US Congress seeks major defence partner recognition for India
The Indo-US ties of late have strengthened considerably

A powerful US Congressional conference committee has asked the Defence Secretary and the Secretary of State to take steps necessary to recognise India as America’s major defence partner in a bid to strengthen bilateral security cooperation.The provision mentioned in the voluminous Congressional conference report, running into more than 3,000 pages, on USD 618 billion National Defence Authorisation Bill (NDAA), in another significant development asks the Defence Secretary and the Secretary of State to conduct an assessment of the extent to which India possesses capabilities to support and carry out military operations of mutual interest of the two countries.This, including an assessment of the defence export control regulations and policies, needed appropriate modification in recognition of India’s capabilities and its status as a major defence partner, said the conference report which was unveiled by the House and Senate Armed Services Committee on Wednesday.It now needs to be formally passed by the two chambers of the Congress–the House of Representatives and Senate–before US President Barack Obama can sign it into law.Majority of the decisions of the Section 1292 of NDAA called ‘Enhancing defence and security cooperation with India’ would, however, have to be taken by the incoming Donald Trump Administration which would take charge on January 20.The language arrived in the conference report and NDAA has been agreed upon by both the Republican and Democratic Party.NDAA 2017 authorises funding for the Department of Defence and the national security programmes of the Department of Energy.Senator John McCain said, it “enhances security cooperation between the United States and India”.McCain is Chairman of the powerful Senate Foreign Relations Committee.However, NDAA 2017 is still a step below what friends of India have been working for in the Congress for the past few years–bringing the defence relationship on par with top NATO allies and Israel.“The President shall ensure that the assessment” is used, consistent with US conventional arms transfer policy, to inform the review by the US of requests to export defence articles, defence services, or related technology to India under the Arms Export Control Act and to inform any regulatory and policy adjustments that may be appropriate, it said.

NDAA 2017 also urged the Administration to designate an individual within the executive branch who has experience in defence acquisition and technology–to reinforce and ensure, through inter-agency policy coordination, the success of the Framework for the US-India Defence Relationship and to help resolve remaining issues impeding Indo-US defence trade, security cooperation and co-production and co-development opportunities. ਦਹਾਕਿਆਂ ਤੋਂ ਵੱਧ ਸਮੇਂ ਤੋਂ ਕੇਂਦਰੀ ਕੈਬਨਿਟ ਦੀ ਨਿਯੁਕਤੀਆਂ ਬਾਰੇ ਕਮੇਟੀ (ਸੀਸੀਈਏ) ਥਲ ਸੈਨਾ ਮੁਖੀ ਦੀ ਨਿਯੁਕਤੀ ਸਮੇਂ ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਉੱਤੇ ਅਮਲ ਕਰਦੀ ਰਹੀ ਹੈ। ਅਤੀਤ ਵਿੱਚ ਸਿਰਫ਼ ਦੋ ਮੌਕਿਆਂ ਉੱਤੇ ਸੀਨੀਆਰਤਾ ਦੇ ਸਿਲਸਿਲੇ ਨੂੰ ਤੋੜਿਆ ਗਿਆ। ਉਨ੍ਹਾਂ ਦੋਵਾਂ ਮਸਲਿਆਂ ਵਿੱਚ ਸਰਕਾਰ ਨੂੰ ਜਾਪਿਆ ਕਿ ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਵਿੱਚ ਸਭ ਤੋਂ ਉੱਪਰ ਆਉਣ ਵਾਲੇ ਜਰਨੈਲ ਜ਼ਿਆਦਾ ਦ੍ਰਿੜ੍ਹ ਤੇ ਮਜ਼ਬੂਤ ਸ਼ਖ਼ਸੀਅਤਾਂ ਸਨ ਜੋ ਸਿਆਸੀ ਪ੍ਰਬੰਧ ਦੇ ਸੂਤ ਨਹੀਂ ਸਨ ਬੈਠਣੀਆਂ।
ਲੈਫ਼ਟੀਨੈਂਟ ਜਨਰਲ ਐੱਸ.ਕੇ. ਸਿਨਹਾ ਦੀ ਸੀਨੀਆਰਤਾ ਵਿਸਾਰ ਕੇ ਲੈਫ਼ਟੀ. ਜਨਰਲ ਏ.ਐੱਸ. ਵੈਦਿਆ ਨੂੰ ਥਲ ਸੈਨਾ ਮੁਖੀ ਥਾਪਿਆ ਗਿਆ। ਜਨਰਲ ਵੈਦਿਆ ਭਾਵੇਂ ਅਤਿ ਸਨਮਾਨਿਤ ਤੇ ਅਲੰਕ੍ਰਿਤ ਫ਼ੌਜੀ ਅਫ਼ਸਰ ਸਨ, ਪਰ ਉਨ੍ਹਾਂ ਦੀ ਚੋਣ ਇਸ ਇਰਾਦੇ ਨਾਲ ਕੀਤੀ ਗਈ ਕਿ ਉਹ ਸਿਆਸੀ ਹੁਕਮਾਂ ਉੱਤੇ ਬੇਝਿਜਕ ਹੋ ਕੇ ਫੁੱਲ ਚੜ੍ਹਾਉਣਗੇ। ਉਨ੍ਹਾਂ ਨੇ ਅਜਿਹਾ ਕੀਤਾ ਵੀ ਅਤੇ ਸਰਕਾਰ ਨੂੰ ਸ੍ਰੀ ਦਰਬਾਰ ਸਾਹਿਬ, ਅੰਮ੍ਰਿਤਸਰ ਅੰਦਰ ਫ਼ੌਜੀ ਕਾਰਵਾਈ (ਸਾਕਾ ਨੀਲਾ ਤਾਰਾ) ਕਰਨ ਦੇ ਖ਼ਿਲਾਫ਼ ਠੋਸ ਤੇ ਨਿੱਗਰ ਮਸ਼ਵਰਾ ਨਹੀਂ ਦਿੱਤਾ। ਇਸ ਦੇ ਨਤੀਜੇ ਤਬਾਹਕੁਨ ਨਿਕਲੇ। ਇਸ ਤੋਂ ਜ਼ਾਹਿਰ ਹੈ ਕਿ ਜਦੋਂ ਸਰਕਾਰ, ਥਲ ਸੈਨਾ ਮੁਖੀ ਵਰਗੇ ਅਤਿਅੰਤ ਅਹਿਮ ਅਹੁਦੇ ਲਈ ਲਚੀਲੇ ਤੇ ਜੀ-ਹਜ਼ੂਰੀਏ ਕਿਸਮ ਦੇ ਅਫ਼ਸਰ ਦੀ ਚੋਣ ਕਰਦੀ ਹੈ ਤਾਂ ਉਹ ਵੀ ਢੁਕਵੀਂ ਤੇ ਨੇਕ ਸਲਾਹ ਦੇ ਲਾਭਾਂ ਤੋਂ ਵਾਂਝੀ ਹੋ ਜਾਂਦੀ ਹੈ। ਫ਼ੌਜੀ ਹਲਕਿਆਂ ਵਿੱਚ ਇਹ ਆਮ ਰਾਇ ਸੀ ਕਿ ਜੇਕਰ ਜਨਰਲ ਐੱਸ.ਕੇ. ਸਿਨਹਾ 1984 ਵਿੱਚ ਥਲ ਸੈਨਾ ਮੁਖੀ ਹੁੰਦੇ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਦਰਬਾਰ ਸਾਹਿਬ ਸਮੂਹ ਅੰਦਰ ਫ਼ੌਜ ਨਾ ਭੇਜਣ ਦੀ ਸਲਾਹ ਯਕੀਨੀ ਤੌਰ ’ਤੇ ਦੇਣੀ ਸੀ।
ਇਹ ਸਹੀ ਹੈ ਕਿ ਸਰਕਾਰ ਨੂੰ ਅਧਿਕਾਰ ਹੈ ਕਿ ਉਹ ਸਭ ਤੋਂ ਸੀਨੀਅਰ ਪੰਜ ਜਾਂ ਛੇ ਫ਼ੌਜੀ ਅਫ਼ਸਰਾਂ ਵਿੱਚੋਂ ਕਿਸੇ ਇੱਕ ਨੂੰ ਥਲ ਸੈਨਾ ਮੁਖੀ ਚੁਣੇ, ਪਰ ਉਸ ਕੋਲ ਸੀਨੀਆਰਤਾ ਦੀ ਲੜੀ ਤੋੜਨ ਲਈ ਬਹੁਤ ਨਿੱਗਰ ਕਾਰਨ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ। ਕਈ ਰੱਖਿਆ ਵਿਸ਼ਲੇਸ਼ਕਾਂ ਨੇ ਦੋ ਵੱਧ ਸੀਨੀਅਰ ਜਨਰਲਾਂ ਦਾ ਦਾਅਵਾ ਵਿਸਾਰ ਕੇ ਜਨਰਲ ਬਿਪਿਨ ਰਾਵਤ ਨੂੰ ਥਲ ਸੈਨਾ ਮੁਖੀ ਥਾਪਣ ਦਾ ਸਰਕਾਰੀ ਫ਼ੈਸਲੇ ਨੂੰ ਚੁਣੌਤੀ ਨਾ ਦਿੱਤੇ ਜਾਣ ਦੀ ਰਾਇ ਦਿੱਤੀ ਹੈ। ਪਰ ਅਜਿਹਾ ਕਰਦਿਆਂ ਉਹ ਭੁੱਲ ਗਏ ਹਨ ਕਿ ਭਾਰਤ ਇੱਕ ਲੋਕਤੰਤਰੀ ਮੁਲਕ ਹੈ ਅਤੇ ਜੇਕਰ ਅਜਿਹਾ ਕੋਈ ਫ਼ੈਸਲਾ ਕਿਸੇ ਹੋਰ ਸੇਵਾ ਵਿੱਚ ਲਿਆ ਗਿਆ ਹੁੰਦਾ ਤਾਂ ਸਰਕਾਰ ਨੇ ਆਪਣੀ ਕਾਰਵਾਈ ਦੇ ਕਾਰਨ ਖ਼ੁਦ-ਬਖ਼ੁਦ ਬਿਆਨ ਕਰਨੇ ਸਨ। ਥਲ ਸੈਨਾ ਵਿੱਚ ਜਿਨ੍ਹਾਂ ਅਫ਼ਸਰਾਂ ਦੀ ਸੀਨੀਆਰਤਾ ਉਲੰਘੀ ਗਈ ਹੈ, ਉਹ ਬੜੇ ਸੁਯੋਗ ਅਫ਼ਸਰ ਹਨ। ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਦੇ ਸਿਖਰਲੇ ਅਫ਼ਸਰ, ਲੈਫ਼ਟੀ. ਜਨਰਲ ਪ੍ਰਵੀਨ ਬਖ਼ਸ਼ੀ ਨੂੰ ਤਾਂ ਬੇਹੱਦ ਸੁਯੋਗ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ ਅਤੇ ਫ਼ੌਜੀ ਹਲਕਿਆਂ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦਾ ਬੜਾ ਮਾਣ-ਸਨਮਾਨ ਹੈ।  ਜੇਕਰ ਅਜਿਹੇ ਅਫ਼ਸਰ ਨੂੰ ਅਣਗੌਲਿਆ ਕੀਤਾ ਗਿਆ ਹੈ ਤਾਂ ਅਜਿਹਾ ਕਰਨ ਦੇ ਕਾਰਨ ਵੀ ਬਹੁਤ ਨਿੱਗਰ ਤੇ ਪ੍ਰਮਾਣਿਕ ਹੋਣੇ ਚਾਹੀਦੇ ਹਨ।

