaba region specifically. Due to a prolonged slowdown in the property market and dismal sale and purchase the developers as well as property dealers had been lying low for the past several years. Real estate dealers of Jalandhar and surrounding areas have high expectations and expect the new government to give a positive boost to their business.  Rajan Chopra, a realtor,  says,“With the Congress  in power there is a positive sentiment in the market. But it will take some time for the government to effectively bring in some visible changes. In any case, the policies of the Centre will continue to matter.”Gearing to restart his unfinished commercial projects, Chopra added, “The market will have some positivity only if the industry and the NRIs are happy. A friendly message has to be given out to them. We know that NRIs had been supporting AAP. But if the Congress wins their confidence and creates an atmosphere for investment by inviting them, the real estate sector will definitely get some boost”.A Jalandhar-based property dealer, Prabhpal Pannu too opines, “There has been a change in perception since the formation of the new government. The feedback coming on the setting up of the new Cabinet, too, has been positive. The government has to revive the city’s industry, especially the sports and leather manufacturers. They are the backbone and will make the money come in circulation. As far as NRIs are concerned, they puzzled as of now and need to be taken into confidence. The mood for investment has to be set in slowly.”Sukhdev Singh, a builder from AGI Infra group, said, “The market is excited with a change in government. Thankfully, it is a very stable government. People actually have great hopes from them and think it will perform well. The Congress  will, however, have to work to boost the NRIs. While earlier as many as 50 per cent buyers of property were NRIs, their percentage has fallen to 10 per cent only.” 


Now, Channi wants to do PhD on Congress!

CHANDIGARH: Among the many “under-matric” and “matric-pass” MLAs of Punjab is someone who has majored in politics by adding educational degrees to his profile. When Congress vicepresident Rahul Gandhi was choosing a leader of opposition for Punjab in December 2015, Charanjit Singh Channi’s impressive tally of degrees — bachelor in law and MBA — came handy besides his Dalit credentials.

After three back-to-back wins in the assembly polls, Channi is now the technical education minister in the Captain Amarinder Singhled Congress government. However, he needs to pass another exam. “I appeared for final semester exams for masters in political science in December at the Panjab University. I am waiting for the results,” he says.

Taking the exams was not easy though. It came between hectic lobbying for party tickets at New Delhi and Channi, as Congress Legislature Party (CLP) leader, had no choice but to be present at the marathon meetings of the ticket screening committee. “During one of the papers, I studied in my car on the way to Chandigarh from Delhi at night and took the exam without sleeping,” he says.

Till the results are out, he has already filled the form for diploma in human rights. What’s more, Channi is also preparing to take an exam to pursue PhD course at PU. The idea of going for a doctorate is as compelling as the topic for him. “I want to do my PhD on the Indian National Congress,” he says.

While some may find it amusing as the Congress space in national politics is shrinking though it has scripted a stunning victory in Punjab, Channi’s rise in politics has been mercurial, coutesy Congress.

The law graduate first became an independent MLA after the Congress denied him a ticket in 2007 polls, Channi then enrolled in an MBA programme at the Punjab Technical University (PTU) in human resources. He completed the two-year course in 2009. His next victory came in 2012 assembly polls — this time on a Congress ticket. He then enrolled for his MA in political science at PU.

As minister, Channi wants to revise the fee structure to ensure poor students do not miss out on technical education in governmentowned colleges, institutes and universities. “The course fee in government institute is as high as private ones. No wonder nearly 50% seats in many ITIs are vacant. We will also change the course and the syllabus to make them more industry-specific so that they get jobs after coming out of ITIs like they do after IITs,” he says.

