‘Guardians’ to monitor 18 welfare schemes in villages 1,000 ex-servicemen to be employed in 1st phase; launch next month

A scaled-down version of the much-hyped Guardians of Governance (GoG) scheme will be launched across 4,000 villages of Punjab from next month. The scheme is coming up for approval before the Council of Ministers in the cabinet meeting, scheduled for Thursday.With ex-servicemen being appointed as the Guardians of Governance (GoG), they will be initially keeping track of 18 welfare schemes, including atta dal, disbursement of social security pensions, any overcharging by cooperatives in fertiliser sale services provided in the hospitals/community health centres and veterinary hospitals.The guardians, to be appointed by a screening committee of ex-servicemen, will be armed with an app on their mobile handsets. They will be physically inspecting the progress of each scheme, which will be ranked and uploaded on the app linked to the IWDMS operating system at the government headquarters here. The ranking, high or low, will be simultaneously visible to the SDM, DC and the administrative secretary of the department that runs the scheme, and the Secretary, Defence Services Welfare, who will be the overall in charge of the GoG scheme.Based on the ranking given by the guardian, the scheme can be rectified. The app allows for the scheme to be examined at the sub-divisional level, district level and at the state level.The Congress government has decided to appoint 1,000 guardians, with each guardian looking after four villages. Originally, the scheme was meant to be rolled out with a budget of Rs 180 crore. “We found that ex-servicemen are residing in only 3,000 villages. We thus reworked the scheme and scaled it down to employing guardians in these 3,000 villages. Thus, the total provisioning required for the scheme will be Rs 45 crore. To begin with, we are running the scheme on a pilot basis this year, and a budget of Rs 12 crore is required for it. Next year, the scheme will be scaled up,” said Gurkirat Kirpal, Secretary, Defence Services Welfare.Two jobs for martyr’s family
As against the norm of giving one compensatory job to next of kin of a martyr, the Punjab Cabinet is likely to give two jobs to the family of Naib Subedar Paramjit Singh of Vein Poin village in Tarn Taran, who attained martyrdom earlier this year.

Training for Girls for commission as officer in the Army
4. Maharaja Ranjit Singh Institute.
Taining of boys for commission in Armedn Forces.
5. Kendriya Sainik welfare schemes.

It was was a surprise to know that none of the ESM knew about the above schemes and institutes and even JOB FEST commencing from 21 Aug .

6. ESM welfare points included in the Punjab Congress Manifesto.

All promised to work as a team for betterment of their villages and support war against corruption in all departments of Govt.