ਜ਼ਾਹਰਾ ਤੌਰ ’ਤੇ ਜੋ ਸਥਿਤੀ ਹੈ, ਉਸ ਦੇ ਮੱਦੇਨਜ਼ਰ ਜਨਰਲ ਬਿਪਿਨ ਰਾਵਤ ਨੂੰ ਦੋ ਸੁਯੋਗ ਤੇ ਕਾਬਲ ਅਸਫ਼ਰਾਂ ਦੇ ਉੱਪਰੋਂ ਦੀ ਥਲ ਸੈਨਾ ਮੁਖੀ ਬਣਾਉਣ ਦਾ ਕੋਈ ਠੋਸ ਆਧਾਰ ਨਜ਼ਰ ਨਹੀਂ ਆਉਂਦਾ। ਰੱਖਿਆ ਮੰਤਰਾਲੇ  ਵੱਲੋਂ ਸੁਝਾਈ ਗਈ ਵਜ੍ਹਾ ਕਿ ਜਨਰਲ ਰਾਵਤ ਨੂੰ ਬਾਗ਼ੀਆਨਾ ਸਰਗਰਮੀਆਂ ਨਾਲ ਸਿੱਝਣ ਤੇ ਅਤਿਵਾਦੀਆਂ ਖ਼ਿਲਾਫ਼ ਅਪਰੇਸ਼ਨ ਚਲਾਉਣ ਦਾ ਵੱਧ ਤਜਰਬਾ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਨੇ ਜੰਮੂ ਕਸ਼ਮੀਰ ਵਿੱਚ ਕੰਟਰੋਲ ਰੇਖਾ (ਐੱਲਓਸੀ) ਉੱਤੇ ਕਾਫ਼ੀ ਸਮਾਂ ਬਿਤਾਇਆ ਹੈ, ਆਪਣੇ ਆਪ ਵਿੱਚ ਬਹੁਤੀ ਵਜ਼ਨੀ ਨਹੀਂ ਜਾਪਦੀ। ਅਜਿਹੀ ਦਲੀਲ ਦੇ ਕੇ ਰੱਖਿਆ ਮੰਤਰਾਲੇ ਅਤੇ ਰੱਖਿਆ ਵਿਸ਼ਲੇਸ਼ਕਾਂ ਦੀ ਵੱਡੀ ਗਿਣਤੀ ਨੇ ਆਪਣੇ ਅਗਿਆਨ ਦਾ ਹੀ ਅਹਿਸਾਸ ਕਰਾਇਆ ਹੈ।
ਜ਼ਾਹਿਰ ਹੈ ਕਿ ਦੁਨੀਆਂ ਦੀ ਤੀਜੀ ਸਭ ਤੋਂ ਵੱਡੀ ਥਲ ਸੈਨਾ ਦਾ ਕਾਰਜ ਮਹਿਜ਼ ਇਲਾਕਾਈ ਵਿਦਰੋਹ ਜਾਂ ਅਤਿਵਾਦੀਆਂ ਦੇ ਕਦੇ-ਕਦਾਈਂ ਹੁੰਦੇ ਹਮਲਿਆਂ ਦਾ ਟਾਕਰਾ ਕਰਨਾ ਨਹੀਂ। ਨਾ ਹੀ ਇਨ੍ਹਾਂ ਦੋਵਾਂ ਖੇਤਰਾਂ ਨਾਲ ਜੁੜਿਆ ਤਜਰਬਾ, ਏਨੀ ਵੱਡੀ ਫ਼ੌਜ ਦੇ ਮੁਖੀ ਦੀ ਚੋਣ ਦਾ ਫ਼ੈਸਲਾਕੁਨ ਆਧਾਰ ਹੋ ਸਕਦਾ ਹੈ। ਦਰਅਸਲ, ਭਾਰਤੀ ਥਲ ਸੈਨਾ ਦੀ ਤਿਆਰੀ ਤੇ ਸਿਖਲਾਈ ਬੁਨਿਆਦੀ ਤੌਰ ’ਤੇ ਦੇਸ਼ ਦੀਆਂ ਸਰਹੱਦਾਂ ਦੀ ਰਾਖੀ ਕਰਨ ਤੇ ਇਲਾਕਾਈ ਅਖੰਡਤਾ ਬਰਕਰਾਰ ਰੱਖਣ ਦੇ ਕਾਰਜ ਵਾਲੀ ਹੈ। ਇਸ ਨੂੰ ਅਤਿਵਾਦੀ-ਵਿਰੋਧੀ ਜਾਂ ਬਗ਼ਾਵਤ ਵਿਰੋਧੀ ਕਾਰਵਾਈਆਂ ਉੱਪਰ ਇਸ ਕਰਕੇ ਲਾਇਆ ਜਾਂਦਾ ਹੈ ਕਿਉਂਕਿ ਸੂਬਾਈ ਤੇ ਕੇਂਦਰੀ ਪੁਲੀਸ ਬਲ ਇਨ੍ਹਾਂ ਕਾਰਜਾਂ ਨਾਲ ਜੁੜੀਆਂ ਚੁਣੌਤੀਆਂ ਨਾਲ ਸਿੱਝਣ ਪੱਖੋਂ ਖ਼ਰੇ ਨਹੀਂ ਉੱਤਰੇ। ਖ਼ਰੇ ਨਾ ਉੱਤਰਨ ਦੀ ਮੁੱਖ ਵਜ੍ਹਾ ਵੀ ਸਿਖਲਾਈ ਦੀ ਘਾਟ ਅਤੇ ਅੰਤਰ-ਪ੍ਰੇਰਨਾ ਦੀ ਕਮੀ ਰਹੀ ਹੈ।
ਭਾਰਤੀ ਥਲ ਸੈਨਾ ਮੁਖੀ ਦੀਆਂ ਜ਼ਿੰਮੇਵਾਰੀਆਂ ਬਹੁਤ ਵਿਆਪਕ ਹਨ। ਉਸ ਨੂੰ ਰਣਨੀਤਕ ਤੇ ਨੀਤੀਗਤ ਮੁੱਦੇ ਵੀ ਨਜਿੱਠਣੇ ਪੈਂਦੇ ਹਨ, ਥਲ ਸੈਨਾ ਨੂੰ ਸਹੀ ਕਿਸਮ ਦੇ ਜੰਗੀ ਸਾਜ਼ੋ-ਸਾਮਾਨ ਤੇ ਹਥਿਆਰਾਂ ਨਾਲ ਲੈਸ ਕਰਨਾ ਯਕੀਨੀ ਬਣਾਉਣਾ ਪੈਂਦਾ ਹੈ ਅਤੇ ਅਪਰੇਸ਼ਨਲ ਮੰਗਾਂ ਮੁਤਾਬਿਕ ਦੂਜੀਆਂ ਦੋ ਸੈਨਾਵਾਂ ਨਾਲ ਇਕਸੁਰਤਾ ਵੀ ਬਿਠਾਉਣੀ ਪੈਂਦੀ ਹੈ। ਸਾਡੇ ਵਾਲੇ ਭੂਗੋਲਿਕ ਖਿੱਤੇ ਵਿੱਚ ਸੁਰੱਖਿਆ ਦ੍ਰਿਸ਼ਾਵਲੀ ਵੀ ਹੁਣ ਬਹੁਤ ਸੁਖਾਵੀਂ ਨਹੀਂ। ਪਾਕਿਸਤਾਨ ਨਾਲ ਵਿਗੜਦੇ ਜਾ ਰਹੇ ਸਬੰਧ, ਅਫ਼ਗਾਨਿਸਤਾਨ ਤੇ ਮੱਧ ਪੂਰਬ ਅੰਦਰਲੀਆਂ ਅਸੁਖਾਵੀਆਂ ਘਟਨਾਵਾਂ, ਚੀਨ ਵੱਲੋਂ ਗੁਆਂਢੀ ਮੁਲਕਾਂ ਅੰਦਰ ਆਪਣਾ ਦਾਬਾ ਵਧਾਉਣ ਦੇ ਯਤਨ ਅਤੇ ਸਮੁੱਚੇ ਦੱਖਣ ਪੂਰਬ ਏਸ਼ੀਆ ਵਿਚਲੇ ਘਟਨਾਕ੍ਰਮ ਨੇ ਭਾਰਤ ਦੀ ਕੌਮੀ ਸੁਰੱਖਿਆ ਨੂੰ ਅਸਰਅੰਦਾਜ਼ ਕੀਤਾ ਹੈ। ਅਜਿਹੇ ਪੇਚੀਦਾ ਤੇ ਉਲਝਵੇਂ ਸੁਰੱਖਿਆ ਮੁੱਦਿਆਂ ਦੇ ਪ੍ਰਸੰਗ ਵਿੱਚ ਜੰਮੂ ਕਸ਼ਮੀਰ ਵਿੱਚ ਖਾੜਕੂਵਾਦ ਨਾਲ ਨਜਿੱਠਣਾ, ਕੰਟਰੋਲ ਰੇਖਾ ’ਤੇ ਛੋਟੀਆਂ-ਮੋਟੀਆਂ ਝੜਪਾਂ ਜਾਂ ਉੱਤਰ-ਪੂਰਬੀ ਭਾਰਤ ਵਿੱਚ ਥੋੜ੍ਹੀਆਂ ਬਹੁਤ ਬਾਗ਼ੀਆਨਾ ਸਰਗਰਮੀਆਂ ਨਾਲ ਨਿਪਟਣਾ ਮੁਕਾਬਲਤਨ ਗ਼ੈਰ-ਅਹਿਮ ਕਾਰਜ ਜਾਪਦੇ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਖੇਤਰਾਂ ਵਿਚਲੀ ਮੁਹਾਰਤ ਵੀ ਬਹੁਤੀ ਮਹੱਤਵਪੂਰਨ ਨਹੀਂ ਜਾਪਦੀ।
ਚੀਨ ਦੀ ਇਹ ਨੀਤੀ ਰਹੀ ਹੈ ਕਿ ਭਾਰਤ ਨੂੰ ਅੰਦਰੂਨੀ ਬਗ਼ਾਵਤਾਂ ਅਤੇ ਅਤਿਵਾਦ ਵਿੱਚ ਹੀ ਉਲਝਾਈ ਰੱਖਿਆ ਜਾਵੇ ਤਾਂ ਜੋ ਇਹ ਅੰਦਰੂਨੀ ਮਸਲਿਆਂ ਵਿੱਚ ਹੀ ਉਲਝਿਆ ਰਹੇ। ਉੱਤਰ ਪੂਰਬ ਵਿੱਚ ਉੱਠਦੀਆਂ ਬਾਗ਼ੀ ਸੁਰਾਂ ਨੂੰ ਚੀਨ ਵੱਲੋਂ ਗੁੱਝੀ ਹਮਾਇਤ ਰਹੀ ਹੈ ਜਦੋਂਕਿ ਭਾਰਤ ਦੀ ਪੱਛਮੀ ਸਰਹੱਦ ਉੱਤੇ ਦਹਿਸ਼ਤੀ ਹਮਲੇ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਇਹ ਪਾਕਿਸਤਾਨ ਨੂੰ ਧਿਰ ਬਣਾਉਂਦਾ ਰਿਹਾ ਹੈ। ਇਸ ਦਾ ਇੱਕੋ-ਇੱਕ ਮਕਸਦ ਭਾਰਤ ਦਾ ਧਿਆਨ ਖ਼ਿੱਤੇ ਵਿਚਲੇ ਵਿਆਪਕ ਸੁਰੱਖਿਆ ਪ੍ਰਬੰਧਾਂ ਦੀ ਬਜਾਏ ਸਿਰਫ਼ ਅੰਦਰੂਨੀ ਸੁਰੱਖਿਆ ਸਬੰਧੀ ਮਾਮਲਿਆਂ ਤਕ ਹੀ ਸੀਮਿਤ ਕਰਨਾ ਹੈ। ਭਾਰਤ ਸਰਕਾਰ ਵੱਲੋਂ ਨਵੇਂ ਥਲ ਸੈਨਾ ਮੁਖੀ ਦੀ ਨਿਯੁਕਤੀ ਸਬੰਧੀ ਕੀਤਾ ਗਿਆ ਐਲਾਨ ਇਸ ਤੱਥ ਵੱਲ ਇਸ਼ਾਰਾ ਕਰਦਾ ਹੈ ਕਿ ਚੀਨ ਦੇ ਮਨਸੂਬਿਆਂ ਮੁਤਾਬਿਕ ਭਾਰਤ ਸਰਕਾਰ ਦਾ ਧਿਆਨ ਅਤੇ ਤਰਜੀਹਾਂ ਵੱਡੇ ਯੁੱਧਨੀਤਿਕ ਮਸਲਿਆਂ ਦੀ ਬਜਾਏ ਇਨ੍ਹਾਂ ਸਰਹੱਦੀ ਮਸਲਿਆਂ ਵੱਲ ਹੋ ਗਈਆਂ ਹਨ।
ਭਾਰਤ ਦੇ ਸਿਰ ਉੱਤੇ ਪਰਮਾਣੂ ਹਥਿਆਰਾਂ ਦਾ ਮਸਲਾ ਵੀ ਮੰਡਰਾ ਰਿਹਾ ਹੈ। ਪਾਕਿਸਤਾਨ ਵੱਲੋਂ ਫ਼ੌਜੀ ਵਰਤੋਂ ਲਈ ਪਰਮਾਣੂ ਹਥਿਆਰਾਂ ਦਾ ਵਿਕਾਸ ਅਤੇ ਪਰਾਬੰਦੀ, ਭਵਿੱਖ ਵਿੱਚ ਕਿਸੇ ਵੀ ਜੰਗ ਦੇ ਇੱਕ ਨਵੇਂ ਆਯਾਮ ਸਬੰਧੀ ਅਗਾਊਂ ਸੂਚਨਾ ਸਮਝਿਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਇਸ ਤਰ੍ਹਾਂ ਭਾਰਤ ਦੇ ਦੋ ਮੁਹਾਜ਼ਾਂ ਉੱਤੇ ਜੰਗ ਵਿੱਚ ਉਲਝਣ ਦੀ ਗੁੰਝਲਦਾਰ ਸਥਿਤੀ ਬਣਨ ਦੀ ਵੀ ਸੰਭਾਵਨਾ ਹੋ ਸਕਦੀ ਹੈ। ਯੁੱਧਨੀਤਿਕ ਦਿਸਹੱਦਾ ਵਸੀਹ ਹੋਣ ਕਾਰਨ ਭਾਰਤੀ ਥਲ ਸੈਨਾ ਮੁਖੀ ਨੂੰ ਆਧੁਨਿਕ ਜੰਗ ਦੇ ਤੌਰ-ਤਰੀਕਿਆਂ ਦੇ ਗੁੰਝਲਦਾਰ ਮਸਲਿਆਂ ਦੀ ਚੰਗੀ ਸਮਝ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ ਅਤੇ ਵੱਡੀ ਫ਼ੌਜ ਨੂੰ ਪ੍ਰੇਰਿਤ ਕਰਨ ਲਈ ਦੂਰਦ੍ਰਿਸ਼ਟੀ, ਸੂਝ-ਬੂਝ ਅਤੇ ਕਿਰਦਾਰ ਦੀ ਮਜ਼ਬੂਤੀ ਲਾਜ਼ਮੀ ਹੈ।