Pakistani troops again violated ceasefire along the Line of Control today by targeting Indian forward posts in the Balakote sector of Poonch district. Indian troops retaliated to the firing which lasted for over 45 minutes.“Troops of the Pakistan army resorted to unprovoked and indiscriminate firing on Indian Army posts along the LoC in the Bhimbar Gali and Balakote sectors from 6 am to 6.45 am today. They fired two-inch mortars,” a defence spokesperson said. “Our troops responded appropriately. No casualties or damage to our troops was reported,” the defence spokesperson said.Sources said Pakistani troops targeted Balakote forward, Peer Baba, Shatli Cheer forwards posts from their Goga, Cheell and Tekri posts, under the control of the 651 Mujahidin Regiment.The Pakistani troops violated the truce pact this morning for the fourth time in the past 11 days by resorting to small arms firing and mortar shelling on forward posts in the Balakote and Bhimbar Gali sectors.In view of the escalating tension on the Line of Control, the cross-LoC bus service, ‘Rahen Milan’, and the cross-LoC trade were suspended last week. The Pakistani troops targeted the Chakan da Bagh LoC trade centre on March 12 and 13, damaging its roof. On March 9, Pakistani troops fired on an Army post along the Line of Control in the Gulpur sector, killing Sepoy Deepak Jagannath Ghadge of the 15 Maratha Light Infantry. The soldier had received a bullet injury in the head.

Navjot Singh Sidhu on Friday assumed office of the Minister for Local Bodies, putting the controversy over the post of deputy chief minister to rest.Addressing his first press conference here, the former cricketer said, “The Captain is like my father. I will take up any role assigned to me. I am happy with anything Captain saab deems fit for me. I have come here to serve Punjab, and not for any personal benefits.”Sidhu arrived in his office accompanied by wife Dr Navjot Kaur and party leaders Rana Gurjit, Amrinder Singh Raja Warring, Kuljit Nagra and Pargat Singh.

When asked as to how he would balance his TV assignments with his ministerial responsibilities, Sidhu said, ‘Janta ki awaaz mein parmatma ki awaaj hai. Jab janta ko koi iteraaz nahin to aapko kyon.

I will work in office till 3 pm before taking a flight to Mumbai. I will shoot till 3 am and be back in Chandigarh before you people are out of bed. Had people objected to my TV assignments, they would not have elected me by a big margin of 43,000 votes.

”Sidhu said, “I am just a soldier in the Captain’s army. There were rumours about the posts the Congress would offer me. I am above all this. The BJP had offered me to contest for Parliament from Kurukshetra, Chandigarh or West Delhi. Later, I was accommodated in the Rajya Sabha, but my heart lies in Punjab.”He said he had given Rs 2 crore from his own pocket to the Amritsar Deputy Commissioner to plant saplings. “I have won six elections in the past 12 years. I dared to call the Badals corrupt.”Sidhu said, “If the Captain had asked me to be just an MLA, I would have gladly done that. The Aam Aadmi Party had offered me a lucrative post. AAP thought it could win just by trolling on social media. The Congress is a tried and tested party.

My father was an advocate general associated with the party for 26 years.”The former Amritsar MP said, “The local bodies department has a lot of potential for public welfare; however, selfish interests have not allowed it to be achieved. It won’t happen now.”Talking about vendetta politics, he said, “Two wrongs do not make a right. We have to rise above vendetta politics and serve people to the best of our capabilities.

Law will take care of the corrupt.”Sidhu praised Pargat Singh saying “he has character”.  He also slammed former deputy CM Sukhbir Singh Badal and former revenue minister Bikram Majithia.He said that for the first time in his life he was feeling the weight of public expectations and wondered if he would live up to those.About challenges to their government, Sidhu said, “The only thing that comes in life without trying is dandruff. One has to try for everything else.”

The newly elected Punjab Cabinet that meets for the first time on Saturday will take the issue of farmers’ loans head on, having achieved power on the promise of debt-waiver.The cabinet will set up a committee of experts to assess the total agricultural loan, which the government proposes to waive. This amounts to around Rs 35,000 crore.The cabinet meeting will also authorise the government to come up with a white paper on the state of finances that the Congress government has inherited. The “systematic loot of state resources” will also be part of the white paper.

The government’s expenses in the last three years will also be audited, as a lot of works were undertaken without approval, say sources.
The cabinet can also order a third-party audit of the power department, as the current political dispensation believes there was much mismanagement in the department.A 150-point agenda is to be discussed by the Cabinet on Saturday afternoon, wherein important decisions on governance and economic reforms will be discussed.

Cong-led govt committed to protect Punjab’s interest on SYL

Punjab Power and Irrigation Minister Rana Gurjit Singh said on Friday the Amarinder Singh-led Punjab government is committed to protect the state’s interest on the Sutlej-Yamuna-Link (SYL) canal issue.

