Jammu, August 11

The Army’s Trishul Division organised a Sadbhavana rally at Nyoma, Leh, to connect with the people of the Ladakh region.A large number of residents from 20 villages, including Reeboos, a nomadic tribe of Ladakh, attended the function. During the event, tents, kitchen items, furniture, solar streetlights, solar lanterns and solar water heaters were handed over to villagers of Kungyam, Liktse, Tarchit, Nyoma, Nyoma TR, Samad Rokchen, Sumdho, Dungti, Hanle, Koyul, Puga and Demchok.The Army reiterated its commitment to uplift and amelioration of living conditions of the people of eastern Ladakh during the rally.

JALANDHAR: To bestow honour upon its veterans, Vajra Corps on Saturday dedicated various landmarks in the name of war heroes and sports veterans.

During an event organised by the Corps in the Jalandhar cantonment area, general officer commanding (GOC), Vajra Corps, Lieutenant General JS Cheema, announced landmarks renamed in the names of war heroes.

He announced that the gate to Jalandhar Cantt near Rama Mandi Chowk has been named as ‘Harbaksh Dwar’.

It was inaugurated by Lt Gen MS Bhullar (Retd), former Colonel of the Sikh Regiment. Let Gen Harbaksh had led the Western Command to victory in the 1965 Indo-Pak war.

Meanwhile, the road leading from Harbaksh Dwar has been named as ‘Rajindar Singh Sparrow Road’, to honour the legendary Maj Gen RS Sparrow, Maha Vir Chakra (MVC) and Bar. The road was inaugurated by his sons Lt Gen MS Shergill & TS Shergill.

The other roads that have been named were Lt Gen JS Dhillon Road, who was the Corps Commander of Vajra Corps in 1965 and Vikram Batra Road named after Capt Vikram Batra, PVC, who evicted the Pakistani soldiers from Kargil heights in the 1999 Kargil conflict.

The road leading to Hari Pal Kaushik Sports Complex has been named as ‘Dhyan Chand Road’ after the legendary hockey wizard Maj Dhyan Chand.

It was inaugurated by Col (Retired) Balbir Singh Kular, a renowned hockey player and native of Jalandhar.

The sports complex of Vajra Officers Institute has been christened as ‘Hari Pal Kaushik Sports Complex’.

The complex was dedicated to legendary 82-year-old Lieutenant Colonel (Retired) Hari Pal Kaushik, Veer Chakra (VrC).

Lt Col Hari Pal Kaushik is the only officer of the Indian Army who has been honoured with two prestigious awards.

He has been honoured with Vir Chakra for his act of gallantry in the 1962 war with China and Arjuna Award for representing the country in three Olympics i.e. in 1956, 1960 & 1964, winning Gold, Silver & Gold medal, respectively

A host of prominent hockey players, mainly from the Sikh Regiment Lieutenant General (Retired) MS Bhullar, Major General (Retired) Trilochan Singh, Brigadier (retired) HJS Chimni, Brigadier (retired) IS Gakhal, Colonel (retired) RS Cheema and Colonel (retired) Balbir Singh Kular were present on the occasion.

Salinder Kaur w/o late Sub Maj Makhan Singh was presented with a cheque for `1 lakh from zonal president of the Vajra Army Wife Welfare Association (AAWA) Anupvir Kaur.

Late Sub Maj Makhan Singh had won gold and silver medal in athletics at Jakarta Asian Games in 1962 .

He had beaten legendary Milkha Singh in the 1962 National Games in Kolkata.

In addition to this, Havildar Virender Singh of 5011 ASC Bn & Sep Ramudri Someswara Rao of 11 Madras Regiment were honoured with cash prize of `50,000 each by GOC Vajra Corps.

Havildar Virendra Singh has qualified for Rio Paralympics Games to be held in Brazil and will participate in javelin and shortput events.

Sepoy Ramudri Someswara Rao is a blade runner and has represented the Services at the national level para athletic championship winning gold in the 100-meter race.


Charges framed against two Western Command officials in graft case

A special CBI court today framed charges against two senior officials at the office of the Principal Controller of Defence Accounts (PCDA), Western Command, Sector 9, Chandigarh, for taking Rs 20,000 bribe for issuing an annual settlement certificate to a trader who supplied stationery and electronic items to the Army.Senior Auditor Vitesh Kumar and Assistant Accounts Officer Kashmiri Lal have been chargesheeted under Section 7 of the Prevention of Corruption Act, 1998.According to the CBI, Vitesh was arrested while taking bribe and Kashmiri Lal was held on the basis of a conversation with the complainant in May last year.The complainant had told the CBI that the officials demanded bribe from his brother-in-law, based in Pathankot, for issuing an annual settlement certificate to his firm.The CBI further added that a payment of Rs 10.50 lakh was pending with the Army and both officers were demanding 10 per cent of the total amount for clearing his bills and to issue him a fresh annual settlement certificate, which was mandatory for further contracts.


ACTION TO BE TAKEN ON DEMISE OF A PENSIONER

(a) Death if due to accident or unnatural causes should always be reported to the Police Station in whose jurisdiction the area falls.

It avoids lot of troubles later on. In such cases get the autopsy to establish proper cause of death.

(b) Do obtain two ink signed copies of Medical certificate specifying cause of death from the Hospital or the authorized Medical Practitioner. One of these is required by the authorities at the cremation / burial ground. The other is required by the authorities (Registrar of Deaths & Births) who issues Death Certificates. Obtain cremation / burial certificate from the cremation / burial ground.

(c) A close relative should apply for issue of Death certificate within 15 days of the death of the pensioner/ deceased. Obtain at least 20 ink signed & equal number of Photostat copies duly attested by a class one officer.

(d) Write to the Pension paying Bank Intimating them of demise of the pensioner, asking them to discontinue the pension of the pensioner and payment of the family pension of the spouse l N O K (give name). Enclose ink signed death certificate & copy of the original P P O having joint photo of the pensioner & spouse / NOK. Also state PPO and pension S /B A/C numbers.. Sample Application form as at Annexure.

(e) If the Pension A/c is a joint account or the spouse is a nominee in it, then it is simpler to operate the same A/C for family pension, otherwise a fresh S/B A/C is to be opened in the same bank. It requires proof of Identity and proof of Residence. Photo copy of voter I Card! PAN card will suffice- with three copies of attested photographs.

(f) Write separately to Pension sanctioning Authority, PCDA ( P) to start family pension, on demise of the pensioner and enclose ink signed copy of death certificate. Sample Application is at Annexure.
(g) In the case of Retired Army Pensioner Write to the A Gs branch (MP-6, CW 4) to update their records. & to Pay Platinum Grant if Applicable. Sample As per Annexure.

(h) If the age was less than 70 years write to Army Group Insurance Fund (AGIF) to Make payment of life insurance amount.

(i) Return Retired Officers I Card to Area HQ (lnt Br.) for further Disposal.

(j) If there are other Insurance Policies write to them to pay Insurance amount.

(k) Write to all banks wherein the pensioner has his accounts to transfer closing balances to the spouse / NOK giving bankers address and a/c number.

(I) Write to Regional Transport Officer to transfer the Automobile to the NOK.

(m) Write to Arms Licensing Authority to transfer the weapon (if any) to the NOK meanwhile deposit the weapon(s) in concerned Police Station orreputedd Arms Dealer for safe custody. The NOK should apply for Arms License at the earliest.

(n) Write to Electricity Providing Agency to transfer the meter in the name of spouse /NOK and start further billing against that name. (SUGGEST GET THE HOUSE AND ELECTRICITY METER JOINTLY IN BOTH NAMES NOW).

(o) Write to the Telephone providing Agency to Change the name of the subscriber, transfer the connection to the name of the Spouse / NOK for further billing.