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਥਲ ਸੈਨਾ ਮੁਖੀ ਦੀ ਚੋਣ ਵਿੱਚ ਸੀਨੀਆਰਤਾ ਨੂੰ ਨਜ਼ਰਅੰਦਾਜ਼ ਕੀਤਾ ਹੈ, ਪਰ ਇਹ ਇਸ ਦਾ ਕੋਈ ਢੁਕਵਾਂ ਤੇ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਕਾਰਨ ਨਹੀਂ ਦੱਸ ਸਕੀ। ਸਿਆਸੀ ਲੀਡਰਸ਼ਿਪ ਨੂੰ ਕੌਮੀ ਸੁਰੱਖਿਆ ਅਤੇ ਫ਼ੌਜੀ ਕਾਰਵਾਈ ਨਾਲ ਸਬੰਧਿਤ ਮਾਮਲਿਆਂ ਬਾਰੇ ਮਜ਼ਬੂਤੀ ਨਾਲ ਸਲਾਹ ਨਾ ਦੇ ਸਕਣ ਵਾਲਾ ਫ਼ੌਜੀ ਮੁਖੀ ਦੇਸ਼ ਲਈ ਬਿਪਤਾ ਹੀ ਸਹੇੜ ਸਕਦਾ ਹੈ ਜਿਵੇਂ 1962 ਵਿੱਚ ਚੀਨ ਖ਼ਿਲਾਫ਼ ਜੰਗ ਸਮੇਂ ਜਨਰਲ ਥਾਪਰ ਨੇ ਕੀਤਾ ਸੀ। ਦੂਜੇ ਪਾਸੇ ਮਾਰਚ-ਅਪਰੈਲ 1971 ਵਿੱਚ ਪੂਰਬੀ ਪਾਕਿਸਤਾਨ ਉੱਤੇ ਹਮਲਾ ਕਰਨ ਸਬੰਧੀ ਸਿਆਸੀ ਦਬਾਅ ਖ਼ਿਲਾਫ਼ ਸੈਮ ਮਾਨਕਸ਼ਾਅ ਵੱਲੋਂ ਲਏ ਗਏ ਸਟੈਂਡ ਨੇ ਸਿਆਸੀ ਲੀਡਰਸ਼ਿਪ ਨੂੰ ਬਹੁਤ ਫਾਇਦਾ ਪਹੁੰਚਾਇਆ।
ਅਫ਼ਸੋਸ ਦੀ ਗੱਲ ਇਹ ਹੈ ਕਿ ਮੌਜੂਦਾ ਸਰਕਾਰ ਨੇ ਸ਼ਾਇਦ ਸਿਆਸੀ ਕਾਹਲ, ਉਤੇਜਿਤ ਕਰਨ ਵਾਲੀਆਂ ਖੁਫ਼ੀਆ ਸੂਚਨਾਵਾਂ ਜਾਂ ਚੁਣੇ ਗਏ ਵਿਅਕਤੀ ਵਿਸ਼ੇਸ਼ ਦੇ ਲਚੀਲੇਪਣ ਕਾਰਨ ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਨੂੰ ਤੋੜ ਦਿੱਤਾ ਹੈ। ਸਰਕਾਰ ਨੇ ਆਪਣੇ ਇਸ ਗ਼ਲਤ ਕਦਮ ਉੱਤੇ ਬਗ਼ਾਵਤ ਵਿਰੋਧੀ ਕਾਰਵਾਈਆਂ, ਖ਼ਤਰਨਾਕ ਅਤਿਵਾਦੀਆਂ ਖ਼ਿਲਾਫ਼ ਕਾਰਵਾਈ ਅਤੇ ਕੰਟਰੋਲ ਰੇਖਾ ਉੱਤੇ ਤਾਇਨਾਤੀ ਜਿਹੇ ਬਣਾਉਟੀ ਕਾਰਨ ਦੱਸ ਕੇ ਪਰਦਾ ਪਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ। ਇਹ ਸਭ ਗੱਲਾਂ ਜਾਣਕਾਰਾਂ ਨੂੰ ਹਜ਼ਮ ਨਹੀਂ ਹੋ ਰਹੀਆਂ।
ਸਿਵਿਲ ਸੇਵਾਵਾਂ ਵਰਗੇ ਨਿਆਂਸੰਗਤ ਭੱਤੇ ਤੇ ਸਹੂਲਤਾਂ ਹਾਸਲ ਕਰਨ ਲਈ ਕੀਤੇ ਜਾ ਰਹੇ ਸੰਘਰਸ਼ ਕਾਰਨ ਭਾਰਤੀ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੇ ਮਨੋਬਲ ਵਿੱਚ ਕਮੀ ਆਈ ਹੈ। ਅਜਿਹੇ ਮਾਹੌਲ ਵਿੱਚ ਸੀਨੀਆਰਤਾ ਦੀ ਉਲੰਘਣਾ ਕਰਕੇ ਬਿਨਾਂ ਕੋਈ ਵਿਵਹਾਰਕ ਅਤੇ ਢੁਕਵਾਂ ਕਾਰਨ ਦੱਸਿਆਂ ਥਲ ਸੈਨਾ ਮੁਖੀ ਦੀ ਚੋਣ ਸੁਰੱਖਿਆ ਬਲਾਂ ਦੇ ਜੋਸ਼ ਤੇ ਜਜ਼ਬੇ ਨੂੰ ਘਟਾਉਣ ਵਾਲਾ ਕਦਮ ਹੈ। ਸੋਸ਼ਲ ਮੀਡੀਆ ਉੱਤੇ ਬਿਪਿਨ ਰਾਵਤ ਦੇ ਭਾਜਪਾ ਨਾਲ ਸਬੰਧਾਂ ਬਾਰੇ ਟਿੱਪਣੀਆਂ ਦਾ ਹੜ੍ਹ ਆ ਗਿਆ ਹੈ। ਜੇ ਅਜਿਹਾ ਹੈ ਤਾਂ ਇਹ ਭਾਰਤੀ ਫ਼ੌਜ ਅਤੇ ਸਰਕਾਰ ਲਈ ਮਾੜਾ ਸਮਾਂ ਹੈ ਜਿਸ ਨੇ ਫ਼ੌਜ ਦੇ ਸਿਆਸੀਕਰਨ ਵਰਗਾ ਮੰਦਭਾਗਾ ਕਦਮ ਚੁੱਕਿਆ ਹੈ।