“We will save our water and we are committed to it. To protect our interest, we will fight in the Supreme Court,” he said after assuming charge here.

“The government will not allow any injustice with Punjab on the issue,” Singh said.

The newly-appointed minister also held a meeting with Advocate General Atul Nanda on the SYL issue.

Singh, who also holds the Power portfolio, said the priority of the new government would to reduce electricity tariff for the benefit of consumers.

“We had announced to reduce power tariff and we are committed to fulfil it,” he said, adding efforts would be made to reduce wasteful expenditure.

On releasing tube well connections under the discretionary quota, Singh said he would look into any lapses by the power utility.

Meanwhile, Punjab Minister of State (Independent Charge) Razia Sultana said her priority would be to end corruption and bring transparency in the functioning of the PWD Department.

“The department will complete projects within a given time frame to avoid any delay,” Sultana said.

“We will start by constructing internal roads first as they were in bad condition,” the minister said.

Sultana has been allotted PWD, Social Security and Development of Women and Children (Independent Charge).

On a sacrilege incident in Malerkotla last year, she said the new government will arrest the accused. — PTI

The decision was unanimous,” said Phoolka who is likely to take oath along with his colleagues on Monday.The Supreme Court lawyer who is known for his fight to seek justice for the victims of the 1984 anti-Sikh riots, Phoolka has won from Dakha constituency in Ludhiana. Congress vice-president Rahul Gandhi will attend the March-16 swearing-in ceremony of Capt Amarinder Singh as Chief Minister in Punjab. Rahul agreed to attend the event on a personal invitation extended by Captain here today.The two also discussed the structure of the Cabinet,  likely to be inducted in two parts — a small team first, followed by an expansion later.Asha Kumari, Congress in-charge of Punjab, told The Tribune: “Cabinet expansion is the prerogative of the Chief Minister. It is up to Capt Amarinder to balance regions, castes, seniority and talent in his Cabinet. He discussed the composition with the Congress vice-president and a final approval will come from Congress chief Sonia Gandhi soon. Manohar Parrikar on Sunday resigned as Defence Minister and will heading for Goa where newly-elected BJP MLAs unanimously backed him as the state legislature party leader, even as the Maharashtrawadi Gomantak Party (MGP) said it will support a government led by Parrikar.In the evening, BJP, Maharashtrawadi Gomantak Party and Goa Forward leaders met the Governor at Raj Bhavan and staked the claim to form government.

Addressing the media after meeting the Governor, Union Minister Nitin Gadkari said, “We have handed over a letter of support from 21 MLAs to the Governor.”“We met the Governor, expecting an invitation. Once we receive it, we will consult our colleagues and decide the date for swearing-in,” said Parrikar who was sitting beside Gadkari. The BJP is set now to form the government in the coastal state despite emerging as the second largest party behind the Congress.Defence Minister Manohar Parrikar resigned from his post after the BJP legislature party voted to bring him back as Chief Minister, according to sources in Goa. Parrikar held the top job before being reluctantly moved to the Narendra Modi government at the Centre.It is, however, not clear whether Prime Minister Narendra Modi has accepted his resignation.According to sources, the BJP has bagged the support of the Goa Forward and Maharashtrawadi Gomantak Party which won three seats in the 40-member state assembly. Captain wins Patiala, Badal Lambi, Sukhbir Jalalabad seats

Chief Minister Parkash Singh Badal on Saturday won from Lambi constituency, whereas Deputy Chief Minister Sukhbir Singh Badal defeated Bhagwant Mann from Jalalabad and Capt Amarinder Singh won on the Patiala Urban seat.Earlier, elaborate security arrangements were in place at all counting centres in Punjab on Saturday morning as counting got underway at 8.As many as 54 counting centres were set up at 27 locations. Around 14,000 officials were deployed for the smooth conduct of counting.Barricades were put near Sangrur town and only cars and government vehicles were allowed on the Sangrur- Malerkotla road as counting started at Bardwal College located on this road.Heavy police deployed near the counting centres in Ludhiana. Mobile phones and cameras were not allowed inside the counting centres. In Ludhiana, people had to take long routes because of elaborate security.                     In Patiala, not even officers without the mandatory Election Commission ID cards were allowed inside the counting centres. Two such officers were seen exchanging words with cops at Government Polytechnic, the counting centre for Patiala urban. AAP leader HS Phoolka was one of the first to arrive at the counting station. Phoolka told the media that the AAP would form government with majority.                       When told about the news reports that the Congress and SAD could come together to form the government, Phoolka said the two were already hand in glove.                       The counting of postal ballot was taken up first of all.