(p) Apply to AWHO to transfer the dwelling unit to the spouse / NOK. Performa for Application should be obtained from the AWHO / Welfare Society . The Society has to render No Objection Certificate (NOC) stating that there is No encroachment of common land, No major modification to the Approved design and all Dues to the Society has been cleared. If not already done you may have to do it before they issue NOC.

(q) Write to all the clubs & societies to transfer the membership to the spouse of/NOK.

(r) Write to all Debtors to clear all dues and make payment to the Spouse / NOK.

(s) Clear the outstanding dues if any of the Creditors and credit cards and loans taken if any. Return the credit cards to the Bank concerned.

(t) Some of the banks may have issued Insurance certificate for the amount of FD /Bank Balance then claim it.

(u) Write to Income Tax authorities to intimate death of the Pensioner to close his Income Tax file and open Income Tax file in the name of the Spouse / NOK Quoting PAN number of both.

(v) Write to the Municipal Authorities to Close Property case file of the deceased person and open it in the name of the spouse / NOK.

(w) Approach the district Courts for Probate of the WILL, if it is in possession, otherwise obtain a Succession Certificate From the District Judge.

(x) These Instructions are repeated at the end to be used as a check list.

Army Cantt to adopt Vellore model

The Amritsar Army Cantonment is set to become the first Army Cantonment in the country to adopt the Solid Liquid Resource Management (SLRM) model designed by eco expert and conservationist C Srinivasan. He was in the city to conduct a workshop-cum-training session with volunteers, including the 2,000 families living inside the Cantonment.Initiating the secondary and tertiary garbage management that will include dry and wet waste, along with non-biodegradable waste, cantonment will also create sites for collecting and recycling waste material. Informing about the project, CO, Army Cantt, Amritsar, Dheeraj Sonaje, said, “We were having a problem in disposing of our garbage as there was no awareness regarding different concepts. But we will now implement initial, secondary and tertiary waste management principles, preparing a team of volunteers, who will oversee the entire project. The standardised procedure will have one tricycle for 200 families, including six trained volunteers, four responsible for collection of garbage, one for supervising the entire process and another for segregating non-biodegardable waste.”The Cantonment has approx. population of 10, 400 people, out of which several, members will be trained for the project. Srinivasan also visited and shortlisted three sites for storage of non-biogradable waste. “The three buildings to be used as sites include Old slaughter house, an abandoned gas agency and a barrack that was once used to house troops. All the principles of SLRM will be implemented and the waste treated will in fact be used to generated revenue by the Cantonment,” said Srinivasan.Sanoje proposed the idea as he was impressed by the concept of generating jobs and revenue from waste. “The quantum of income is high and it will also take create of our waste disposal problem. We plan to begin the first phase of project by October and complete it by November,” he says.


China On High Alert As India Puts Advance Missiles Along Border

China has once again urged India to take necessary steps for maintaining peace and stability in the region.

On Thursday, the Chinese Defence Ministry said in a statement that India should scrap its plan to station advanced cruise missiles along the “disputed” border between the two countries. The Chinese ministry made the request after Indian Armed Forces officials revealed their plan to build up military and civilian infrastructure capabilities in border areas. They also revealed that the Indian Army would equip regiments, deployed on the Sino-Indian border, with ‘BrahMos’ missiles.

Beijing expressed serious concern over the Indian Army’s plan, saying that it was the duty of two nuclear-armed Asian neighbours to create proper environment in order to resolve all outstanding bilateral issues through peaceful negotiation. According to the statement, it is unfortunate that New Delhi and Beijing have failed to resolve their border dispute despite trying hard since 1962 war between the two countries.

Commenting on India’s missile plans, senior spokesperson of the Chinese Defence Ministry Wu Qian said that India had agreed to maintain peace and stability in the border region in the past. However, New Delhi has started sending more troops to the border area in recent times, he added. Wu further said: “We hope that the Indian side can do more to benefit peace and stability along the border and in the region, rather than the opposite.”