Breaking Chain of Seniority

For over three decades Appointments Committee of Government of India has followed the seniority list in appointing Chief of Army Staff. It is only on two previous occasions that the chain of seniority was broken. In both these cases government felt that those on top of the seniority list were strong personalities, which did not seem to suit the then political dispensation. Lt Gen S K Sinha was superseded by Lt Gen Arun Vaidya, a highly decorated officer who, it was felt would follow political bidding without a demur. Sure enough he did just that and failed to render firm advice to the government against military action at the Golden Temple, (Operation Blue Star) which resulted in disastrous consequences. 
       So when government selects a pliable officer for the highest post in the military, it denies itself the benefit of appropriate and good advice. It is universally believed, within military circles, that had Gen SK Sinha been the COAS, he would have certainly advised the government against a military attack on the Golden temple. Decidedly it is the government’s prerogative to select an army chief out five or six names, but it must have some very solid reasons to break the chain of seniority, especially when merit too is being overlooked.
      Some defence analysts have questioned the very need to challenge the government on this issue, forgetting that India is still a democracy and therefore, such questions can be raised or else, where was the need for the government to justify its action of superseding some very capable officers. Even if one is to ignore the fact that presently the one on top of the list is universally acknowledged as, well above the rest and is highly regarded within military circles, there have to be some very compelling and valid grounds to bypass him. In the instant case there appears to be no such grounds or rationale to promote Gen Bipin Rawat superseding other two very competent and deserving officers. 
        The ministry’s reason to break this over three decade old practice of following seniority list, is that Gen Bipin Rawat has experience of counterinsurgency and operations against militants, besides spending considerable time at the LoC in J and K. In this argument the MoD as also a number of defence analysts have missed woods for the trees. Surely the raison d’ etre for the third largest army in the world cannot be merely to deal with, low level insurgency and random attacks by militants! Nor experience in these two fields can be the deciding factor in selecting chief for such a large army, whose essential task is to safeguard territorial integrity of this vast country and meet the emerging security challenges in the region and whose chief must have the vision and ability to comprehend complex issues related to national security.
      Indian Army is equipped and trained essentially for the defence of India. Its involvement in anti militancy and counter insurgency operations is primarily due to inability of state and central police to measure up to these tasks, due to their lack of training, and motivation. India’s Chief of Army Staff has to handle issues at the strategic level, equip the army with the right type of weaponry, integrate his forces with other two services based on operational demands. He has to mesh military actions and plans with those of the aims and policies of the political executive.
      The security scene in the region is least reassuring and the deteriorating relations with Pakistan, the developments in Afghanistan, Middle East, and China’s assertions in the immediate neighborhood and developments in Southeast Asia, all impact India’s national security. In the face of such complicated and involved security issues, dealing militancy in J and K, being on the Line of Control and tackling low level insurgency in the North East of India fade into insignificance and so does the alleged expertise in these areas.
       It has been China’s policy to involve India in insurgency and militancy so as to tie it down locally. While insurgency in the North East, have had China’s tacit and material support, it has been using Pakistan as a proxy to promote terror attacks across the border in the West. The ultimate aim being to narrow down India’s attention and focus on local security issues rather than the larger security imperatives of the region. The rationale of appointing the new chief, as enunciated by the Government of India, points to the fact that government vision and priorities have shifted from the larger strategic issues to these peripheral tasks, engineered by China.
        The nuclear issue looms large on the Indian horizon, where development and deployment of Tactical Nuclear Weapons by Pakistan portends to add yet another dimension to any future conflict. Then there is the distinct possibility of having to fight a two front war with all its complexity. So for the Indian Army Chief, the strategic horizon is wide open and demands clear grasp of complex issues inherent in modern warfare and a vision, intellect and strength of character to inspire this large army. 
      This government has overlooked seniority in the selection of army chief, but has completely failed to come up with any cogent or compelling reason for the same. An army chief who cannot render firm advice to the political leadership in matters of national security and operational issues, can be a liability and for sure bring about a national disaster which Gen Thapar did in 1962 war against China. On the other hand Sam Manekshaw’s firm stand against political pressure to invade East Pakistan during March-April 1971, paid off to the great advantage of political leadership.
     Unfortunately this government has broken the convention of following the seniority criteria , presumably due to political expediency, motivated intelligence inputs or supposedly pliability of the selected and has tried to cover its tracks on this misstep by assigning the untenable and specious cover of experience in low level counter insurgency etc. All this does not wash with the well informed.
      Due to the ongoing painful struggle by Indian Defence Forces for an equitable dispensation vis-a-vis civil services ( OROP, NFFU etc ) and consequent low morale, this side lining of a very capable officer, without any viable and cogent reasons is yet another blow to the already declining spirit of the defence forces. The social media is awash with Bipin Rawat’s BJP connection. It is a sad day for the Indian military and the government, which has taken an unfortunate step and in the process politicised the military. Government may have shot itself in the foot.

Her genuine concern for the well being saw quantum improvement in critical areas such as accommodation, care of differently abled children, welfare of Veer Naris and resolution of marital discord cases.

During his tenure as Chief of Staff of the elite Northern Army, the General had a challenging task of being responsible for the multifarious man management issues related to the officers and troops. He was instrumental in implementing and ameliorating the service conditions of all ranks and overall improvement in the quality of life. His unstinted dedication to this cause of troop welfare is a hall mark of his distinguished service in this appointment.

 

Now he is Chief Patron of Sanjha Morcha and dedicated himself for the welfare of Ex-Servicemen of Punjab.

Exactly five years ago at the same place if Chief Minister Parkash Singh Badal sought votes “to complete the unfinished works of his life”, this time he reminded people to be ready for sacrifice as “everybody is our enemy”.Addressing the Akali Dal’s conference at the Jor Mela, the CM today raised the “panthic” issues. He reminds the gathering that the Congress is the same party which started digging the SYL canal; which denied Capital city Chandigarh and Punjabi-speaking areas to Punjab; which demolished democracy with Emergency.Remember how bullets pierced through the pages of Guru Granth Sahib; how Darbar Sahib was demolished; how Sikhs were burnt alive in Delhi. He is picturesque when he talks about Operation Bluestar and the 1984 anti-Sikh riots.The pandal is full with blue and orange turbaned men having white beard. It is difficult to spot youth. Besides promising loan waiver to farmers and a job in each household, Amarinder also lashed out at chief minister Parkash Singh Badal and his son and deputy Sukhbir, promising to put them behind the bars if found guilty of religious sacrilege and drug trade, in an attempt to match the Aam Aadmi Party’s tirade against the ruling family.