Even as most exit poll surveys have termed it a neck and neck between the debutant AAP and the Congress in the state, predicting a rout for the SAD-BJP alliance, local SAD leaders are not only confident about a good show by their party, but also forming the government.However, the second-rung leadership working at the grassroots level here is a bit nervous. “We are expecting the victory of Badal sahib, but the exit poll results have frightened us. It seems no party is getting the majority,” said a SAD activist from Lambi.Tejinder Singh Middukhera, an aide of the Badals who looks after some villages in Lambi, said: “All surveys will prove wrong. We will form the government for the third consecutive time and win Lambi with a huge margin.”Earlier during the day, SAD activists met the Chief Minister at his residence at Badal village. There was no hustle and bustle. Badal spent most of the time indoors. Some activists claimed that he was unwell. SAD chief Sukhbir Singh Badal is likely to come to Badal village from Delhi tomorrow morning. The family is expected to watch the results at their residence here.Meanwhile, local residents said the CM had done a number of development works in the constituency, but they were unhappy with the local leaders. That sentiment could turn the results negative for the SAD. “We will get a CM from our constituency if Badal or Amarinder wins. Even if Jarnail wins, his chances will be bright to become the CM as he will create a history by defeating an incumbent CM and a former CM,” they said.

  • Fazilka: Even as the ruling SAD has been written off by various exit polls, party president and Deputy Chief Minister Sukhbir Singh Badal’s supporters are hopeful that he will complete a hat-trick from Jalalabad in Fazilka district. SAD district unit president Ashok Aneja said Sukhbir would win again as he had spent about Rs 1,200 crore on development works in the constituency. “Sukhbir’s supporters will reach here in large numbers on Saturday,” said Aneja. The counting for Fazilka and Jalalabad segments will take place at DAV Centenary Public School, Fazilka. —Praful Chander Nagpal

He had visited Hazoor Sahib after the polling day. “Punjab nu bachaun vaste ardas keeti (I prayed at Patna Sahib that Punjab be saved),” Walia said.Dr Amarjit Thind (Shahkot) visited Anandpur Sahib and the Golden Temple with his family a few days ago. Today, he performed ‘ardas’ at Gurdwara Mehatpur.Confident of a win, Bholath candidate Sukhpal Khaira has already ordered a quintal of laddoos to be distributed tomorrow and prepared a schedule for a post-result roadshow. He also plans to visit the state gurdwara at Kapurthala.Khaira said, “My family visited the Golden Temple today to pay obeisance, while I met friends and supporters in Bholath.”

All eyes are on the Malwa region, that comprises 69 of the total 117 Punjab Assembly seats. The party that conquers Malwa is almost certain to form the next government. At stake is the prestige of top leaders of all parties — CM Parkash Singh Badal is pitted against Pradesh Congress chief Capt Amarinder Singh in Lambi (Capt is also fighting from Patiala), Deputy CM Sukhbir Badal faces a strong challenge from AAP’s firebrand leader Bhagwant Mann and Congress MP Ravneet Bittu in Jalalabad and in Lehragaga, former Punjab CM Rajinder Kaur Bhattal is pitted against Finance Minister PS Dhindsa.No matter which party wins, it is almost certain that the next Chief Minister will be from Malwa. Both the Congress and AAP are confident of forming the government even as the SAD-BJP believes that ‘unparalleled’ development in Punjab will help it sail through. The Akalis refuse to accept the exit polls, predicting their rout, harping on the their success in the recent DSGMC elections.The SAD-BJP and the Congress had won 34 and 32 seats, respectively, in Malwa during the 2012 Assembly elections. This time, the fledgling Aam Aadmi Party (AAP) has changed political equations in the region where is expected to do “extremely well”.