Earlier, India strongly criticised the Asian giant for laying claim to more than 90,000sqkm ruled by New Delhi in the eastern part of the Himalayas, saying that China illegally occupied 38,000sqkm of its territory on the Aksai Chin plateau in the west. India also slammed China for providing political and economic support to its arch-rival – Pakistan. Beijing’s moves have prompted New Delhi to export missiles to five South-East Asian countries, including Vietnam, which are engaged in a dispute with Beijing over the South China Sea.

Interestingly, the Chinese ministry issued the statement ahead of Indian Prime Minister Narendra Modi’s meeting with Chinese President Xi Jinping on the sidelines of the upcoming G-20 Summit. Indian foreign policy experts have opined that Beijing is trying to normalise the situation so that President Xi can get an opportunity to discuss different aspects of bilateral ties in a favourable atmosphere. So far, the Indian government has made no comment on the statement issued by the Chinese ministry.

Over six months after terrorists infiltrated into the Pathankot Air Force Station and engaged security forces in a three-day gunfight, the Indian Air Force (IAF) is installing Integrated Perimeter Security System (IPSS) at an airbase in the western sector as a pilot project.The pilot project will be used for evaluating the system and security methodology and incorporating suitable modifications. The IAF has plans to install similar systems at 54 airbases across the country and is looking at the industry to meet its requirements on a turn-key basis.The IAF issued a request for proposal this week seeking participation from private vendors to supply, install, test, integrate and commission an integrated security system at an airbase under the Western Air Command having a perimeter of about 25 km.The integrated system comprises a smart electrical power fence capable of detecting and deterring intruders, thermal cameras with wide area surveillance and tracking ability in darkness, fog and bad weather, closed circuit TV cameras with built in motion detector and vibration sensors to detect waling, crawling or digging movements. All sensor inputs would be processed and analysed by a security-control software at a control centre.While the IAF moves to enhance perimeter security of its installations, the issue of encroachments and unauthorised constructions such as houses, commercial establishments and shacks around airbases and other sensitive military installations continue to be a cause of concern.In gross violation of statutory provisions, illegal constructions have, over the years, come up right up to the perimeter walls of military installations and at many places even under the aircraft’s approach path, raising security and safety issues.Apart from smart fences, the IAF has also initiated several other measures such as procuring light armoured vehicles, weapons, protective gear and other technical equipment to enhance the capability of its security teams.

Arms exhibit a big draw among students

The two-day arms exhibition, organised by the Tiger Division of the Army to motivate youth and schoolchildren to join the force, ended this evening.The exhibition was organised outside Zorawar Singh Auditorium at the University of Jammu. Students of various schools and National Cadet Corps (NCC) cadets had come to have a look at the weapons being used by the Army during wars and anti-militancy operations.Modern artillery equipment such as Russian-made AK-47, Indian-made INSAS rifle, machine guns, mortar launchers, grenade launchers, tanks and surveillance systems were put on display. A soldier stood next to each equipment, briefing visitors about its use.The students and the NCC cadets were enthusiastic about the event and even climbed on to the tanks to click selfies.Many students and other visitors showed keen interest in knowing about the use of the weapons during wars and anti-militancy operations. Some of the students even held a gun in hand for the first time, bringing a smile on their faces.“The exhibition was aimed at making people aware about the Army and its equipment. The focus was to motivate students and NCC cadets to join the Army in future,” said Lt Col Manish Mehta, defence spokesperson. He said around 300 NCC cadets from various schools and colleges of Jammu visited the Army weapon display fair today.Officiating Commanding Officer Lt Col Monisha said the Army fair gave an opportunity to the budding military enthusiasts, especially NCC cadets, to join the armed forces.“The NCC cadets were explained in detail by Army personnel the utility and fire power of equipment. The cadets were motivated and felt privileged to witness the unique military display,” Lt Col Monisha said.