“For me, you and Punjab is my family, and am concerned about all your worries. For Badals, Punjab is only for doing business, be it hotels, transport or any other trade. They are running the government like a business venture, benefiting only their family. I will bring to an end this ‘private limited company rule’ of Badals,” said Amarinder.

The former chief minister charged the ruling SAD-BJP combine with misinforming the electorate that, if voted to power, he will stop power subsidy.

“When I am talking about farmers in deep stress and in need of loan waiver, how can I levy power charges? Let me make it clear that not a single subsidy will be withdrawn after the Congress forms government in Punjab,” he said, promising even more subsidies to the needy.

Playing the emotive card before an impressive gathering, Amarinder condemned the spate of sacrilege incidents in the recent months, saying such “religious attacks” will not be tolerated and those responsible will be punished.

“Guru Granth Sahib, Bhagwad Gita and Quran — all holy books were desecrated under the Badal rule. The police failed to identity the real culprits, as it’s part of the Akali’s sinister design to divert public attention,” he said.

‘BADALS PROMOTING OWN INTEREST’

Appealing to the people to vote for the Congress to “save” the state from Badals and revenue minister Bikram Singh Majithia, Amarinder reiterated that they were only interested in promoting their own interests and filling their pockets. He questioned from where the Badals got the money for Sukhvilas (luxurious villas opened at New Chandigarh) and other personal projects and businesses.

Accusing Majithia of selling drugs, Amarinder said he had ruined an entire generation of youth in Punjab. “Deprived of employment, the youth are being pushed into drug abuse by the Badals and Majithia, who are patronising the drug mafia,” he said. Earlier, rally organiser and local MLA Kuljit Singh Nagra along with fellow legislators Sadhu Singh Dharamsot (Nabha) and Kaka Randeep Singh (Amloh) and Bassi Pathana candidate Gurpreet Singh addressed the gathering.

State Congress chief Capt Amarinder Singh today accused the SAD-BJP government of failing to stop the desecration of Guru Granth Sahib. Addressing the party’s conference at the Shaheedi Jor Mela here, Amarinder condemned the spate of incidents of sacrilege in the state in recent months. He promised that those responsible for such acts would be thrown into jail once the Congress formed the government.He appealed to the people to vote for the Congress to save the state from the Badals and Bikram Singh Majithia, who were only interested in promoting their interests and filling their pockets. He said the drug problem was so widespread that many villages of Amritsar were without a single surviving male member as all had fallen victim to chitta.The PPCC chief also attacked the Badals over the 300-odd political appointments made recently, allegedly in violation of all norms to accommodate their own people ahead of the imposition of the code of conduct.Amarinder said no public subsidy would be withdrawn by his government after coming to power. “The Congress government will not only continue to give free power to the farm sector but also reduce the power tariff for the industrial and commercial consumers,” he announced.Reiterating that not a drop of water would be allowed to go out of Punjab, Amarinder declared, “The Akali government failed to protect the state’s rights in the SYL case, but I will fight it out till my last breath.”

BKU extends support to Congress

  • Chandigarh: The Bhartiya Kisan Union on Monday extended support to the Punjab Congress at a meeting here with PPCC president Capt Amarinder Singh, who assured them that all farmer issues would be addressed on priority when the party comes to power in the state. The meeting was attended by BKU national president and former MP Bhupinder Singh Mann and state president Baldev Singh Mainpur, along with several BKU members. The Indian Army’s Poona Horse and the latest Indian Navy frigate, the INS Sahyadri, held an affiliation at an event that continued a three-decade practice promoting cross-service cooperation at the Naval Dockyard in Visakhapatnam on Saturday.Lt Gen RV Kanitkar, colonel of the Poona Horse Regiment — one of the oldest regiments of the Indian Army— and Vice-Admiral HCS Bisht, Flag Officer Commanding-in-Chief of Eastern Naval Command, spoke about the importance of achieving the aims listed in the charter of affiliation.Affiliation between naval ships and army regiments was instituted in 1990 to foster a spirit of cooperation and understanding between the two wings of the armed forces.The Poona Horse is an Armoured Corps regiment that was raised on July 15, 1817, through the Treaty of Poona between British and Bajirao II, the Peshwa. The regiment has fought several legendary battles such as the Battle of Koregaum, Afghan Wars, Battle of Kooshab and Indo-Pak wars of 1965 and 1971.INS Sahyadri, one of the latest indigenous weapon platforms of the Eastern Naval Command, was constructed at Mazagaon Dock Ltd, Mumbai. This stealth ship is armed with an array of weaponry such as Surface-to-Surface missiles, Surface-to-Air missiles, medium range and short-range guns and anti-submarine warfare capabilities.

AMRITSAR: Cricketer-turned-politician Navjot Singh Sidhu met Congress vice-president Rahul Gandhi at New Delhi on Tuesday. During the meeting that lasted for half-an-hour, the former BJP MP discussed his plans about joining the party.

Both Rahul and his sister, Priyanka Gandhi, were holding talks with Sidhu after he floated his own front, Awaaz-e-Punjab in September. However, after Bains brothers of Ludhiana aligned with the Aam Aadmi Party, Sidhu’s wife Navjot Kaur and former Indian hockey team captain, Pargat Singh joined the Congress on November 28.

According to party sources, Sidhu will meet Punjab Congress chief Captain Amarinder Singh this week to discuss his role in the party and work out the modalities of his joining. Both leaders had traded barbs earlier. Sidhu, while floating his front, had announced to work against the “Badal-Amarinder nexus” in Punjab and Captain had dubbed him a “clown”.

DR SIDHU SAYS SHE WON’T CONTEST ASSEMBLY POLLS

In Amritsar, Sidhu’s wife and Amritsar East MLA Dr Navjot Kaur Sidhu said she won’t be contesting the upcoming assembly elections. Her name had not figured on the first list of 61 candidates declared by the Congress last week.

Talking to HT, she reiterated that Sidhu will contest from the Amritsar East constituency.

“Sidhu wanted to play an active role in the state politics and that’s why he has decided to contest the assembly polls. He will join the Congress soon and contest from Amritsar (East). I will assist him,” she said.

Dr Sidhu also said they had no plans to contest the Amritsar Lok Sabha bypoll. “We have made it clear to the party. We will contest only one election and that is assembly. Sidhu will campaign in entire Punjab and in his absence I will look after his seat,” she added Amid speculation that Sidhu has been offered the post of deputy chief minister by the Congress high command, she said: “I do not know anything about this but yes whatever role high command gives, Sidhu will accept.”

She also said Sidhu has no qualms in working under the CM picked up by the high command.

On why Sidhu wants to contest from Amritsar East segment, Dr Sidhu said: “He contests or I contest, it doesn’t make a difference. We are a family.” On whether Sidhu’s entry may lead to dissent in the local Congress leadership, she said: Sidhu’s entry has a clearance from the highest level. The message must be clear to all. It is the job of Congress vice-president and the PPCC chief to tackle such issues.”

Pargat barges into Badal’s sangat darshan show and confronts him

JALANDHAR: High drama was witnessed at Punjab chief minister Parkash Singh Badal’s sangat darshan on Tuesday when Jalandhar Cantonment MLA Pargat Singh, who recently left the Akali Dal to join the Congress, barged into the venue and confronted Badal over the issue of upcoming solid waste management plant at Jamsher village.

Earlier, heated arguments were exchanged between Pargat and police officials when the MLA was stopped from entering the venue, stating that he could not enter the venue as per orders.

Pargat argued as how an elected MLA could be stopped from meeting the CM as he wanted to raise the issue of waste management plant “that could result in several deaths” in his constituency.

Then, Pargat sat on a dharna for nearly 20 minutes before the CM’s security personnel took him to meet Badal. The CM invited Pargat in a taunting way announcing that he was here to meet the public. The MLA, who spoke aggressively to Badal, said the state government was misguiding the people of his constituency by issuing statements that the plant project had been cancelled.

“There is no official notification in this regard from the government as the officials are not clear if a project being implemented under the supervision of the National Green Tribunal can be cancelled or not,” said Pargat.

When the SAD candidate from the Jalandhar Cantonment, Sarabjit Makkar, said the deputy CM had announced that the project was cancelled, Pargat snubbed him, saying, “Deputy CM te tere varge bandeyan de kain naal ki hunda? Notification kithe hai? (How does it matter if the deputy CM or a person like you say so? Where is the notification?)”

Claiming that the officials who passed the project had misguided the government, Pargat asked the CM to visit the project site, nearly 800 meters from the venue, to get idea under what conditions people were living there because of the already running dairy complex.

Badal refused this citing a busy schedule.

Addressing the gathering, chief minister Badal said the Congress was poaching the rebel Akali leaders in a desperation to form government in the state.

The cash crunch has hit the election campaign of candidates nominated by the three main parties — the Congress, the Shiromani Akali Dal and the Aam Aadmi Party (AAP). The Congress and AAP are raising a hue and cry over demonetisation, while the Akalis are putting a brave face, apparently due to coalition compulsions.Congress candidates feel that the ruling alliance is in an advantageous position. They apprehend that the money that was to be used to woo voters will be replaced with “gifts” such as liquor once the code of conduct comes into force.The Congress’ Abohar nominee, Sunil Jakhar, says the Election Commission should direct banks to make money available to the contestants. In the absence of adequate cash, he is relying on a door-to-door campaign. Another party candidate, former MP Vijay Inder Singla, who kicked off his campaign with a road show, says, “Making payments to caterers, tent owners, vehicle owners and others is tough as the weekly withdrawal limit is just Rs 24,000.”The SAD candidate from Amloh, Gurpreet Singh Raju Khanna, claims that demonetisation has not adversely affected his campaign. He says the Akali Dal is a cadre-based party whose supporters chip in with payments. Akali MLA and Khemkaran candidate Virsa Singh Valtoha says the party has made some payments in old notes as well. “At present, the biggest expenditure is on fuel, which we are managing on credit,” he adds.Sukhpal Singh Khaira, AAP nominee from Bholath, admits that the cash crunch is a stumbling block. “We manage some payments with cheques, but at times cash has to be paid. Eye on polls, Badal takes Punjab on pilgrimage

The government has pressed into service 90 trains and hundreds of state transport buses to take people on an all-expenses paid pilgrimage to Takht Sri Hazoor Sahib in Maharashtra, Kashi Dham in Varanasi, Mata Vaishno Devi in Jammu and Kashmir and Ajmer Sharif Dargah in the past one year. Badal recently announced that if voted back to power in 2017, he will roll out a free pilgrimage service to Nankana Sahib in Pakistan too.

On a pilgrimage overdrive, the government is sending 10 trains and 100 buses to Patna for the 350th birth anniversary of Guru Gobind Singh in the first week of January. That is not all. There is a free bus service to the Golden Temple (daily), Anandpur Sahib, Vaishno Devi and Jwala Ji in neighbouring Himachal from all major towns of the state.

Sources in the CM’s office say that 98,940 pilgrims have visited Sri Hazoor Sahib, while 22,440 and 3,060 have been to Varanasi and Ajmer Sharif, respectively.

SECULAR IS SACRED

It was following the widespread anger at incidents of Guru Granth Sahib’s sacrilege that Badal took a leaf out of his Madhya Pradesh counterpart Shivraj Singh Chouhan’s Mukh Mantri Tirath Darshan Yatra scheme in January. While the Madhya Pradesh scheme is only for non-taxpayers above 60 years, Badal’s scheme covers everyone across communities. Besides filling a form and providing an Aadhar or voter ID card, all a pilgrim needs isa clean ch it from a governmentdeputed health practitioner.

Punjab tourism minister Sohan Singh Thandal said the scheme, which covered four pilgrim spots, received such a rousing response that the government has now started sending buses to Damdama Sahib, Anandpur Sahib and Jwala Ji. “It depends on the demand, which is conveyed by the MLA to the deputy commissioner (DC), who then relays the request to the state transport commission,” he says.

Opposition leaders say the ruling party legislators are milking the scheme to woo their constituency. Thandal admits that party workers accompany every bus that goes from his constituency. Legislators such as Baba Bakala MLA Manjit Singh Mianwind even made it a point to accompany the pilgrims on the train.

Initially, the trains were flagged off with much fanfare by deputy chief minister Sukhbir Singh Badal and environment minister Bikram Singh Majithia.

Since the inauguration of the Heritage Street and Golden Temple entrance plaza in November, the government has been running a daily free bus service to the Golden Temple from most of the 117 assembly constituencies .“It’ s a bid to educate the youth about our heritage,” says Thandal.

ROUSING RESPONSE

Rupnagar DC Karnesh Sharma says the scheme is receiving an enthusiastic response. “All four trains from Anandpur Sahib — three for Sri Hazoor Sahib and one for Kashi Dham — are overbooked. The journey is a dream come true for many,” he says.

Baba Bakala SDM Tejdeep Singh Saini, who undertook the five-day pilgrimage to Sri Hazoor Sahib as the nodal officer, says, “The pilgrims don’t have to spend a paisa on food and lodging.” The train is second class and the food and stay are arranged by the railways, which also provides passengers with an insurance cover.

COURTING ANGER

While the pilgrim trains may be creating a buzz, they have attracted the ire of the Punjab and Haryana high court. Taking suo motu notice of the scheme in January, the court said, “Considering the fact that the state is failing to make even routine payments,” it should provide details about the source of funds for the scheme. The state then disclosed that it had set aside ₹46.5 crore under the tourism head for this scheme. “The scheme is to strengthen the social and cultural fibre of the state,” state chief secretary Sarvesh Kaushal said.

Ludhiana resident Kuldip Singh Khaira has filed a petition in the HC, alleging that public money was being wasted at the instance of ruling party lawmakers for “free tour to supporters” to garner votes . The government is yet to respond to the allegations.

Dr Jagroop Singh Sekhon of the political science department at Guru Nanak Dev University, terms the yatras a desperate exercise in futility that will have no impact on the ruling combine’s poll prospects. “Religion is a personal affair, why should the state government intervene? These funds should instead be spent on health and education,” he adds.

Italy’s highest court on Friday ordered a re-trial of former top executives at defence group Leonardo Finmeccanica over allegations of bribery in a 2010 contract to provide a dozen helicopters to the Indian government.

In April, a Milan appeals court sentenced former Finmeccanica CEO Giuseppe Orsi to four-and-a-half years in prison for corruption and falsifying invoices, overturning a previous lower court ruling.

Bruno Spagnolini, former head of the group’s helicopter unit AgustaWestland, was sentenced to four years in jail over the 560 million euro ($585 million) contract.

The case went to the highest court after the two executives launched an appeal.

Both executives will now have to be tried again in front of Milan’s appeals court.

Last week, India’s federal police arrested the former head of the air force SP Tyagi, 71, who was at the centre of allegations of impropriety in the order of 12 helicopters meant to fly senior Indian politicians.

The deal was cancelled in 2014 after Orsi was arrested on suspicion of paying bribes to secure the deal. — Reuters

Tyagi and two others, arrested in the AgustaWestland chopper deal case, to judicial custody till December 30.Claiming innocence, Tyagi has moved a bail application that a Patiala House court listed for December 21.(Follow The Tribune on Facebook; and Twitter @thetribunechd)Central Bureau of Investigation (CBI) Special Judge Arvind Kumar remanded Tyagi, his cousin Sanjiv Tyagi and Gautam Khaitan, a Delhi-based lawyer, to Tihar Jail.Considering the security perspective, the court has directed lock-up as well as jail officials to take care of his safety measures.Tyagi — the first chief of any wing of the armed forces to be arrested in the country — and the others were allegedly involved in irregularities in the procurement of 12 AW-101 VVIP helicopters from Britain-based AgustaWestland.To show solidarity to the former IAF chief in his legal battle, at least 20 veterans, including 12 former Air Marshals, were present in the court room during the proceedings.One of the close associate of Tyagi told IANS that former IAF chief is getting full support from the defence personnel.The other two also moved bail pleas and the court has asked the probe agency too file reply on the pleas.The former IAF chief sought bail on the ground that he has co-operated in the investigation.Tyagi’s counsel Menaka Guruswamy said as he is a decorated war hero, he is not fleeing from justice and will follow the conditions.Tyagi said the case is based on documentary evidence and neither he will influence witnesses nor he is going to tamper with evidence if he is released on bail.Khaitan’s counsel Pramod Kumar Dubey also maintained the same content in his bail plea.To strengthen his plea, advocate Dubey submitted before court that Khaitan has not misused any conditions of bail granted earlier in a separate case probed by Enforcement Directorate (ED). — IANS

Former Punjab Health Minister Laxmi Kanta Chawla today urged the state government to highlight names and sacrifices of the Army, paramilitary forces jawans and policemen in their schools and educational institutes from where they had completed their education. She said it would be a befitting tribute to those, who died for the unity and integrity of the country. It would also inspire the young and future generations to be a responsible citizen, she added. She said all educational institutes should apprise students about valour of martyrs. “Pictures and life sketches of such brave students will be inspirational for the future generations,” she added while urging the Punjab government to issue special instructions to all schools, colleges and universities in this regard. She said special programmes should also be organised for honouring martyred students and their family members.

Amritsar Cantt aims for eco-friendly garbage disposal

The Amritsar Army Cantonment inaugurated its Solid Liquid Resource Management project on the pattern of Vellore model that is being promoted by expert C Srinivasan. By becoming the first Army cantonment in the country to adopt SLRM, it also has become recipient of the coveted Raksha Mantri award for excellence under the Swachch Bharat movement.Under the SLRM project the cantonment has set up sites for collection dry and wet waste, along with along with non-biodegradable waste, while initiating teams of volunteers to recycle and segregation of the non-biodegradable waste. They will apply principles of composting and mulching for treating the dry waste.With a population of approx 10,500 people inside the cantonment, teams have been assigned and several volunteer were imparted training during workshops on scientific methods of waste disposal. The project was inaugurated in presence of Major General Nav Khanduri, VSM, who was the chief guest.Informing about the commencement of project and the award, Dheeraj Sonaje, CO, Army Cantt, Amritsar said that the project was completed within three months and will also be looking to generate revenue with recycled garbage.“It is definitely an achievement in terms of moving towards the zero waste target and the award is a welcome encouragement,” he said while interacting from Delhi, where he will attend the award ceremony.

The Heart of Asia (HOA) Conference today saw India and Afghanistan come together on the issue of terrorism. The conference adopted the Amritsar Resolution naming Pakistan-based terrorist groups, including Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM), as grave threats to peace in region..India had failed to get these groups mentioned in the Goa Declaration adopted at the end of the BRICS Summit in Goa in October this year. Significantly, the much anticipated India-Pakistan bilateral on the sidelines of the conference did not take place. President Ashraf Ghani lashed out at Pakistan even as Sartaj Aziz, Pakistan’s de facto foreign minister, looked on. Ghani snubbed a $500-million pledge by Pakistan for development projects in Afghanistan, saying Afghanistan “needs aid to fight terrorism”.He said they needed to identify cross-border terrorism and a fund to combat terrorism. “Pakistan has pledged $500 million for Afghanistan’s development. This amount can be spent to contain extremism,” Ghani said. “Afghanistan suffered the highest number of casualties last year… Some still provide sanctuary to terrorists. As a Taliban figure said recently, if they had no sanctuary in Pakistan, they wouldn’t last a month,” Ghani pointed out.Appreciating India’s help, he said the relationship with the country was based on “shared values and beliefs”.Though Prime Minister Narendra Modi did not name Pakistan, his emphasis was clearly in that direction. He said “resolute action” was needed not just against forces of terrorism, but also against  “those who support, shelter, train and finance them.”Asserting that “terrorism and externally induced instability posed the gravest threat to Afghanistan’s peace, stability and prosperity”, he went on to say that “silence and inaction against terrorism in Afghanistan and our region will only embolden terrorists and their masters”.Modi asked the international community to “demonstrate a strong collective will to defeat terror networks that cause bloodshed and spread fear.” Snubbed by Afghanistan, Pakistan did not find much warmth from India for its desire to resume dialogue. Officially, India maintained there was no pull-aside or bilateral between Aziz and National Security Adviser AK Doval. Sources said they did shake hands and had a brief conversation at the HOA dinner last night. The meet was attended by delegates from 45 countries and international organisations.

India and Pakistan were today engaged in another war of words. Pakistan alleged that Sartaj Aziz, Pakistan’s de facto foreign minister, and Abdul Basit, Pakistan’s High Commissioner to India, were denied permission to visit the Golden Temple.Sources in the government said the permission was denied keeping in mind that Sunday was Guru Teg Bahadur’s martyrdom day and inconvenience would have been caused to the devotees visiting the shrine. They also said that VVIPs’ visit to the Golden Temple had been facilitated on Saturday. But today security would have been a big problem. Pakistan also alleged that Aziz and Basit were not allowed to interact with the visiting Pakistani mediapersons and that some of them were treated badly by the Indian security personnel.

Neeraj Negi bags COAS gold at IMA

As many as 55 cadets of the Army Cadet College (ACC) wing graduated from the Indian Military Academy (IMA) here today. The Chief of Army Staff (COAS) gold medal was awarded to Wing Cadet Captain Neeraj Negi, while COAS silver and bronze medals were given to Wing Cadet Adjutant Sourav Das and Bronze Medal Company Cadet Captain Jai Kumar, respectively.Lt Gen SK Saini, Commandant, IMA, was the chief guest at the graduation ceremony of 108 Army Cadet College Wing Course. He said hard work with dedication is one of the most important tools to excel in ones’ life. Cadets should always remain updated about the military warfare, weapons and communication equipment, he said.He advised cadets to master in their respective fields by going through maximum courses during their service in the Army. He congratulated them for successfully completing their three years of training at the Army Cadet College Wing.Of the 55 cadets, 22 are from science stream while 33 from humanities. Degrees were conferred on cadets by Jawaharlal Nehru University, New Delhi.The Commandant’s silver medal for being first in service subjects was given to Wing Cadet Quater Master Chetan Thapa, while for being first in humanities stream and science stream were given to Company Quater Master Sergent Inderjeet Singh and Company Cadet Captain Jai Kumar, respectively.Lt Gen Saini awarded the Commandant’s Banner to the Champion Company. The Banner is awarded to Kargil Company for excelled in various competitions like sports, academics, camps, debates and interior economy.Earlier, Brig Ravi Dimri, Commander, Army Cadet College Wing, while presenting the college’s report, highlighted the high standards and commendable academic performance shown by the cadets of the graduating course. He said the ACC had a rich history of training selected personnel from other ranks of all three services who had the potential to become officers in the Indian Army. After three years of training at the Army Cadet College, they will join the IMA for one year for their pre-commissioning training.


End-of-term exhibit

Dehradun: The end-of-term indoor club exhibition-cum-competition was held at the IMA here on Friday. Neena Saini, wife of IMA Commandant Lt Gen SK Saini, was the chief guest. This exhibition showcased glass, oil and charcoal paintings along with pencil sketches with monuments of the IMA as the theme. The photography and wildlife club is a popular  club  among  GCs and  ACC  Wing  Cadets. It exhibited an innovative display of life like photographs with catchy captions and write-ups. The members of the computer club abreast with the latest technology gave the basic framework for the development of the GC assessment and management software, e-dossiers and the section hospital management system, which are presently operational in the IMA.. — TNS
